He explained that “the only authority for granting advances is the Rafidain Bank, which has put the electronic platform for advancing advances to employees qi.iq/loans. Mazhar Saleh: Al-Kazemi’s government will launch the first package to revive the economy

d13f41c32-30231.jpg

Baghdad - people

On Thursday, Advisor to the Prime Minister for Financial Affairs, Mazhar Muhammad Saleh, revealed the existence of packages of measures to revitalize the national economy.

Saleh said in a statement to the official agency, followed by "Nass", (May 7, 2020), that "there are packages of important measures to revitalize the national economy," noting that "the first package of them includes the adoption of small loans for young people on very soft terms, as well as large private loans In the areas of agricultural activity, manufacturing, and services, especially as they are income and revenue generating.

He explained that "this initiative represents the integration of the monetary and financial policies of Iraq towards building economic stability and strengthening markets in addition to advancing sustainable development paths and raising levels of employment and use and combating recession."

Saleh added that "the package will go out as a priority to revitalize the agricultural movement in fundamental aspects, including facilitating the acquisition and acquisition of agricultural lands, supporting agricultural production and agricultural technology, and in accordance with the requirements of strengthening Iraq's food security and advancing national agriculture."

He continued, "The first package will be taken over by the Al-Kazemi government to support system" rel="">support the macro economy and the national market and move the state apparatus more efficiently."

Expectations indicate that Iraq may witness an annual performance that is the worst for the country since the overthrow of Saddam Hussein's regime in 2003, especially since Baghdad is currently considering the possibility of deduction of huge public salaries, in a move that will receive popular rejection and may renew the wave of protests with a new government taking over .

According to a report published by the French news agency, and followed by "Nass" (May 7, 2020), the GDP of Iraq is expected to decrease by 9.7 percent this year, and poverty rates may also double, according to the expectations of the World Bank, making this the worst annual performance The country since Saddam Hussein was toppled in 2003.

The second largest producer of OPEC was affected by a double blow, firstly by the collapse of oil prices, and secondly by the Covid-19 pandemic, which dramatically affected its oil revenues.

And Iraq’s oil revenues last month reached 1.4 billion dollars, less than a third of the four and a half billion that the country needs per month to pay public sector salaries, compensation and government costs.

That is, the Iraqi government suffers every month from losing $ 3.1 billion in oil revenue.

In the face of this crisis, officials may put massive payrolls on the deduction list, according to two senior officials involved in discussions to suggest solutions.

The basis for salaries is more likely to remain the same, and austerity measures will extend to the large "allocations" that made up two-thirds of the $ 36 billion budget for salaries in 2019.

These allowances include rewards or benefits such as cars and homes, based on factors that include seniority, educational level, children, or informally political and family relationships.

An Iraqi official says that "the cuts we are studying include reducing the allocations of high-ranking public officials by more than half, the average level by 50 percent, and the low level by about 30 percent."

The government will also consider freezing recruitment and promotions, cutting military spending, and stopping maintenance of government buildings to save more money.

The authorities may even print the currency to pay salaries, which will force the central bank to use its foreign reserves of $ 60 billion to support system" rel="">support the dinar exchange rate against the dollar.

These measures are part of the $ 54 billion "emergency financing document", just over a third of the amount budgeted for the 2020 draft budget that parliament has yet to pass.

"It is the first time that we have had to do something similar."

" Too little, too late. "

And Iraqi economic analyst Ali Mawlawi told France Press that, with the deficit increasing every month, "What kind of measures will the government take now to try to avoid the economic disaster? It is really very little and very late."

The government pays salaries to four million employees, pensions for three million, and aid for a million others, which means that one out of every five Iraqis receives what can be considered payments from the state.

Maulvi says that the government of Prime Minister Adel Abdul Mahdi, as its predecessors, has appointed employees to please political allies.

He adds that "oil prices rose when Abdul-Mahdi took office, which led to a false sense of safety from his government, and expanded in the public sector to the stage of losing control, which led to this serious financial crisis."

For 2019, the government monitored a 13 percent increase in salary expenses, and jumped 127 percent in pensions, according to a World Bank analysis.

Late last year, the government employed at least 500,000 people in an effort to appease angry anti-government protesters protesting against unemployment and corruption, which led to salary inflation inflated again by 25 percent.

Public jobs are inherited from the previous era in Iraq, as university graduates are theoretically employed by a related ministry upon their graduation. But this strategy has overburdened the public sector engulfed by corruption.

The benefits associated with government positions mean that they are sold for hundreds of thousands of dollars by grade, while the private sector is regrettably unrepentant.

"This is an economy that does not create jobs," says Wael Mansour, chief economist at the World Bank in Iraq.

This raises problems in a country with rapid population growth, and is set to increase ten million in the next decade to 50 million.

"If they really want to make an impact, the only place to do that is by salaries," says Mansour.

difficult decision

However, similar austerity measures "could spark more social unrest, with public services already weakening and unemployment rising," according to the World Bank.

The new Prime Minister, Mustafa Al-Kazemi, had hoped that he would not have to start his mandate with cuts, but fear of public reaction prevented the caretaker government headed by Abdel-Mahdi from implementing the cuts.

"No one wanted to take responsibility," says a second official involved in developing emergency procedures.

The same official describes the meetings in which caretakers were more focused on signing last minute contracts that would earn them quick bribes, knowing that their days in government were numbered.

Given the prospect of a further drop in oil revenues in May with lower prices and demand, things could get worse.

"If we don't agree on something swift, there will be no money in June. We will have to announce a full government shutdown, and this is a precedent," the official said.

The end of the oil era and the beginning of the gas era .. Prospects for investing Iraqi gas

Thursday May 07, 2020

alsabaah-36254.jpg

Abdul Hussain Al-Hanin

In the previous article, I promised (China’s agreement in the face of the illusion of the fair price of oil) to write to you about investing Iraqi gas, and I admit by saying that I have been trying for a while not recently to get close to Iraq’s actual need for proven gas and proven reserves and the possibility of investing Iraqi gas, and I hesitated to go into the numbers because The ambiguity surrounding this file in good faith, or perhaps intentionally, and the serious differences between what we hear or read in our official documents and the global statistics, including the annual bulletin of BP, which provides annual statistics on the energy sector of all kinds and uses throughout the world. M.

The goal is to know how to get rid of the import, which carries economic dimensions in the medium and long term, and political and security related to US sanctions against Iran and the process of renewing the exemption (Waiver) by the United States after confirming the seriousness of Iraq in investing its wealth of gas in a way that provides a reasonable alternative to import gas The Iranian, knowing that this verification process was not a party to Iraq, or in any evaluation of the alleged seriousness decided by the American side, according to its own criteria.
Whatever the policy clash in this sector, it must be recognized that Iraq wasted many opportunities to be an influential party in the global gas industry. My friend (Dr. Abdul Karim Hashem) who was working as an ambassador to Iraq in Moscow told me that the Russian Federation was directed in 2005 An invitation to Iraq to join as a full-fledged country to the GECF Gas Exporting Countries Forum which was established in 2001, but the response of the Iraqi government at that time was negative on the pretext that Iraq is an oil country and that gas is not a priority for us while the Russians were asserting that Iraq has a promising reserve From the gas puts it in the tenth position Puri and then there are countries in the Forum are less than Iraq in terms of the reserve has become a member of the forum,
From a practical point of view, Iraq will still need to import more than 1000 maqkam (million standard cubic feet from abroad for at least the next three years in the event that the Ministry of Oil is able to implement all of its plans drawn on paper, namely that the productive capacities reach the stated goal of 3500 muqkam / Day at the end of the year 2022, which means that Iraq will be able to invest a large part of the available reserves in the gas reservoirs in addition to investing the gas accompanying to provide the largest part of the actual need for dry natural gas until 2020, which is estimated at 4,500 suppressed / day which corresponds to the production of 18,000 mica Watts of electrical energy produced from mj P capacities of obstetric designed to work fuel natural gas where it is hoped to be suspended the adoption of units of gas from dependence on crude oil or gas oil or fuel oil, in the sense that all our plants are designed to work on gas (ready-to-work or that are still under construction) S_igl gas,
But it must be taken into consideration that the need for more gas will continue to rise with the increase in the production of electrical energy and the expansion of its use in industry and other real production sectors and that the goal that we must target according to the data I have is to run 32,000 MW on gas in the year 2025 is produced from the units The Simple (Cycle) that relies on gas as fuel and conversion from those that have not yet been converted into Combined Cycle units.
The reserve for natural gas in Iraq, which is installed as a reserve, is currently in the twelfth series globally with (125.6) trillion standard cubic feet according to the annual statistic for the year (2018) issued by the company (BP), while it is 131 trillion cubic feet according to Ministry data Oil, theoretically, and if we consider that the gas will be directed to electricity only, it is sufficient to produce 33,000 megawatts of electricity (gas-powered units) for a period of (60) years at a rate of consumption of 5500 mqm per day provided that all gas stations are converted to the combined cycle.
It is worth noting that most of Iraq’s current production of natural gas is a natural gas accompanying the production of crude oil, as the current production rates reach 3094 mqqq / day, 1519 mqqq / day are invested and treated in the treatment facilities within Basra Gas Company (the treatment complex in Khor Al-Zubair and the treatment complex North Rumaila (as well as the treatment complex in the North Gas Company and the treatment within the Central Oil Company in the Badra and Al-Ahdab field facilities where an average of 929 Muqataq / day of dry gas is produced, which is allocated as fuel for electric power plants) with other current and future uses in the industrial and agricultural sector (With an infusion of 75 suppositories) / Day directly to the network without treatment) as well as producing an average of 4316 tons / day of liquefied petroleum gas (LPG), which is directed to household uses as well as the production of 1241 tons / day of condensed (Condensed),
When we say that the era of oil is beginning to draw its ends, this does not mean the end of its use. For example, the coal in our planet did not deplete, but the era of coal ended and the world turned into the age of oil due to technological progress, economic and environmental factors, and others. Likewise, we will not witness the depletion of oil, but we will soon witness the end of the era of oil domination And entering into the golden age of gas, which will be considered a time bridge over fifty years, to enter the world the era of clean renewable energy, environmentally friendly in all its forms.
And one of the undisclosed reasons for the war in Syria may be the struggle over sovereignty in the European gas market in particular and the global one in general after it was confirmed that the largest reserves in the planet are stable in three countries are (Russia, Iran and Qatar) Qatar that shares with Iran in the Pars field extending under the waters The Gulf, where both countries are racing to invest the largest amount of it in bilateral (friendly) competition with Russia, and it appears that the Russian-Iranian gas axis has achieved great gains, especially after the Gulf-Qatar crisis and Qatar's joining this axis. The seriousness of the issue lies in the energy market, in that these three countries possess 48.5% of the world's natural gas reserves, with Iran, Russia and Qatar owning 95%.
Qatar has started talks with Tehran to find a compromise on the exploitation of the joint South Pars gas field and find a kind of partnership in developing this joint field, which is the largest storage in the world and contains 51 trillion cubic meters of gas, and extending a joint pipeline from Iran to the Mediterranean Or Turkey will carry Qatari gas to Europe. The People's Bank of China officially recognized Qatar as the first center in the Middle East to settle transactions in Chinese currency (Yuan). In practice, the French giant Total began a large gas production contract. The total costs of the first phase of the project are estimated at about two billion dollars, after discussions continued for 20 years, although the The United States still imposes restrictions focused on preventing American and Western companies from investing in Iran, and some Western companies are still reluctant to invest in Iran, which faces sanctions that prevent companies from doing business with Iran in US dollars.
The contract stipulates that Total will own a 50.1 percent stake in the (South Pars) field project, which Qatar calls the "North Field", and the Chinese CNPC will own 30 percent, while the Iranian Petrobas Company will own 19.9 percent.
The important question is whether Iraq can be a partner in these major projects, especially that Iraq belongs to a group (one road, one belt), and that Iraq’s membership has increased in strength and influence after the signing of the financial framework agreement with China and the possibility of Iraq being a conduit for the transportation of Qatari and Iranian gas that is being prepared Europe via Syria or Turkey. And because oil will not continue as the most important commodity in the energy market, and our continued dependence on it will put us in front of a very horrific idea, which is the bankruptcy of our country and then its collapse, and therefore I find it necessary to repeat the proposals that I presented in the previous article with putting investment in gas as an urgent and urgent priority: -
- Launching Iraqi gas investment and active participation in global gas transportation through Iraqi lands and starting opening negotiations with Qatar and Iran and providing facilities and attractive elements to build platforms to receive Qatari gas through ships or studying passing a pipeline under the Gulf waters and linking Qatari and Iranian gas sources to the gas network inside Iraq and developing these The network and its expansion to be able to meet the needs of Iraq and transport gas across Iraq
To Europe.
Emphasizing the expansion of the agreement with China, bringing the figure to an average of (500-300) thousand barrels of oil per day, and with it projects and value-added infrastructure will expand and start concluding similar agreements with other developed countries, such as (the United States, France, South Korea, India) and countries In the Middle East like Egypt.
- Beginning with extensive negotiations to sell part of Iraq's exports (according to the experience of Mexico) at a fixed price for a period of no less than 20 years to ensure a steady income for Iraq, and we leave the rest of the factors of supply and demand in the market and this may push Iraq to exit from OPEC later, and the appropriate time may be After the oil prices return to rise again.
- Amending the oil investment law (the law on investment in refineries) that was born dead in 2007, and that the amendment includes petrochemical industries in addition to refineries and other oil projects, and as is known that the price of a barrel of oil will multiply several times if it turns into oil products or petrochemical commodities.
We usually talk about natural gas available in independent fields and relatively close to the surface of the earth, which is what we included in our talk about proven gas reserves by BP, which is very interesting that there is another aspect of the story that science has been implemented in a field that was completely far from the idea of investing it (Water gas), as Japan announced that research and studies have reached the extraction of water gas from the sea floor and this type of gas is found in frozen water in depths exceeding 500 meters. It is produced by the Union of Gas and Water under high pressure and low temperature and is widely spread on the sea floor in Hard layer that resembles glass or ice containing quantities A large amount of methane gas released from the water in the form of huge bubbles whenever the pressure or temperature factors change Or both.

Parliamentary Security: Burning Crops is a clear targeting of the Iraqi economy

Friday 08 May 2020

alsabaah-36270.jpg

Baghdad / Muhannad Abdul-Wahab / Shaima Rashid

The Parliamentary Security and Defense Committee affirmed that crop burning operations are a clear targeting of the country's economy in light of the economic crisis it is going through, and it is only a failed attempt, while the Ministry of Agriculture supported the parliament’s position regarding breach of food security as terrorism crimes.

Commenting on the burning operations, a member of the Parliamentary Security and Defense Committee counted, Seifran Al-Ajibi, targeting the crops that are taking place these days as an "external economic war," calling for the law to be enforced forcefully on those who disrupt food security.

Al-Ajaibi told Al-Sabah: “Every year of this season there is a burning of crops, which is a clear targeting of the Iraqi economy and targeting of the efforts of farmers, especially after Iraq reached self-sufficiency.” Noting that these criminal acts represent a failed attempt to hit the economy, both from abroad. Or through malicious inner hands.

A member of the Security Committee welcomed the situation that considered prejudice to food security among the "terrorist crimes" as it affects the people's livelihood, calling for the implementation of any decision issued in this regard and for it not to be merely ink on paper by preparing the appropriate ground for its implementation.

In turn, the Ministry of Agriculture endorsed any decision or law issued to maintain the food security of the country, provided that these decisions are launched and implemented in a real way, indicating that agriculture today is permanent oil and must develop.

The Director of Information of the Ministry of Agriculture, Hamid Al-Nayef, said in a statement to Al-Sabah “There is no doubt that any decision calling for the protection of the local product and the development of the agricultural sector is welcome, especially for those who deal in high prices and the entry of materials outside the controls, and the need to count them as an economic crime,” indicating that The Ministry secured 25 agricultural items, and self-sufficiency in henna and barley was achieved, with good levels of rice. "
He added: The agricultural sector is on the rise, but this rise collides with the border and open ports of the region, which is a big problem. Therefore, government decisions in this regard must be implemented, but rather tightened and crucial, noting that the agricultural economy has become a popular and governmental requirement that must be relied upon like oil.
He added: The government is required today to preserve the citizen and the farmer at the same time, so it was agreed with organized crime to follow up with the price manipulators of merchants.

It is mentioned that the House of Representatives announced the launching of the name "the stage of agriculture" in Iraq as a result of the conditions the country is currently living in, and while he drew attention to the implementation of measures to support the agricultural sector away from future plans applied in "times of luxury and stability", stressed the agreement to implement an agricultural emergency plan and the promise of prejudice crimes Food security within the Terrorism Crime Law.

In a related context, a member of the Parliamentary Committee on Economy and Investment, Dylan Ghaffouri, said that "the committee prepared a set of hosts at the beginning of the next legislative term, which is specific to the agricultural sector," stressing "to continue discussing the agricultural reality with the concerned minister and advisers to develop his projects and see the most accurate details of it, Being an important resource and parallel to the oil proceeds, "stressing that the committee attaches great importance to activating this important vital sector, as it is the safe food basket for the Iraqi people.
Ghafoori assured to "Al-Sabah" that it presented a proposal to the committee that is considered as a plan for agricultural development and aims to advance it in the future within the country, noting that "its proposal was based on supporting the farmer by providing possible agricultural inputs and modern technologies according to plans prepared by the government that are approved by the farmer and proven by Specialists, qualified and experienced in land reclamation and production. "
She pointed out "the importance of supporting the farmer in various ways and fields, and the local product is the solution to the economic crisis, providing the food basket, preventing the import of agricultural materials produced in Iraq, and providing financial grants to support the agricultural sector."
She added that "the government should rely on scientific laboratories in Iraqi universities, which are dedicated to supporting the agricultural sector, to show assistance and provide modern technologies to farmers to support their projects."

Yassine Al-Bakri, a professor of political science at Al-Nahrain University, saw that the dramatic drop in oil prices and its direct impact on the conditions of citizens portend serious social repercussions, and the government may not be able to pay salaries for the coming months.

He added, in a press statement, that "this will definitely lead to austerity measures, such as reducing salaries and pursuing the corrupt to recover the stolen money."

Al-Bakri added, "The current time is appropriate to hit the corrupt, pursue the smuggling of funds, and recover them from abroad, as he will get support from the people, in the event that these campaigns are launched to dry up the sources of corruption, as the current time represents an opportunity for such activities, with low imports from Iraq, And the Corona crisis. "

He pointed out that "those measures will remain inadequate, in light of the decline in oil imports, and perhaps the cash issuance and printing of the currency will be resorted to, despite the risks involved in this procedure, such as inflation and others. And perhaps not going towards that step, its repercussions will be more serious, such as The economy has stopped altogether, and this is reflected socially, politically and security," noting "Iraq needs international assistance, specifically from the United States and Saudi Arabia."

Energy expert, Furat Al-Mousawi, revealed on Friday that foreign companies rejected the Oil Ministry's request to reduce oil production in response to the "OPEC +" agreement, which prompted it to seek the help of local companies to achieve this purpose

The oil countries in the (OPEC +) alliance, reached an agreement in mid-April, which includes an unprecedented reduction in crude oil production by 10 million barrels per day, from which the coalition bears 9.7 million barrels per day

According to the agreement, Iraq should reduce its production by 1.06 million barrels per day, starting in early May

"Iraq is facing a difficulty in adhering to the agreement to cut production because of the rejection by foreigncompanies that are developing oil fields in the country, the request of the Iraqi government to reduce crude production," Moussawi told Shafaq News

He pointed out that "the Ministry of Oil does not have the authority or legal basis to commit these companies to reduce production

Al-Musawi added, "The Ministry of Oil has authority over government companies only, such as the Basra Oil Company and other oil companies," noting that "this is why the ministry turned to these companies for the purpose of reducing the production rate according to the OPEC agreement

The energy expert pointed out that "licensing tour companies are not committed to the reduction represented by" Bp operating in the Rumaila field, Exxon Mobil operating in the western Qurna I field, Lukoil operating in the western Qurna II field, and ENI operating in the Zubair field, And the Petronas company operating on the Al Gharaf field

According to what Reuters quoted sources on Wednesday, Iraq has not yet notified regular buyers of oil of it to reduce its exports, indicating that it is facing difficulties in the full implementation of the agreement to reduce production

The sources added that Iraq directed the largest of its companies, Basra Oil, to cut production from this month, but a spokesman for the Basra Oil Company said that the company has not yet agreed on a business plan with the rest of the oil companies such as BP, Exxon, Eni and Lukoil, which operate the largest fields in The country

And Iraq is the second largest oil exporter in the "OPEC" after Saudi Arabia. Before the agreement to reduce production, Iraq was producing about 4.5 million barrels per day, 3.5 of which were for export
