An American institute proposes to “reform” the popular crowd through 3 phases: the 'shrine units' model!

The Washington Institute has published a study by three researchers on the future of the popular crowd in Iraq after Mustafa al-Kazemi came to office.  

The Washington Institute held a hypothetical political forum, "People" (May 30, 2020), with Michael Knights, Hamdi Malik, and Ayman Jawad Al-Tamimi, the authors of the latest study, "Honoring Without Containment: The Future of the Popular Mobilization in Iraq."  

Knights is a senior fellow at the Institute's Military and Security Studies program. Malik is a Middle East analyst based in London, where he works at ITTV. (IITV). Al-Tamimi is an independent analyst and candidate for a PhD from Swansea University. Below is a summary of their assessments.

Michael Knights  

  

The title of the report, "Honoring Without Containment," derives from a conversation with an Iraqi official in Baghdad, who said that "the PMF" must be "honored and contained" in the country. So far, only the first part of this formula has been achieved. The best way to achieve the second part is through the evolutionary reform of the security sector, while acknowledging that the containment of the “Popular Mobilization Forces” is a more practical goal than demobilization, disarmament, and reintegration.  

One of the biggest challenges that the PMF poses is leadership and control. These forces used to override their powers and carry out operations without the knowledge of the government. In October 2019, prominent leaders and key units of the "Popular Mobilization" were involved in the killing and unlawful detention of many Iraqi protesters. Some of the "Hashd" elements also launched drone attacks against neighboring countries (such as Saudi Arabia) and targeted foreign missions inside Iraq, but they all denied involvement in any of these operations. These attacks eventually led to the launch of the American strike that killed the commander of the Iranian "Quds Force" Qassem Soleimani and the leader of the "Popular Mobilization Forces" Abu Mahdi Al-Muhandis on January 3.  

Earlier this month, the new government, formed by Prime Minister Mustafa al-Kazemi, early reviewed its intention by storming a militia in Basra that was targeting protesters. Al-Kazimi also pledged to find private prisons in which some protesters were arrested and to investigate the deaths of others. But external observers should expect that such progress will be gradual, since Al-Kazimi still has to face the renewal of the "peaceful state" and the "Covid 19" epidemic and deal with a crushing economic collapse.  

In the end, the demobilization of the "Popular Mobilization Forces" will be very difficult, given its large military and political presence in Iraq. However, there is room for reform, and Iraqis have already shown great consensus on many related issues. The road map for reform consists of three critical stages. First, the accountability of the leaders of the "popular crowd" is of the utmost importance in facilitating the success of the institution, while at the same time ensuring that it is subject to the leadership and control of the national authorities. Second, the "popular crowd" needs specific roles and tasks, and this is achievable within the framework of a review of national defense in cooperation with foreign donors. The third stage is further: a gradual redeployment in which militia forces return from the field to undergo training that turns them into a professional force.  

  

Hamdi Malik  

  

The "Atab brigades" in Iraq are paramilitary organizations linked to Shiite shrines, the so-called "four shrines units": "Ansar al-Marjaiya Brigade", "Ali al-Akbar Brigade", "Al-Abbas Combat Division" and "Imam Ali Combat Division". These units have nothing to do with the Iranian Islamic Revolutionary Guard, but rather are affiliated with the Iraqi Shiite authority, Ayatollah Ali Sistani, whom it considers a source of simulation.  

"Atabat" units comprise a total of about 18,000 active duty soldiers and tens of thousands in reserve ranks. The Al-Abbas Brigade is considered the most militarily capable of the four organizations, and it has offensive capabilities enhanced by logistical training and its fiery support cooperation with the Iraqi Ministry of Defense.  

There are many characteristics that distinguish "thresholds" from units loyal to Iran and controlled by the "Revolutionary Guards" within the "popular crowd." First, the "thresholds" only work with Iraqi national institutions and are prohibited from associating with Revolutionary Guard leaders or other foreign military personalities. Second, these brigades remain outside the political process, while pro-Iranian organizations have gone as far as forming their own political parties. Third, the "thresholds" units are not considered the United States as their enemy. Although she condemned US actions from time to time (for example, the bombing of a construction site at Karbala International Airport in March), she generally avoids expressing anti-American feelings or acting on those views. Fourth, “thresholds” have not been charged with violating human rights. In fact, it is not interested in being in the Sunni Arab regions where many of these violations occurred, while the main areas of concern to it are the holy Shiite cities of Karbala, Najaf and the desert that link it to Anbar. The thresholds were not accused of extortion either, unlike many of the “Popular Mobilization” groups that use such tactics to maintain their presence, thus aggravating grievances among the Sunni population.  

Indeed, these differences place "thresholds" and pro-Iranian militias on opposite sides. Even before the engineer’s killing in January, the “shrines units” (“Atab brigades”) sought to remove him from the leadership of the “Popular Mobilization”, and after his death showed strong opposition to his successor, whose name was proposed by the “Hezbollah Brigades” militia to which he belonged. , Which tried to appoint a pro-Iranian leader, Abu Fadak, as the new chief of operations for the Popular Mobilization Forces. In the end, the "thresholds" withdrew from the "PMF" as a whole and pledged to help other groups defect from them.  

Their withdrawal has, among other consequences, compromised the religious legitimacy of pro-Iranian organizations. The "thresholds" set a precedent for paramilitary volunteers working with the approval of Ayatollah Sistani. When it split from the "Hashd", many saw it as Sistani's way to begin withdrawing his support for the "Popular Horde Forces." In response, Hadi al-Amiri, Ahmad al-Asadi and other senior figures from pro-Iranian organizations met with representatives of al-Sistani in Karbala, in an attempt to persuade the "thresholds" to return to its wing.  

On the broader scale, "shrines units" are a model for emulating the "popular crowd." Regardless of their opposition to Iranian hegemony, these "units" created a space in which militia forces and Iraqis who share the same thought could express their pride in their religion and nationality without having to hate sects or other nationalities.  

  

Ayman Jawad Al-Tamimi  

  

Many of the "Popular Mobilization" factions - including the two main organizations, "Asaib Ahl al-Haq" and "Hezbollah Brigades" - have a dual identity as "resistance" groups hostile to the United States and as brigades registered in the official Iraqi military establishment. In her first role, she did not hesitate to denounce the American presence, which she calls occupation and make threats. However, her second role as the official battalions of the "Popular Mobilization" makes it dangerous for them to launch public attacks against American targets. Regarding its relationship with Iran, it has adopted certain goals that are in line with Tehran's interests (for example, maintaining the presence of the “Popular Mobilization Forces” on the border with Syria), but it is not subject to accurate management by the Revolutionary Guards.  

The position of these "resistance" factions has remained largely unchanged since the killing of Soleimani and the engineer. Some senior figures have reduced their public appearance, most notably the leader of the Asaib Ahl al-Haq Party, Qais Khazali, who has reduced his media presence for fear of being targeted by the United States. However, the organizations still incite against the American presence and issue threats, although their latest role in the actual attacks remains unconfirmed. It appears that some of the “Hashd” brigades believe that they cannot directly target the American presence because they are part of an Iraqi government institution. Various new entities have adopted the strikes this year (for example, the "Rebel League"), but it is difficult to know whether these are real splinter elements or just resistance factions of the "Hashd" and operate under a different name to be able to reasonably deny their role. .  

Moreover, some factions of the resistance vehemently opposed al-Kazimi's appointment and accused him of complicity in the killing of Soleimani and the engineer. After Al-Kazemi became Prime Minister, he moved against the "God's Revenge" group in Basra because of its involvement in killing and wounding protesters. However, this unilateral move should not be interpreted as a broader step against the "popular crowd" or resistance factions. One of the reasons for this is that "God's revenge" is just a small organization compared to "the Hezbollah Brigades" and "Asaib Ahl al-Haq". In addition, the "Popular Mobilization" boasted about Al-Kazimi's recent visit to his headquarters, and even gave him a uniform for the "crowd" to wear. It seems unlikely that the Prime Minister will be able to give the order to raid the larger resistance factions, or to take similar measures against them, because he is obligated to respect the "Popular Mobilization" organization in general.

Your correct HCR a curfew covers specific times , however as I read a “comprehensive” curfew would be similar to the lockdown/isolation laws and conditions we have been subjected to over the past few months.. namely leaving home for essentials and on compassionate grounds only. That’s my take but I stand to be corrected.

White House Director Alisa Farah announced that the summit of the expanded group of countries in the world will allow discussion of "the future of China".

Farah was quoted by reporters from the American presidential media team as saying that the summit will bring together traditional allies to discuss how to deal with China's future.

Earlier on Saturday, US President Donald Trump announced to reporters that he intends to postpone the G-7 summit until next September, and that he is calling for participation by Russia, India, Australia, and South Korea, countries that are not part of the G7.
