Prime Minister, Mustafa Al-Kazemi, affirmed the determination to provide the people with a decent and peaceful life, noting his keenness to preserve the accomplished achievements.

This comes at a time when the telegrams of congratulations and blessings came from the leaders and officials of neighboring countries and the world on the occasion of Al-Kazimi's government gaining the confidence of Parliament in the session held early Thursday.

A statement of the Prime Minister’s Office, which was received by Al-Sabah, stated that “yesterday, Thursday’s reception and handover of responsibility and ministerial portfolios took place in the government palace in the presence of Prime Minister Mustafa Al-Kazemi, the head of the resigned government, Adel Abdul-Mahdi, and the ministers of the two governments.”

Al-Kazemi stressed, according to the statement, "We have vowed to protect this country and provide reassurance to citizens and to send a message to them that this government will work to provide ways of a decent life," noting "his keenness to preserve the achievements made and cooperation to face the security, economic and health challenges facing the country."

For his part, Abdul-Mahdi renewed his congratulations on the formation of the new government headed by Al-Kazemi, stressing the importance of the peaceful transfer of power as a democratic aspect, despite all the known complications in the political scene, praising the selection of competent personalities for the new ministerial cabinet.

To that, Al-Kazemi received a congratulatory message from His Highness the Emir of the State of Kuwait Sheikh Sabah Al-Jaber Al-Ahmad Al-Sabah, and while the Hashemite Kingdom of Jordan, His Majesty King Abdullah bin Al-Hussein, congratulated during a phone call to the Prime Minister, on the occasion of his government obtaining the confidence of the House of Representatives, Al-Kazemi received another phone call From US Secretary of State Mike Pompeo, who congratulated the formation of the new government.

The Kurdistan Democratic Party confirmed that the party decided its options by nominating the Minister of Finance in the previous government, Fouad Hussein, to the Foreign Ministry under the government of Mustafa Al-Kazemi. 

Member of the Kurdistan Democratic Party, Imad Bajlan, told (Baghdad Today), that "two ministries were left for the Kurds with Al-Kazemi's cabin, which were not resolved, namely, Justice and Foreign Affairs. The nomination of Khaled Shawani for the first and Fouad Hussein for the second was resolved."

He added that "Fouad Hussein is a leading political figure who enjoys high charisma and professionalism, especially international and political relations in light of the current situation and the need for Iraq for a minister of this kind to achieve several gains for the country, including maintaining and expanding the balance in Iraq’s external relations, and Fouad Hussein's alternative for us is Fouad Hussein himself." .

Yesterday, 5 candidates for the new ministerial cabinet failed to obtain the confidence of Parliament in the ministries of Trade, Agriculture, Immigration, Displaced, Justice and Culture, while voting on the candidates of the Ministry of Foreign Affairs and Oil was postponed. 

Earlier in the day, al-Fateh MP, Mukhtar al-Musawi, confirmed that there is no specific time to complete the remaining government cabinet of Prime Minister Mustafa al-Kazemi. 

Mousawi said, to (Baghdad today), that "the five candidates who fell in the session of granting confidence, will be replaced and re-sent names with the candidates of the ministries that were postponed to the House of Representatives again." 

He added that "replacing the names with certainty requires a round of negotiations for the Prime Minister with the political blocs in order to present the alternatives to gain the confidence of Parliament," and suggested "the presentation of the replacements within the next two weeks to gain confidence." 

Parliament held a voting session late Wednesday night, on the government of Prime Minister Mustafa al-Kazemi, headed by Muhammad al-Halbousi, and the presence of 255 representatives, without the presence of the State of Law coalition led by Nuri al-Maliki, the National Alliance led by Iyad Allawi, and a number of representatives of the Sadik faction.

The Sadrist movement, led by Muqtada al-Sadr, Thursday (7 May 2020) sent a message to the new Prime Minister, Mustafa Al-Kazemi, warning against repeating 5 mistakes that the Adel Abdul-Mahdi government and the previous governments signed.

The leader of the current, Governor of Zamili, said in an interview with (Baghdad Today), "There are a number of mistakes that the government of Adel Abdul-Mahdi and even previous governments have made, most notably the lack of seriousness in fighting corruption, the administration of the state by some partisan, political, and tribal parties, and accreditation The material relations should choose persons for some positions, especially in the security, military and other aspects. " 

Al-Zamili added that "in previous governments, there were courtesies in accountability, follow-up, and state administration through the (deep state) that they established, for most positions in the government."

He continued, "These issues need a real revolution and a comprehensive change to most of the joints of the Iraqi state, for the new government to succeed, and the new government must be a field government that tracks all files from the ground."

And the Iraqi parliament, in its session held on Wednesday (May 6, 2020), gave confidence to the government of Prime Minister Mustafa Al-Kazemi. 

The House of Representatives voted on the ministers of its cabinet, namely: (Defense Juma Anad, Interior Othman Al-Ghanmi, Finance Ali Abdel Amir Allawi, Planning Khaled Najm, Construction and Housing Nazlin Muhammad, Health Hassan Muhammad Abbas, Electricity Majid Mahdi Ali, Education Nabil Kazem Abdel-Sahib, Transportation Nasser Hussein Bandar, youth and sports, Adnan Darjal, industry Manhal Aziz and communications, Arkan Shihab, Adel Hashush, Minister of Labor, Mahdi Rashid Jassem, Minister of Water Resources, and Hamid Mekhlef, Minister of Education. 

Five ministries remained that were not voted on by members of the House of Representatives (trade, agriculture, immigration, the displaced, justice and culture), while voting on the candidates for the foreign and oil ministries was postponed.

He continued, "The security threats can be reduced by a high rate if the rest of the residents of the liberated areas are returned to their areas, ending what are known as security voids in their areas, and strengthening the capabilities of the people to hold these areas."

A member of the Parliament's Security and Defense Committee called, with a message to the Minister of Defense and the Interior, to "seriousness in work and the permanent movement in dealing with the security file, through decisive and accurate decisions, moving to the field to know the course of what is happening and taking whatever is necessary to push the pace of stability forward."

The Popular Mobilization Organization announced, earlier today (May 7, 2020), the end of the second phase of the "Revenge of the Fasting" process, west of Salah al-Din Governorate, to pursue ISIS operatives. 

The military operation coincides with several attacks carried out by ISIS in western Iraq, and in Diyala during the month of Ramadan, which began with the fiercest attack on the Machisheva area in Salah al-Din, which killed 10 members of the popular crowd.

Cougar called: "Al-Kazemi to initiate and open a dialogue with those countries directly, and formally request them, through their companies, to implement projects in the country and with Iraqi hands, in order to create a movement and economic activity that reflects positively on the citizens."

A member of the Finance Committee in Parliament pointed out, "The need to attract grants and investments in the country because it will create great job opportunities."

The House of Representatives voted, at dawn today, Thursday, to give confidence to the government of Prime Minister-designate Mustafa Al-Kazemi, without approval of all the ministers whose names have been proposed. 

The Council voted - during a session attended by 255 deputies out of 329 - on 15 ministers out of 22 - while five candidates did not win the confidence of Parliament. 

"My gratitude is to all of our support, and my hope is that all political forces come together to face the difficult challenges ... Iraq's sovereignty, security, stability, and prosperity are our path," he said in a tweet on Twitter, after giving members of his government confidence.

And on the economic crisis, Al-Kalabi said, "There is a great risk in financing the budget, as it did not include money for investment", but he reassured about the salaries and stressed that "Iraq will secure it until the end of this year."

Al-Kalabi concluded his speech by saying that "Prime Minister Mustafa Al-Kazemi has a major task in reviewing the licensing rounds that have caused the current economic crisis."

And Iraqi political sources considered that Al-Kazemi extracted the winning point from Iran in his first round when he preserved the independence of the Ministry of Interior, and prevented the intelligence service from turning into an article in a political deal.
The Al-Fateh bloc headed by Hadi al-Amiri, which includes representatives of the most prominent Iraqi militias loyal to Iran, threatened to stand against al-Kazimi during the confidence-giving session, which ended at dawn on Thursday, but was unable to confront the tide in favor of the head of the new government.
And maneuvered all forces within the conquest, with the support of the State of Law coalition led by Nuri al-Maliki, who boycotted the voting session, after Al-Kazemi refused to grant a ministerial portfolio to his candidate, Yasser Sakhil.

Observers say that the session of giving confidence to the Al-Kazemi government revealed the true weight of political influence in Iraq.

Observers considered that giving confidence to the Al-Kazemi government translates the decline of Iranian momentum in Iraq, against the backdrop of the widespread popular protest movement that started in early October of last year and lasted for months.

Iran's allies, led by former Prime Minister Adel Abdul Mahdi, have been involved in bloody repression against the demonstrators, killing, wounding, and absenting thousands of young demonstrators, who are demanding the restoration of the state’s kidnapped decision by the militias.

No two differ in the fact that the challenges that Al-Kazemi will face are great, especially at the level of the economy and the burdens of confronting Corona Virus, but the security file will have priority.

The protesters want Al-Kazemi to bring the killers of their colleagues to justice, while the street demands accountability for the corrupt.

Iraqis accuse the militias that protect the corrupt of being involved in the killing of the demonstrators, after threatening to topple the political system that they live on, so the enemy is one in both cases.

But Al-Kazemi may not succeed in confronting the militias unless he is able to state and tighten his grip on the powers of his position, which will limit the chances of a recent clash.

The Al-Fateh bloc, which includes representatives of the most prominent Iraqi militia loyal to Iran, worked very hard over the past two days to block al-Kazimi's cabin, when it found that it had broad internal and external support.

When Parliament Speaker Muhammad al-Halbousi went about to convene a session to give confidence to the new government on Tuesday evening, al-Fateh leader Hadi al-Amiri intervened, calling for the session to be postponed for one day. Even when the session took place on Wednesday, Al-Amiri intervened again and demanded that it be postponed one hour, which was what happened.

Members of the Iraqi Parliament said that Al-Amri allowed representatives of the Badr Organization, one of the militias affiliated with the Al-Fateh Alliance, to participate in voting during the session of granting confidence, after he felt they had a desire to do so.

And the Al-Fateh block, just before the Al-Kazemi government passed, achieved two goals. The first was to install an interior minister from its side, and the second obliged the new prime minister, according to a pledge, to remove the American forces from Iraq within two years.

But the bloc close to Iran failed in both matters, as Al-Kazemi came as Chief of Staff of the Army Othman Al-Ghanmi, known for his close official relations with the United States Army, as Minister of the Interior, and he refused to sign any commitment regarding the future of the American forces in his country.

The United States was not late in expressing its exceptional support for Al-Kazemi’s government, as Secretary of State Mike Pompeo telephoned him before writing on Twitter saying, “It is wonderful to speak today with the new Iraqi Prime Minister, Mustafa Al-Kazemi.”

"Now comes the urgent and hard work of implementing the reforms demanded by the Iraqi people," Pompeo added. He continued, "I pledged to help him implement his bold agenda for the Iraqi people."

For her part, said State Department spokesperson Morgan Ortagos, "In support of the new government, the United States will continue to extend the exemption from sanctions to import electricity from Iran for a period of 120 days, in our desire to help provide the conditions for success."

About five months ago, no one could have expected that Al-Kazemi could reach the position of Prime Minister, especially when the militia leaders loyal to Iran accused him of participating in planning the American operation that killed the commander of the Quds Force in the Revolutionary Guards Qassem Soleimani and the field commander of the Popular Mobilization Forces Abu Mahdi al-Muhandis, In a missile attack near Baghdad airport early this year.

According to the report, the blocs resented the loss of one of the most important ministries, responded by thwarting preferred candidates for Al-Kazemi, in a possible reference to the candidate of the Ministry of Culture Hisham Dawood, who was dropped by the parliament’s vote without the blocs expressing their reason for refusing to Astestarah despite his rich autobiography.

  "The pro-Iranian parliamentary bloc in the Iraqi parliament was unable to block the passage of the new government headed by Mustafa Al-Kazemi, but it caused the removal of some of his favorite candidates from a number of portfolios.

  And maneuvered all forces within the conquest, with the support of the State of Law coalition led by Nuri al-Maliki, who boycotted the voting session, after Al-Kazemi refused to grant a ministerial portfolio to his candidate, Yasser Sakhil.

The senior adviser to the British Ministry of Defense for the Middle East and North Africa, Lt. Gen. Sir John Lorimer, on Thursday praised the new Iraqi Minister of the Interior, considering it a "successful choice" from Al-Kazemi.  

"Last year, I hosted the team, 1st Lieutenant General Othman Al-Ghanmi in Edinburgh and in London, as an indication of the close ties between us," Lieutenant-General Lorimer said in a post that was followed by "People", (May 7, 2020).  

"I look forward to the continuation of these relations after his appointment as Minister of the Interior," he added.  

He pointed out that "a successful choice by Prime Minister Mustafa Al-Kazimi at these critical times in Iraq and the region."

Video footage posted by activists on the social networking sites showed hundreds of people walking on foot towards Tahrir Square, a stronghold of the Baghdad protesters. The demonstrators waved Iraqi flags and chanted against the new government, saying it was "the government of quotas, parties and militias

The demonstrators also chanted the slogan "the people want to topple the regime", while condemning Iran and the United States

The Iraqi parliament voted at dawn on Thursday by a majority of the members present to give confidence to Al-Kazemi and 15 ministers in his government, and 5 candidates did not gain the confidence of the parliament, while Al-Kazemi did not present any candidates to fill the oil and foreign portfolios

The government's pass came after months of political stalemate after popular protests toppled the previous government headed by Adel Abdel-Mahdi, who resigned in early December 2019

Earlier Thursday, the organizing committee of the "October Revolution" demonstrations said in a statement that it, along with the sit-in protesters in Tahrir Square in Baghdad and the rest of the country, "strongly reject Al-Kazemi's government altogether and in detail because it represents the parties and blocs flooded with employment and corruption

The US State Department confirmed, on Thursday, that it will follow how the new Iraqi prime minister, Mustafa Al-Kazemi, applies the reforms that Iraqis want.

"The United States will follow how the Iraqi Prime Minister applies the reform measures that the people are demanding," State Department spokeswoman Morgan Ortagos told Sky News Arabia.

She added that the Iraqi people should express their choices regarding their future, stressing "supporting the independence and sovereignty of Iraq."

The Iraqi parliament voted after midnight yesterday, Wednesday, on the government curriculum for the new Prime Minister Mustafa Al-Kazemi, and 15 ministers were voted on, so that Al-Kazemi’s government acquired an official capacity.

As soon as it was given the confidence, the Al-Kazemi government met with a domestic and international welcome, as both the US and Iranian foreign ministers congratulated its formation and pledged their countries' support for Iraq.

The United Nations, Britain and Turkey on Thursday also welcomed the occasion of the inauguration of the head of the intelligence service, Mustafa al-Kazemi, as head of the Iraqi federal government.

A member of the House of Representatives for the Allies for Peace al-Shammari coalition demanded that Prime Minister Mustafa al-Kazemi have a great opportunity to fulfill the constitutional demands of peaceful protesters.

Al-Shammari said in a statement that he received "Information", a copy of it, that "what happened during the past period of rapid developments in the country culminated in the formation of the new government as a product of the constitutional street movement to demand reform, fight corruption and corrupt and provide services."

Al-Shammari added that "the street movement will continue as long as the delay in implementing the main demands continues and it must be one of the priorities of the new government to implement it to ensure popular support and its continuation."

Prime Minister Mustafa Al-Kazemi discussed with his Kuwaiti counterpart, Sabah Khaled Al-Hamad Al-Sabah, on Friday, bilateral relations and the formation of a joint committee to deal with the remaining compensation.

A statement issued by the Prime Minister's Office stated that Al-Sabah congratulated Al-Kazemi "on obtaining the confidence of the representatives of the Iraqi people, and wished him good luck in his tasks led by Iraq and overcome the crisis of the Corona epidemic and terrorist and economic threats, and strengthening Iraq’s role in achieving security and stability in the region."

As for the remaining ministerial portfolios, which were not agreed upon, Borrell appeared optimistic, saying, "We are confident that the remaining positions will be filled as soon as possible
