An article by the American Brookings Institution shed light on the new Iraqi government's engagement with the crises the country is going through, especially in light of the polarization taking place in the region, and the repercussions of Iranian-American tension.  

The authors of the article, who are both Sarah Iyad Allawi, a leader in the National Accord Movement, and Michael O'Hanlon, senior researcher at the Institute, that "the problems of Iraq now are more difficult than they were in recent years, after the United States assassinated Qasim Soleimani, the mastermind of the Iranian army in January / January, in addition to an Iraqi militia leader, the Iraqi parliament approved a non-binding decision that US forces leave the country. After the March 11 missile attacks in which two Americans and a British soldier were killed, the United States replied to the suspected perpetrator, a Iran-backed militia ".

He pointed out that "the American presence is very important for the Iraqis, as it is a counterweight to the Iranian presence and the Islamic State (ISIS), as the Americans help in Iraqi internal policies, especially sectarian divisions in the security forces, and they often remove tensions and a feeling of mistrust between them. This was It is true during the 2007-2008 surge, and with the escalation of attacks by the Islamic State during the comprehensive ban caused by the emerging COVID-19 virus, this concern has become acute again.  

He continued, "There are also important reasons for maintaining a close partnership between the United States and Iraq, and this became very clear in 2014, when President Obama, after celebrating the withdrawal of all American forces from Iraq in 2011, had to return them to confrontation with the Islamic State." What does US support mean?  

The article believes that "the continuation of American support in Iraq requires more clarity between Baghdad and Washington regarding the rules of engagement, as Iraq needs to do more to help protect American bases and other interests in the country, and the United States needs to limit any use of military force by One against those who might be subjected to its forces, and any reprisals, no matter how justified, should be taken only after consultation and agreement between the two governments. "  

He added, "The new Iraqi government also needs a strategy to weaken and remove militias backed by Iran and other private militias. It will take some time to recover from the current crisis, not to mention decades of corruption and mismanagement by the Iraqi elites, but al-Kazemi can buy time and support, by persuading parliament to pass laws to share oil revenues that allocate funds consistently and fairly throughout the country, with distribution Revenue is based on population in the governorates.  

 High unemployment is also a major problem, and is a major cause of many demonstrations throughout Iraq. Privatization of state-owned entities can help, if this is done fairly, and the legacy of state domination of the economy continues to hinder economic growth and job creation.   

 The demonstrators also demanded early parliamentary elections, and the government must set a date within a year. Before the vote, the government also needs to change the Electoral Commission and its sectarian quota-based system, with an election commission made largely of independent judges.  

After years of conflict and intensity, the two countries still need each other, and many can benefit from US technical and aid assistance. But nothing will require significant new resources. It may be possible to take advantage of these positives and enter into a more productive relationship and we hope that Baghdad and Washington will seize this opportunity.

US President Donald Trump has stated that he is taking the anti-malarial drug "hydroxychloroquine" to prevent corona virus, saying he was not infected with it, while he considered that this drug has an effect on infection.

A Chinese blog revealed on Sunday what it considered "misleading" of the Wuhan authorities to residents about the emerging corona virus, after it first spread to the city that later became the epicenter of the epidemic.  

The British newspaper "Daily Mail", followed by "NAS" (May 18, 2020), quoted the Chinese blogger, Fang Fang, as saying that "the Chinese authorities have told residents of Wuhan that the SK virus is not contagious."  

"Her brother, who teaches in the Huazhong Science and Technology Community, was the first to tell her that the virus is contagious, despite receiving information that it can be controlled and prevented," said Fang, 64.  

"Last December 31, the academician informed his sister of a suspected case of an unknown virus in Wuhan, and it wasn't long before the authorities announced that the virus was not contagious and was not transmitted from person to person, which caused residents to breathe a sigh of relief."  

"This disclosure comes at a time when China's chief medical consultant Zhong Nanshan warned that the country is still facing the great challenge of a second wave of coronaviruses," she added.  

In comments to CNN, he said that the authorities in Wuhan had withheld "basic details" about the scale of the crisis, with the spread of the virus at the beginning of the year.  

"Currently, the majority of Chinese are still vulnerable to HIV infection due to immune deficiency. We face a great challenge. We are not in a better position than other countries," Dr. Chung added, despite the significant drop in the number of infections detected daily.  

Blogger Fang, who was born in Nanjing but moved to Wuhan at the age of two, posted her notes on Chinese social networking sites, Weibo and Wei Chat, but the authorities quickly deleted them.  

In her memoirs, Fang described the stampede of face masks, food and supplies throughout the city, which has a population of about 11 million, as well as the state of panic in the population there.

After Trump's statement, Major General Hussein Salami, commander of Iran's Revolutionary Guards, said the Islamic Republic would destroy American ships if its security in the Gulf was put at risk.

Iranian Defense Minister Brigadier General Amir Hatami underlined closer defense cooperation and strategic partnership with the new Iraqi government for regional security and stability.

In a videoconference with his new Iraqi counterpart Juma Anad Saadoun on Sunday, the Iranian defense minister emphasized the need for closer defense cooperation between Tehran and Baghdad to ensure regional stability and security.

Congratulating the Iraqi minister on taking office, Hatami said Iran is willing to provide all of its capacities for Iraq. "We seek to become strategic partners and turn our relations into a successful paradigm of cooperation."

The Iranian official also hailed the formation of the new Iraqi government on the basis of national consensus and in line with the interests of all Iraqi ethnic and religious groups.

Pointing to the historical, cultural and religious commonalities between the two neighbors, the Iranian general said, "Iran's principled policy is (support for) a united, independent and powerful Iraq with the participation of all ethnicities and religions."

He further wished the new government of Iraq success in fulfilling the national demands, improving the economic situation and fighting against the coronavirus, saying the Iranian Defense Ministry would donate a consignment of COVID-19 diagnostic test kits and other coronavirus-related medical supplies to the Iraqi Embassy in Tehran.

Hatami also invited the new defense minister of Iraq to pay an official visit to Iran.

In a telephone conversation with Iraqi Prime Minister Mustafa al-Kadhimi last week, Iranian President Hassan Rouhani reaffirmed the country's commitment to supporting Iraq, saying Tehran will fully back the new Iraqi government to help it serve the interests of the Iraqi nation.

Iraq has been suffering, for years, from the low water levels of the Tigris and Euphrates rivers, due to the lack of rain in the winter. The Elisu Dam is one of the largest dams built on the Tigris River, with a length of 1820 meters and a height of 135 meters and a width of two kilometers, and the area of its basin is estimated at 300 square kilometers. The Elisu Dam, if fully watered, will absorb approximately 20.93 billion cubic meters, and will generate 1,200 megawatts of electricity, making it the fourth largest dam in Turkey in terms of production capacity.

On Wednesday (20 May 2020), Prime Minister Mustafa Al-Kazemi issued a new directive on the curfew, while ordering it to be imposed without compromise to protect citizens from the Corona threat.

The Information Office of the Prime Minister said in a statement, "The Higher Committee for National Health and Safety held its ninth session, today, Wednesday, headed by Prime Minister Mustafa Al-Kazemi, and its agenda was discussed on measures to combat the Corona pandemic and developments in the health situation in Baghdad and the provinces and the level of commitment to the curfew and the risks and repercussions Non-compliance in a number of regions. "

The Prime Minister stressed, according to the statement, "adherence to health protection guidelines and the implementation by the security services of their duties in imposing a curfew without complacency at the specified times and a comprehensive ban during the Eid al-Fitr holiday, and emphasizing the increase of awareness campaigns through the media."

Al-Kazimi called for "everyone's cooperation to avoid the increasing and spreading of the risk of injuries and exposing the health system to more pressures that exceed its design capacity, and affect the ability to provide treatment services for other conditions, such as chronic diseases and others." 

The council listened, according to the statement, to "a report submitted by the Minister of Health and Environment on the rates of infection, its chart, and cases of recovery and deaths, and noting that there has been an increase in infections that requires tighter measures to protect citizens from the risk of spreading the virus and warning against ignoring health tips and advice." 

The Supreme Committee discussed "a number of organizational issues and granting facilities to enter the materials and equipment needed for one of the electrical stations, provided that they are subject to health protection measures, and preventing the import of a number of agricultural crops because they are available in large quantities in the local market." 

The committee decided earlier to impose a comprehensive curfew for a period of 8 days starting from Friday, to ensure that there are no gatherings during the holiday period that allow the outbreak of the Corona virus. 

On Wednesday (20 May 2020), the Ministry of Health and Environment announced that 3 deaths and 113 new cases of coronavirus were registered in 11 governorates. 

The ministry stated in a statement that it had examined "5947 models, in all the specialized laboratories in Iraq, for this day, and thus the total number of samples examined since the beginning of the disease registration in Iraq would be 163,609." 

She indicated that her laboratories "recorded 113 injuries today in Iraq," noting that they were distributed as follows: "Baghdad / Rusafa: 32, Baghdad / Al-Karkh: 17, Medical City: 12, Basra: 24, Najaf: 2, and Sulaimaniya: 9, Erbil: 8, Karbala: 1, Kirkuk: 1, Wasit: 2, Babel: 1, Dhi Qar: 3, and Salahuddin: 1 ". 

She pointed out that she recorded "27 cases similar to recovery", explaining that it was distributed as follows: "Baghdad / Rusafa: 6, Baghdad / Al-Karkh: 25, Medical City: 5, Basra: 6, Karbala: 17, Kirkuk: 5, and Missan: 8" ". 

She was alerted to the recording of "3 cases, one in Baghdad / Rusafa, and two cases in Medical City."

She added, that the total number of "injuries, was 3724, the cases of recovery: 2438, those who lost: 1152, and deaths: 134".

The United States is implementing sanctions against Iran’s interior minister Abdolreza Rahmani Fazli, accused of ordering lethal force against protestors when demonstrations against oil price hikes took hold of the country six months ago.

Secretary of State Mike Pompeo announced the sanctions at a press briefing on Wednesday, saying “we have reason to believe that he is the individual that gave orders in November 2019, authorizing Iranian police forces to use lethal force on peaceful protestors inside of Iran.” “His evil commands killed Iranian citizens,” Pompeo claimed.

Iran's nationwide protests began in November after state proposals to hike fuel prices by 300 percent angered a public already straining under the weight of US economic sanctions. Iranian authorities rapidly cracked down on the largely peaceful protestors with arbitrary arrests and use of lethal force.   Human rights groups estimated a protester death toll in the hundreds for the less than two weeks of protests, but Reuters reported around 1,500 people killed on the direct orders of Iran's supreme leader.

Interior minister Fazli came under criticism for an alleged, brazen admission at a parliamentary committee meeting that November protesters had been directly shot at, according to reformist outlet Emtedad's interviewwith lawmaker Mahmoud Sadeghi. When asked by Iranian parliament members why so many people were shot in their heads by security forces, Sadeghi claims the minister retorted, “we shot them in the legs too.”Fazli is one of the 12 Iranian individuals and entities the US announced in its newest round of sanctions. The move freezes any US-held assets of those blacklisted, and prohibits Americans from engaging with them.

The sanctions also target Islamic Revolutionary Guard Corps (IRGC) Brigadier General Hassan Shahvarpour Najafabadi, Deputy Commander Ayoub Soleimani, and Law Enforcement Force Commander Hossein Ashtari Fard. With US-Iran tensions high since Washington withdrew from the landmark 2015 nuclear deal in May 2018, the US has targeted both specific senior Iranian officials and the national economy as part of its campaign of “maximum pressure” on Tehran

An Amnesty International report released Wednesday details 304 deaths at the hands of security forces during November's protests, most of which it said were “unlawful.” Amnesty says it believes the number of deaths to be higher.

The organisation also called once more for a United Nations Human Rights Council inquiry into Iranian security forces' use of lethal force against protesters in November. “The prevailing impunity afforded to the security forces allows the recurrence of lethal force to crush dissent,” said Philip Luther, Amnesty International’s Research and Advocacy Director for the Middle East and North Africa, in a statement released Wednesday. “In the absence of any meaningful prospect for accountability at the national level, we reiterate our call to members of the UN Human Rights Council to mandate an inquiry into the killings, and identify pathways for truth, justice and reparations,” said Luther.

Amnesty first issued a joint call in December alongside regional and international organisations for the UN Human Rights Council to take action against the state suppression of protests, and appealed for the council to launch an inquiry into the “deadly crackdown” against protesters in Iran.

One of three exchange markets in the city, most of the money exchanged here goes to and from Iran, Iraq, Turkey, Dubai and China. 

It has been the main market for Iranian tomans since 1991. 

Local traders use Iranian counterparts to transfer money from Iran into US dollars. 

No cash is handed over at the market; instead, transactions are built on trust.  

"They [traders in Sulaimani] have accounts in Iran and tell their Iranian counterparts to transfer the tomans to their accounts, and they will transfer dollars,"  says Mohammed Haji Qadir, who has been trading at the market since 1991. 

"It is based on trust...everyone adheres to [the rules], otherwise they'd be kicked out of the market," he added.

Millions of dollars are traded at the markets every day. 

However, due to the instability of the Iranian currency, some traders lose everything. 

Fresh sanctions on Iran also affect the exchange rate, Qadir added. 

Syrian pounds are also exchanged locally, but their value has plummeted after years of civil war. 

The equivalent of $50,000 in Syrian pounds before the civil war is now only worth $1,900.

Five files to be presented by Baghdad during its dialogue with Washington

Member of the Foreign Relations Committee in Parliament, Ala Talabani, confirmed that five files will be raised from Baghdad during its dialogue with Washington, stating that any agreement with the United States of America must maintain the balance of relations between Washington and Tehran in a way that serves the Iraqi interest.

Talabani said in a press statement followed by Alsumaria News, that Iraq will present five files during his dialogue with Washington in the middle of next June, indicating that "these files are the military and security coordination, the future of the American presence in Iraq, the arming and training of the Iraqi army, and the economic side, as well as Cultural issues, explaining that the understandings between the two countries will be military, economic and cultural."

he added, "The idea of a strategic dialogue between Baghdad and Washington is not new, but dates back to the period before the popular movement began in October 2019, which saw visits by high-level American officials to Iraq and their meeting with Iraqi officials, and presented them with the idea of holding joint meetings and writing a new agreement based on mutual cooperation. In several areas, in order to organize the post-salvation phase of terrorism."
 
Talabani added, "However, some political circumstances, regional tensions and possibly differences caused the postponement of the issue that was raised again before the formation of the current government, when the American ambassador in Baghdad delivered an official message from the US administration requesting the start of negotiations."
 
She drew a member of the Parliament's Foreign Relations Committee that "there are controversial points that may accompany the dialogues, especially with regard to the previous decision of Parliament to remove all foreign forces from the country, stressing the difficulty of agreeing on some issues."
 
She indicated that "the Iraqi Ministry of Foreign Affairs is not able to negotiate with the Americans alone without cooperating with the relevant authorities, because the ministry is in charge of implementing the policy that is drawn in the Council of Ministers," explaining that "the current Iraqi policy does not bias to a state against another, but seeks to maintain balance with everybody".
 
And she added that "any agreement with the United States of America must preserve the balance of relations between Washington and Tehran in a way that serves the Iraqi interest," stressing the need not to deal with this file with affection.

And that "the government's work is still in its infancy, and it must set priorities for implementing these promises, and we hope that the government will make the demonstrators' file the most important, in addition to the corruption and accountability files that caused the waste of public money and security setbacks."

Hamdan called on the government to "initiate the fulfillment of the demands of the demonstrators by setting a timetable according to the priorities, because these demands are clear and not hidden from anyone," stressing that "Prime Minister Al-Kazemi has a direct and serious responsibility to uncover those responsible for obstructing the government program and implementing his priorities, among the most important of which is the demonstrators file."

The Turkish Central Bank receives $ 10 billion from a swap agreement with Qatar

An analytical list of the financial position of the Turkish Central Bank stated on Friday that the bank received ten billion dollars from a currency swap agreement concluded with Qatar on Wednesday.

The bank announced on Wednesday that it had concluded an agreement to increase its agreement to exchange the currency with Qatar to 15 billion dollars from five billion dollars, which provided some of the much-needed external financing to boost the depleted reserves and support the Turkish lira.

Reuters reported last week that Ankara urgently appealed to Qatar and China to expand existing swap lines, the United Kingdom and Japan over the possibility of creating lines. Senior Turkish officials told Reuters on Wednesday that the talks were continuing.

The World needs to go after China for their diabolical plan.  If we don’t hold them accountable and make them pay with harsh penalties they will just do it again.  They should be kicked out of the WTO, the WHO, and any other 3 letter World Organization that has rules its members are supposed to abide by.  China mocks the West for playing by the rules while they break and exploit them.

Iran is issuing new warnings to "enemies in the region" and threatening to retaliate to defend itself

Iran, on Friday, issued a warning to the American forces present in the region, noting that any error in their accounts anywhere in the world against its interests will face a decisive response.

Iranian "Fares" news agency mentioned the statements of Chief of Staff of the Iranian Armed Forces, Major General Mohammad Bagheri, who confirmed that Iran "has permanent information supervision on the conditions and movements of enemies, including the American terrorist army in the region and outside it."

Bagheri added saying: "There is no doubt that among them is the terrorist, adventurous and anti-human American army in the region and distant places, and we will not allow anyone to flex their muscles and stir up new temptations targeting the security, independence and territorial integrity and the threat of revolution and the Islamic system, and that any error in their calculations anywhere in the world against Iranian interests He will face a decisive response from us."

An Iranian military source has confirmed that the Iranian navy will continue its duties in the Gulf waters and the Sea of Oman regularly, and will not be affected by any instructions from foreign forces present in the region illegally. The United States of America issued a warning to stay 100 meters away from US Navy ships in international waters and the Strait of Hormuz.
