Direct: The speaker of the Iraqi Council of Representatives, Muhammad al-Halbousi, has set the date for the session devoted to voting to give confidence to the new government.

The media office of the Speaker of the House of Representatives stated, in a brief statement, that Al-Halbousi invited the deputies to attend the session devoted to voting on the ministerial platform and the cabinet cabinet of the government of the taxpayer, Mustafa Al-Kazemi, tomorrow, Wednesday, May 6, 2020, at 9:00 pm.

The spokesman for the Speaker of the Iraqi Parliament, Shaker Hamid, revealed the day before yesterday, the parliament’s willingness to vote to give confidence to the new government this week.

On April 29th, Mustafa Al-Kazemi sent the ministerial curriculum to the House of Representatives to inform it.

 On April 9, 2020, President of the Republic, Barham Salih, commissioned Mustafa al-Kazemi to form the government after Adnan al-Zarfi officially submitted his resignation.

Al-Kazemi stressed that he will work to  form a government that puts the aspirations and demands of the Iraqis  at the top of its priorities.

The Alliance of Forces affirmed on Tuesday that the government of Prime Minister-designate Mustafa Al-Kazemi will proceed with a parliamentary comfort during the voting session to be held tomorrow evening, noting that the union’s representatives will vote in favor of the government.

The deputy of the coalition, Zaytoun Al-Dulaimi, said, “The voting session that was scheduled for tomorrow evening, Wednesday, will witness the passage of the Al-Kazemi government with a parliamentary comfort, due to the parliamentarians’ feeling of the necessity of a fully-empowered government to confront the challenges facing the country economically and healthily, the last of which is security instability and increased activity of sleeping cells to organize ISIS in Kirkuk governorates. Diyala, Salah al-Din and North Babylon. ”

Al-Dulaimi added, "The representatives of the Alliance of Forces will attend their full number and vote for the ministerial program and the cabinet."

, a parliamentary source revealed, on Wednesday, the arrival of the ministerial cabinet of the commissioner, Mustafa Al-Kazemi, to the House of Representatives.
The source told Mawazine News that "Al-Kazemi's ministerial cabinet arrived today for the House of Representatives, which consists of 20 names."
 He pointed out, "The cabin is empty of the Ministry of Oil and the Ministry of Foreign Affairs, and the session will be held today at 9:00 pm."

, the representative of the Building Alliance, Manar Al-Shadidi, announced on Wednesday that most of the Sunni blocs got their merits and agreed to vote for the government of Prime Minister-designate Mustafa Al-Kazemi.
Al-Shadidi said, "Most of the Sunni blocs got their merits and agreed to vote for the government of Prime Minister-designate Mustafa al-Kazimi."

He pointed out, "The most prominent points that were agreed upon are the return of the displaced, the reconstruction of liberated cities, the release of prisoners who did not have blood on their hands, and the disclosure of the 6000 missing people in each of the provinces of Anbar and Salah al-Din."
Regarding the security breaches that occurred in Machkhefiyeh and Al-Mazraat, he explained that "the people of these areas demanded an increase in the tribal crowd as the only party that will protect these areas, as well as the exit of the security forces and obliging the tribes to protect those areas." The deputy of the Patriotic Union of Kurdistan, Shirvan Mirza, said, "The House of Representatives will hold its session to vote on the new cabinet formation headed by Mustafa Al-Kazemi this evening, Wednesday."
He added: "There are some differences regarding the government formation, but all efforts are directed towards ending the differences and voting on the government this evening, even if the government formation is incomplete."

Jaber said in a press statement, "The political differences are significant between most of the powers over the cabinet," pointing out that "the blocs have not reached a final agreement yet on a number of ministerial portfolios."

He added that "the session may be postponed to another date due to political differences," noting that "the passage of Al-Kazemi's government has become very difficult and excluded."

Today, Wednesday, the National Coalition announced that it will resort to the opposition in the House of Representatives in the event that the government of Prime Minister-designate Mustafa al-Kazimi is passed.

Kurdish lawmaker: The vote on Al-Kazemi's booth will be easy and will not be postponed

The Council of Representatives will hold, today, Wednesday, its regular session, to vote on the formation of the new federal government headed by Mustafa Al-Kazemi.
"There are some disagreements about the government formation, but all efforts are directed towards ending the differences and voting on the government this evening, even if the government formation is incomplete," said Sherwan Mirza, deputy of the Patriotic Union of Kurdistan, in a press statement.
He added that "the House of Representatives will vote in today's session on the Al-Kazemi government and this matter will not be postponed, and I think that the voting will be easy in the House of Representatives."
A parliamentary source revealed earlier that the list of names of candidates in the cabinet of Prime Minister-designate Mustafa Al-Kazemi had arrived in the House of Representatives.
The source stated that "a list consisting of 20 names with the biographies of the candidates," pointing out that "it contains no names for the candidates in the oil and foreign ministries [the two sovereigns]."
And published a new list that includes the ministerial formation and appears in it, replacing the financial ministerial portfolios with foreign affairs, where the first went to the Shiite component, represented by Ali Haider Abdul Amir Abbas, in addition to the absence of the foreign and oil ministries.
Two ministries were given to the Kurds, namely the Ministry of Housing and Construction represented by the candidate [Naznin Muhammad and Su], and the Ministry of Justice represented by the candidate [Abdel-Rahman Mustafa Fattah].

State of Law: The last hours are crucial to forming a government

The deputy of the State of Law coalition, Abdul Hadi Al-Saadawi, confirmed today, Wednesday, that the last hours will be decided by the formation of the government, noting that "there are consensus from some political blocs to pass the government."

The 'Monitoring' Committee puts forward observations about Al-Kazemi's curriculum more organized than Zarfi and Allawi!

The Committee to Monitor the Implementation of the Government Program and Strategic Planning announced, on Wednesday, its observations on the ministerial curriculum charged with forming a government, Mustafa Al-Kazemi.
The committee stated in a statement, [where] received a copy of it, that "the ministerial curriculum of Mr. Mustafa Al-Kazemi was distinguished by being more organized than the previous curricula of Mr. Allawi and Mr. Al-Zarfi, as he focused on urgent priorities to receive attention and urgent follow-up, while there were broad goals that were singled out for specific paragraphs ".

The statement pointed out that, "Nevertheless, the government curriculum of Mr. Al-Kazemi suffered a number of shortcomings that hinder Mustafa Al-Kazemi's success in achieving any of the mentioned goals, at least on the economic level. Among the most important observations received are the following:

1- It was mentioned in the priorities (Paragraph 4) Preparing an exceptional budget that takes into account the falling oil prices and takes into account the deprived southern governorates, the destroyed governorates, and the Kurdistan region. This means dealing with scarce revenues and expansionary public expenditures. There are no suitable tools at the moment to achieve this, and Al-Kazemi does not mention how this will be achieved.

2- There is no indication of the salaries of the employees and the mechanisms through which a balance can be struck between scarce revenues, huge operating expenses, and a government deficit that may exceed 60 trillion Iraqi dinars. Note that the issue of securing employee salaries is a difficult test for Al-Kazemi’s government. Realistic mechanisms should have been made to deal with this dangerous file.

3- Among the priorities, the hot file was not mentioned between the center and the region, especially with the recent stalemate and the upcoming government's need for effective steps to achieve financial settlements and adherence to agreements and understandings according to the constitution.

4- Within the third paragraph related to the economy and investment, point (1) dealt with establishing a construction council to start construction and investment programs. This step is unrealistic and does not fit the current stage, because the Iraqi economy needs exceptional (financial and economic) crisis policies (the economy needs intensive care). Thinking now does not help with broad development policies that need open financing and the government is unable to secure employee salaries for next June.

5- The point (2-3-4) we all need three foundations for success: the first / permanent government, not temporary, the second / stable economy is not stuck and heading towards the abyss, the third / appropriate government funding and support and this is not currently available.

6- We have not seen any practical steps or visions about advancing the agricultural and industrial realities and truly supporting the private sector, in a way that can take a supporting role for the government sector.

7- There were shy signals to address poverty and unemployment, which represent the most important challenges facing the state and society.

Finally, we note that Mr. Al-Kazemi's curriculum was inappropriately focused, and it is not considered a curriculum to measure a serious economic and financial crisis. He did not mention the available tools and options, did not refer to hot files such as withdrawal from OPEC or reconsideration of licensing rounds, he did not refer to the mechanisms of securing employee salaries and the exchange rate policy if the prices continued to decline. The position regarding the problems with the financial and oil regions was ambiguous.

Also, there are other important observations that are:

forgotten and forgotten about the issue of early elections, and no clear date has been set.

The National Union announces its refusal to vote on a minister in the Al-Kazemi government

The Patriotic Union of Kurdistan revealed, on Wednesday, its refusal to vote on a minister for the Prime Minister-designate Mustafa al-Kazemi.
The leadership of the party, MP Ala Talabani, said in a press statement that "Abdul Rahman Mustafa, the former governor of Kirkuk, who was nominated for the portfolio of the Ministry of Justice in the government of Mustafa al-Kazemi, is not a candidate for the Patriotic Union of Kurdistan."

And Talabani stressed, "The candidate of the Justice Court does not represent us and we will not vote for him, in today's session, which is dedicated to giving confidence to the new government."

Burhanuddin Ishaq, adviser to the Speaker of the Parliament, Muhammad al-Halbousi, revealed yesterday, Tuesday, the arrival of the list of names of candidates for ministerial portfolios in the government of Prime Minister-designate Mustafa al-Kazimi to parliament.

Parliament is scheduled to hold the session to consider whether or not to give confidence to the Al-Kazemi government today, Wednesday, at nine in the evening.

For the government to obtain the confidence of Parliament, an absolute majority (50 percent + 1) is required for the number of members present (not the total number) to grant confidence.

The constitutional deadline for Al-Kazemi to pass his government in parliament expires on May 9 this year amid the expansion of the circle of opponents to pass his government in the past few days, after he was initially supported by the vast majority of political blocs.

In the event that Al-Kazemi obtains confidence from the parliament, the new government will succeed the government of Prime Minister Adel Abdul Mahdi, who resigned in early December 2019 under pressure from popular protests calling for the departure and accountability of the political class accused of corruption and waste of state funds.
