Legal expert, Ali Al-Tamimi, confirmed today, Monday,  that  Iraq has the right to recover smuggled money outside the country

Al-Tamimi said in a statement received by "Gilgamesh Press", that the "International Anti-Corruption Agreement of 2005 signed by Iraq 2007 allows Iraq to request the United Nations to recover the smuggled money as money laundering and corruption is financial

He added that "according to Article 50 of the Charter of the United Nations, states that fight terrorist organizations  under Chapter Seven of the Charter of the United Nations may request economic assistance from the United Nations, and it  is known that ISIS was placed under Chapter VII under UN Security Council Resolution 2170 of 2014

He continued, "Various countries have announced their willingness to provide economic assistance to Iraq, including Britain, so Iraq can request assistance from the international community, the United Nations, to rebuild liberated cities,  face the consequences of the war against terrorism, according to the foregoing, and recover the smuggled money estimated at $ 500 billion

He noted that "according to Article 27 of the 2008 Iraqi-American Strategic Agreement, Iraq can request economic assistance from America, as this article required

He pointed out that "the current situation and the lack of health facilities to face the Corona pandemic and the decline in oil prices,  Iraq had to move in this direction

Saleh stressed "the importance of cooperation and joint work between the supervisory agencies and the state departments to uncover financial irregularities in a transparent and neutral manner, pointing out that fighting corruption is no less important than fighting terrorism as they are two sides of the same coin."

Saeed Yassin Moussa, the Supreme Council for Combating Corruption in Iraq, commented, today, Monday, on Iraq’s ability to repeat the Saudi experience of recovering the stolen money from the corrupt.

Moussa told Shafaq News that "Saudi Arabia's experience in recovering money and confiscating the stolen money by corrupt personalities cannot work in Iraq," attributing the reason for this to the fact that "Iraq is not a foster country, and there is no king and prince with his command obedient, but rather We are in a country where there is law."

And that "Iraq only needs to resolve cases and apply the rule of law, and this is the only solution, just as Iraq has an indication of the quality of judicial decisions. In the international community, there are suspicions of these decisions and consider them political decisions," noting that "there are accused and convicted of corruption crimes who present Justifications for the international community that their pursuit is political, not judicial. "

He added, "The new government must implement a three-by-three plan by arresting three of the most corrupt people, according to judicial notes, and the sources and resources of the looted money from the big corrupt people in international banks."

A member of the Supreme Council for Combating Corruption in Iraq revealed that "there are more than 500 billion dollars in looted funds by corrupt personalities and destinations," stressing that "recovering them will enable Iraq to cross its financial crisis."

Iraq is among the most corrupt countries in the world for many years, according to the Transparency International Index, where corruption has undermined state institutions and made them unable to improve the country's conditions in various aspects.

Al-Sudani said, in a statement, "Gilgamesh Press" received a copy of it, "The current government has to change the approach taken by the previous government and violate the laws in effect targeting the salaries of martyrs and political prisoners who fought against the dictatorial regime." He added, "As well as the victims of terrorism and the martyrs of the popular crowd who sacrificed themselves for crucial issues that represent eternal stations in the history of Iraq, those precious sacrifices that represent lessons and lessons in the battle of truth against falsehood, which is a fundamental reason for preserving Iraq, the land and the people."

He expressed surprise at the government's targeting of salaries as a solution to the crisis, while there are many other solutions. For example, there are millions of dollars a day out of Iraq from the sale of currency with documents for fake goods that did not enter Iraq originally, and obscene profits are returned to banks daily ranging between 250 to 500 million dinars The country has huge sums. "

He explained, "There are specialized outlets for entering goods and products without paying any customs fees and causing the state to lose amounts ranging from 4 to 5 billion dollars annually, especially the Iraqi outlets in the Kurdistan region and as the head of the border entry authority indicated in a previous statement." He stressed that "there are many citizens who waste public money, and we were still hoping for the government to target it with effective decisions and measures that would save the treasury huge sums."

At the end of his statement, Al-Sudani said, “The issue of Rafha’s salaries was addressed by the Committee of Martyrs and Political Prisoners in Parliament. A proposal was made to cancel the salaries of all family members and replace it with one salary for the head of the family. For his sessions."

The ministry spokesman, Assem Jihad, said in a statement received by Shafaq News, that "according to the preliminary statistics issued by the Iraqi Oil Marketing Company" SOMO "for the month of May, the amount of exports of crude oil reached (99) million (585) thousand and (283) barrels With revenues of more than (2) billion and (91) million   and (811) thousand dollars

He added that "the total quantities of exported crude oil for the past May from the oil fields in central and southern Iraq   amounted to (96) million and (39   ) thousand and (852) barrels, while from the Kirkuk fields through the port of Ceyhan, the exported quantities amounted to (3) million and (545) thousand and (431) barrels

Jihad pointed out that the total daily rate of exports amounted to (3) millions and (212)   thousand barrels, where the daily rate of export from Basra ports was (3) million (98) thousand barrels, and from Ceyhan the daily average was (114) thousand barrels

Jihad added that the average price per barrel was   (21.005) dollars

The minister’s office said in a statement sent to Shafaq News, “Media outlets recently published misleading information about the mechanism of depositing the Iraqi Ministry of Finance in its book number 809 on May 24, 2020, amounting to 400 billion Iraqi dinars in the Kurdistan Regional Government account.

The office added that "the Iraqi Ministry of Finance confirms its commitment to the laws and official work mechanisms in its exchange orders, and that the said amount is calculated in the account of the Kurdistan Regional Government to pay the expenses of the region, including the salaries of employees for the month of April, and according to an agreement concluded with the region, according to book number 802 On May 19/2020, which stipulated to enter into intensive meetings between representatives of the central government and the Kurdistan Regional Government for the month of June to agree on a final settlement between the two parties by adopting the Federal Financial Management Law.

The statement stressed that "the book indicated that the payment of subsequent dues is linked to the conclusion of a final agreement and the actual implementation of the said agreement."

The statement clarified, "Where the approval of the region was mentioned in the book referred to in the book of the Ministry of Finance and Economy in the region No. 201 on 05/19/2020, the amount referred to has been disbursed for the month of April, and new exchange orders will not be issued before a final agreement is reached. And a comprehensive between the federal government and the Kurdistan Regional Government."

The Iraqi Finance Ministry called on the "media to be accurate in the circulation of information, and to consider with responsibility the great challenges facing the government at various levels, and the urgent need for solidarity and concerted efforts of everyone to overcome them."

A document issued by the Iraqi Ministry of Finance showed the latter's decision to deposit 400 billion dinars in the Kurdistan Region account. The document was issued on May 24, and it was signed with the signature of Finance Minister Ali Allawi and addressed to the Payments Financing Unit.

In the document, which Shafak News Agency obtained a copy of, it said, "Please take what is necessary to deposit an amount of four hundred billion dinars in the current account in the name of the Kurdistan Regional Government / Ministry of Finance and Economy / Erbil open with the Central Bank of Iraq / Erbil in the numbered account (1) and that On the disbursement of the region's dues for the month of April 2020 and note the amount being credited to our current account granted with the Central Bank of Iraq, with the number (70009).

The previous government headed by Adel Abdul-Mahdi had decided last April to stop the payment of salaries of employees of the Kurdistan Region after it said that Erbil had not fulfilled its financial budget pledge to deliver 250,000 barrels per day of oil to the federal government. The Kurdistan Regional Government has repeatedly stressed its commitment to the budget agreement.

The cut in salaries came amid the Corona virus crisis, which caused the collapse of oil prices, adding to pressure on the region's government. Over the past weeks, Baghdad and Erbil have had extensive discussions on outstanding issues between them for many years, chief among them are conflict areas, oil wealth management, and the region’s share of the federal budget.

Member of Parliamentary Finance Committee, MP Magda Al-Tamimi, Monday (1 June 2020) spoke of a deficit of billions of dollars in the state budget rising every year since 2003, while revealing a proposal to "save Iraq".

Speaking during the program (Shortest Roads) presented by the media, Dr. Nabil Jassem, on Al Sharqiya News screen , Al-Tamimi said : “We spent from 2003 to the end of 2019 a trillion (15 zero), 226 trillion and 631 billion dollars,” noting that “the oil and non-oil revenues reached a trillion And 24 billion dinars. " 

He added: "From the beginning of 2003 to the end of 2019 there is a deficit of approximately $ 70 billion." 

She explained: "We suffer from emotional and confusion and lack of planning in drawing and spending state budgets." 

And she added: "I spoke to President of the Republic Barham Salih that we need a committee called the Iraq Salvation Committee, which consists of a small team from the executive and legislative branches, and those who live inside the country work according to two tracks, the first is urgent and the second is medium and long-term." 

And she continued: "This committee must reconsider the salary scale, because there is a disparity in salaries between a ministry and a ministry, there must be justice in which salaries are equal between all and this proposed mechanism has been put forward in practice." 

And after 2003, laws were enacted on emotional backgrounds that created allocations that allowed dual salaries to exist, she added, adding: "It is impossible to imagine an employee with two or three salaries, and an employee and citizen who cannot find what he eats.

She went on to say, "The graduates are thinking of the appointment and that behind him retired because of the lack of support from the private sector," adding that "Iraq is able to overcome the crisis according to my vision three months by restoring the economic situation."

And she saw that "the financial situation is bad in the country, but the solution is easy with the presence of the will, and the decision-maker needs boldness and strength in applying the law, and many of the decisions and reform laws were initiated and not implemented."

He pointed out that "the doors of appointments recently opened without planning", warning that "there is no database in some ministries, showing the number of those who were referred for retirement, for example the Ministry of Education does not have and 13,000 new employees were appointed without knowing the size of the number of those who left." 

And she added: "There is no accuracy indicating the number of people referred for retirement, there is a discrepancy between the numbers installed on paper and what is mathematically proven, there is no computing." 

She talked about "forgery that occurred in some appointment orders issued by the previous government," noting that "we have a lot of money but it is not collected or received less money according to the law, we have a lot of money that must be collected and go to the state but it does not reach the treasury."

She pointed out that "there is an agreement with the electricity distribution centers for some malls, and 50 thousand instead of one million dinars are received, for example, and this includes commercial shops as well."

And he talked about the auction of selling currency in Iraq, and the currency auction said that his money goes to 4 sides which are employees of the central bank, parties, merchants, terrorism and financing of terrorism, which was through the currency auction.

Member of the Finance Committee, Magda Al-Tamimi, revealed on Monday (01 May 2020), problems facing the state due to the new retirement law, stating that the amendment of the law was applied forcibly and without planning. 

Al-Tamimi said in a statement to the "shortest path" program , which is presented by the journalist Nabil Jassem on Al Sharqiya TV channel, that "the amendment and implementation of the retirement law took place in a forced manner and the retired person came out angry and vengeful against the state, and the retirement should have been optional, not compulsory."

She added that "there are major problems facing the state due to the new retirement law, by referring a number of employees to retirement, including the lack of a successful alternative for them in many locations." 

She added that "the retiring of the retired people took place suddenly, as most of them were planning his life on the years of his exit from the service, and he had financial commitments on this basis in his life," pointing out that "the referral decision was confused because the state suffers from financial distress and caused accumulation of financial transactions and claims ".

Al-Tamimi indicated that "the cost of referral for retirement is very high, as most new referrals ask the state for 6-month salaries, in addition to accumulated months that reach with other benefits up to 26 salaries, in addition to the cumulative leave allowance and other benefits." 

She pointed out that "the Iraqi state used the funds of the retirement fund to fill some doors, including the 2019 budget, but in previous years the country was taken from a retirement fund and with the approval of the authority to meet the needs and salaries of state employees." 

A member of the Finance Committee added that "political prisoners are paid from the pension fund."

On the 29th of last May, the deputy of the Saeron Alliance, Magda Al-Tamimi, revealed the second draft of the retirement law, after a lot of talk was raised about him on social media. 

And revealed the member of the Parliamentary Finance Committee, Magda Al-Tamimi, on Sunday (31 May 2020), the availability of thousands of job grades in the event of amending the new pension law.

And she stressed the need to "localize the salaries of the region, just like the rest of the Iraqi employees, so that it is known where the money goes."

Regarding the course of the 2020 budget, Al-Tamimi said, "We hear about the 2020 budget and wait for it daily, and we asked the Chairman of the Finance Committee to set an appointment with the Prime Minister and Minister of Finance," noting that "prices of oil started to recover in relation to financial imports, but our problem with licensing rounds."

She said that "Iraq produces less than the ceiling allowed by OPEC + after the recent agreement," going on saying "we are supposed to forget something called oil, because it is a political commodity and is affected by one news."

Regarding what Iraq pays for licensing rounds, Al-Tamimi said that "in 2012 we paid the licensing tour companies from 5.27 billion dollars, and in 2015 we paid 5.69 billion dollars, and in 2016 we paid 10 billion dollars, and in 2018 we paid 7.9 billion dollars and in 2019 6.2 billion dollars" . 

She commented, "This means that Iraq produces its oil and pays its profits to these companies, and 90% of the resources of the customs outlets go to the pockets of the corrupt."

She explained, "There are corrupt officials in the customs who are politically protected, and the conflicts in Basra are a good example of this, for example when entering a commodity in the port that changes the name of the commodity (cigarettes written, for example, toothpaste)."

He talked about the state’s real estate file and the size of what was stolen from it, saying that “the state does not know the number of its properties. Real estate was stolen from the state by falsifying its 174,000 papers and changing its ownership to citizens.” Noting that “there are missing records, each record contains from 300 to 400 properties.” .

And she added, "There are 5 records in one governorate missing, and also in the registration of Al-Mansour real estate in Baghdad, they closed the cameras and took out the records, all of which was revealed by a team we formed last year," referring to the extent of fraud in the state's real estate.

Member of the Parliamentary Finance Committee, MP Majida Al-Tamimi, said on Monday (1 June 2020) that her research in the Iraqi currency auction led her to shocking results, as money from the auction reached terrorist groups, as well as another part of it going to Iraqi political parties. 

During her talk about the program (shortest paths) presented by the media, Dr. Nabil Jassem on Al Sharqia News screen , Al-Tamimi studied : "I discovered that the currency auction goes to four parties, some of the central bank employees, the other quarter to the parties and the other quarter to the merchants."

She added, "As for the last quarter, it goes to the financing of terrorism," noting that "the financing of terrorism was through a currency auction."

Iraqi observers and officials estimate the value of what was sold of the dollar in the currency auction during the past fifteen years at more than 300 billion dollars.

During her talk about the program (shortest paths) presented by the media, Dr. Nabil Jassem on the Sharqiya News screen , Al-Tamimi studied : "The problem of the state's real estate is that the state does not know its real estate. In a second incident, she pointed to what happened in the Real Estate Registration Department in Mansour, explaining, "A real estate registry in the department, which I got out of after I turned off the surveillance cameras."

It's not like this is somehow a recent revelation ( although the revised estimate of 300 Billion $$$$ is impressive ). These people have talked this issue incessantly for years and yet here we all are; STILL reading about it ! 

This a morally bankrupt government and to some extent ( not all ) society.

Member of Parliamentary Finance Magda Al-Tamimi revealed, on Tuesday, that the Kurdish side double the staff numbers in the region, noting that it showed that the government handed over Kurdistan trillion and 765 billion dinars without receiving a single barrel during 2020.

Al-Tamimi said in a televised statement, followed by / information / that “Al-Kazemi’s government is obliged to pay 400 billion dinars per month to the Kurdistan Region, because the current budget has not been approved and the government is working in accordance with the State Administration Law 12/1”.

Al-Tamimi added, "The current government is supposed to settle the salaries of the region's entire employees, who number 682,000 employees, while the region claims that the number of employees has reached one million and 200,000 employees."

He continued that "the next budget 2020 will be to walk things and it is too early to talk about the 2021 budget because of regional political and economic changes."

Minister of Planning, Khaled Battal Al-Najem announced, on Tuesday, a plan to ensure that investment projects do not stop due to the financial crisis.  The star stressed, during his meeting with the governor of Wasit Muhammad al-Mayahi, and the deputy Kazem al-Sayyadi, according to a statement of his media office, Mawazine News received a copy of it."

The Minister called on local governments in all governorates to "expedite the presentation of these requirements, so that the Ministry of Planning can take the necessary measures in providing possible financial allocations in light of the circumstances of the current financial crisis." He pointed out, "Developing a plan to ensure that investment projects do not stop due to the financial crisis."

The statement pointed out that "during the meeting, the reality of ongoing and new service and investment projects that are being implemented in Wasit Governorate was discussed, and the mechanisms for providing the appropriate financial allocations for their financing, after completing all the requirements for those projects."
 
For their part, Al-Mayahi and Al-Sayyadi reviewed, according to the statement, "the number of projects implemented in Wasit Governorate, the rates of completion, their need for financial allocations, and their impact on improving the level of services provided to the people of the province."
