The United States decided to allow Iraq to continue importing electricity from Iran for 120 days, to help the new government led by Mustafa Al-Kazemi succeed.

"In support of the new government, the United States will move forward with a 120-day delay, to demonstrate our desire to help create the conditions for success," the State Department said in a statement after a conversation between Secretary Mike Pompeo and Al-Kazemi.

Washington repeated its extension to exempt Iraq previously from using Iranian energy supplies for periods ranging between 90 and 120 days, but last month only granted a 30-day extension to countries that were struggling to form a new government led by them.

According to the State Department statement, the Pompeo and Al-Kazemi conversation included discussions on "implementing reforms,dealing with Covid-19 and fighting corruption."

This caused one of the problems that led here. So it depends on which ministers did not get appointed.If they are lower tier and the government can still operate with their absence then it could be considered a full government without a technically fully seated government,  even the US Executive branch has at times worked without a full cabinet. I believe one of the minsters that remained an issue was the oil minister and maybe the education minister.   Let's hope the current vacancies are not a cause for costernation within the denizens of Iraq.

Considering Oil is the main export and source of income for the GOI, this was an issue the last time. No one could agree and the ones put forward were all rejected. IMF and WB and possibly others won't see this as a full government without these two posts.Minister of Oil is required to move the Iraqi Oil and Gas law which in the end distributes proceeds to the citizens. Until this post is filled, the RV won't happen nor will it move forward because the IMF will never agree to move Iraq into Chapter 8/ Foreign Affairs brings in investment which I have long said is the benchmark to whether an RV happens and at what level. The IMF agrees as well per their last correspondence regarding Iraq. Iraq needs to be more business friendly and Foreign Affairs post can help drastically in that aspect

Not so difficult to see with oil minister not agreed upon, where the foot dragging from the crooks will come from. Just how long they can delay so they can continue to launder $$$$ to Iran remains the Question.

Member of the Parliamentary Security and Defense Committee, MP Abdul Khaleq Al-Azzawi, confirmed on Thursday (07 May 2020) that Prime Minister Mustafa Al-Kazemi directed the security forces to pursue the cells of ISIS.

Al-Azzawi said that "Prime Minister Mustafa Al-Kazemi directed all sectors of military operations to increase the momentum of tracking ISIS cells, maintain operations on the ground, end any remnants of it, and enhance the security of the regions."

He added, "The field security scene will witness changes in the battle against ISIS, and we hope that the coming period will be better in terms of security stability and staving off the dangers of terrorism, especially in the liberated areas that have experienced bloodshed in the past months, whether in Diyala or the rest of the provinces."

      In a special statement to Shafaq News, Ishaq said, "Lists of the names of the candidates for the cabinet cabinet reached the House of Representatives
      He added that the CVs of the candidates will be distributed to members of Parliament for review before the session on granting confidence on Wednesday
      Parliament is scheduled to hold the special session to consider granting confidence or not to the Al-Kazemi government tomorrow (today), at exactly nine o'clock in the evening

      The representative of the Yezidis, Saeb Khadr, confirmed in an interview with Al-Sabah that the file of forming the government and granting it confidence is nearing the end and will be put this week for a vote in the parliament, indicating that the ministerial formation will pass without major objections.

      Al-Lami added that "the victory coalition is still supportive of the government of Prime Minister-designate Mustafa Al-Kazemi, despite some reservations," noting that "the goal of victory is to proceed to early, fair and transparent elections and rid of the issue of fraud."
      On a related level, Member of Parliament Abbas Al-Zameli said, in a press statement: "The government curriculum of the Prime Minister-designate was based on basic issues, including preparing for elections away from the effects of arms, political money, the health aspect, and the economic crisis," noting that "the program is short but fulfills Purpose, given that the next stage and the government's duties do not have many ramifications.

      The newspaper "Al-Sabah" indicated in a report that was followed by "NAS" today (April 29, 2020), that Al-Kazemi "received a green light to present his government program in preparation for submitting his cabinet to Parliament."  
      The following is the text of the report:  
      Parliamentary sources confirmed that the Prime Minister-designate, Mustafa Al-Kazemi, had gone a long way with understandings regarding the cabinet, and that the Shiite blocs had given him the green light to present his program and the cabinet to Parliament and the request for a special confidence-granting session early next week.  
      While the State of Law coalition and Sadiqin bloc denied identifying specific names in the next government, the independent deputy, Basem Al-Khashan, pointed out that most of the political blocs imposed names in Al-Kazemi’s booth, and drew Kurdish MP Ala Talabani, that political forces sought to force Al-Kazemi to accept their terms in the distribution of ministerial portfolios.  
      Jassim al-Bakhati, a deputy for the al-Hikma movement, said in a press statement: "Although the current was absent from the meeting of the Shiite political blocs, which ended late Monday night, but its position remains consistent in support of the Prime Minister-designate and with the Shiite consensus in the issue of distribution of the cabin Ministerial while remaining reservations about its mechanisms. "  
      Al-Bukhati added, “The meeting of the Shiite political forces in which everything related to the cabinet cabinet and electoral spaces was decided, and it was agreed to cooperate to cross the stage,” noting that “the messages that we received from within the meeting were positive about passing the next government.”  
      A parliamentary source confirmed that the meeting of the Shiite political forces yesterday evening gave the green light to the Prime Minister-designate to present his program and the cabinet to Parliament and submit a request to hold the voting session early this next week.    
      In the context, the deputy of the Iraqi Forces Alliance, Muhammad al-Karbouli, said in a press statement that "everyone is still supportive of the Prime Minister-designate Mustafa al-Kazimi, but the problem lies in the distribution of quotas, where the dispute is now concentrated," noting that "al-Kazimi is going inside Parliament."  
      He added, "Al-Kazemi is now in the process of settling his differences with the Shiite blocs, which seem to have come a good way in the framework of the understandings."  
      However, the MP from the Alliance of Alliance Badr Al-Ziyadi believes, in a press statement, that Al-Kazemi failed from the beginning and did not benefit from his predecessors in forming the government, when he went towards the quota system and gave freedom to some political blocs to choose names to obtain ministerial positions in his government, and therefore was rejected The government formation by most of the Shiite component blocs.  
      Al-Ziyadi added that Al-Kazemi’s position became difficult because he could not choose an integrated ministerial cabinet, indicating that in the coming days his position will be very difficult.  
      Al-Ziyadi indicated that the prime minister-designate has two paths before him: either he goes toward choosing an independent booth and therefore will be rejected by political blocs that are still seeking to obtain the spoils and positions according to the quotas, or towards "apology".  
      While Kurdish MP Ala Talabani drew, that "some blocs cling to some positions and ministries and put a veto on some of the candidates, and work to impede the formation of the government," noting that "I do not think that the blocs want to overthrow Al-Kazemi, as was done with his predecessors (Adnan Al-Zrafi and Muhammad Allawi), But she wants to submit it to her conditions, and that the price of her approval for him to accept the conditions dictated to him. "  
      And apparently in response to the political blocs imposing their conditions on Al-Kazemi, the head of the State of Law coalition, Nuri al-Maliki, said in a statement received by "Al-Sabah": "The media space is witnessing irresponsible words and incorrect news about the formation of the government," stressing, "We have made with others and we are still, Intensive efforts to produce a coherent government that is truly representative of the interests of Iraq and capable of responding to crises with an efficient professional team. "  
      Al-Maliki added that "the coalition of the rule of law continues with the partners in accomplishing this difficult task, but we are really told, we did not nominate any minister to any ministry, and the assigned brother asked us to participate in the nomination, but we refused that, and we said frankly, what matters to us is that the government Powerful and capable of assuming its constitutional responsibilities, and the ministry and the site do not interest us as much as the ministerial formation concerns us.       In the context, the representative of the Sadiqin bloc Saad Shaker Al-Khazali confirmed, in a press statement, that "the bloc will not be represented in the meetings of the political leaders with the Prime Minister-designate Mustafa Al-Kazemi after she and the other Al-Fateh forces authorized its leader, Al-Amiri," noting that "the Sadiqin did not impose any Conditions or specify specific names for Al-Kazemi in his next booth. "  
      Khazali added that "the Al-Fateh Alliance is the most visible political bloc, due to the existence of a unified vision for all the regular forces under the Alliance, as well as having a clear vision for the next transitional period, especially his eagerness to commit to holding early elections."  
      In the meantime, the MP of the Kurdistan National Union bloc, Dylan Ghafour Salih, pledged the Kurdish position towards Al-Kazimi's booth, with the results of the Shiite house negotiations with him, stating that the Kurds are dealing with the formation of the government according to what others will deal with. But if the other blocs do not demand the nomination of specific persons, we will deal with the same framework.  
      Saleh added, in an interview with "Al-Sabah", that the Kurds will not be a factor of destabilization or a problem in the formation of the government, but will go to the way the rest of the partners deal and wait for the results of the consultations inside the Shiite house, explaining that if the prime minister-designate chooses anyone for a specific ministry according to his measurements and with approval The political blocs without their interference in the choice will not have the Kurdish component any objection, but if the blocs interfere, demanded their ministerial entitlements, the Kurds will demand exactly the same.
