Shafaq News / Kurdistan Regional Government delegation negotiating with Baghdad revealed on Sunday a proposal to the federal government to hand over all the region's oil in exchange for paying the dues of the oil companies operating in the region.  

The Minister of Planning, Dara Rashid said in a press conference held after a meeting with the Presidency of the Region’s Parliament that our efforts are continuing with Baghdad to reach a complete solution regarding the region’s share of the budget.

We submitted a proposal to Baghdad to hand over the full Kurdistan oil in exchange for the federal government paying all the financial dues to the oil companies operating in the region, He added.

A delegation from the regional government visited on 19/4/2020 the federal capital Baghdad and held a series of negotiations on the share of Kurdistan in the budget in addition to forming the new Iraqi government headed by Mustafa Al-Kadhimi.

The Minister of Finance and Economy of the Iraqi Kurdistan government, Awat Sheikh Janab, announced today, Sunday, the submission of a memorandum to the President of the Federal Government, Adel Abdul Mahdi, to distribute the region's share of the budget.
Sheikh Janab said, in a press conference after a meeting with the Presidency of the Region’s Parliament, that "the decision to suspend the salaries of Kurdistan Region employees was issued on the 16th of this month, and the delegation of the region visited Baghdad on the 19th of the same month, and after several sensitive meetings we were able to reach a formula with The General Secretariat of the Council of Ministers to submit a note to the President of the Federal Government, Adel Abdul Mahdi, to launch the Kurdistan Region's share of the budget.
He added, "The memo reached Abdul-Mahdi and we hope during the next few days that we receive the response, and that it is positive", indicating that "the dialogues between Baghdad and Erbil were not limited to the budget and salaries only, but also included other areas, including agreement on joint production of electricity and raising natural gas production ".
It is noteworthy that the General Secretariat of the Council of Ministers directed the Ministry of Finance on April 16th to suspend the disbursement of the sums of money as salaries to the Kurdistan Region and to recover the funds disbursed since January of this year.

Oil-for-budget war reignites between Erbil and Baghdad

ERBIL, Kurdistan Region – Having spent a year shirking its end of the oil-for-budget agreement with Baghdad, the Kurdistan Regional Government (KRG) has said it is ready to hand over its quota of 250,000 barrels per day (bpd) of oil in exchange for its share of the Iraqi federal budget.

Dara Rashid, the KRG planning minister, told a press conference in Erbil on Sunday the Kurdistan Region is ready to deliver the oil quota to Iraq’s State Organization for Marketing of Oil (SOMO) in return for public finances.

“We are ready not only to hand over 250,000 barrels of oil per day to Baghdad, but also to hand over the entire KRG oil product. But in return, Baghdad must commit to sending all the financial shares of the Kurdistan Region and the entitlements of the oil companies operating in Kurdistan Region oilfields,” Rashid said.

His remarks follow an April 16 order from the office of Iraq’s caretaker Prime Minister Adil Abdul-Mahdi calling on the Iraqi finance ministry to halt budget transfers to the KRG and to take back all transfers made since January 1, 2020.  

The Iraqi oil ministry issued a letter to the government on October 2019 pointing out the KRG had yet to deliver the oil quota despite receiving funds. 

Control of oil revenues has long been a thorny issue between Erbil and Baghdad. The KRG has operated an independent oil and gas sector since 2006 and later began exporting its oil to the international market via a pipeline through Turkey. 

Years of tensions over the independent oil sales came to a head in 2014 when then-Prime Minister of Iraq Nouri al-Maliki suspended the Kurdistan Region’s share of the federal budget – leaving hundreds of thousands of public sector employees with unpaid salaries.

That same year, the Kurdish Peshmerga took control of security in the disputed territory of Kirkuk, allowing the KRG to also seize control of the province’s bountiful oilfields. 

When Iraqi forces retook the area in October 2017, the KRG lost around half of its oil revenues, compelling the government to suspend exports via Turkey for several months.

Erbil and Baghdad have continued to bicker over various versions of the oil-for-budget agreement, with the KRG receiving a share of the 2019 federal budget yet failing to hand over a single barrel of oil. 

In December, Baghdad agreed to send Erbil a 12.67 percent share of the federal budget in exchange for 250,000 bpd. 

However, with world oil prices falling to historic lows, the COVID-19 pandemic cutting international demand, and the KRG’s continued failure to uphold its end of the deal, Baghdad seems to have run out of patience. 

Awat Sheikh Janab, the KRG finance minister, told the same Erbil press conference on Sunday that Baghdad ordered the KRG budget cut on April 16, but that a KRG delegation had traveled to Baghdad to smooth things over. 

“On April 16, a decision was issued to cut the payment of KRG employees’ salaries,” Janab said. “On April 19 we went to Baghdad, and after holding many important and sensitive meetings with the Iraqi government we were able to reach a specific formula by sending a note from the General Secretariat to the Prime Minister to pay the salaries of KRG employees.”

The KRG delivered a memorandum to the office of PM Abdul-Mahdi on Thursday urging him to pay the salaries of KRG employees, according to Janab.

“However, Abdul-Mahdi still has not responded to our memorandum regarding KRG employees’ salaries, and we hope that his response will be positive,” Janab added.

Negotiations appear to be ongoing behind closed doors.

The dramatic drop in world oil prices was the result of a standoff between energy giants Russia and Saudi Arabia, who had flooded the market with cheap oil causing the price per barrel to drop to its lowest level in years.

Moscow and Riyadh reached a deal on April 12 to cut oil production by 9.7 million bpd – equivalent to 10 percent of the world’s daily supply – for May and June. Global demand will remain low, however, as a result of the COVID-19 pandemic and the economic downturn it has sparked.

OPEC producers and allies agreed to continue the reduction until April next year. Iraq pledged to adhere to the agreement on Saturday.  

Erbil has also agreed to abide by the Iraqi government’s pledge to reduce oil production as part of the OPEC+ agreement to stabilize the struggling oil market.

Deputy Prime Minister Talabani meets with government delegation for federal budget affairs, urges continued efforts to secure region’s fair share

Erbil, Kurdistan Region, Iraq (GOV.KRD) – Deputy Prime Minister Qubad Talabani on Sunday met with the government’s delegation for federal budget affairs in Erbil, to discuss the latest developments concerning the region’s share of the budget.

The Deputy Prime Minister stressed that the priority of the Kurdistan Regional Government (KRG) is to protect the public from the coronavirus pandemic and ensure government employees receive their salaries on time. He said ongoing discussions with Baghdad on the region's share of the federal budget will continue.

In the meeting, the KRG delegation for federal budget affairs briefed the Deputy Prime Minister on the outcome of their recent visit to Baghdad, as well as the current economic conditions in Iraq.

They said Iraqi oil revenues have shrunk substantially, causing a financial deficit. The delegation also warned there is political pressure in Baghdad to ignore previous agreements between the KRG and the federal government on the budget due to the deficit.

Deputy Prime Minister Talabani said the KRG will neutralize political efforts aiming to compromise the Kurdistan Region’s financial entitlements.

He added that the KRG will contact different factions in the Kurdistan Regional Parliament and Kurdish parliamentary blocs in the Iraqi parliament, as well as other Iraqi parliamentary factions in Baghdad.

The Deputy Prime Minister said these economic challenges and financial difficulties should be explained to the people of Kurdistan in a transparent manner.

The delegation is due to meet with the speaker and blocs from the Kurdistan Region Parliament today.

SULAIMANI — Chair of the Kurdistan Parliament's Economic and Finance Committee Muhammad Saadadin on Sunday (April 26) assured public sector workers that officials were working to resolve a major budget dispute with Baghdad, the effects of which could have a devastating impact on the finances of the Kurdistan Regional Government (KRG) and its ability to pay salaries.

The dispute stems from the KRG's failure to meet its obligations under the 2019 federal budget law by refusing to send 250,000 barrels of crude oil per day to Baghdad for export. Despite this, the federal government continued to send budget transfers to the KRG so that it can pay public sector salaries, as required by the law. Instead of sending the oil to Baghdad, Erbil sold the oil independently, in part to service its massive debt burden.

According to a document dated April 16 and signed by Secretary-General of the federal Council of Ministers Hameed al-Ghazi, those payments appear to have stopped, representing a significant escalation of the dispute and a sign that Baghdad's patience with Erbil's stalling tactics has run out.

Citing the KRG's failure to live up to its obligations under the law, the letter freezes money deposited by the federal government in an account in the Bank of Iraq in Erbil that would have gone to salary payments and authorizes an audit of the KRG's finances from 2004 to 2018.

Erbil and Baghdad have been negotiating over how to implement the 2019 budget since it passed fifteen months ago, with the latest meeting of that cycle scheduled for Sunday.

Over the winter, the two sides reached a preliminary budget agreement that would have seen oil transfers begin in January, but it was never implemented because of the Council of Representatives inability to pass a 2020 budget amid political, social, and coronavirus-related disruptions.

“There is a difference in the political decisions the federal government made previously and the document that the Secretary-General of the Council of Ministers signed now,” Saadadin said, appearing to complain about the change in tactics by federal officials.

“The problem between the Kurdistan Region and Baghdad is related to the mechanisms and policies in implementing the 2019 budget plan and there is a misunderstanding concerning the article related to the 250,000 barrels and the Kurdistan Region’s budget share,” he added.

By cutting off budget transfers to the KRG, the federal government action seriously compounds the looming financial squeeze caused by plummeting oil prices and threatens Erbil's ability to make payroll.

Saadadin, however, expressed optimism that the disagreement would be resolved soon and transfers would resume.

SULAIMANI — By the Kurdistan Regional Government (KRG)’s request, the Leaders of the Kurdish bloc in the Council of Representatives are set to meet the Kurdistan Region’s delegation to Baghdad on Monday (April 27) in Erbil to discuss the latest budget problems with the federal government.

In the meeting, the two sides are expected to discuss the salary of employees in the Kurdistan Region and the agreements the delegation made with the federal government concerning the budget and oil share that the Kurdistan Region is supposed to send to Baghdad.

The Kurdistan Region’s delegation in Sunday met with the political factions in the Kurdistan Parliament to discuss the agreements and KRG Minister of Planning Dara Rashid said that they are waiting for the response of the federal government to distribute the salaries for April.

The Iraqi News Agency (INA) published documents obtained, stating that "Prime Minister Adel Abdul Mahdi directed that the ministries implement the Federal General Budget Law No. 1 of 2019 and the Federal Financial Management Law No. 2 of 2019, including downloading the sums resulting from the failure Funding ministries, regions, or governorates that are not organized in a region for oil and gas revenues and other annual funding.

SULAIMANI — Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani said on Monday (April 27) that the federal government's move to freeze budget transfers to Erbil was illegal, adding that Baghdad was hurting public sector employees in order to put political pressure on the KRG.

“The federal government must not use the Kurdistan Region’s budget and financial issues as a political card and a punishment against the Region’s people,” said Barzani during a meeting with Special Representative for Iraq of the UN Secretary-General Jeanine Hennis-Plasschaert.

“This is against the constitutional rights of the Kurdistan Region and its people,” he added.

On April 16, the federal Council of Ministers froze budget transfers to the KRG after patience ran out with Erbil’s failure to live up to its obligations under the 2019 federal budget law, in particular its refusal to send oil to Baghdad for export.

In response, the KRG has said that it will start transferring 250,000 barrels of oil per day, as required by the budget law. However, with the drop in the global price of oil, the offer is worth far less than it was just a few weeks ago.

“At the beginning of the ninth cabinet’s term, we visited Baghdad and expressed our sincere aims to solve problems according to the constitutional principles and we presented many recommendations to solve the outstanding problems,” Barzani said.

Referring to a deal reached between Baghdad and Erbil in December, the prime minister claimed that the KRG had showed good faith, but that “Baghdad officials were not ready to implement it.”

People with knowledge of the discussions told NRT Digital Media in January that oil transfers would not occur until the Council of Representatives passed a 2020 Budget Law, a process that was disrupted by the October protest movement, the resignation of Adil Abdul Mahdi’s government, and now the coronavirus outbreak.
