Parliament has scheduled a session to vote on the new government headed by Mustafa Al-Kazemi, on Wednesday evening, while Parliament Speaker Mohammed Al- Halbousi called for a vote for this government.

Al-Halbousi indicated that Iraq does not bear the maneuver because the current situation requires that there be a strong Iraqi government with full powers to restore the economic and security situation.

He considered that Al-Kazemi went through practical steps, but there were objections to people in his ministry to search for others more acceptable.

And members of the House of Representatives are awaiting the receipt of a list of the names of candidates in the government of Mustafa Al-Kazemi in Wednesday's session, which will be overshadowed by safety instructions and precautionary measures for fear of the new Corona virus that hits the world.

Political sources revealed that the distribution of ministerial portfolios in the new government headed by Al-Kazemi includes 12 ministers from the Shiite community, 6 for the Sunni community, 3 for the Kurdish component, and one for the other components, the same as the equation of Adel Abdel-Mahdi’s resigned government.

In turn, the MP excluded from the "liberated cities coalition" in parliament, Talal Al-Zobaie, holding the parliament session to pass the government of Prime Minister-designate Mustafa Al-Kazemi, likely next Saturday, if the political blocs reached an agreement between them.

Al-Zobaie said in press statements, "The differences between the political blocs are still continuing, and no agreement has been reached to date on the passage of Al-Kazemi's booth today, Wednesday."

He pointed out that the absence of a clear vision of the blocs and the lack of coordination for the distribution of ministerial portfolios, complicates the issue of voting on the upcoming government formation, stressing that "it is difficult to hold the meeting as scheduled today Wednesday, and most leaders and deputies may not attend it, and it may be held until next Saturday ".

To that, Parliament specified in its instructions to the deputies participating in the session to the necessity of organizing the seats for deputies, both men and women, to discuss that there will be empty seats and safe distances between deputies during the session, stressing the need to leave safe distances between people, wear protective masks, wear rubber paws and avoid contact Surfaces and use of sterilizers.

The number of deputies who announced their refusal to vote for the Al-Kazemi government is 81, and they are: the solution party (14 seats), the rule of law coalition (26 seats), the Turkmen deputies (8 seats), the National Coalition (22 seats), and the Salvation and Development "Iraqi Decision Alliance" ( 11 seats from 329 in Parliament).

In order for the Al-Kazemi government to obtain the confidence of Parliament, an absolute majority vote (more than 50%) of the number of members present (not the total number) is required.

And if Al-Kazemi gets the confidence, his ministry will succeed the government of Adel Abdul-Mahdi, who resigned in early December under the pressure of popular protests calling for his departure and holding the political class accused of corruption and wasting state funds accountable.

the government program monitoring committee has compared the cabinets of Prime Minister-designate Mustafa Al-Kazemi with the predecessors of Muhammad Allawi and Adnan al-Zorfi, while several points have been identified that the cabinet must include.

The statement pointed out that, "Nevertheless, the government curriculum of Mr. Al-Kazemi suffered a number of shortcomings that hinder Mustafa Al-Kazemi's success in achieving any of the mentioned goals, at least on the economic level. Among the most important observations are the following:

1- It was mentioned in the priorities (Paragraph 4) to prepare an exceptional budget that takes into account the drop in oil prices and takes into account the disadvantaged southern governorates and the governorates that were destroyed and the Kurdistan region. This means dealing with scarce revenues and expansionary overheads. There are no suitable tools at this time to achieve this, and Al-Kazemi does not mention how this will be achieved.

2- There is no indication of the salaries of the employees and the mechanisms through which a balance can be struck between scarce revenues, huge operating expenses, and a government deficit that may exceed 60 trillion Iraqi dinars. Note that the issue of securing employee salaries is a difficult test for Al-Kazemi’s government. Realistic mechanisms should have been made to deal with this dangerous file.

3- Within the priorities, the hot file was not mentioned between the center and the region, especially with the recent stalemate and the need for the next government to take effective steps to achieve financial settlements and adhere to agreements and understandings according to the constitution.

4- Within the third paragraph related to the economy and investment, point (1) dealt with establishing a construction council to start construction and investment programs. This step is unrealistic and does not fit the current stage, as the Iraqi economy needs exceptional (financial and economic) crisis policies (the economy needs intensive care). Thinking now does not help with broad development policies that need open financing and the government is unable to secure employee salaries for next June.

5- The point (2-3-4) all of us need three foundations for success: the first / permanent government, not temporary, the second / stable economy is not stuck and heading towards the abyss, the third / appropriate government funding and support and this is not currently available.

6- We have not seen any practical steps or visions on advancing the agricultural and industrial realities and truly supporting the private sector, in a way that can take a supporting role for the government sector.

7- There were shy signals to address poverty and unemployment, which represent the most important challenges facing the state and society.

Finally, we note that Mr. Al-Kazemi's curriculum was inappropriately focused, and it is not considered a curriculum to measure a serious economic and financial crisis. He did not mention the available tools and options, did not refer to hot files such as withdrawal from OPEC or reconsideration of licensing rounds, did not refer to the mechanisms of securing employee salaries and the exchange rate policy if prices continued to decline. The position regarding the problems with the financial and oil regions was ambiguous.

There are also other important observations are:

He forgot and forgot the topic of early elections, and no clear date has been set.
The Peshmerga file has not been decided in terms of their entitlements, the point of their association, and the mechanism of their work.

ERBIL, Kurdistan Region — A senior Kurdish official in Baghdad is optimistic that Iraqi parliament will meet the mandated quorum to vote on prime minister-designate Mustafa al-Kadhimi's proposed cabinet Wednesday night. 

"It is expected that the parliament will meet quorum and Kadhimi's cabinet will be voted on," Deputy Speaker of the Iraqi Parliament Bashir Haddad told Rudaw TV just hours before the scheduled vote.

Iraqi parliament speaker Mohammed al-Halbousi called on MPs on Monday night to head to Baghdad for an emergency session to decide on Kadhimi’s proposed cabinet at 9 pm on Wednesday. 

Haddad does not expect the entire list to be approved, but says that Kadhimi can still be given a vote of confidence if just over half his list passes. 

"It is not necessary for the entire cabinet to be approved. We have received the names of 20 ministers. Even if we are able to approve 12 to 13, it is constitutional. The cabinet can pass if more than half of the ministers are approved," added Haddad, who noted that they are yet to receive the names for the foreign and oil minister positions.

Kadhimi's proposed cabinet includes 12 ministers from the Shiite parties, six from the Sunnis and three from the Kurds, and one from a minority group, according to Dana Katib, a Kurdistan Democratic Party (KDP) member of parliament in Baghdad. 

"The Christians are likely to receive a ministry dedicated to the minorities," Katib told Rudaw English on Wednesday.

Kurdish leadership has already unanimously thrown their support behind Kadhimi, with the deputy speaker calling it “unwavering.”

Haddad says it remains unclear as to which ministerial posts Kurds will receive.

The Kurds, predominantly represented by the Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK), have held three ministries in the outgoing Abdul-Mahdi's government, including the Ministry of Justice, the Ministry of Construction, Housing, Municipalities, and Public Works, and the Ministry of Finance.

Session to be delayed?

Fatih Alliance MP, Mohammed Baldawi, is less optimistic that tonight’s session will be held, claiming that "no final agreement has been reached between the political parties to give confidence or refrain from voting on Kadhimi's proposed cabinet," earlier on Wednesday at a press conference.

"Therefore, I expect that today's session to vote for Mustafa Kadhimi's cabinet will be postponed to tomorrow," he added.

A member of Iraq's largest parliamentary coalition, Sairoon, has already cast serious doubt over Kadhimi's ability to form the country's next cabinet. 

Appointed as PM-designate by Iraqi President Barham Salih early last month, former intelligence chief Kadhimi's 30-day deadline to compose and present a cabinet to Iraqi parliament will expire on May 9. He needs more than 165 MP votes for his cabinet to be passed.

Having already announced their rejection of Kadhimi's cabinet, some Shiite political coalitions - including former Iraqi Prime Minister Nouri al-Maliki's State of Law coalition  and former Iraqi Prime Minister Ayad Allawi's al-Wataniyah coalition - have decided to boycott the parliament session in which Kadhimi will present his cabinet for approval.

With Kadhimi's deadline fast approaching, Iraqi parliament speaker Mohammed al-Halbousi on Monday night called on MPs to head to Baghdad for an emergency session at 9 pm on Wednesday.  

The PM-designate has already suffered one rejection of a proposed cabinet, with a list of candidates rejected by a majority of parliament's Shiite coalitions last month. However, Shiite political parties granted Kadhimi another chance to put a cabinet together. 

Failure to pass a cabinet will prolong Iraq's lack of a fully-functioning government, initiated when mass protests forced then-Prime Minister Adil Abdul-Mahdi to resign in December after just a year in office. Shiite political parties have since wrangled over who should replace him and form the next Iraqi cabinet.

His appointment initially looked more promising than that of his two PM-designate predecessors – former communications minister Mohammed Tawfiq Allawi, then three-term Najaf governor and Nasr parliamentary bloc leader Adnan al-Zurfi – both of whom failed to get a selected cabinet approved.
