BAGHDAD - Iraqi Prime Minister-designate Adnan Al-Zrafi required the Shiite blocs to sign their leaders ’nomination document for intelligence chief Mustafa Al-Kazemi to form the government in his stead, in order for him to apologize to the President of the Republic, Barham Saleh, for continuing his duties.

The sources added in a statement to “Al-Arab” that most of the large Shiite blocs responded to this request, and sent signatures from their leaders to the President of the Republic in order to assign Al-Kazimi to form the new government.

The team close to al-Zarfi says that the guarantees offered by pro-Iranian forces regarding the passage of Al-Kazemi and his cabinet in the event of the current taxpayer’s apology are not sufficient, which could hinder the move to other steps.

The sources confirmed that the next two days are crucial in determining the fate of the next government and the personality that may take over the task of forming it.

The same sources revealed that Al-Kazemi set several conditions for accepting the mandate, among them giving him complete freedom to form his cabinet, and announcing in advance the willingness of the main Shiite, Sunni and Kurdish powers to pass the new government through Parliament without obstacles.

Al-Zarfi continued his pressure on the various political parties by completing his ministerial curriculum and handing him over to the Parliament, which legally fortified him as he accomplished his duties within the constitutional period of 30 days, calling on the Speaker of Parliament to fix the date of the session to vote on giving him confidence.

But Parliament has yet to take any steps, in a clear sign of the apparent political deadlock surrounding Zorfi's efforts.

Al-Zrafi and Al-Kazemi observers are placed in the same basket, as each of them prefers building Iraq to close relations with the Arab Gulf states and the United States and limiting the Iranian role.

Sources say that Al-Kazemi may have succeeded in what Al-Zarfi failed to dispel the fears of pro-Iranian parties in Iraq, which fear one of their opponents will take the first executive position in the country, which opens the door to the possibility of jeopardizing their interests.

Iraqi political writer Farooq Yusuf believes that the pro-Iranian parties face two options, one of which is bitter. 1. Postpone the payment of the amounts of the installments due for the housing plots sold or leased to citizens according to the Law of Selling and Renting State Funds No. (21) for the year 2013 from all government institutions, until the emergency circumstance ceases, with the citizen being exempt from the late interest , For a period not exceeding 7/31/2020.

2. Exempting commercial, industrial or other real estate tenants from the municipal institutions from the rental fees incurred by them for the duration of the emergency envelope.

3. Extending the term of payment of the allowances (rent, flat or sale) for the final referral cases that coincided with the decision to impose a curfew for a period not exceeding (30) days after the emergency circumstance ceases.

4. Extending the payment period for the sale of housing plots sold to citizens in accordance with the provisions of Article (25 / Third) of the Law of Selling and Renting State Funds No. (21) for the year 2013, which the citizen was unable to pay during the legal period for reasons beyond his control within the governorates that were launched Including demonstrations exclusively from 01/10/2019, for a period not exceeding (30) days after the emergency circumstance has disappeared, provided that this is for a period not exceeding 7/31/2020.

5. Extending the payment period for the residential lands sold to citizens in accordance with the provisions of the Law on Selling and Rent of State Funds No. (21) for the year 2013, which coincided with the approval and approval of their sale with the decision to impose a curfew, for a period not exceeding (30) days, after the removal of the emergency circumstance , Provided that this is for a period not exceeding 7/31/2020.


6. Exempting the occupants and tenants of commercial or industrial and other real estate that belongs to all municipal institutions or to others from paying cleaning services fees for the duration of the emergency envelope.

The president needs to quit banging his head against the wall an dissolve this corrupt Iranian parliament. The Shiites can't come together when they have an Iranian stooge for PM. He needs to call for new elections like next week or Iraq will be in this Iranian quagmire this time next year.

ERBIL — Iraqi President Barham Salih on Thursday named Mustafa al-Kadhimi, head of country’s intelligence service, as the prime minister-designate.

Kadhimi’s nomination came after Adnan al-Zurfi, the former PM-designate, faced grave opposition from even the Shia factions to form the cabinet.

Earlier the day, al-Zurfi officially announced his withdrawal.

“My decision not to proceed with my nomination is to preserve Iraq and its greatest interests,” he said, citing “internal and external reasons” for his decision, without elaborating.

ERBIL — Kurdistan Region Prime Minister Masrour Barzani held a phone conversation with Mustafa al-Kadhim hours after he was named as the new Prime Minister-designate of Iraq.

“I spoke with Iraq PM-designate Mustafa al-Kadhmi today to offer my support as he forms a new government,” PM Barzani wrote on Twitter.

He noted that the future Iraqi government and the government of Kurdistan Region will be able to resolve their prolonged disputes if they work together and rely on Constitution.

Al-Kadhmi is the third person to be named as Iraq’s PM-designate in the past five weeks. His predecessors both failed to secure a majority support and, therefore, withdrew their candidacy.

 

I spoke with Iraq PM-designate @MAKadhimi today to offer my support as he forms a new government. By working together, we can resolve the remaining issues between the KRG and Baghdad in accordance with Iraq's Constitution- mb.

ERBIL — Kurdish prominent leader and the president of ruling Kurdistan Democratic Party (KDP), Masoud Barzani, held a phone call with Mustafa al-Kadhimi after he was nominated as the new PM-designate to form the Iraqi government.

“I wished him success in the process of forming the new cabinet. It is my sincere hope that with our support, he will succeed in forming the government,” Barzani wrote on Twitter after concluding the phone call.

Kadhimi’s nomination came after his two predecessors failed in securing the support of the Shias, Kurds, and Sunnis to form the new Iraqi government.

Previously, Kurdistan Region President and Prime Minister both welcomed the nomination of Kadhimi, who served as head of Iraq’s intelligence service.

Iraq names its third prime minister in 10 weeks

Iraq’s president named intelligence chief Mustafa al-Kadhimi as prime minister-designate on Thursday, the third person tapped to lead the country in just 10 weeks as it struggles to replace a government that fell last year after months of deadly protests.

 

Kadhimi was nominated by President Barham Salih, state television reported, shortly after the previous designated prime minister, Adnan al-Zurfi, announced he was withdrawing having failed to secure enough support to pass a government. 


Iraq, exhausted by decades of sanctions, war and political corruption now faces economic ruin, social unrest and a growing outbreak of the new coronavirus, all of which it must face with only a caretaker cabinet. 


Adel Abdul Mahdi, who resigned under pressure from anti-government protests in November, still heads the government as caretaker prime minister. Salih’s first choice to replace him, Mohammed Allawi, withdrew on March 1 after four fruitless weeks trying to gain support


Like Salih’s previous choices to replace Abdul Mahdi, Kadhimi is seen as a political independent, who will have to amass support from the powerful sectarian parties that dominate Iraq’s legislature to approve a cabinet within a month. 


The former journalist, who wrote against dictator Saddam Hussein from exile in Iran and Britain, returned after the U.S. invasion in 2003. He has held his role heading intelligence since 2016. 


“I will work tirelessly to to present Iraqis with a program and cabinet that will work to serve them, protect their rights and take Iraq towards a prosperous future,” Kadhimi wrote on Twitter. 


Zurfi had been rejected immediately by parties allied with Iran who viewed him as a threat to their political and economic power in Iraq, calling him an “American joker” for his ties with the U.S.-backed authorities that ruled Iraq after the 2003 invasion. Thursday marked the 17th anniversary of the day that U.S.-led troops occupied Baghdad. 


Zurfi had signalled he would check the power of Iran-aligned militias in Iraq. Kurdish parties finally decided on Wednesday not to back Zurfi, sealing his fate.
