Burhanuddin Ishaq, the advisor to the Speaker of Parliament, Muhammad Al-Halbousi, revealed on Tuesday that the list of names of candidates for ministerial portfolios in the government of Prime Minister-designate Mustafa Al-Kazemi has arrived in Parliament

In a special statement to Shafaq News, Ishaq said, "Lists of the names of the candidates for the cabinet cabinet reached the House of Representatives

He added that the CVs of the candidates will be distributed to members of Parliament for review before the session on granting confidence on Wednesday

Parliament is scheduled to hold the special session to consider granting confidence or not to the Al-Kazemi government tomorrow (today), at exactly nine o'clock in the evening

For the government to obtain the confidence of Parliament, an absolute majority (50 percent + 1) is required for the number of members present (not the total number) to grant confidence

The constitutional deadline for Al-Kazemi to pass his government in parliament expires on May 9 this year amid the expansion of the circle of opponents to pass his government in the past few days, after he was initially supported by the vast majority of political blocs

In the event that Al-Kazemi obtains confidence from the parliament, the new government will succeed the government of Prime Minister Adel Abdul Mahdi, who resigned in early December 2019 under pressure from popular protests calling for the departure and accountability of the political class accused of corruption and waste of state funds

Between the MP from the Al-Fath Alliance Muhammad Karim, on Wednesday, that the parliament session may witness the passage of 14 ministries as it was decided between the political parties, pointing out that there are differences between some blocs on the cabinet, while consultations are still ongoing to resolve things at a later time.

Karim said in a statement to "Information", that "14 ministries in the ministerial cabinet have been agreed upon, as it is hoped that it will be passed in the parliament session."

He added that "some differences remain, which delayed the resolution of the rest of the ministries, as it is likely that all matters will be resolved in the coming days."

And that "consultations are still taking place between the political parties, where there are some objections from blocs to the candidates of other blocs, after I found indications on them, and therefore this is the last choice of some candidates and in order to settle some ministerial portfolios."

The Parliamentary Bloc sent, Wednesday, a message to representatives of the people in the House of Representatives regarding the new ministers.

"We call on the deputies to vote on the government, and to distinguish between the candidates for the ministries, we vote for those who are able to manage their ministries," said the head of the bloc, Representative Hisham Al-Suhail, in a statement.

Al-Suhail added: "The vote should be far from favoritism, and their record should be free of suspicions of corruption, because the country's situation is not likely to delay the formation of the government."

Al-Suhail called on the people's representatives in the House of Representatives to "vote for honest ministers who are able to manage their ministries."

The Corona pandemic more than two months ago suspended the sessions of Parliament; The most recent of which was the confidence-building session of the government of the former commissioner, Muhammad Tawfiq Allawi, whose quorum was broken.  The procedures for the pandemic dominate tonight's session, and the major parliament halls in the Conference Palace have been prepared for them, and the chairs and tables are arranged to leave a sufficient distance between each deputy and the other, in addition to obliging the deputies to undergo strict examination procedures and wearing masks and gloves.

The General Secretariat of the House of Representatives directed the members of the Council who will attend the voting session for the Al-Kazemi government today, following the instructions to prevent the virus. In an official letter, the Secretariat recommended that the deputies attend the Great Hall of the Council, and abide by the instructions of the Council employees who will determine the place to sit, and stressed the need for members of the Council to leave spaces between their seats. She pointed out that "some seats should be left blank between deputies, leaving safe distances between people, as well as wearing masks, wearing rubber gloves, and avoiding contact with surfaces and the use of sterilizers.

One of them is an "insurance contract" signed between the Ministry of Education on the one hand, and the "General Iraqi Insurance Company" and "National Land Insurance Company" (based in Baghdad, owned by Lebanese businessmen: Karim Tahseen Khayat, Bashir Al-Khishen and Richard Saliba) on the other hand.  The Ministry of Education was (and is still) a "cake" whose profits are shared by the three politicians; But Al-Samarrai's "calculations" counted Al-Halbousi as "a defection", and the speaker of parliament became "obliged to discipline him", as he is "the leader of the component" and rejects any opinion that is outside his swarm.

The newspaper stated, “Al-Halbousi, in coordination with the judiciary, moved the file early last March; The Central Bank of Iraq announced the freezing of movable and immovable funds of the "Land of the Nation" company, and its authorized director, Ali Naseer Jabbar, and issued warrants for the arrest of Khayat and Khashin, in addition to a number of workers in education, including the director of the office of Minister Suha Khalil Bey, and the director of legal affairs, The administrative agent, and the contract manager, on the pretext of damaging public money. The newspaper concluded its report by saying: "In practice, the deals in, as well as Lebanon, are based on relations with corrupt politicians, and end with bargaining and bartering, such as the" Salha "Al-Halbousi-Samurai, which will soon lead to the expulsion of the accused with a special amnesty.  The newspaper pointed out that "Al-Halbousi, after the minister's" drag "to the investigations, was able to return her to the confines of his political team, referring the water to its streams - in the past weeks - with Al-Samarrai, at a time when it is transferred from those affected by the dispute that the company paid the price of a political dispute, She has no camel and no camel.”

Today, Wednesday, the Al-Nasr coalition led by Haider al-Abadi revealed his position regarding the vote on the cabins of the taxpayer, Mustafa Al-Kazemi, after reviewing it.
 
"We see, out of the interest of the country, that it is necessary for the government to proceed today because of the general situation in Iraq, there is a stalled budget and there is an international community that wants to deal with a government with powers and there is a severe health crisis," said coalition spokeswoman Ayat al-Muzaffar.

She added: "We have seen the booth in general and if we have objections to it, it can be addressed within the parliament dome if there are matters related to accountability and justice, or as the legislative and supervisory bloc's role, it can evaluate the work of the ministers and support them in the next stage, but the important thing now is for the government to proceed."


Parliament is expected to hold a confidence-giving session today at nine in the evening, as announced by the Parliamentary Chamber of the House of Representatives the day before yesterday, Monday.
