The coalition of Iraqi forces, led by Muhammad al-Halbousi, revealed today, Thursday, the existence of an agreement between political forces and Prime Minister Mustafa al-Kazemi, to complete the vacant portfolios in the new government.

The coalition's deputy, Mahasin Hamdan, told Shafaq News that "Al-Kazimi agreed with the political forces to complete the vacant ministerial portfolios during the next two weeks, and to choose candidates for them according to the agreement and agree with everyone."

Hamdan stressed, "The government of Mustafa Al-Kazemi will be complete without vacant ministerial portfolios. Before the end of the month of Ramadan, there is a refusal to run any ministry in the agency. Rather, the government should be with ministers to be able to manage the critical stage."

The Iraqi parliament voted after midnight yesterday, Wednesday, on the government curriculum for the new Prime Minister Mustafa Al-Kazemi, and 15 ministers were voted on, so that the Al-Kazemi government gained an official capacity.

As soon as it was given the confidence, the Al-Kazemi government met with a domestic and international welcome, as both the US and Iranian foreign ministers congratulated its formation and pledged their countries' support for Iraq.

"I congratulate Al-Kazemi on the occasion of his election as the new prime minister," Barzani wrote on "Twitter" today.

"I wish him success in his tasks to restore security and stability to the country, enhance relations with the Kurdistan Region and remove existing obstacles," he added.

The new Prime Minister, Mustafa Al-Kazemi, said that he will work to address the outstanding problems between Baghdad and Erbil in accordance with the constitution.

And included the governmental curriculum presented by Al-Kazemi to the parliament a paragraph in relation to the Kurdistan Region. Where it says, “The federal government will work in cooperation with the Kurdistan Regional Government to address outstanding problems and respect agreements between the two parties in accordance with the constitution, in order to achieve the supreme interests of the country and unify efforts in all areas.”

Al-Kazimy obtained parliamentary confidence at a time when Baghdad’s relations with the Kurdistan Region are experiencing an increasing crisis of confidence, while the Kurdish blocs in the Federal Parliament announced from the beginning of the road their support for Al-Kazimi's candidacy to form the government.

Several elements contributed to heating up the differences between Baghdad and Erbil. Is the most prominent of them the decision of the Adel Abdul Mahdi government to cut the salaries stipulated by it to employees of the Kurdistan Region for reasons that have remained so far shrouded in mystery, in violation of the agreements in effect between the two parties.

The decision to cut salaries came suddenly at a time when the Kurdish negotiating delegation is conducting intensive talks with various government and party forces in Baghdad to settle files that hinder the development of relations between the two parties, which strengthened the questioning about the significance of pouring oil on the fire in spite of the good relations that linked Kurdish leadership, Adel Abdul-Mahdi. So, the Kurdistan Region will observe Al-Kazimi's first positions on the salary file, but granting him confidence on the part of the Kurdish blocs implies that understandings were made to settle this issue without additional cramps for hotlines between the two parties.

As is known, the oil resource file is the most complicated file, as the Kurdish region contains 45 billion barrels of Iraqi reserves estimated at 150 billion barrels, and Kurdistan exports between 400 thousand and 500 thousand barrels per day. But formally, he must issue 250,000 bpd of it through the state oil company SOMO, and pay the resulting revenue for the federal budget. In contrast, Baghdad has to pay about 12% of its federal budget to Erbil ($ 8.2 billion). Perhaps all that Al-Kazemi needs to do to collapse this file is to activate the agreement that was concluded between Kurdistan and the government of Abdul-Mahdi in the year 2019, after the approved budget for the year 2019 included items indicating the re-disbursement of the share of the Kurdistan Region that was not obtained in the budget for the year 2018, He paid the salaries of the province's employees, including the Peshmerga fighters.

Meetings of the high delegation of the Kurdistan Regional Government headed by Qubad Talabani continue with the Iraqi government in order to reach appropriate solutions to the oil issues and secure the rights and benefits of the region in exchange for the region’s commitment to its obligations.
 

Samir Hawrami, a spokesman for the region’s deputy head of government, said in a press statement regarding the content of the meetings.

He pointed out that a number of senior officials in the ministries of finance, planning and oil, and general manager of the company SOMO and a number of affiliated advisers of the President of the Iraqi government are participating in the meetings, noting that due to the meetings will continue tomorrow, the eighth month of May.

On Thursday, US Secretary of State Mike Pompeo made a pledge to the new Iraqi Prime Minister, Mustafa Al-Kazemi.

"It was wonderful to speak today with the new Iraqi Prime Minister Mustafa Al-Kazemi," Pompeo said in a tweet on Twitter. Pompeo added, "Now comes urgent and serious work to implement the reforms demanded by the Iraqi people."

The US Secretary of State made a commitment to the new Iraqi Prime Minister, saying, "I have pledged to help him implement his bold agenda for the Iraqi people."

"In support of (Pompeo) for the new government, the United States will press ahead with granting a 120-day exception to import electricity from Iran as an expression of our desire to help create the conditions for success," the US State Department said in a statement after a telephone conversation between Pompeo and new Iraqi Prime Minister Mustafa al-Kazemi."

The United States Embassy in Baghdad announced, Thursday, a position on the declaration of confidence in the government of Mustafa Al-Kazemi, in what it assured would help his government.

A statement to the embassy said: "The United States Mission in Iraq congratulates the Iraqi people on giving confidence to Prime Minister Mustafa Al-Kazemi and his government at the Iraqi Parliament’s session on May 6.  We offer our support to Prime Minister Al-Kazemi and the Iraqi people to combat the pandemic (Covid-19) and achieve victory Comprehensive on ISIS, providing humanitarian assistance and stabilizing the displaced and liberated areas."

The statement added: "The new Iraqi government must now turn to the difficult work of implementing urgent reforms and meeting the needs of the Iraqi people. The next strategic dialogue with the Iraqi government aims to reaffirm the value of the US-Iraqi partnership for both countries."

The statement concluded: "We have taken good notice of Prime Minister Al-Kazemi's promise to hold early elections and his will to strengthen the democratic system in Iraq.  We look forward to working with this new government to give the Iraqi people the sovereignty, dignity, prosperity and security they deserve."

The US State Department confirmed, on Thursday, that it will follow how the new Iraqi prime minister, Mustafa Al-Kazemi, applies the reforms that Iraqis want.

In a statement to Sky News Arabia, US State Department spokeswoman Morgan Ortagos said, "The United States will follow how the Iraqi Prime Minister applies the reform measures that the people demand."

She added that the Iraqi people should express their choices regarding their future, stressing "supporting the independence and sovereignty of Iraq."

The Iraqi parliament voted after midnight yesterday, Wednesday, on the government curriculum for the new Prime Minister Mustafa Al-Kazemi, and 15 ministers were voted on, so that Al-Kazemi’s government acquired an official capacity.

As soon as it was given the confidence, the Al-Kazemi government met with a domestic and international welcome, as both the US and Iranian foreign ministers congratulated its formation and pledged their countries' support for Iraq.

The United Nations, Britain and Turkey on Thursday also welcomed the occasion of the inauguration of the head of the intelligence service, Mustafa al-Kazemi, as head of the Iraqi federal government.

The Canadian Ambassador in Iraq, Orlick Shannon, congratulated Prime Minister Mustafa Al-Kazemi after his government gained confidence in Parliament.
 
"I congratulate the new Prime Minister, Mustafa Al-Kazimi, for his cabinet to have the confidence of the House of Representatives," Shannon said in a tweet on his Twitter account.

He added: "It is an important step for Iraq in facing many fundamental challenges," noting that "we look forward to working seriously with him and his cabinet on the basis of joint cooperation."

The Prime Minister of the Kurdistan Region, Masroor Barzani, on Thursday made a phone call to the new Federal Prime Minister, Mustafa Al-Kazemi.

Barzani said in a tweet from "Twitter", that he had a phone call with Al-Kazemi to congratulate him on his nomination as prime minister "at this critical time in Iraq and the Kurdistan region."  "We are facing common challenges, and I look closely to working with his government," he added.

And gave the Iraqi parliament in the advanced hours of dawn today, Thursday, confidence in the government of Prime Minister Mustafa Al-Kazemi, six months after the country remained without a government following the resignation of former Prime Minister Adel Abdul-Mahdi.

Abdul Mahdi, who headed a caretaker government, resigned last year after anti-government protesters took to the streets in thousands, demanding jobs and the departure of the ruling elite. The protesters accused the political class that took power after the US invasion in 2003, which toppled Saddam Hussein, of corruption that led the country to economic devastation.

The struggle for cabinet portfolios since Abdel-Mahdi’s resignation in November has prevented two former prime minister candidates from forming a government. The majority of the attending representatives approved Al-Kazemi's candidates for ministries, including the Ministry of Interior, Defense, Finance and Electricity. The vote on the oil and foreign portfolios was postponed after the parties failed to agree on candidates. The deputies rejected the new prime minister's candidates for the Justice, Agriculture and Trade bags.

Deputy Governor of Basra Governorate, Badr Al-Ziyadi, announced, on Thursday, that the deputies of the province are unanimous in choosing a figure for the Ministry of Oil before being "stolen" by the major political parties.

Al-Ziyadi told Al-Maalouma that the representatives of Basra Governorate are determined to nominate one of the personalities to take over the position of the Ministry of Oil.

He added that "tomorrow, Friday, will witness a decisive meeting of the provincial representatives with the nomination of a ******** capable of managing the ministry to block the way in front of the influential political blocs to take over the position and steal it." He pointed out that "the next few days will be named as an experienced and efficient oil minister that is acceptable to all."

Parliament refused to pass Nawar Nassif Jassim as Minister of Trade, Nasser Hussein Bandar Hamad, Minister of Transport, Hisham Salih Dawood, Minister of Culture, Ismail Abdel Redha, Minister of Agriculture, and Hikmat Nasser, Minister of Immigration and Displacement, in order to vote on the foreign and oil ministers.

You missed the last line of the article.

 

This caused one of the problems that led here. So it depends on which ministers did not get appointed.If they are lower tier and the government can still operate with their absence then it could be considered a full government without a technically fully seated government,  even the US Executive branch has at times worked without a full cabinet. I believe one of the minsters that remained an issue was the oil minister and maybe the education minister.   Let's hope the current vacancies are not a cause for costernation within the denizens of Iraq.
