Al-Kazemi’s choice is the third attempt to form a new government since the beginning of the year 2020, after Adnan Al-Zarfi’s apology, and Muhammad Tawfiq Allawi accepted it.

How to shine star with Al-Kazemi?

In 2016, Prime Minister Haider al-Abadi surprised the Iraqis by appointing a figure as Mustafa al-Kazimi, the journalist and human rights activist, to head intelligence. This is at the height of the war against the "Islamic State" that occupied part of the country in a period of time before the Iraqi army, with the support of the international coalition, succeeded in defeating it.

Al-Kazemi's complex relations with the political class inside and outside Iraq helped him find his way to the premiership steadily, knowing that his name has been frequently reported to hold this position since 2018 after the legislative elections that resulted in Adel Abdul-Mahdi, the resigned prime minister.

Al-Kazemi took advantage of his position as head of intelligence, to forge several links with dozens of countries and agencies operating within the international coalition. During a rare visit with former Prime Minister Haider al-Abadi in 2017 to Riyadh, he was seen embracing at length his personal friend, Saudi Crown Prince Mohammed bin Salman.

Al-Kazimi is said to know how to be a friend to everyone. He is considered "a person who is not hostile to anyone, who has a pragmatic mentality, and has relations with all the main players on the Iraqi scene: a good relationship with the Americans, and a relationship that has recently returned to Iran," according to what one of his close associates told Agence France-Presse.

About a month ago, an Iraqi faction close to Iran accused Al-Kazemi of having a role in the assassination of Iranian General Qassem Soleimani and Deputy Chairman of the Popular Mobilization Organization, which was carried out by Washington in Baghdad. He had to re-polish his image in front of the Iranians, and he did.

Al-Kazemi is seen as a skilled negotiator, who Iraqis are counting on today to harness his extensive network of relations in Washington, as in Tehran, to save Iraq from an economic and political disaster. "He is a prominent negotiator and a cunning player," said Tobi Dodge, director of studies at the Middle East Institute at the London School of Economics, in a statement to Agence France-Presse.

Press, intelligence, and then prime minister

Al-Kazemi, whose real name is Mustafa Abd al-Latif Misht, was born in Baghdad in 1967 where he studied law before leaving his country for Britain in 1985. He chose the title of Al-Kazemi during his exile in Britain and columnist and director of the liberation of the Iraq section of the American "Monitor" site.

After the fall of Saddam Hussein's regime in 2003, Al-Kazimi returned to Iraq to participate in the founding of the Iraqi Media Network. He also ran the "Iraqi Memory Foundation", which worked to document the testimonies of the victims of Saddam Hussein's regime.

Al-Kazemi also worked as editor-in-chief of the "Weekly" magazine, which was issued by a Kurdish institution in the Iraqi city of Sulaymaniyah during the years 2010-2011, and published several books including: "The Iraq Question ... Reconciliation between the Past and the Future."

Will Al-Kazemi succeed in overcoming the current crisis in the country?

Prime Minister Mustafa Al-Kazemi received at his office in the Governmental Palace, the Ambassador of the United States of America Matthew Toller.
 

Al-Kazemi stressed, according to the statement of the Information Office of the Prime Minister, of which the {Euphrates News} received a copy, the necessity of “cooperation and coordination between the two countries in the economic and security fields, confronting terrorism, preparing for strategic dialogue between the two countries, working to preserve security and stability in the region and keeping it away from risks”, noting that "Iraq will not be an arena for the liquidation of accounts and the attack on any neighboring or friendly country."

For his part, "Toller congratulated Al-Kazemi on the occasion of his government's confidence in the House of Representatives, stressing his country's readiness to support Iraq in all fields, especially the economic side and confront the Corona pandemic."

The Prime Minister, Mustafa Al-Kazemi, received at his office in the government palace, the ambassador of the Islamic Republic of Iran, Erg Masjdi.

 

A statement issued by his office said, "Al-Furat News" received a copy of it, "Al-Kazimi stressed during the meeting that Iraq is keen on establishing the best relations with the Islamic Republic and all neighboring countries in a way that serves the interests of the two neighboring peoples and security and stability in the region."

Al-Kazimi stressed that "Iraq will not be a passage or a headquarters for terrorism, or a springboard for attacking any country or arena for settling scores." 

For his part, congratulated the mosques on the occasion Kazmi Neil government confidence in the House of Representatives, expressing his country's aspiration to develop bilateral relations and strengthening cooperation between the two countries in all Amajalat.

Analysts considered the return of the expelled commander of the anti-terrorist forces in Iraq, Lieutenant General Abdul Wahab al-Saadi, a "symbolic value" and a consideration of the prominent military, and they expected that he would reorganize the apparatus to get rid of the positions held by pro-Iranian militias.

And Iraqi Prime Minister Mustafa Al-Kazemi issued a decision on Saturday to return Al-Saadi to the agency to assume his presidency, after former Prime Minister Adel Abdul-Mahdi expelled him in October 2019 and transferred him to work in the Iraqi Ministry of Defense.

And the Iraqi prime minister wrote on Twitter on Saturday: "We decided to return the hero brother":

And Iraq political analyst Hisham Al-Hamshi said in a statement to Al-Hurra that Al-Saadi’s return “comes within the framework of a series of reviews of decisions taken against him and other Iraqi officers.”

Iraqi writer Sarmad Al-Tai said in an interview with the Al-Hurra website that Al-Kazemi’s previous positions are in line with his decision making. “The man has moderate positions and has been considered a mediator between the parties for a long time.” He also has “the will and ambition and believes that Iraq is a big country that cannot be swallowed.”

Al-Saadi’s return is a response to a man with long military experience who led the battles and was able to establish strong ties with local communities, according to the Iraqi writer.

Al-Saadi has prayers and tours on the fronts during the elimination of ISIS, and led the liberation of Baiji and Tikrit in 2015, then the battles of Fallujah in 2016, when his star shone.

In early 2017, he was appointed commander of the Mosul city liberation operations from the terrorist organization ISIS, and many describe Al-Saadi as the "icon of victory."

He survived several assassination attempts, with car bombs or by individual sniping operations, as he commanded the battles against the organization.

Iranian pressure

Earlier reports had spoken of factions in the pro-Iranian popular crowd "pressuring" to remove al-Saadi, and there was talk of a "cleansing" of security officials considered close to Washington.

Al-Ta’i referred in his speech to “Iranian pressure” on the Iraqi government to take this decision, and Abdul Mahdi’s talk about the hesitation of Iraqi officers to embassies increased, which was “a violation of their military and national honor.”

Popular anger

The decision to remove al-Saadi was deeply resented to social media, and his supporters published hundreds of photos and videos during the liberation operations and focused on the humanitarian side of the military commander and his communication with children and the elderly during the battles.

On the first day of demonstrations last October, Tahrir Square uploaded photos of it to protest against such decisions, according to the Iraqi writer.

Former and current senior Iraqi officials, among them former Iraqi Defense Minister Khaled al-Ubaidi, criticized the way in which "a brave and professional field commander witnessed by battlefields in the fight against terrorists" was eliminated.

Al-Taie said that one of the reasons for the outbreak of the October demonstrations is the set of decisions that excluded important officers from the elite forces command in the Iraqi army, headed by al-Saadi. 

The owner of the popular owner

The Iraqi writer says that al-Saadi was known not only as a spearhead in the battle for Mosul, which is considered one of the most difficult wars in the history of Iraq, but because he also "launched a correction battle for the relationship between the military and the local community and the relationship between the regime and the public."

He adds that he presented "a moment of reconciliation between people when he presented his disciplined and human rights approach and treated him with gentleness with the Iraqis."

Al-Saadi is quoted as saying during his battle for Mosul that "his working capital is partnering with society, and that 70 percent of its operations are based on cooperation with people."

He believes that the man who was criticizing ISIS and the militias has shown solid positions that made those loyal to Iran a challenge, because it represents "restoring the prestige of the state at the expense of the armed militias loyal to it."

Al-Kazemi's position

Some consider that the step taken by Al-Kazemi is calculated for him and reflects his vision of Iraq in the coming period, but the Iraqi writer confirms that it places him in front of a “responsibility” to be held accountable if it turns out that it was merely formal decisions.

The Iraqi writer pointed out that the decision was linked to the formation of a new fact-finding committee to find out who was responsible for killing the demonstrators, and this decision was widely echoed as an important step "in favor of restoring the state from the militias that controlled the joints of the state."

The writer states that during the "difficult times they experienced during their battle against the militias," activists were receiving support from a few state agencies, including the intelligence service led by Al-Kazemi.

And he believes that "Al-Kazemi is not an ideological but rather a pragmatic man who accumulated his experiences and realizes that Iraq is a place for diversity and de-stress and that when he was showing radical people in Iraq he was losing his geographical, political and commercial status."

And he confirms that "betting on him in the next stage is not a praise for him, but puts him in front of a responsibility."

"A new stage"

And Iraqi political analyst Hisham Al-Hamshi expects that Al-Saadi will rearrange the counter-terrorism apparatus "in accordance with the national vision", and remove the militias of Iran and Hezbollah from the positions they have acquired.

Al-Hashemi wrote on Twitter that "national solutions need clarity and simplicity," and expressed his hope for "justice for the blood of martyrs, wounded and prisoners of protests" that took place last October.

Al-Taie also expected that Al-Saadi, whom he described as a "new Iraqi school," would begin a process to end "the chaos of weapons for ISIS and militias to restore the state."

I sent my Shia friend a text about the general being appointed by kazemi.. I said, this is the general that everyone loves correct? And  his response was..

The Council of Ministers held its first regular session, today, Saturday, May 9, 2020, headed by Prime Minister Mustafa Al-Kazemi.

A statement issued by his office, which was received by {Al Furat News}, stated that "at the beginning of the session, the Prime Minister welcomed the members of the government, calling for serious work in the service of their people." "The value of our work is achieving success in the difficult situation and turning the crisis into an opportunity and hope," Al-Kazemi said.

On the issue of the elections, Al-Kazemi stressed that "one of the priorities of this government is to secure safe and sound conditions for the conduct of the elections, and we support the work of the Independent High Electoral Commission, which is a true partner of the government to reach fair and fair elections." 


"The cabinet also discussed its working mechanisms, economic and health conditions, and issues prepared for its agenda, and the cabinet approved the following decisions: -

First: Empowering the Prime Minister and the Minister of Finance to release the salaries of retirees.

Second: Revoking the previous Cabinet Resolution No. (97) for the year 2020 on the subject of stopping the financing, in addition to approving the draft domestic and foreign borrowing law to finance the fiscal deficit for the year 2020 and referring it to the House of Representatives in accordance with the provisions of constitutional articles.

Third: The Ministry of Transport and Culture to renegotiate with hotel managers for the purpose of reducing room rates in hotels, and the food rests with the Ministry of Health to accommodate returnees from abroad for the purpose of booking them in those hotels.

Fourth: Requesting the House of Representatives to complete the vote on the new election law and send it to the Presidency of the Republic for the purpose of bringing it into effect after its publication in the Official Gazette.

Fifth: Providing logistical support and providing all the capabilities available to the Independent High Electoral Commission to enable it to hold elections after fixing their date.

Sixth: The ministries and entities not affiliated with the Ministry of Cooperation with the Independent High Electoral Commission by providing human staff to carry out the electoral process.

Seventh: Amending the Law on Parties to lead to the regulation of the legal status of parties’ work on democratic national foundations that guarantee political pluralism and democratic transformation.

With his tongue and person, Mustafa Al-Kazemi announced the convening of the first session of the new government cabinet and the adoption of a package of courageous national decisions, including the release of the salaries of retirees and the return of Lieutenant General Abdul-Wahab Al-Saadi to the anti-terrorist agency, the release of detainees from the protesters in the October Uprising, and other important decisions 

It is important to mention that these decisions have delighted the masses, and raised the level of hope and optimism they have in achieving what Prime Minister Al-Kazemi promised in his government work program.

The Iranian ambassador to Iraq, Erj Masjdi, announced on Saturday the progress of his meeting with Iraqi Prime Minister Mustafa Al-Kazemi.  

In my tweet on Nass’s follow-up, (May 9, 2020), my mosque said, “During the meeting with Al-Kazemi, the two sides talked about bilateral cooperation and the continuation of measures in the field of the Algiers Agreement for Banking Cooperation.”  

He added, and talked about the Khorramshahr-Basra railway, entry visas for the citizens of the two countries, promised full cooperation, and praised the efforts of the Islamic Republic of Iran in combating ISIS, and Al-Kazemi said that Iran and Iraq are two friendly and sister countries.  

Prime Minister Mustafa Al-Kazemi assured, earlier, to the Iranian Ambassador, Erg Masjidi, that Iraq will not be a springboard to attack any country or square to settle scores.   

This comes after Al-Kazemi’s meeting with the American Ambassador to Baghdad Matthew Toller.     

The Prime Minister's Office said in a statement, "People" received a copy of it (May 9, 2020) that Al-Kazemi received at his office in the government palace the Iranian ambassador and assured him of Iraq’s keenness to establish the best relations with Iran and all neighboring countries to serve the interests of the two neighboring peoples and security stability in Region.    

Likewise, the Prime Minister affirmed that, "Iraq will not be a conduit or headquarters for terrorism or a springboard for attacking any country or arena for settling scores."    

For his part, "Masjid Al-Kazemi congratulated on the occasion of his government's confidence in the parliament," expressing "his country's aspiration to develop bilateral relations and enhance cooperation between the two countries in all fields."
