Al-Jadaan stressed that these measures come as a complement to the decisions taken in advance to reduce the aggravation of the negative effects of the crisis from its various health, social and economic aspects. He stated that the government continues to take the necessary decisions to protect citizens, residents and the economy early to reduce the aggravation of the crisis and its consequences. He stressed that the global crisis of the pandemic spread caused three shocks to the Kingdom’s economy, each of which is capable of bringing about a change affecting the performance and stability of public finances unless the government interferes with measures to absorb these shocks, indicating that the spread of the epidemic and the measures taken by the countries of the world from the precautionary measures were the first shock represented in An unprecedented decline in oil demand has negatively affected the price level and led to a sharp drop in oil revenues, which is a great source of public revenue for the state budget. 

The second shock, according to the minister, was that the necessary preventive measures taken to preserve the lives and safety of citizens and residents and prevent the spread of the pandemic caused many local economic activities to stop or decline, and this negatively affected the volume of non-oil revenues and economic growth.

Al-Jadaan pointed out that the third of these shocks affecting the public finances was the urgent needs on the side of the unplanned expenditures that required government intervention by continuously increasing funds for the health sector to support the preventive and curative capacity of health services, in addition to adopting a number of initiatives to support the economy and mitigate the impact of the pandemic And preserving the jobs of citizens.

The Minister pointed out that these challenges combined led to a decrease in government revenues, and pressure on public finances to levels that are difficult to deal with later without harming the kingdom’s macroeconomics and public finances in the medium and long term, and therefore, further reductions in expenditures must be achieved, and measures to support the stability of revenue other than Accordingly, the Ministry of Finance and Economy and Planning presented the financial and economic developments and the proposed measures to confront these developments. The directive was issued to take the most appropriate, least harmful and lighter measures.

According to the minister, the impact of the approved measures amounted to almost 100 billion riyals, which included: canceling, extending or postponing some items of operating and capital expenditures to a number of government agencies and reducing the credits of a number of initiatives to achieve the vision and major projects for the fiscal year 2020. In addition, it was decided to stop the cost of living allowance starting from June 2020, as well as raising the value-added tax rate from 5% to 15% starting from the first of July 2020.

The Saudi Minister of Finance added that to increase the efficiency of exchange, a ministerial committee was formed to study the financial benefits that will be spent on all civil employees and contractors and those similar to those who are not subject to the civil service system in ministries, departments, institutions, bodies, centers, and government programs, and to raise recommendations within 30 days from its date.

Al-Jadaan concluded his statements by explaining that "we are facing a crisis that the world has not witnessed in modern history. The Ministry Of Construction Clarifies The Details Of The Contract For The Approval Of The Electronic Tax System

(Independent) .. The Ministry of Construction, Housing and Public Municipalities revealed that contracting an investment project to establish water wage collection companies in all governorates will be to collect revenues electronically, not manually, accurately, and at a government price that serves the citizen, according to Investment Law No. 13 of 2006 and in implementation of the provisions of paragraph 2 of the article (16) of the Federal Budget Law of 2019, which obligated the Ministry to transition to electronic collection and Cabinet Resolution No. (378) for the year 2018 that includes the project of collection and electronic payment.

The media center of the ministry said in a statement issued today, that the contract aims to control consumption of drinking water and maximize financial resources for the operational budget for the water sector and sewage and municipalities in all governorates as well as to provide the best services to citizens by reducing the rates of waste, waste and debt and facilitating collection procedures.

He added that in the event of insufficient preparation for collection, the investor, which includes a coalition of several companies for the supply of equipment, software and collection, and with financing from banks, will provide the project with the additional collection at his own expense.

He pointed out that the contract was signed duly and with the approval of all the concerned authorities, and it does not cost the state and the citizen any additional amounts and expenses except for the price of the meter and in a comfortable installment and this was done according to the budget law for 2019 which obligated the ministry to move to electronic collection based on the General Secretariat of the Council of Ministers with the number JSC 57/19/139/37/31/2019 and the Ministerial Council for Social Services Resolution No. (26) for the year 2019 and Cabinet Resolution No. (96) for the year 2016.

1- The seriousness of financial corruption

A phenomenon that has emerged since the beginning of the eighties of the last century and intensified after the American occupation of the country.

2- The importance of local production

The Corona pandemic has demonstrated beyond any doubt that countries that depend on the import of food, medicine and health equipment suffer from a serious crisis, especially if their financial viability is limited. The risk increases as this dependence increases.

And matters get worse when exports that finance imports are based on a single substance, such as oil whose price has rapidly deteriorated. Iraq is at the forefront of the countries that meet these specifications.

Therefore, attention must be paid to the maximum extent to local agricultural and industrial production. Various forms of support for this production must be provided through more public spending on scientific research and technological development.

3- A sound spending policy

8- Temporary tax exemption
