Setting the date of the extraordinary parliament session for voting on the cabinet and the government program for Prime Minister-designate Mustafa Al-Kazemi has become a matter of time, notably, especially after the formation of a parliamentary committee to study the government curriculum, and the assertion of political sources that the ministerial cabinet is witnessing putting the final touches on it, which in turn indicated that the government The taxpayer will pass comfortably.

The representative of the Yezidis, Saeb Khadr, confirmed in an interview with Al-Sabah that the file of forming the government and granting it confidence is nearing the end and will be put this week for a vote in the parliament, indicating that the ministerial formation will pass without major objections.

Numbness added that the protests are limited to the representation of minorities in the new government, as we did not have the opportunity to meet the designated Prime Minister and he did not request us to meet us in negotiations to form the cabinet, although the government program has positive points regarding minorities, indicating that our lack of meeting with the Prime Minister-designate is a negative indication We hope to remedy it. 

He noted that if the government is formed and solutions are provided to minority issues such as resolving the file of the displaced and protecting the minorities in real terms on the ground, we will support the government, but if our issues are not resolved, then we will have another position, stating as Iraqis that the country’s interest in achieving security, returning the displaced, meeting the demands of the demonstrators and preserving On the sovereignty of the country and providing job opportunities, we will not be against the government project. 

As for the government curriculum, MP Al-Yazidi said that the lesson in the results and implementation is the government program, although its beautiful phrases are devoid of details, and the government curriculum reading committee worked out important details for it, stressing that the parliament will give confidence to the government program in the session of granting confidence. 

In the same context, a member of the victory coalition, Saad al-Lami, told the Iraqi News Agency (INA) about settling the dispute between the political blocs over the ministries of foreign affairs, finance and youth.

Al-Lami added that "the victory coalition is still supportive of the government of Prime Minister-designate Mustafa Al-Kazemi, despite some reservations," noting that "the goal of victory is to proceed to early, fair and transparent elections and rid of the issue of fraud."

On a related level, Member of Parliament Abbas Al-Zameli said, in a press statement: "The government curriculum of the Prime Minister-designate was based on basic issues, including preparing for elections away from the effects of arms, political money, the health aspect, and the economic crisis," noting that "the program is short but fulfills Purpose, given that the next stage and the government's duties do not have many ramifications.

Al-Zamili added, "Although there are difficulties in the transit steps from inside the parliament dome of Al-Kazemi's booth, but public data currently indicate that it can cross, we believe that it will take place in the middle of next week," noting that "Al-Kazemi's failure to address in his program the issue of removing foreign forces, on Considering that it is a parliamentary decision and the resigned government has already started these procedures and many forces have started leaving our country, given that the survival of these forces is popular and political rejected.

On Saturday, the head of the Rafidain Parliamentary Bloc, Yonadam Kanna, suggested that the House of Representatives convene to vote on the government of Mustafa Al-Kazemi, indicating that the booth will be provided without most of the sovereign ministries to count agreement on it.

Kanna said in a statement to "Information" that "tomorrow, Sunday or after Monday, will witness the holding of the voting session for the government of Prime Minister-designate Mustafa Al-Kazemi."

He added that "the new cabinet will not differ much from the rest of the ministries and will be represented by political blocs in a consensual manner, but it will be presented without most of the sovereign ministries."

Today, the Basra Investment Commission revealed the granting of an investment license to a local investor to establish a recreational forest resort in the Al-Sharh area of Al-Qurna district, north of Basra Governorate, at a cost exceeding $10 million. "The project is being built on an area of 1,000 dunums, and all of its phases will be completed within a period of 6 years," Chairman of the Commission Alaa Abdul Hussein Salman said in a press statement.

MP from the Parliamentary Current Movement, Star al-Jabri, suggested that on Saturday, the session devoted to voting on the lineup of Prime Minister-designate Mustafa al-Kazimi be held in the middle of this week, indicating that all political forces authorized al-Kazimi to choose his cabinet in accordance with conditions.

Al-Jabri said, in a statement to “Al-Maalouma”, that “all political forces have authorized Al-Kazemi to choose his cabinet, but they stipulated that the names be presented before the parliament session is decided upon and after approval it is agreed to determine the holding of the voting session.”

He added, "Al-Kazemi pledged before the political forces to take responsibility for the success and failure of his government, given that he chose the ministers." Noting that "the forces of the Al-Fateh coalition ended the dispute the day before yesterday with Al-Kazemi and authorized him to proceed with forming his government according to the criterion of efficiency and integrity to cross the transitional period until early elections are held."

Al-Fateh Alliance confirmed, on Saturday, that Prime Minister-designate Mustafa Al-Kazemi will present the amended cabinet booth to political forces before they are presented to the House of Representatives.

The deputy of Al-Fath Fadel Al-Fatlawi told Shafaq News that “Prime Minister-designate Mustafa Al-Kazemi will present, this evening, the revised ministerial cabinet during his meeting with the political forces.”

He added, "Based on the desire of the political forces to complete the cabinet, Al-Kazimi will try during the meeting to present new candidates for the ministries of finance, interior and defense."

Al-Fatlawi pointed out that "Al-Kazemi will present the ministerial cabinet to the parliament within the next 24 hours," stressing that "Parliament will hold a session of granting confidence to the government on Tuesday or Wednesday of this week."

Prime Minister-designate Mustafa al-Kazemi presented a list of the names of the candidates for the cabinet to the political forces during a meeting held on Thursday.

According to a source familiar with Shafak News, some of the names did not win the acceptance of the political forces, while Al-Kazimi has not yet chosen any candidates for the ministries of Interior, Defense and Finance.

It will come as NO surprise if this is the 3rd strike you're out vote and Parliament is dissolved etc. . . then the possibility exists of elections/foot drag 10 months to a year for a PM & Cabinet members/sand bag for a while to get the NO confidence/install caretaker gov't/ proceed with the " selection " of "candidates"+ Cab. Members with all the hype as we are presently witnessing/3 strikes you're out/dissolve and begin again.

Today, Saturday, Speaker of Parliament Mohamed Al-Halbousi directed members of Parliament to come to parliament next Monday.

Parliament spokesman Shaker Mahmoud said in a statement received by the Iraqi News Agency (INA), that "in preparation for holding a session of granting confidence to the new government during this week, directed Speaker of Parliament Mohamed Al-Halbousi, the presence of deputies in Baghdad next Monday."

He added, "A trip has been prepared from the airports of Erbil and Sulaymaniyah and the flight at Basra Airport to transport deputies to Baghdad next Monday," noting that "the date of the session will be announced later."

The Parliamentary Curriculum Study Committee had agreed earlier to present a set of proposals to the Prime Minister-designate Mustafa Al-Kazemi.

The media office of the First Deputy Speaker of the House of Representatives said in a statement received by the Iraqi News Agency (INA), "Today, Thursday 30 April 2020, Hassan Karim Al Kaabi, the first deputy speaker of the House of Representatives, chaired the first meeting of the committee to study and discuss the ministerial curriculum submitted by Prime Minister-designate Mustafa Al-Kazemi, In the presence of a number of deputies and advisers, "pointing out that" the meeting discussed all the details of the government curriculum "concise", and focus on its content to address the challenges that beset the country.

There are conflicting reports about the date for the session to grant confidence to the government of Prime Minister-designate Mustafa Al-Kazemi, whose constitutional term ends on May 9, while some of his cabinet ministers face political rejection.

The adviser to the Speaker of Parliament, Burhanuddin Ishaq, is likely to hold a session of confidence giving to the Al-Kazemi government next Thursday.

Ishaq told Shafaq News that "the constitutional period that was granted to Al-Kazemi will end next Thursday, but there is a proposal to extend it, given that the prime minister's mandate was in light of the Corona crisis and the curfew." He added that "there are no political signs from the parliamentary blocs to convene a session to give confidence to the government, but Parliament is expected to hold its session next Thursday to vote on the Al-Kazemi government."

In turn, the deputy from the Al-Fateh Alliance Fadel Al-Fatlawi told Shafaq News that "according to the agreement of the political forces and the presidency of the parliament and the prime minister-designate, the extraordinary session of the Iraqi parliament will be to vote on the new government next Wednesday."

And Al-Fatlawi said, "The Prime Minister-designate Mustafa Al-Kazimi will submit a request to hold this session, this evening, after the end of the dialogues, which he is running, due to the existence of political rejection on some of the portfolios of candidates, because there are files on them and suspicions."

The State of Law coalition headed by Nuri al-Maliki announced today, Sunday, not to participate in forming the government of Mustafa Al-Kazemi and not to vote for it in the House of Representatives, indicating that it includes a number of dialectical candidates who did not meet the required specifications of efficiency, integrity and acceptability.

The National Coalition, headed by Iyad Allawi, said in an official statement, that it will not give confidence to the government of Al-Kazemi, but will boycott the scheduled parliamentary session and will be a peaceful opponent with all Iraqi patriots if passed.

For the government to obtain the confidence of Parliament, an absolute majority (50% + 1) is required for the number of members present (not the total number) to grant confidence, but its chances in light of the escalating opposition seem difficult.

Independent MP Bassem Khashan confirmed, on Sunday, that the method used by the commissioner, Mustafa Al-Kazemi, created great divisions between the blocs and even within the same bloc over the nominated names of the cabinet, criticizing at the same time that Al-Kazemi created new ministries to satisfy some components.

Khashan said in a statement to the "information", that "there is a difference in the way ministers are chosen by the political blocs, as Al-Kazemi’s treatment differs in the way he deals with the Kurds, Sunnis and Shiites, and this difference created a great division between the blocs."

He added that "the current situation witnesses a big difference within the single bloc over the names nominated for the cabinet cabinet," noting that "Al-Kazemi seeks to satisfy the largest possible number of deputies, blocs and minorities by adding other ministries to his cabinet."

The source said in a press statement followed by the independent, that "the ministerial list submitted to the political blocs; they agreed to 14 ministers, and they rejected 7 ministers."

He explained that "the political blocs demanded that Al-Kazemi replace the seven ministers before Tuesday, and that each ministry have more than one candidate."

In a statement to Al-Maalouma, Al-Kalabi said, "The government program came brief and takes into account the current stage," noting that "the government program presented by Prime Minister-designate Mustafa Al-Kazemi came free of solving problems between the region and Baghdad."

Deputy representative of the Turkmen component, Ahmed Haider, on Sunday threatened Prime Minister-designate Mustafa Al-Kazemi with massive demonstrations in the event that the component’s entitlement to ministerial representation is not decided.

"Our Turkmen people will resort to legal and constitutional methods to express their refusal to marginalize the component," Haider said in a statement to "The Information."

He added that "there are several messages that we reached to come out with demonstrations and sit-ins in the event that the Turkmen were marginalized by the Prime Minister-designate Mustafa Al-Kazemi," noting that "the Turkmen have remained silent throughout the successive governments on marginalization and exclusion, and this time we will not be silenced by the next popular escalation."

The former deputy of the Turkmen component, Jassem Muhammad al-Bayati, had revealed earlier, that there is an intention among members of the House of Representatives of the Turkmen component to refrain from voting for the government of Al-Kazemi.
