Shi’ite blocs, most of which are under the leadership of Hadi al-Amiri, led by Al-Fateh, are seeking to dismiss the President of the Republic, Barham Salih, on the pretext of violating the constitution by assigning Adnan Al-Zarfi to form the new government without resorting to the largest parliamentary bloc, at a time when Iraq is in a political crisis that started with the popular demonstrations that started In the beginning of last October and the political tensions leading to the crisis of Corona virus that struck the country.

Violation of the constitution

Members of the Al-Fateh coalition attacked the president of the republic and confirmed their efforts to remove him from his position. In this regard, the coalition’s representative, Uday Shaalan, says that “the Al-Fateh coalition is in the process of collecting signatures to dismiss the President of the Republic, Barham Salih from his position, against the background of assigning Adnan al-Zarfi to the prime minister and overriding the Shi’ite majority.”  He added, "Saleh went beyond the political norms and ignored the Shiite and automatic forces with which successive governments were formed since 2003," stressing that "imposing the wills and breaking the bone is a thing of the past, and the president of the republic has no right to override the Shiite forces."
 
According to paragraph 76 of the constitution, the President of the Republic assigns the candidate of the largest number of parliamentary blocs to form the Council of Ministers within fifteen days from the date of the election of the President of the Republic. Harb added, "After that, the Federal Supreme Court decision is presented to a council in a session and a vote is taken to exempt the president of the republic. If a majority of the members, that is 165 deputies, agree to the exemption, the president of the republic is exempted, and from this we note that it is impossible to exempt the president of the republic so that approval 165 Deputy First proceedings against the president first and a guilty verdict issued by the Supreme Court secondly and the approval of 165 deputy again is a lot difficult third, so these three stages are impossible to complete.”

Leader of the Kurdistan Democratic Party, Sherzad Saeed, confirmed today, Wednesday, the readiness of the Kurds to support the position of Prime Minister-designate Adnan Al-Zarfi to form his government, but on conditions.

Saeed said in a radio statement followed by Mawazine News, that "these conditions relate to the region's budget and the delivery of the oil share in addition to Article 140 and peshmerga salaries."

He pointed out that "the Kurdish parties agreed among themselves to discuss openly with Al-Zarfi in the coming days about how to implement these Kurdish demands."

Parliament: 70 Shiite MPs support the passage of the Al-Zarfi government

A member of the victory coalition, Muhammad Abed Rabbo, confirmed on Wednesday that 70 members of the Shiite forces in Parliament were standing next to the Prime Minister-designate Adnan Al-Zarfi to pass it.

Abed Rabbo said, "There are blocs trying to block the passage of any candidate raised in the current period in order to keep the resigned Prime Minister Adel Abdul Mahdi," pointing out that "these blocs supporting the resigned Prime Minister have obtained significant concessions from him and are seeking to preserve them." He added, "The negotiations are still going on with all the opposition political blocs and they have not yet reached an agreement," stressing that "the Al-Fateh bloc is among the most vocal protesters of Al-Zarfi’s nomination for the Presidency of the Council of Ministers."

He stressed that "Al-Zrafi seeks to persuade most of the political blocs before heading to parliament to present his government for a vote on it."  Abed Rabbo said, "The scenario of Muhammad Allawi can be repeated with Adnan Al-Zarfi and will be rejected by the heads of political blocs." He indicated that "there are more than seventy Shiite deputies standing next to the Prime Minister-designate Adnan Al-Zorfi."
