The official newspaper, Wednesday, shed light on the developments of the file of the Cabinet of the Prime Minister-designate Mustafa Al-Kazemi, noting that the taxpayer has made good progress.  

The newspaper "Al-Sabah" indicated in a report that was followed by "NAS" today (April 29, 2020), that Al-Kazemi "received a green light to present his government program in preparation for submitting his cabinet to Parliament."  

The following is the text of the report:  

Parliamentary sources confirmed that the Prime Minister-designate, Mustafa Al-Kazemi, had gone a long way with understandings regarding the cabinet, and that the Shiite blocs had given him the green light to present his program and the cabinet to Parliament and the request for a special confidence-granting session early next week.  

While the State of Law coalition and Sadiqin bloc denied identifying specific names in the next government, the independent deputy, Basem Al-Khashan, pointed out that most of the political blocs imposed names in Al-Kazemi’s booth, and drew Kurdish MP Ala Talabani, that political forces sought to force Al-Kazemi to accept their terms in the distribution of ministerial portfolios.  

Jassim al-Bakhati, a deputy for the al-Hikma movement, said in a press statement: "Although the current was absent from the meeting of the Shiite political blocs, which ended late Monday night, but its position remains consistent in support of the Prime Minister-designate and with the Shiite consensus in the issue of distribution of the cabin Ministerial while remaining reservations about its mechanisms. "  

Al-Bukhati added, “The meeting of the Shiite political forces in which everything related to the cabinet cabinet and electoral spaces was decided, and it was agreed to cooperate to cross the stage,” noting that “the messages that we received from within the meeting were positive about passing the next government.”  

A parliamentary source confirmed that the meeting of the Shiite political forces yesterday evening gave the green light to the Prime Minister-designate to present his program and the cabinet to Parliament and submit a request to hold the voting session early this next week.    

In the context, the deputy of the Iraqi Forces Alliance, Muhammad al-Karbouli, said in a press statement that "everyone is still supportive of the Prime Minister-designate Mustafa al-Kazimi, but the problem lies in the distribution of quotas, where the dispute is now concentrated," noting that "al-Kazimi is going inside Parliament."  

He added, "Al-Kazemi is now in the process of settling his differences with the Shiite blocs, which seem to have come a good way in the framework of the understandings."  

However, the MP from the Alliance of Alliance Badr Al-Ziyadi believes, in a press statement, that Al-Kazemi failed from the beginning and did not benefit from his predecessors in forming the government, when he went towards the quota system and gave freedom to some political blocs to choose names to obtain ministerial positions in his government, and therefore was rejected The government formation by most of the Shiite component blocs.  

Al-Ziyadi added that Al-Kazemi’s position became difficult because he could not choose an integrated ministerial cabinet, indicating that in the coming days his position will be very difficult.  

Al-Ziyadi indicated that the prime minister-designate has two paths before him: either he goes toward choosing an independent booth and therefore will be rejected by political blocs that are still seeking to obtain the spoils and positions according to the quotas, or towards "apology".  

While Kurdish MP Ala Talabani drew, that "some blocs cling to some positions and ministries and put a veto on some of the candidates, and work to impede the formation of the government," noting that "I do not think that the blocs want to overthrow Al-Kazemi, as was done with his predecessors (Adnan Al-Zrafi and Muhammad Allawi), But she wants to submit it to her conditions, and that the price of her approval for him to accept the conditions dictated to him. And apparently in response to the political blocs imposing their conditions on Al-Kazemi, the head of the State of Law coalition, Nuri al-Maliki, said in a statement received by "Al-Sabah": "The media space is witnessing irresponsible words and incorrect news about the formation of the government," stressing, "We have made with others and we are still, Intensive efforts to produce a coherent government that is truly representative of the interests of Iraq and capable of responding to crises with an efficient professional team. "

In the context, the representative of the Sadiqin bloc Saad Shaker Al-Khazali confirmed, in a press statement, that "the bloc will not be represented in the meetings of the political leaders with the Prime Minister-designate Mustafa Al-Kazemi after she and the other Al-Fateh forces authorized its leader, Al-Amiri," noting that "the Sadiqin did not impose any Conditions or specify specific names for Al-Kazemi in his next booth. "  

Khazali added that "the Al-Fateh Alliance is the most visible political bloc, due to the existence of a unified vision for all the regular forces under the Alliance, as well as having a clear vision for the next transitional period, especially his eagerness to commit to holding early elections."  

In the meantime, the MP of the Kurdistan National Union bloc, Dylan Ghafour Salih, pledged the Kurdish position towards Al-Kazimi's booth, with the results of the Shiite house negotiations with him, stating that the Kurds are dealing with the formation of the government according to what others will deal with. - Protecting the sovereignty and security of Iraq and producing a common national vision to negotiate the future presence of foreign forces within the scope of the country's security work and the continued fight against the remnants of terrorism and its cells.
- The development of military and security institutions:
conducting serious negotiations with the leaders of the international coalition countries in a manner that guarantees the fulfillment of the people's aspirations for full national sovereignty in the light of Iraq's interests and not to prejudice its internal security.

Foreign affairs:

- Not to use the land of Iraq to attack any of the neighboring countries, and he promised to allow it to be turned into an arena for settling regional and international accounts.
- The state deals with official institutions in its foreign relations and within the scope of the rules of international diplomacy, not with individuals or informal bodies.

Protests:

The Iraqi government establishes a voluntary youth advisory council linked to the office of the prime minister representing all provinces and coordinates with this council on governmental steps in the field of reform, and has a role in formulating permanent mechanisms to protect the right to demonstrate and ensure its safety.

Corruption:

Combating corruption, activating deactivated files and applying the law to the corrupt, regardless of their influence.
- Immediately start auditing the financial records of partisan companies, personalities, and owners of capital suspected of illegally obtaining funds.

The President of the Republic, Barham Salih, on April 9, assigned the director of the Intelligence Agency, Mustafa Al-Kazemi, to form the government, the third figure assigned to this task in just ten weeks, while Iraq faces great difficulties in forming a government after the resignation of the previous government last year following violent protests that lasted for months.

He added that "solutions that can be applied to build a state budget that is not based on oil revenues require insufficient time for the remainder of the current government, so quick solutions must be found that alleviate the crisis." 

He continued that "the committee formed a delegation that visited the President of the Republic two days ago and during the meeting put forward several proposals to overcome the crisis by reducing or stopping the expenses and keeping only the necessary ones, in addition to supporting Iraqi factories and factories and stimulating the local product, in addition to setting up a strategic study to address the deteriorating economic reality that the country is witnessing. ".

On Tuesday (28 April 2020), President of the Republic Barham Salih held a meeting with the Chairman of the Finance Committee in the House of Representatives and a number of Committee members at the Peace Palace in Baghdad.

During the years of abundant oil prices, Iraq spends about half of its estimated revenue of nearly $ 100 billion to pay the salaries of civil servants, military personnel and retirees, in addition to the sums allocated to public service and support for many sectors.

The report, published by the London-based Al-Arab newspaper and followed by “Nass” (May 1, 2020), said that Al-Maliki aspires to remain at the front of the scene in order to push his in-laws to higher positions in the country.  

The following is the text of the report:  

The leader of the State of Law coalition, Nuri al-Maliki, is clinging to remaining at the forefront of the Iraqi political scene, even if it is to push his in-laws to the highest positions in the country.  

During the negotiations to form the government of Prime Minister-designate Mustafa al-Kazimi, al-Maliki struggled a lot to nominate one of his brother-in-law, Hussein al-Maliki and Yasser Sakheil, to one of the portfolios.  

Al-Maliki remained mortgaging his support to Al-Kazemi by assigning the Interior Ministry to Sakhil, a member of Parliament for the Leader of the State of Law coalition.  

It was widely reported that al-Maliki bought the votes of voters in Karbala to ensure his brother-in-law's rise to parliament.  

Sources and accompanying the negotiations of the political forces in Baghdad said that the negotiating team for the State of Law coalition stuck to the proposition of Skhil to take over the Interior Ministry, which sparked the frustration of other delegations, because they knew of the shallow level of education of Maliki’s son-in-law and his entry into Parliament with false testimony and lack of experience in security affairs.  

The Al-Maliki team was not convinced of the objective justifications that were presented to reject the nomination of Sakhil, and it reached the point of leaking a fake list of candidates that includes placing the name of al-Maliki's son-in-law in the candidate field of the Ministry of Interior.  

This list caused a sensation in the press circles, and was considered evidence of the significant penetration made by the forces supporting the option of quotas in the wall of the Al-Kazimy cabin, which appeared to be impervious.  

Despite the fact that some of those close to Al-Kazemi denied the truth of this list, Al-Maliki's supporters clung to it, and considered it as evidence of Shakeel's official nomination for the Interior Ministry.  

Although the list of candidates for ministerial positions in Al-Kazemi's booth is surrounded by complete secrecy, observers cannot close the door to expectations in a country that could witness the greatest contradictions.  

Al-Maliki previously used his son-in-law to purify the inner house of his Islamist Dawa party, where they led a campaign of clashes and public relations that ended in the removal of all opponents.  

Maliki also allowed his son-in-law to dominate the State of Law coalition, even becoming one of his most prominent leaders.  

Sources close to the Dawa Party say that Yasser Sakheil and Hussein al-Maliki control the official political stance of the State of Law coalition in negotiations to form the new government, although they refrain from direct participation in it.  

A source familiar with the scenes of the negotiations said that Hassan Al-Sunaid, head of the team on the rule of law, is reviewing the development of discussions with Sahri Al-Maliki before presenting it to Al-Maliki personally.  

The idea of nominating Sakhil emerged with signs of weakness that Shiite political forces had read in Al-Kazemi, as all parties wanted to impose their options on him.  

However, the Shiite forces were surprised that Al-Kazemi was not enthusiastic about making any concessions that would facilitate his task in forming the government, and it seemed that the option of apologizing was given to him, which was not present in the case of the former commissioners, Muhammad Tawfiq Allawi and Adnan Al-Zarfi.  

The State of Law Coalition warns that the controversy surrounding the nomination of Sakhil harms him a lot, sympathetic to his poor reputation in popular circles, denying the candidacy of “any minister of any ministry, and the assigned brother asked us to participate in the nomination but we refused that, and we said explicitly: What matters to us is for the government to be strong, capable, and shoulder its constitutional responsibilities, and the ministry or the site does not interest us as much as the ministerial formation concerns us. "
