Report discusses Al-Kazemi's military operations: letters to Washington, Tehran, and the crowd!

Baghdad - people

A press report, on Friday, shed light on the military operations launched by the commander of the armed forces, Mustafa al-Kazimi, in Kirkuk, and discussed its objectives and messages.

The report published by the Russian news agency "Sputnik" and its follower, "NAS" (June 5, 2020), considered that the process may carry "political goals and messages to the United States of America and Iran, as well as internal parties such as the PMF and the Peshmerga."

The following is the text of the report:

Operation "Heroes of Iraq" is one of several military operations launched by successive governments to eliminate the remnants of "ISIS". The importance of this process lies in its place in Kirkuk, and Al-Kazemi has assumed his duties in the country.

Observers believe that launching this process at this time and in Kirkuk has more political than military objectives, the process comes after months of political conflict and unrelenting demonstrations, in addition to that Kirkuk represents one of the disputed strategic and oil regions between the federal government and the Kurdistan Regional Government, and is subject to Article 140 of the constitution, which specializes in the conflict between Baghdad and Erbil.

An important benefit

Major General Ahmed Al-Sharifi, an Iraqi strategic expert, said, "The military operation launched by the government to fight ISIS in Kirkuk and the border areas was in deserving of an important stage in the framework of pre-emptive planning, for a change in the tactics of battle management by the organization, especially in the deployment and use of fraud and camouflage, which is what Make the issue of air monitoring and targeting by the national army unavailable. "

A proactive step

The strategic expert added to "Sputnik", "There was a need for a ground operation to silence the threat that came directly or indirectly from the organization and its many terrorist operations, as well as that process came simultaneously with operations that took place in Salah al-Din and in Diyala, and was followed by Also, a process that was taking place in Anbar, so that process in its general framework comes within a series of operations, and it is classified as a proactive process. "

Al-Sharifi continued, "The choice of Kirkuk at this time did not come from a vacuum, but all evidence and introductions confirmed that it would be an upcoming target for the spread of" ISIS "on the one hand, and also with regard to internal and external political tracks, so we are facing challenges that required the necessity of proliferation and security presence, This process will be followed by other operations in the coming period.

Operation goals

For his part, Dr. Abdul Sattar Al-Jumaili, Secretary of the "Nasserite Vanguard Party" in Iraq, said, "I think that the military operation launched by the new government to fight ISIS in Kirkuk and some of its neighboring areas has multiple goals, local, regional and international."

The Secretary of the Pioneering Party added to "Sputnik" in "the introduction of these goals, to show that Al-Kazimi in particular is able to confront ISIS terrorism and resolve his file by relying on the capabilities of the Iraqi army and the forces supporting him, mainly with air support from the international coalition, which helps him in the round of what has been called With the coming strategic negotiations with America and scoring points in his favor, in addition to his message to neighboring countries, especially Iran and Turkey, that the Iraqi army has become a force capable of facing challenges and dangers, and thus has become part of the balance of regional powers in the face of these two countries that Iraq has long suffered from the bad amount of its neighborhood. Geo. "

Al-Kazemi's messages

Al-Jumaili continued, "As for the local message, it is that Al-Kazemi who confronted the most dangerous files, which is the terrorist threat of ISIS, is able to face the files of the necessities of change, foremost of which are the corruption files involved in all the blocs without exception. And that there are indications of the cooperation of some parties of these forces that are affiliated with a specific Kurdish party with ISIS in occupying the city of Mosul, and that there is an indication that no active role for the popular crowd is given except for the legal role.

On the focus of the operation on Kirkuk, the Secretary of the Vanguard Party said, "Al-Jumaili said," ISIS chose this area that represents a basin of difficult terrain that is surrounded by mountain ranges and interspersed with valleys and unoccupied spots, and adjacent to Salah al-Din and Diyala provinces towards some mountainous Sulaimaniyah regions in Kafri and others, down To the Duz, the Kirkuk roads of Baghdad, Tikrit, Kirkuk, and Tikrit Diyala, and thus represent a continuous hideout for ISIS in these areas, and a destination for its cells in the western, northern and southwestern areas open to the desert. "

Al-Jumaili pointed out that "concern remains about the seriousness of the international coalition and the two neighboring neighborhood countries, in allowing Al-Kazemi to resolve the ISIS terrorist file, which was and still is a card in the hands of these parties for terrorism, intimidation and penetration in Iraq and the Arab world in general, and this is what the paths of the current political process will answer ".

In turn, said Abdul Qadir Al-Nayil, Iraqi political analyst, that "the military operation announced by the Al-Kazemi government in Kirkuk governorate has its political and economic dimensions covered in events."

"Kirkuk is rich in oil and can be the best place to export oil at the regional level because of its proximity to the Turkish and Iranian borders, and it is the focus of conflict between the crowd and regional parties on the one hand and the Kurdish parties on the other hand, as the Kurds consider it the primary source of the economy," added political analyst for "Sputnik". The Kurdistan region, which saw the light after their control of its file after the American occupation in 2003, which made it think about seceding from Iraq.

inner struggle

"The struggle over oil smuggling by factions and some Kurdish parties is a major reason for this military operation, as confirmed news has come from private sources, that the Kirkuk file is one of the expected negotiating points between Iraq and America in the middle of this June, and it had appeared New directions for the Peshmerga to return to receive the security of Kirkuk, which is an American goal to keep the crowd out of their movements, as they took a silk base in Erbil as their headquarters and a large base in the Middle East.

The political analyst continued, "It is known that whoever controls the security and military file in Kirkuk will ultimately control the political and economic file, foremost of which are the oil fields that everyone used to steal Iraqi oil, and therefore security events, most of which were contrived by all parties, to create the opportunity of presence, as they facilitated ISIS pockets for some parties, their presence and infiltration of the elements of the organization are subject to a war of rivalries in control of Kirkuk, and any security unit from the people of Kirkuk can guarantee them if they are given arms and freedom, and the real solution to the issue of Kirkuk is to leave its matter to its people from the Kurds, Turkmen and Arabs, they are the sons of one province and coexist peacefully He cooperated, but the interference from outside it spoiled the development and the welfare of its people.

The heroes of Iraq

For his part, Ismail Al-Hadidi, Advisor to the President of the Republic of Iraq and former Deputy Governor of Kirkuk, said that the "Operation Heroes of Iraq - Victory of Sovereignty" process is of great importance, because it will cut the supplies of terrorists between the provinces of Kirkuk and Salahuddin in northern Iraq.

Al-Hadidi confirmed in his speech to "Sputnik" that "this process has strengthened the confidence of citizens in their military forces, which began to purify their areas under the supervision of the Commander in Chief of the Armed Forces and the participation of all joint forces and the popular crowd."

He continued: "The international coalition contributes very significantly to the strengthening of the Iraqi security forces."

Al-Hadidi pointed out "the importance of the air support it provides to the security forces, which are now feeling confident in ending these groups and not repeating the mistakes of the past."

He explained, "The presence of Iraqi Prime Minister Mustafa Al-Kazemi personally with the security forces in Kirkuk was very important," noting that "his visit to the province was limited to launching the military operation and supporting the forces and had no political reasons."

Al-Hadidi pointed out that "Al-Kazemi was the head of the intelligence service and he had all the information about the movements of the ISIS terrorist elements." Between Kirkuk and Salah al-Din to communicate with each other. "

And the advisor to the President of the Republic said, "The Iraqi Heroes operation will cut off the terrorist supplies between these governorates, and therefore there will be a capacity to control these areas and end all operations that were targeting Iraqi forces there."

Baghdad - Mawazine News.
The Parliamentary Legal Committee intends to host the president and members of the Independent High Electoral Commission to discuss the decisions of the Board of Commissioners and the procedures followed in the conduct of the electoral process.
And the Parliamentary Legal Committee presented, according to a parliamentary source, the final version of the House of Representatives election law, recently voted on for the purpose of discussing it. The law that was voted on by parliament by pressuring protests months ago is still defective.
The source told Mawazine News that "the legal committee held a meeting chaired by Rep. Hadi, chairman of the committee, and the presence of its members to discuss a number of bills listed on the agenda."
He added that "the meeting discussed the final version of the Law of the Parliament, which was previously voted upon and the electoral districts." He continued that "
And Mawazine News obtained a copy of a letter to the legal committee, which includes a reference to the committee’s intention to host the president and members of the commission to discuss the decisions of the Board of Commissioners and the procedures followed in the conduct of the electoral process.
From the first moment of the vote, late last year, lawmakers and observers pointed out mistakes they described as "flawed" in the election law.
Since the announcement by the Iraqi Electoral Commission of the selection of officials of new departments and departments to work in the main office and branches of the commission in the various Iraqi governorates, various political forces have accused them of submitting to partisan pressure by choosing their middle and technical cadres in their offices deployed in Baghdad and the provinces, which raised fears of a retest of the 2018 elections that marred Counterfeiting is widespread, amid calls for government and international intervention to end it.
Representative Hoshyar Abdullah said in a statement that "there is a big mistake in this law, and it is shameful for the legislature to pass it, which is the lack of a schedule for distributing electoral districts according to the election law, and the worst and most dangerous of that is that the Speaker of Parliament before voting on the law In general he stated that these tables should be prepared in the future and be approved by the Presidency and the Legal Committee, while the tables in all previously enacted laws were an integral part of the law and should be voted upon in the House of Representatives.
He added, "We are also surprised by the deputies who voted on this law without knowing on what basis the electoral districts were distributed, and this point is very dangerous, because according to the distribution of the electoral districts, there will be manipulation of the population numbers in the districts by the influential people in them, and they will be able to increase or Reducing the number of seats. "
And about six months after the Iraqi parliament passed the Independent High Electoral Commission law as one of the most important goals demanded by the demonstrators, the political debate over the independence of the commission, which political forces questioned the standard of appointments in its administrative structure, has returned, while parliament prepares to start discussing the supplement to the election law When resuming its scheduled sessions after the Eid holiday.
Parliament had approved the formation of the new commission of independent judges, in response to one of the demands of the popular movement.
After the vote, Speaker of Parliament Muhammad al-Halbousi declared that, "According to its new law, members of the commission will be first-class judges", indicating that "their choice will be by lot to ensure transparency."
He added, "The law is characterized by the termination of the work of the current commission and the transfer of general managers to other departments while keeping four and exempting the directors of divisions to give independence and reassurance to the commission despite the presence of competent managers."
He stressed that "this law is important, and there are efforts to pass the House of Representatives Law."
But the leader of the “National Coalition, Iyad Allawi, considered in a tweet on Twitter that“ appointments within the commission are based on quotas. ”
He added,“ Appointments based on quotas in lower positions in the Electoral Commission, the lack of an early date for elections, and the lack of direct amendment of the election law and its commission, is an indicator It is dangerous for the interim government’s intention to continue, ”noting that“ this matter cannot be allowed based on the demands of the Iraqi people for reform, as it is an entry into chaos. ”
The "Iraqi Forces Alliance" led by the Speaker of Parliament accused the commission, and said in a statement, "While we responded to the popular demands to reform the building of the Independent High Electoral Commission, we sought, together with our partners in the political process, to correct the electoral process and complete its structural requirements and its law, and we took into account the call To the selection of judges and jurists to manage its council, but after we closely monitor its performance, we felt a serious deviation in the paths of forming its joints and politicizing the choices of middle and technical cadres in it. "
He called on the judges of the Commission to "the need to expedite the treatment of these imbalances and correct them and fairness to all components of the Iraqi people in them," warning at the same time, "the Council of the Independent High Electoral Commission of the consequences of continuing to obey certain parties and implement its agenda." It waved the adoption of "constitutional mechanisms to correct the path of the High Commission for Elections and maintain their independence and to ensure the efficiency of their performance and the confidence of the public and the international community by"
