Three high-ranking Iraqi government and security sources said, on Wednesday, that there are operations to smuggle agricultural, food and livestock products from Syria and Iran to Iraq, despite the strict orders issued by the Iraqi government to stop importing these materials because "they are not needed", and also despite the government-imposed closure Iraqi on the ports with Iran because of the Corona virus.

A senior government source, speaking on condition of anonymity, told Al-Hurra that "Iranian tomato trucks continued to enter Iraq from Iranian ports, despite the decision to ban the import of this material after Iraq was self-sufficient."

The source indicated that "a governmental committee of the military and civil servants stopped about 500 trucks loaded with this substance on the outskirts of the Iraqi capital, Baghdad, more than 200 km from the crossing from which these materials enter, which is the Pervez Khan border crossing of the Sulaymaniyah governorate, within the Kurdistan region of Iraq ".

According to the source, the control points deployed on the road allow the passage of banned agricultural materials in exchange for "sums of money" to pay bribes to its employees, adding that Baghdad "started dealing with all shipments coming from Clar in Sulaimaniyah governorate as contraband."

The checkpoints treat food coming from Iran as contraband

This crossing was opened about 12 years ago, and it is close to the Munthiriya border crossing in the Iraqi province of Wasit, but traders prefer to pass through it because of the "large facilities granted to them."

According to the Iranian news site, "IRNA", about 50 percent of Iran's non-oil exports to Iraq pass through this crossing, but a government source told Al-Hurra that "Baghdad has no control over the materials that enter through this crossing."

The source, who asked not to be named, continues, saying, "Iraqi outlets with Iran and Kuwait are closed due to concerns about the Corona virus, while the outlets with Jordan and Syria are still open, but the materials in the agricultural calendar are prohibited from entering Iraq."

The source confirms that "the Kurdistan Region's outlets do not comply with the governmental directives to close the crossings with Iran, or those related to preventing the import of certain items, as they deduct less amounts as customs tariffs, which makes our work almost useless because of the merchants' demand to enter their goods through those outlets."

And the Iraqi Ministry of Agriculture recently banned the import of 24 foodstuffs due to the high local production from them and filling the local need. The ministry says that the prevention decision benefits local production and gives it the ability to compete with cheaper but lesser quality products that flood the market coming from neighboring countries, the most important of which is Iran.

And the Iraqi judiciary is investigating with the former Iraqi Minister of Agriculture because of statements regarding the import of agricultural materials, including "buckthorn and garlic" from Iran in large sums.

The Committee of Agriculture in the Iraqi parliament said in a statement to its president, Salam Al-Shammari, on Tuesday, that "entering many food, agricultural, animal and vegetable products from the border outlets without import permits and circulating them in the local markets, is something that does not serve to encourage the local product and leads to recession, especially as some of them are less expensive And quality as a result of smuggling in particular. "

According to an Iraqi government source, "those close to the militia were arrested for their role in facilitating the passage of Iranian materials."

The source revealed that smuggling of millions of sheep heads coming through Syria towards Iraq as well.

The source says that the Ministry of Agriculture discovered the smuggling operation sponsored by influential security authorities after it discovered shipments that carried about one million to a million and a quarter of sheep. Official papers carried by their drivers say that they are coming from the Iraqi city of Tal Afar, near the Syrian border.

He continued, "The Ministry of Agriculture knew that this is not possible, because these numbers of sheep exceeded the production of the city of Tal Afar for years, and when the matter was investigated, the ministry discovered the smuggling operation sponsored by security authorities."

The source says that "a government investigation by the Iraqi Prime Minister and the Integrity Commission on how to cross all these materials over long distances without being stopped by the control points deployed on the road has revealed the possibility of senior security officials involved in these abuses in addition to elements close to the militias."

The Iraqi Prime Minister refused to confirm or deny these details, but a spokesperson from the Cabinet’s Secretariat told Al-Hurra that the Crisis Management Team in the General Secretariat of the Council of Ministers investigated “blackmail” cases regarding the passage of trucks loaded with foodstuffs between the provinces of Kirkuk and Baghdad, and referred the file to Integrity Commission.

 "There is a crisis management team formed under the guidance of the Secretary-General, to monitor and facilitate the smooth flow of wheels loaded with food, vegetables, medical, agricultural and sterilizers, during and after the curfew period," said Haider Majeed, spokesman for the media office of the secretariat.

Majeed added that the team "arrested one of the abusers in a control north of Baghdad after blackmailing the truck drivers, and held a military affiliate south of Baghdad for deliberately delaying a truck loaded with live chicken that died due to the delay."

    On Wednesday, a senior Iranian official announced the reopening of the Mehran border crossing with Iraq, two days a week. 

Iranian media quoted Iranian Governor Ilam, Qasim Soleimani Dashtaki, as saying that "following consultations and consensus with Iraqi officials, it has been decided to reopen the Mehran border crossing, two days a week, in full compliance with health protocols."

"According to the initial consensus, the borders will be reopened in relation to exports of fruits, vegetables and food for two days a week," Dashtaki added.
