He added that "holding the session indiscriminately without following the health conditions would be a danger for parliamentarians and employees in Parliament," noting that "the parliament session tomorrow is an adventure because there is nothing important and it deserves to be held by the session under the current circumstances."

And that "if the government sent the budget law for the year 2020 or completed the cabinet, it would be worth the attendance, and the deputies could bear the consequences, but tomorrow's session will be normal and not worth the risk." 

He pointed out that "the injured MPs are afraid to disclose their affliction of corona for fear of political downfall and unethical comments through social media." 

Yesterday, the lawmaker revealed the State of Law coalition, Hisham Al-Suhail, that deputies with their families were infected with the Corona virus. 

Al-Suhail said in a televised statement followed by (today Baghdad) that "there are a large number of members of Parliament who were infected with the Corona virus with their families and their protection." 

He added, "Representatives are no better than citizens, as the virus infected them and infected their families."

Amin said in an interview with him (Baghdad today) that "the prime minister is the one who determines who is in charge of the dialogue with the United States of America," noting that "the presence of a minister or not to the Ministry of Foreign Affairs does not hinder such files." 

He added that "the Foreign Ministry has technical teams concerned with entering into the details, as well as there are committees formed by several ministries to deal with the upcoming dialogue with the United States, therefore the file is a state issue and not a ministry."  

And that "the presidency of the Council of Ministers will be determined soon from Sinop on behalf of the Foreign Minister, and it is possible that he is one of the current agents who are in charge of managing the ministry until a foreign minister is chosen." 

He pointed out that "the expected dialogue is expected to be in the middle of this month, but it is possible that an emergency situation will occur and delay this date due to the events in Washington and the Corona pandemic crisis today."  

He explained that "the Foreign Relations Committee addressed the Ministry of Foreign Affairs in order to inform us about the priorities of this matter, and we are supposed to participate in the elaboration of some visions."

On the impact of the foreign ministry's remaining without a minister yet, member of the State of Law, Kazaa Al-Rikabi, said, "The survival of the new government without a foreign minister will put it in great embarrassment in the US-Iraqi negotiations in June." 

He added that "these important negotiations may be paid to settle the ministerial cabinet as soon as possible before the date of the negotiations," noting that "the members of the House of Representatives have not been informed until now of the date of the session to complete the ministerial cabinet."

Advisor to the Prime Minister: We will not deal directly with the withdrawal of US forces

For his part, Advisor to the Prime Minister, Hisham Dawood, revealed the date of the start of Iraqi-American negotiations, while he made clear about official representation. 

"Negotiations with the United States will begin on June 10 this year, and they may be at the level of a foreign minister or lower," Dawood said in a press conference held today, attended by (Baghdad today), adding that "Al-Kazemi's participation in it may not be close."

And he added: "We will emphasize national sovereignty, without touching directly on the withdrawal of American forces."

He pointed out that "there are many areas for cooperation with the United States, and it is not limited to the security aspect that we may need in the future of information and training."

The US ambassador outlines the negotiations between Washington and Baghdad and alludes to reviving the strategic agreement

On Sunday (May 31, 2020), the American Ambassador in Baghdad, Matthew Toller, outlined the features of the upcoming Iraqi-American negotiations, while alluding to reviving an old agreement between the two countries, which is the "Strategic Framework Agreement between Iraq and America." 

"I decided to ask my colleagues here at the American embassy in Baghdad and the consulate in Erbil, and to talk about the ongoing work that their offices are doing to enhance our partnership and help advance the reality of the lives of the Iraqi people," Toler appeared in a videotape.

He added, "During the coming weeks, my colleagues throughout the mission will discuss separately how to deal with the strategic framework agreement," stressing, "We have all aspects of our bilateral relationship, political, economic, cultural, educational, and scientific, and not only limited to security assistance." A question was asked to the ambassador about America’s focus on supporting Iraq to fight ISIS only, as he put it. 

He added, "You will have access to more details about the ways the USAID can provide humanitarian and stability support to millions of Iraqis at risk." 

He pointed out that "the economic section will shed light on his tireless work to bring trade delegations, American investments and American concessions, and assistance to Iraq in order to be independent in the field of energy." 

He explained, "The political section will talk about its programs that promote human rights, justice and accountability, in addition to removing mines on hundreds of sites sensitive to infrastructure." 

"We also have an office for refugees and displaced people, which has improved the lives of millions of Iraqis, through the rehabilitation of housing, farms, companies, schools and basic infrastructure in societies across the country," he added. 

He stressed, "The next generation of Iraqis will benefit from the work of our cultural department by sending hundreds of Iraqi students each year to the United States, according to the exchange program, as well as their important work in helping to preserve the rich Iraqi cultural heritage."

He continued, saying: "As you can see, our partnership depends far beyond simply providing support to the Iraqi security forces." We look forward to the upcoming strategic dialogue meetings that aim to cooperate in how to strengthen these ties in order to overcome the many challenges that still Iraq Faces it. "

June negotiations are the first of their kind after the 2011 withdrawal 

The date of the launch of dialogues is the first of its kind, between Iraq and the United States, since the withdrawal of the latter from Iraq in 2011, which is scheduled to take place in the middle of next month, and in what has been described as "very important", regarding its role in the military and security.

The ambassador noted, according to the statement, "The United States' readiness to help Iraq overcome its economic problems and contribute effectively to stimulating investment in the Iraqi energy market, in the interest of the two friendly countries."  

"The minister thanked the American ambassador and welcomed the development of economic relations between the two countries," the statement added, noting that "the ministry has ambitious plans to improve the performance of the national electricity system, and praises the sobriety of American companies operating in the electric power sector."  

The statement quoted the Minister of Electricity as saying that "the Iraqi energy market is a promising and important market, and that the door is open to all companies in friendly countries to enter this market, and contribute to developing Iraq's capabilities in the field of energy."  

The Minister of Electricity praised the "American exemptions that were granted to Iraq, which contributed to perpetuating the momentum of the work of the production plants, and thus the improvement of the performance of the national network."

The Iraqi-American negotiations, which begin in June, constitute a crossroads for both countries. Iraq faces real and imminent dangers related to its unity, the cohesion of its people, the strength of its economy, and its position as an important country in the region and the world. The United States is also facing a major political and strategic challenge in the Middle East, which since the middle of the last century has grown accustomed to an active presence of the American factor as a major player in it.
 
But there are many variables that make it necessary for the United States to play an active role in the region, especially with the growth of the Iranian subversive factor in it, and this Iranian factor is not only related to the countries of the region, but to other countries of the world, especially the United States and its allies in the region, because it threatens its interests and the interests of states Western in general, in addition to its threat, is not only the interests of Arab countries, but its national, political, cultural and economic existence, as the aspirations of the jurist are boundless.
 
Many fear the diminishing of American interest in the Middle East with the escalation of American popular demands for attention in the US instead of abroad, in addition to the slogans of the two main parties regarding the priority of domestic interest, especially with the possibilities of the United States being self-sufficient in the energy field, expected in 2030 due to its dependence on shale oil, which Its production has increased in the United States ten years ago. But the latter's production cost remains high compared to the cost of Arab oil production, especially when prices drop, as is the case now. Therefore, Arab oil will remain important to the United States and Europe, in practice and strategically, to say the least.
 
The Middle East will remain an important region for the United States and the world at large for many reasons, even if it is no longer a source of cheap energy for America and Europe, but the situation will change in the future, and that the western absence from the Middle East, if it occurs, will undoubtedly be filled by others, whether they are Chinese or Indians. Or Russians or Iranians, and these are not friends of Western countries, and they will not be at least in the short term at least, and if they manage, they will not allow a place for America or the European Union in their spheres of influence, and this is what is happening now in Syria for example, as the countries are no longer Western any role in it because it abandoned its role, voluntarily and for short-term selfish reasons.
 
The Middle East will remain the heart of the world, in which ideas, religions, philosophy, science and history began, and from it the world derived its spiritual and positional laws, religions and ways of life, and it will continue to derive its energy, methods of communication and communication, so that the western or eastern world cannot abandon this beating heart, even if it is damaged Temporary or subjected to emergency kidnapping from parties whose usual culture is not related.   
 
With regard to Iraqi-American relations, the issue is not only related to economic relations and the need for Iraq to the United States to save him from the threat of terrorism and Iranian occupation, but there is a moral position on the United States to stop him, namely that it is they who occupied Iraq and brought down the Iraqi state and disbanded the Iraqi army and allowed the formation of militias that It is under the command of another country that is historically and culturally hostile to Iraq, and opportunities are being sought to weaken it and control it. A state sponsoring terrorism and terrorist groups.
 
The United States has no right to abandon Iraq now after it toppled the Iraqi state, leaving it prey to the dangers of terrorism, partition, civil war, Iranian occupation, economic plunder, and social and cultural sabotage, which has promised to make it a prosperous and democratic country. There is a moral and legal responsibility of the United States, Britain, and the countries that supported them in the occupation of Iraq in 2003, in defiance of the international will, to support the Iraqi national state and its democratic institutions. This is what the Iraqis promised, and this is what millions of Iraqis believed, and their justification for invading Iraq was in violation Explicit international law.  
 
The withdrawal of the United States from Iraq will constitute total harm to Iraq, and it will expose it to dangers that may be devastating. Therefore, the Iraqi national negotiator must not respond to the Iranian threats or the threats of the militias consecrated by the order of the jurist, who aspires to seize Iraq. The long-term interest of Iraq lies in being a part From the international democratic community, the global economy, and the regional security system, and not a meager state affiliated with an internationally besieged, regionally and internationally pariah state.
 
The Iraqi people are not satisfied with subordination to Iran, and the October uprising has proven beyond a reasonable doubt that they want a modern, democratic state interacting with the international community and the Arab world. The interest and opinion of the Iraqi people must be taken into consideration in the Iraqi-American negotiations to be held in June, and this interest lies in establishing strong political and economic relations with the United States and the rest of the developed countries so that Iraq can remain a coherent country and not be affected by Iran's activities and the illegal ambitions of its foreign leaders Destabilizing the region and the world.  
 
Al-Kazemi’s government is called upon to stand with the interests and aspirations of the Iraqi people to establish a strong, independent, democratic, and non-affiliated country with another state, a state that is part of the international community and the Arab world, and that it must take bold measures in this direction. Yes, it is a new and incomplete government, and this makes it relatively weak, but it needs to show strong and tough positions towards armed groups linked to Iran, which interfere in the internal and external policies of Iraq. Taking bold and strong positions will strengthen the position of this government and bring together all the ambitious national powers in a strong state that equals its citizens and imposes the rule of law on all and rejects dependency and subservience under any name.
 
Until now, Al-Kazemi’s government seemed hesitant as if it wanted to hold the stick from the middle, and this is a position that is not in its interest and will not be in its interest. There is a saying by former British Prime Minister Margaret Thatcher in this regard that it is not true that you stand in the middle of the road, because you are the vehicles traveling in both directions will shock you and eliminate you). The Al-Kazemi government should not stand in the way because it will lose the support of the Iraqi people and the international community alike, and it certainly will not win the support of Iran and its armed groups, which it will not stand with in any case. If Iraq wants to remain a respectable country, it must be independent and limit the influence of Iran in it and curb the militias established by the Guardian jurist to break up and weaken Iraq and achieve its illegal and unlawful goals in contravention of international law.
 
The Iraqi government must know that the current parliament does not represent the will of the Iraqi people because it came as a result of elections that are questionable and fair. We must not forget that the Korean company hired by the former caucus commission is a small company, and has leniently arranged the results for the benefit of the current parties, and we must remember that the United Nations mission at the time disavowed them. Most Iraqis know that fraud in the 2018 elections was large and wide, and this was stated by many politicians and some members of the commission itself. A member of the commission, Saeed Kakaei, said explicitly that some of the results of the 20018 elections were rigged by 93%! Therefore, the Al-Kazemi government, if it truly wants to respect the will of the Iraqi people, must act according to these data. First, the forces represented in the current parliament do not represent the will of the Iraqi people, and free and fair elections must be held in order to produce a parliament that truly represents the Iraqi people.
 
Few recognize the integrity of previous elections, and fewer believe that the Al-Kazemi government is able to hold early elections, ahead of their constitutionally scheduled deadline in mid-2022. Out of illusions, what is required is preparation for real elections in which real democratic parties have deliberate and realistic political and economic programs, According to the laws of elections, parties and elections, which are just and fair. Such parties will not form and organize themselves in a natural way except when they truly believe that they can achieve this and that there is sufficient funding and real justice! There is no use in early elections that bring about the current corrupt groups. Therefore, the national forces should be concerned with conducting transparent and fair elections according to fair laws for all, rather than focusing on holding early elections that take place as agreed and bring the current corrupt again.

The House of Representatives decided to adjourn its session, which was held today to Saturday of the next week at one in the afternoon.

After midnight Wednesday (May 6), the Iraqi parliament voted to grant confidence to the government of Mustafa Al-Kazemi and to vote on 15 ministers in the government booth, but five candidates did not obtain that confidence, and they are the ministries of trade, agriculture, culture, immigration and justice.

The House of Representatives also postponed the vote on the candidates of the Ministry of Foreign Affairs and Oil until another time, in the absence of agreement on the nomination of the candidates.

Al-Halbousi directed that "the Finance Committee host representatives of the General Retirement Authority and the Ministry of Finance to discuss the reasons for the delay in the distribution of the salaries of retirees who were referred to retirement."

In turn, the representative of the government referred to "the cabinet's discussion of ways of financing the general budget items according to priority, warning that not going to borrow makes the state unable to pay salaries to employees, indicating that there is a fiscal deficit of 35 trillion dinars for the remaining months of the year." The council discussed "the issue of following up the implementation of the grant for poor families due to the spread of the Corona pandemic, in the presence of Adel Hashush, Minister of Labor and Social Affairs, Minister of Social Protection."

The minister explained that "the emergency grant approved by the Council of Ministers to grant an amount of 30 thousand to ten million Iraqis does not receive a government salary by allocating an amount of 600 billion dinars from the central bank spent for two months at 300 billion a month, noting that the first payment launched before the Eid holiday in various proportions due to The imposition of a curfew in cooperation with local telecommunications companies, pointing out that the number of grantees amounted to more than 14 million citizens and after checking the data by the ministers, 4 million people were excluded because they did not meet the conditions.

The interventions of the deputies focused on "knowing the reasons for the delay in the payment of grants to citizens, especially the unemployed grant and the emergency grant, in addition to the lack of clarity in the mechanism for the distribution of grants by the ministry and its instructions, in addition to calling for the need to combat the doors of corruption to fill the financial deficit, and inquire about the proportion of the Kurdistan region out of the total The amount allocated to the emergency grant, in addition to requiring the Ministry of Labor to put in place an appropriate mechanism to spend the specified amount from the crisis cell, and to adopt a professional standard for identifying the poorest areas in Iraq to ensure social justice:

The interventions pointed to "the importance of providing members of the House of Representatives with tables that clarify the percentage of the grant distribution to each governorate and the number of governorates that have been presented on the grant in order to achieve justice in the distribution between citizens, and inquire about the exact time to release the remainder of the amount of the grant to those who are entitled to, and demand the creation of an additional mechanism for abusive citizens who do not use devices Communication and the necessity of the ministry relying on the mechanism of field survey of the regions to know the poor groups, and demanding the government's commitment to implement the Social Protection Law that the House of Representatives legislated without going to personal jurisprudence, and demanding to know the reasons for the failure of citizens in Nineveh Governorate to include the social welfare grant for years and until now, pointing to the existence of Corruption in the file of foreign labor as a result of the entry of hundreds of thousands of workers into Iraq without taking leave from the Ministry of Labor and Social Affairs."

In his response to the interventions during the session, which Hassan al-Kaabi presided over aside, the Minister of Labor and Social Affairs indicated that "the observations of the deputies will be a road map for the future work of the ministry, indicating that setting the poverty line standard is not within the jurisdiction of the Ministry of Labor but rather from the tasks of the Ministry of Planning, stressing the inclusion of citizens In the Kurdistan Region with the emergency grant by presenting them through the communication networks Cork and Asia Cell, noting the need for some laws related to the Ministry's work to amend by the legislative authority to cope with the current conditions, expressing the Ministry's readiness to conduct field visits to governorates that suffer from high poverty line rates.

In another matter, I directed the Presidency of the Council to hold a meeting next Saturday at eleven in the morning between the heads of the parliamentary blocs and the Legal Committee in order to review and audit the final version of the Parliament’s election law that was previously voted upon and the electoral districts.

Then it was decided to adjourn the session to next Saturday 6/6/2020.

He added, "But that does not mean letting the important parties in Kurdistan behave on their own, because this may lead to tribal differences between the clans of Talabani and Barzani. Therefore, the American leadership can form the Kurdistan region into a unified government based on institutions and deserve the appropriate investment. The Kurdistan region needs American assistance, Including training the financial administration for 2020 in Iraq and processing a request of $ 249 million to support the peshmerga reform efforts.”

Members of the House of Representatives from Basra Governorate, on Tuesday, made a statement to Prime Minister Mustafa Al-Kazemi nominating five personalities from the governorate to receive the Oil Ministry portfolio, while they indicated that the choice was made in the presence of all members and by secret ballot

In a letter addressed to the deputies of Basra, and Shafak News Agency obtained a copy, it said, "58 personalities from Basra Governorate applied to run for the position of the Oil Ministry that was assigned to Basra," noting that "in the first stage, 10 personalities were chosen for nomination by secret vote

She added that "a second round of elections was held for this, and the result was that five people won the nomination," noting that all 24 representatives of Basra attended the voting in the two rounds

The letter added, "The personalities that were nominated are all from the people of Basra, who are both   Abdul Karim Jabr Muhammad Al-Saadi, Bachelor of Engineering, Muhammad Hillel Al-Kaabi,   PhD of Engineering,   Mahmoud Abbas Ali Al-Jabouri, Bachelor of Engineering, Ahmed Khazaal Hamad Assaf Al-Emara, Bachelor of Engineering,   and Salam   Al-Maliki. Speaker of Parliament Muhammad Al-Halbousi received the names of candidates for the cabinet cabinet for vacant ministries in the government of Prime Minister Mustafa Al-Kazemi.

Members of the House of Representatives favored voting on candidates for vacant ministries in the government of Prime Minister Mustafa Al-Kazemi in a session tomorrow, Saturday, after Speaker of Parliament Muhammad Al-Halbousi received a list of their names. 
Al-Halbousi's office had mentioned, in a brief statement received by Al-Sabah, that “the Speaker of Parliament has received the names of the cabinet cabin candidates for the vacant ministries.” 

In an interview with Al-Sabah, Representative Tohme Al-Lahibi said: "Tomorrow's session is likely to witness the completion of the vote on the rest of the ministries," noting that "although there is no official thing, all data indicate a vote to complete the ministerial cabinet." 

Lahibi added that "a meeting of the heads of the blocs with the legal committee on the electoral law will precede the session," noting that "Parliament has resumed its work by holding sessions and a vote will be taken on the borrowing bill because it is very important in the current period."

In a televised speech published at the end of last month, the American Ambassador in Baghdad, Matthew Tudler, stressed that the upcoming dialogue between the United States of America and Iraq in mid-June is aimed at overcoming the challenges facing the two countries' relations, and activating the provisions of the strategic framework agreement between the two countries signed In the year 2008.

It is clear that the “challenges” he referred to here relate specifically to the position of American forces in Iraq in the context of the war against ISIS, and in the context of the division in Iraq vis-à-vis the American-Iranian conflict, which forced the American forces to redeploy to be far from Any targeting from Iran's allies in Iraq!

In 2008, Iraq and the United States of America signed two agreements. 
The first is the SOFA, known as SOFA. It is the agreement that defined the main provisions and requirements that regulate the temporary presence of US forces in Iraq from the date this agreement entered into force on January 1, 2009 for a period of three years, meaning that it officially ended with the complete withdrawal of these forces from all Iraqi land, water, and airspace, on Not later than December 31, 2011. 

The second is the Strategic Framework Agreement, which is known as the SFA (abbreviated to SFA) and has talked about establishing long-term cooperative and friendship relations between the two countries that covered the fields: political, diplomatic, defense, security, cultural, economy and energy, health and environment, information and communications technology, Law enforcement and the judiciary. 

It has been clear for the past twelve years that this agreement has remained out of date. As the Shiite political actor, who monopolized the political decision in Iraq, was not “willing” to develop such a strategic relationship with the American side on the one hand, and the American administration was also “not keen” on such a strategic relationship, not because of the failure of its negotiations with the Iraqi government in general 2011 to keep a portion of its forces in Iraq due to the dilemma of immunity, which failed not only, but mainly due to the transformation of the US national security strategy adopted by the Obama administration in 2010, which formed a near-complete break with the US national security strategy adopted by the Bush administration Son in the years 2002 and 2006 specifically regarding the war on terror, which represented the direct American response to the events of September 11, and enshrined the rise of the neo-conservative philosophy - in American foreign policy, specifically with regard to focusing on

The only logical way out for both parties, the Iraqi government and the US administration, is to sign a memorandum of understanding related to the status of forces that is binding on the Iraqi government, without the need to go to the House of Representatives.

A review of the US National Security Strategy 2017-2021 adopted by the Trump administration reveals that the Middle East in general does not attend this strategy except by ensuring that it does not turn into a "safe haven or fertile ground for jihadi terrorists" and that "it is not controlled by an enemy force To the United States, ”and contributes to“ stabilizing the global oil market. ”

 With the exception of focusing on the Iranian threat and the Palestinian-Israeli conflict, we will be faced with general and constructive talk about cooperation and strengthening stability in the region, and the only reference to Iraq by name was through the emphasis on “strengthening the long-term strategy with Iraq as an independent country”, and it is clearly a reference to the strategic agreement Which the parties were not keen to enforce!

After the explicit American rejection of the demands related to the withdrawal of American forces from Iraq, and its insistence on the survival of these forces, it is clear that there is an American need to legalize the status of American forces in Iraq, that is, to find a legal alternative to the status of forces agreement that ended in 2011, so the American forces present in Iraq currently came within the framework of the International Coalition to Combat Terrorism that was formed in September 2014, and what specified the relationship between the two parties throughout the subsequent years on that date was nothing but tacit understandings that are not announced, and perhaps a fait accompli imposed on the two parties as there was no legal framework Specific and clear need both. And that the US lawsuit for the June meetings has its primary and fundamental mission being to legalize the status of US forces in Iraq, and therefore the talk of strategic cooperation was merely a cover-up to all of this!

In Iraq, it is also clear that there is an explicit division regarding the American presence, which was revealed by the facts that accompanied the House’s vote on the non-binding resolution in this regard (it is not within the authority of the Iraqi parliament to issue legislative decisions that are binding on the executive authority from the beginning). 

And the Kurds from attending this session, and the Speaker of Parliament abandoned his position on the platform in order not to be a partner in such a decision! 

But this does not necessarily mean that there is a consensus among the Shiite political actors on this issue.

Indeed, there is a conviction among some of them that Iraq needs the survival of the American forces to confront the ISIS threat. 

In practice, this division means that there is no possibility to pass a new agreement between the United States of America and Iraq regarding the status of forces within the Iraqi parliament (ratifying the agreements requires a vote of two-thirds of the members of the House of Representatives, or 220 members). 

The only logical way out for both parties, the Iraqi government and the US administration, is to sign a memorandum of understanding related to the status of forces that is binding on the Iraqi government, without the need to go to the House of Representatives.

 Most likely, this is what will happen in the upcoming meetings, especially with the absence of any real indicators, neither Iraqi nor American, that will convince us of the possibility of activating the long-term cooperation that the agreement spoke about, and the American ambassador in Iraq spoke about.

On Friday, legal expert Tariq Harb warned members of the House of Representatives against "stalling" the vacant ministries file, in light of the critical circumstances the country is going through.  

"We repeat to parliamentarians and stakeholders the need to obey what the Prime Minister is asking for regarding the completion of the cabinet formation because he faces the difficulties that exist in the Iraqi reality of negotiations with America, militias, an uneasy weapon and demonstrations," Harb said in a post, followed by "People", (June 5, 2020). Financial and administrative corruption has not only tightened our noses, but has smelled the world, in addition to Coruna, low oil prices, and many others.  

He added, "We ask the parliamentarians, the governors of our affairs, and the stakeholders in us among the members of Parliament to stay away from bids and disputes and to search for interests and not to go into theories. In the hands of the Prime Minister, Article 64 of the constitution, which gave him, with the approval of the President of the Republic, the power to dissolve the parliament and end your status without the consent of any other party ".  

Harb continued, "The circumstance and time do not allow discussions and contradictions, and that it is better for those who value the public interest in the government apparatus not to be associated with a political, sectarian or sectarian bloc and it is the state of Al-Kazemi the Prime Minister."  

The legal expert stressed, "The interest of the people must be presented over any other national, religious, sectarian, or cultural interest, or on the basis of gender, or on any other criterion other than the criterion of citizenship and the Iraqi standard," as he put it.
