Shafaq News / The negotiating delegation of Kurdistan Regional Government (KRG) continued its meetings for the second consecutive day with the federal government in Baghdad to resolve the differences and outstanding issues between the two sides.

“The two sides will hold a new round of meetings in the near future endorse those proposals and visions that have emerged on the topics that were discussed, related to dealing with the budget issue, salaries and oil,” Samir Hawrami, spokesman for the head of the delegation, Deputy Prime Minister of the region, Qubad Talaban told Shafaq News.

KRG delegation held yesterday, a meeting with officials in the Iraqi government led by the Deputy Prime Minister and Minister of Oil ,Thamer Al-Ghadban.

On Tuesday, a high-ranking KRG delegation arrived the capital Baghdad, under the direction of Prime Minister Masrour Barzani, at the request of the caretaker Prime Minister, Adel Abdul-Mahdi.

The delegation’s visit comes after the General Secretariat of the Council of Ministers cut off funding for the salaries of employees and workers in the public sector of Kurdistan Region.

The KRG delegation visited on 19/4/2020 the federal capital Baghdad and held a series of negotiations on Kurdistan's share of the budget and the export of oil and gas in addition to the formation of the new Iraqi government headed by Mustafa Al-Kadhimi.

Shafaq News / The leader of the National Coalition, Iyad Allawi, warned on Thursday of "procrastinating" the solution of the outstanding differences between the federal government and the Kurdistan Region, suggesting that this file be resolved by the Committee of the Wise.

Allawi said in a tweet on Twitter, that "I have always warned against the danger of procrastinating the differences between Baghdad and Erbil and the governorates that are not organized in a region, and stressed the necessity of adopting a committee of sages to resolve this file under the umbrella of the constitution."

Allawi, a former prime minister, added that "Iraq cannot tolerate further escalation and division, which requires the joint committees to speed up finding a radical and just solution to all of these problems." 

And the delegation of the Kurdistan Region, since yesterday, Wednesday, meetings with officials of Baghdad and leaders of political forces to discuss resolving the outstanding differences between the region and Baghdad.

Discussions focused on the country's financial budget and salaries of Kurdistan employees that Baghdad decided to stop recently after it said that the region had not fulfilled its financial budget obligations of delivering 250 thousand barrels per day of crude oil to the federal government

The Kurdistan Regional Government of Iraq reported that its delegation returned to Erbil on Friday after "positive" discussions in Baghdad

The government said in a statement received by Shafak News, that the delegation of the Kurdistan Regional Government returned to Erbil after positive discussions with Iraqi government officials in Baghdad regarding the outstanding differences between the two sides

She pointed out that the talks will resume next week between Baghdad and Erbil with a view to resolving the differences and outstanding issues between them, especially those related to the financial budget of the country and oil

The delegation of the region had arrived on Tuesday evening to Baghdad and held, on Wednesday and Thursday, two rounds of discussions with the Iraqi government, as well as consultations with leaders and officials of Iraqi political parties on resolving the outstanding differences between Baghdad and Erbil

The visit came days after the Iraqi government cut the salaries of employees of the Kurdistan Region after it said that the region had not fulfilled its obligations in the financial budget represented by the delivery of 250 thousand barrels of oil per day to the federal government

In its statement today, the regional government said that it confirms its commitment to the items of the financial budget for 2019 and the agreement concluded with Baghdad in early January 2019

The agreement includes the delivery of the Kurdistan Region, the amount of 250 thousand barrels per day of oil to the Federal Government in return for handing Baghdad a share of about 13 percent of the budget to the region in addition to the salaries of employees and peshmerga

The cut in the salaries of the employees of the region sparked widespread criticism inside and outside the region, where observers considered that this decision comes in the context of political pressure coinciding with the efforts of Prime Minister-designate Mustafa Al-Kazemi to form the new government

There are pending issues between the two sides for many years, chief among them the disputed territories, how to manage oil wealth, the budget of the Peshmerga forces, and others

ERBIL — A high-level delegation from the Kurdistan Regional Government (KRG), headed by Deputy Prime Minister Qubad Talabani, met with the finance committee of the Iraqi parliament on Friday to discuss disputes between Erbil and Baghdad.

“In the meeting, the KRG delegation shared the proposed solutions to disputes with Baghdad, in particular regarding the oil exports and KRG's share in the 2019 federal budget,” the KRG said in a press release.

The Kurdish delegation also exchanged views on approaches to cope with the 2020 fiscal year, it added.

The sides agreed to develop better coordination to address disagreements in the future when they arise.

The KRG delegation was in Baghdad to meet with federal authorities, aiming to resolve the outstanding problems between Kurdistan Region and the federal government which recently cut KRG's share of the federal budget.

SULAIMANI — Federal finance minister Fuad Hussein addressed the ongoing government formation process and the budget dispute between Baghdad and Erbil during an interview on Friday night (May 1), saying that the next finance minister will have a war on their hands addressing the financial challenges facing Iraq.

Speaking to Iraqi television channel al-Sharqiya, Hussein said the next finance minister would have limited weapons to deal with the economic fallout of slumping oil prices, the global coronavirus pandemic, and local budget disputes.

In April, Iraq exported 3.438 million barrels of oil per day, but at the shockingly low price of $13.80. As a result, it only took in $1.42 billion, or less than half of the previous month’s total. Oil prices dropped precipitously over the last several weeks because of market oversupply and slumping demand.

Iraq depends on oil exports for more than 90 percent of its budget, meaning that its budget is certain to take a hit as a result.

Hussein said that the decision to freeze budget transfers to the Kurdistan Regional Government (KRG) was punishment for Erbil’s refusal to send oil for export, but added that ultimate responsibility for the decision lay with himself as finance minister, rather than the Council of Ministers’ General Secretariat, the head of which signed the letter authorizing the freeze.

Last week, Baghdad’s patience with Erbil’s recalcitrance ran out, fifteen months after the 2019 budget law passed the Council of Representatives, and it stopped all payments to the KRG. As a result, the KRG is facing a major cash shortage and will likely have difficulty making payroll.

The most recent leaked list of potential names for Prime Minister-designate Mustafa al-Kadhimi’s cabinet did not contain a nominee for finance minister.

Hussein is a member of the Kurdistan Democratic Party (KDP) and the new nominee is expected to be a Kurd as well, with the Region’s parties pushing to have final say over who is selected.

SULAIMANI —The Kurdistan Regional Government (KRG) said on Saturday (May 2) that it will start distributing salaries to public sector workers depending on its financial capability, but without announcing when distribution would actually take place.

The cabinet said in a statement that it will start taking measures to recoup debts it is owed by companies.

According to a source in the finance ministry, the ministry has recommended to the government that if Baghdad continues to freeze budget transfers to distribute what it is able to public sector employees at reduced amounts.

A delegation from the Kurdistan region visits Baghdad this week to sustain the talks

 

The Kurdistan Regional Government announced on Saturday that a delegation from the region will visit Baghdad this week to carry out the talks.

 
The government stated in a statement, Alsumaria News received a copy of it, that "the head of the Kurdistan Regional Government, Masroor Barzani, met, today, with the government negotiating delegation who visited Baghdad last week."

She added that "the delegation, headed by Deputy Prime Minister Qubad Talabani, made a detailed presentation on the results of the visit to Baghdad, and the delegation stressed the continuation of discussions with the federal government to ensure and secure the rights of the Kurdistan Region and its constitutional entitlements."
 
 

The provincial government explained that "the delegation is scheduled to visit Baghdad again this week to complete what was discussed between the two sides."

She indicated that "the current financial situation in the region has been highlighted, as the Presidency of the government decided to start paying employees' salaries according to the capabilities currently available."

The government continued that "the meeting also focused on the importance of continuing to implement the reform law, and it was decided to start recovering money from companies indebted to the government this week, after the expiry of the deadline for notification that was sent to these companies."
 

She pointed out that "the meeting discussed the current calls for applying the administrative decentralization system in the region, as the coalition forces in the government stressed that this issue is part of the program of work for the ninth ministerial formation and the government should supervise this, and the unity of the Kurdistan Region entity was emphasized and rejected all forms of Hash. I thought was already decided more than a year ago.....their share would be 17%.
