So it depends on which ministers did not get appointed.If they are lower tier and the government can still operate with their absence then it could be considered a full government without a technically fully seated government, even the US Executive branch has at times worked without a full cabinet. I believe one of the minsters that remained an issue was the oil minister and maybe the education minister. Go iraq Go reforms Go development Considering Oil is the main export and source of income for the GOI, this was an issue the last time. No one could agree and the ones put forward were all rejected. IMF and WB and possibly others won't see this as a full government without these two posts.Minister of Oil is required to move the Iraqi Oil and Gas law which in the end distributes proceeds to the citizens. Until this post is filled, the RV won't happen nor will it move forward because the IMF will never agree to move Iraq into Chapter 8/ Foreign Affairs brings in investment which I have long said is the benchmark to whether an RV happens and at what level. The IMF agrees as well per their last correspondence regarding Iraq. Al-Azzawi said that "Prime Minister Mustafa Al-Kazemi directed all sectors of military operations to increase the momentum of tracking ISIS cells, maintain operations on the ground, end any remnants of it, and enhance the security of the regions." He added, "The field security scene will witness changes in the battle against ISIS, and we hope that the coming period will be better in terms of security stability and staving off the dangers of terrorism, especially in the liberated areas that have experienced bloodshed in the past months, whether in Diyala or the rest of the provinces."
