Newshound Guru Breitling  If the value of their currency is too high regionally...no body is going to want to do business with Iraq because the value of labor is too high.  This is how Iraq is going to look at it.  They are going to look at that.  And they are also going to compare it with them doing business outside of Iraq and they might be able to pull it off.  That's how they're looking at it.  That's why they haven't made the decision yet.  That's why they're taking their time.  You guys are in panic mode because you're waiting for your big payday.  You don't realize how important of a decision this is for Iraq...  They've got to be able to balance...how do they be competitive in the region and also take advantage of the International markets Because if they go too high - regionally they're going to get cut off.  If they go too low they're not going to be able to pay for the local budget.

This is how Iraq is going to look at it

They are going to look at that. 

And they are also going to compare it with them doing business outside of Iraq and they might be able to pull it off. 

That's how they're looking at it.

Because if they go too high - regionally they're going to get cut off. 
If they go too low they're not going to be able to pay for the local budget.

Our window just got bigger. 

The value of the dinar - they need to take care of the budget - just got bigger. 

They just told us that it will be within 3 months that they're going to completely redo this thing and have a plan to implement all this. 

We've learned a lot in the last month. 

Probably more than the entire time we've been watching. 

They're putting the value on the table. 

They are telling you they need $66 per barrel

and they're telling you the oil prices are never going to get there for the next few years.  

They are telling you ...

they are going to put this stuff together and implement it within 3 months...

they need to be able to afford to be in international markets,

protect their reserves and have value added to their currency. 
That's the only way.

Iraq’s Deputy Prime Minister and Minister of Finance outlines fiscal challenges, government reforms

As the new Iraqi government begins to address the economic and fiscal crisis facing Iraq, the Deputy Prime Minister and Minister of Finance, Dr. Ali Allawi outlined the scale of the challenge, and the broad objectives of the government’s reform programme.

Protecting low-income groups

Dr. Allawi reiterated in a recent interview the government’s commitment to protecting the income of  low and middle income public sector workers and pensioners, saying that the “benefits and pensions of low and middle income groups are a red line, and will never be cut. The government took this decision from the start.”

Iraq’s Deputy Prime Minister and Minister of Finance was also clear that the reform programme seeks to support people on low income who work outside state institutions.

This, he said, will be achieved through the creation of an environment that encourages entrepreneurship and investment, supports the private sector, traders, craftsmen, and industrialists to help the economy recover and raise the living standards of all low-income groups in Iraq.

However, Dr. Allawi acknowledged that the investment environment in Iraq is deficient, and does not encourage foreign and Iraqi investors, and that reforms are essential to address these shortcomings and remove any obstacles and restrictions that stifle the private sector and discourage investment.

Over-reliance on oil revenues

Iraq‘s Deputy Prime Minister and Minister of Finance explained that the main financial challenge facing Iraq is the almost total reliance on oil for revenues.

“Oil exports provide 92% of the state’s resources. We don’t have any other revenue. The whole country, the state finances, and the economy of Iraq as a whole, are dependent  on oil prices and the volume of oil exports” he said.

He added that the current deficit is caused by the state spending more than its revenues, and by waste and mismanagement.

Dr. Allawi said that the reform programme will cut public spending, stop waste and tackle corruption.

He added that in the short term, the Iraqi government will address the current fiscal deficit through borrowing, and that it had submitted a draft law to Parliament to allow it to borrow from Iraqi and foreign banks, and from global financial institutions.

The law was approved by Parliament last week, allowing the government to borrow US$5 billion from foreign sources and up to 15 trillion dinars locally for the 2020 financial year.

The borrowing law stipulates that no less than 15% of all loans are to be spent on ongoing investment projects outside of the oil sector which creates fiscal space.

However, Dr. Allawi added that this will only address the problem in the short-term and is not a permanent solution.

A reform White Paper

Dr. Allawi said that the government is now in the process of preparing a comprehensive and integrated programme for the reform of the Iraqi economy and for its development. This programme, he added, will be presented in a White Paper to Parliament during the next three months.

The reforms will impact all productive and service sectors of the Iraqi economy, and aim to diversify the sources of state revenues, through ending the waste of public money, tackling corruption and increasing income from customs and direct taxation.

Critical to the reform programme is growing the private sector and freeing it from decades-long bureaucratic shackles and other restrictions so it can play its leading role in the economy and provide a prosperous and decent life to all Iraqis.

“When the private sector grows, employment opportunities and domestic production increase” explained Dr. Allawi.

The government is also working on other priorities, including holding early, free and fair elections, but Dr. Allawi made it clear that implementing economic and financial reforms was essential to create the right environment for all the other political, electoral and social reforms that the government intends to carry out.

He also underscored that the government will strive to empower Iraqis to be able to influence fundamental decisions that affect them, and is seeking to narrow the inherited wide gap between government and citizens.

The Finance Committee in the Iraqi parliament, Thursday (2 July 2020), commented on reports that there are potential intentions to change the exchange rate of the dollar against the dinar within the forthcoming financial reform law. 

The committee's rapporteur, Ahmed Saffar, said in an interview with (Baghdad Today) that "until now we have not seen the draft financial reform law, but there are information and leaks, we report that there is an intention to change the exchange rate of the dollar against the dinar, but we do not know its accuracy until the moment, as there is Some deputies went for this option, and there is also parliamentary opposition to this approach. "

And Al-Saffar said, "Any devaluation of the dinar or the dollar will cause inflation in prices because it will reduce the purchasing power of the Iraqi dinar, and here the affected people with limited income from employees, contracts and renters will be affected," noting that "within monetary policy, this will be the last solution to the crises."

The economist Rasim al-Aqidi warned, Thursday (14 May 2020), of floating the Iraqi dinar against the dollar, that is, reducing the value of the Iraqi dinar against the dollar, according to a proposal put forward by economists to provide additional funds for the Iraqi budget to be paid as salaries for employees. 

Al-Akidi said in an interview with (Baghdad Today) that "the issuance of any decision to float the dinar against the dollar in light of the current conditions of Iraq is very dangerous for the country which is basically suffering from uncontrollable losses, namely fees, customs, taxes and many other financial resources."

And that "the flotation does not constitute an increase in the value of the Iraqi dinar, but rather we will see an increase in the exchange rates of the dollar because of the lack of its acquisition in the global market, especially with the decline in international oil prices."

He added that "the flotation will lead to a significant increase in prices and will be paid by the poor," noting that "the flotation is taken in light of the stable financial conditions of the state, as well as the diversification of the economy and its dependence on resources other than oil."

Al-Akidi said that "floating the dinar against the dollar is launching the process of buying and selling without any limits, and the country will face an unprecedented rise in prices with limited and steady salaries, so conditions will be more difficult, especially in the humanitarian context."

Economists suggested reducing the value of the Iraqi dinar against the dollar by a value ranging between 1300 dinars or 1400 against one dollar to provide additional budget resources that allow part of the salaries to be spent, while others considered that any proposed float process may go out of control and cause a significant increase in the price of the dollar against the Iraqi dinar.

Borrowing money from others to pay salaries is not a good solution.
The Finance Committee knows this.. Al Nassery knows this, Salih knows this.

Raising the value of the currency at this stage, is imo the main thing they need.

They told us the best solution is to do just that,

raise the value and get into the secondary markets

where they can borrow from themselves based off the liquidity

that comes from the value associated with a new international rate.

They could possibly be brought into the IMFs SDR basket

which the WB and IMF has suggested the time is now to allow additional currencies into the basket. 

Many meetings have been said to have taken place

and with the leak out (noted above), suggesting there were more meetings on the matter.
Can't have a leak if there wasn't a meeting.

Keep in mind they say they have the money to pay salaries, yet they haven't. 

I recall that the delays in payments of salaries started when the Kurds were at the table

and to date there are only scattered payments to the Kurds, if even true..

The patterns that have changed are off the charts, imo.

They delayed the taxes and tariffs at the borders too.

Why? It is a massive source of untapped income that will facilitate the main goal,

and that is to go to a market economy!!

Don't forget the energy lost in the liquid natural gas too.

There are way to many areas that revenues can be derived from to cover salaries.. 

Just look at the amount of money stolen and is on the books to be clawed back.

They could easily bridge the gap by doing what the road map and white papers suggest.

So I am not buying the news just yet,

that they borrowed in the way they suggest did,

or they would have paid everyone by now.

They were late on the 30th / 1st. It is now the 4th...

The goal has moved a little bit but it's to our advantage. 

Meaning that the can hasn't been kicked on down the road just the numbers are different. 

But the numbers are in our favor.  

And that's what you need to go by. 

Don't go by wishful thinking hype...the reality is the numbers...

that is the reality that you and I are in and you guys can't be in a better spot. 

It's probably gonna be a little bit better coming down the road -

still waiting for some more information...everything is positive...

So they are still hard at it.
Don't forget the USA and UK have been asked to participate in the dialogue...

The communication is on going and there is a question of will..

If the two parties have the will to be fair, then they can move along and set the mechanisms in place to resolve the outstanding issues of budgets, salaries, etc.. 

The mechanism is in effect the rate at which they get paid.. imo.. 

Keep in mind they said they are paying salaries in the Kurdistan Region and only thus far,

they are to pay them apparently in-stages through the 15th.

But, have they actually started like they suggest?

They clearly suggest that the mechanisms are not yet reached..

But, if there is will, then there is hope..

The will may be to save their skin and their bank accounts!!

 

They have been at this dialogue, this time for many days on end it seems.
The pressure is on.

Will they push this out for months on end?

Typically, when the Kurds get their feel(ings) hurt they high tail it home..
They have not done so.. Another pattern change..

This time the leverage that the new PM has on them ,

whereby caught stealing or selling oil to Israel 

and keeping the proceeds unbeknown to the Fed Gov until now,

has them backed into a corner..

The PM has them outed.

The citizens of all of Iraq now know the story too. imo..

Kind of hard to argue about it when they get caught red handed.

All the years that there has been graft and at the suffering of the citizens..

I'll bet the will of the Kurds to get this done and behind them now is better,

Qualitative change refers to when individuals progress in developmental stages results in them becoming different than how they were earlier or “continuous gradual accumulation of small changes” e.g. the way children behave, think and perceive the world in a different manner as they mature or after acquiring language ...

 

As we can see they have change in mind and it is a qualitative and value related concern. It is in regard to economic and social issues. They even go so far as to inject the currency market as a factor!! They are talking about Foriegn Exchange and operating under and electronic system.. A system that will supper and strengthen the Iraqi Currency!! It will grow the economy. So once again this supports that they are going to a market economy and they are telling us they are going to strengthen the currency.. Or raise the value.. Or raise the exchange rate.. Or reduce the amount of Dinar to buy the Dollar.. All in line and the same thing. This is not the last of the phases. It is the first phase imo. They say it is the most appropriate time to develop the Goal!!!! . We shall see..But, imo they have every intention to go now not later.. imo  ~ MM

The Ministry of Labor and Social Affairs announced, on Sunday, that the Ministry of Social Protection in the Ministry has completed its technical and financial procedures to launch the second supplement of subsidy salaries during the current week, for the cards that were previously suspended for various reasons.
