Its use is part of its power struggle with Washington, at the expense of Baghdad's interests.  

The dilemma of the Shiite armed political factions is that the official Baghdad deals with the American presence in Iraq within the international coalition forces against ISIS, and the government cannot target the American military presence exclusively within this alliance, and the heightened intensity of ISIS threats requires everyone to use the capabilities The military and espionage provided by Washington in the fight against terrorism, which will provide Al-Kazimi an opportunity to maneuver and procrastinate with these factions.  

On the other hand, Washington seems ready for all options, especially as there are calls to leave Iraq, and this would create a stalemate for the government, which needs US military and political support. The complete withdrawal also gives Washington a free hand in its dealings with these factions, and frees it from the considerations and political and security balances it takes to protect its presence in Iraq.  

For their part, the armed factions do not have sufficient pressure cards that hinder dialogue. The implementation of the decision to remove the forces needs an elected Iraqi government, as it lacks consensus from all Iraqi components, in addition to Najaf’s position on making strategic decisions that need a general national consensus without this consensus.   

Therefore, Al-Kazemi has the opportunity to impose a balance that reconfigures the American presence in Iraq according to what the armed forces need in the context of training and developing their combat capabilities, and on the other hand, put an end to the practices of some factions in stopping provoking American interests within the formula of asking Washington to stop the unidentified air strikes "Camps belonging to these factions only inside Iraqi territory.  

Al-Kazemi does not have a magic wand that helps him to resolve crises that accumulated 17 years ago, but he can arm these crises in order to curb the voices objecting to his internal and external policies. Politically and economically, its political components cannot put conditions on Al-Kazemi or on the outside, and it is now required to either make painful concessions that allow Al-Kazemi to accomplish his mission or assume responsibility for obstruction, which it will place in the face of state institutions that try to re-impose themselves under Al-Kazemi or chaos.  

In practice, the opportunity to restore trust between Iraq, its Arab neighborhood, its regional surroundings, and its international relationship is possible, but its conditions are not only Iraqi, so the outside is cautious in its dealings with Iraq as a result of previous experiences, which in turn are required to ease his warnings and invest in the opportunity of Al-Kazemi and the Iraqi public conditions, especially that the Iraqis face an unprecedented economic and living crisis, They will not bypass them through ideological alliances, or call for unrealistic coalitions.   

This was explicitly expressed by the former American ambassador in Damascus, who worked for years as a political official at the Washington embassy in Baghdad, Robert Ford in his article under the title "Is America Friend of Al-Kazemi?" Whenever I read these articles about their 'excessive debt' it reminds me of a friend who applied for multiple credit cards, maxxed them out, then called one of those 'credit negotiating' companies, trying to pay just pennies on the dollar. Iraq acknowledges that they throw billion$$ away through corruption, theft and the auctions.....yet watch it while throwing their hands up. Then want payment relief.
