You may announce within 10 days .. A source reveals to Al Hurra the scenes behind the formation of the Zorfi government

March 26, 2020

Iraq's President Barham Salih meets with new prime minister-designate Adnan al-Zurfi in Baghdad, Iraq March 17, 2020. The…

A political source said early Thursday that the Iraqi Prime Minister-designate Adnan Al-Zarfi had secured the parliamentary majority that would pass his government in the parliament next month.

The source, who requested not to be identified, told Al-Hurra that "Al-Zorfi succeeded in convincing 210 deputies out of 329 in the Iraqi parliament to vote in favor of passing his cabinet."

The source, who is close to the government formation negotiations, indicated that "Al-Zrafi may announce his formation within 10 days and present it to Parliament before the end of the constitutional period on the 17th of next month."

And the President of the Republic, Barham Salih, was appointed ten days ago by Al-Zarfi to form a government, after Muhammad Tawfiq Allawi apologized for his failure to persuade the Shiite political parties.

According to the source, the parliamentary blocs that gave al-Zarfi the green light are marches led by Muqtada al-Sadr, al-Nasr by Haider al-Abadi and al-Hikma led by Ammar al-Hakim, the Sunni Forces Alliance, and the Kurdistan Alliance, as well as other small, scattered blocs and dispersed representatives.

He revealed that "the blocs that are still objecting to al-Zarafi's candidacy are the state of law and the alliance of conquest close to Iran and a tender bloc led by the National Security Adviser Faleh al-Fayyad."

The source confirmed that Al-Zarfi "is trying to negotiate with the opposing blocs and sit with them in order to justify the argument against them, given that he secured a majority."

Since the resignation of the government of Adel Abdul Mahdi last December, Iraq is experiencing a political stagnation in the face of a popular movement that was launched on the first of October, except for the impact of the second largest oil producer in OPEC from the collapse of crude prices.

Al-Zarfi’s assignment came after Muhammad Tawfiq Allawi’s apology for not forming the government because a political consensus could not be found in the most divided parliament in Iraqi history. Consequently, the government of Adel Abdul Mahdi, who resigned, continues to conduct business.

Baghdad - people

On Thursday, the head of the Parliamentary Bloc Hussein Arab revealed part of the scenes behind the formation of the upcoming government, stressing that the commissioner, Adnan Al-Zarfi, managed to persuade "the majority of Shiite representatives" in discussions held in this regard earlier.

Arab said in a press statement followed by "People", today (26 March 2020), "The formation of the government is still going through difficult circumstances and it can be said that there is no clear road yet."

Arab added, "Al-Zrafi has not yet been able to convince the leaders, but he has managed to convince the majority of Shiite MPs that he is their colleague in Parliament."

The former Deputy Prime Minister, Bahaa Al-Araji, had suggested, yesterday evening, a change in the positions of a number of political leaders.

Al-A’raji said in a brief statement, which “People” received a copy of, (25 March 2020), that “the support of many representatives of blocs that had previously objected to the assignment of al-Zarfi would change the position of the heads of these opposing blocs towards the taxpayer”, noting that “this is what It was clear during the unannounced meetings that took place over the past two days. ”

The Al-Fateh Alliance continues to issue rejectionist signals to pass the government of the designated Adnan Al-Zarfi, while video footage shows the latter's arrival in Anbar Province.

The head of the Al-Fateh bloc in Diyala, Hussein al-Zuhairi, issued a strongly worded statement, which "people" received a copy of, "in which he expressed categorical rejection of the attempts to pass the government of Adnan al-Zarfi."

The text of the statement read:

"In light of the critical circumstances that Iraq is going through as it faces the outbreak of the Corona virus that has swept the world and what is required by the current stage of forming a strong government capable of advancing the country in light of the repercussions that the world and our dear country are witnessing. We reject "categorically" an attempt to pass the Al-Zorfi government in the House of Representatives, and we will use all legal and political methods and means and take all measures to prevent this disregard for the constitution as being a candidate outside the constitutional contexts and its choice by the President of the Republic Barham Salih deliberate violation of the violation of the constitution that was entrusted to preserve it and ignored the largest bloc In Parliament, we see it was done in a deal, which is a dialectical figure that does not correspond to what the reference wanted and rejected by the people and the demonstrations and dual nationalities.

Meanwhile, video scenes showed the arrival of the Adnan Al-Zorfi motorcade to the city of Fallujah, heading to the city of Ramadi, the center of Anbar province, as part of his consultations to complete his cabinet.

Baghdad - Iraq today:

Although the person in charge of forming the government, Adnan Al-Zrafi, closed - tightly - on the file of his upcoming cabinet, initial features began to appear for the form of the expected government, after he spoke a political source "very close" to Al-Zrafi's movements and the papers of his plan for the next stage.

The source confirmed that he “ended a difficult week of tasks that included two directions, the first political related to consultations with the blocs and obtain the support of the largest possible number of deputies, in order to avoid the scenario of the failure of the former commissioner Muhammad Allawi, while the second trend is to put the final touches on the final form of the cabinet structure ”

According to the source, “Al-Zrafi’s plan keeps the number of bags at 23 ministries without reducing, while the taxpayer plans to agree on 3 of his representatives, who are: Deputy Prime Minister for Construction and Services, Deputy Prime Minister for Energy and Deputy Prime Minister for Economic Affairs, to form The mini-leadership team for the next phase, ”which the source says,“ Al-Zrafi does not neglect that it will coincide with the summer peak, and in conjunction with the American decision yesterday, to reduce the period of Iraq’s exclusion from importing Iranian energy to only 30 days, which poses a new challenge that may rise to the top of the list of tasks The next government. ”

According to the source, “Al-Zrafi is planning to create a new ministry, under the name of the Ministry of State for Family Affairs, to play two roles, one of which is social, and the other is coordination between ministries and bodies related to family affairs, such as labor and social affairs, the Commission for Human Rights and the Ministry of Education, while Al-Zrafi does not intend to manipulate the representation formula Plug-in Cab. ”

The source refuses to disclose the names nominated for ministerial positions in the cabinet, and it suffices with hinting that “the names of three candidates for the electricity bag, one of whom is from Karbala, are being proposed, while an academic nomination from Nineveh governorate to occupy the Ministry of Education is being discussed” without revealing his name, and stamping the shape of Al-Zrafi during hours The past is a special team to discuss CVs, study them and compare them, and a system has been adopted that may be used for the first time, by evaluating the candidate for the bag through a number of points that will determine his ranking among his competitors to win the ministry.

The only way Iraq can avoid these American sanctions in 30 days is for al-Zrafi to be able to form a new government. It appears they are finally at place where they have no choice but to allow someone other than an Iranian puppet to run the country.

I'm just curious to see how long the auctions and the ISX will be stopped, if the ISX doesn't resume on Sunday like planned this could really get interesting...

Chairman of the Parliamentary Legal Committee: Al-Zorfi has 17 days to complete his dialogues to form the government

143561.jpg?width=750&&height=375

28th March, 2020

Deputy Chairman of the Parliamentary Legal Committee, Muhammad Al-Ghazzi, confirmed on Saturday that the specified time for Al-Zarfi to present his government cabin and complete his dialogues remained 17 days, indicating that the atmosphere surrounding his assignment was better than that surrounding the former taxpayer, Mohammed Tawfiq Allawi.

Al-Ghazzi said in an interview reported to Al-Masala that the Prime Minister-designate Adnan Al-Zarfi and when he received the letter of assignment, his duty is to start the dialogues of forming the government, given that the constitution did not allow the appointment of another candidate unless the thirty-day appointment period is given or he apologizes, therefore Al-Zrafi must complete his consultations to form a government and present it to the parliament to obtain approval or rejection, indicating that the period has not ended and about 17 days remain of it to complete his dialogues.

Al-Ghazi added, “The vote on the ministerial cabinet needs a regular quorum in that vote on the laws,” noting that some of the blocs are correct that they have reservations on the assignment of Zarfi, but we have to deal legally and constitutionally. The President of the Republic has commissioned, rejected or accepted it should come from the side Legal and constitutional as well.

He pointed out, that the only solution in light of the current economic and health crises is to accelerate the formation of a government with full powers, and therefore the political blocs must bear the responsibility completely, either that Al-Zarfi apologizes in the event that there was a real rejection for him and the President of the Republic provides another costly name or it expires The constitutional deadline and the cab is passed or rejected, stressing that what we noticed is that the Kurdish and Sunni blocs have no objection to taking over Zarafi, unlike what was at the time of the charged Muhammad Tawfiq Allawi, but the rejection exists from some Shiite blocs, which makes the atmosphere for Zarrafi better than the atmosphere around the former king in the parliament. But in any case, we need understandings at a high level because the situation in the country does not allow the presence of polemics or political cramps, but to come out with a strong government with which everyone stands to face the challenges.

Al-Ghazzi stressed that if Al-Zarfi succeeds in passing his government cabinet inside the parliament, we do not believe that there will be a political crisis that will take place but rather that we believe that all political forces will deal with it as a constitutional government and that everyone should adopt steps to make it successful and implement its government program to advance the country because the only victim is the Iraqi people No cramps.

Al-Fateh admits holding Al-Zarrafi "individual" consultations to split the Shiites

%D8%B9%D8%AF%D9%86%D8%A7%D9%86-%D8%A7%D9%84%D8%B2%D8%B1%D9%81%D9%8A.jpg

27th March, 2020

Parliamentarian of the Hadi al-Amiri-led Fatah alliance on Friday approved individual Prime Minister-designate Adnan al-Zarfi to conduct individual consultations with Shi'a members of the House of Representatives to win their votes, stressing that these discussions will not help in passing his government

A source close to Al-Zrafi told Shafaq News on Tuesday that the latter was able to win the support of 100 members of the Iraqi parliament for the Shiite forces on the creation of movements that targeted deputies, not their alliances

The deputy of Al-Fateh Fadhil Al-Fatlawi told Shafak News, "Al-Zrafi's resort to winning votes unilaterally, taking advantage of his relationship with members of Parliament, will not work, nor will he get their votes and their confidence in Parliament

On March 16th, the President of the Republic tasked Barham Salih, the head of the parliamentary victory bloc, Adnan al-Zarfi, to form the new government within 30 days

This commission came after the "Seven Committee" of the Shiite forces failed to reach agreement on a specific candidate

Al-Zrafi faces rejection from prominent Shiite forces close to Iran, led by Hadi al-Amiri, the Al-Fateh coalition, and the State of Law coalition led by Nuri al-Maliki, and pushed it to form a new seven-party committee to choose an alternative to al-Zorfi

Al-Zorfi's move to persuade parliamentarians individually indicates his conviction that Shiite alliances and forces opposing his mandate cannot be won, especially since many view him as close to America while some describe him as a "client" of the United States

Al-Fatlawi added that "Al-Zrafi has become totally incapable of forming the ministerial cabinet and obtaining the confidence of the parliament, due to his inability to confront the Shiite forces who refuse to take over as prime minister

Al-Fatlawi said that "Al-Zrafi will be subject to the status quo before the end of the constitutional period, and he will apologize to the Presidency of the Republic for forming a government

The mission was assigned to al-Zorfi after the former Prime Minister-designate Muhammad Tawfiq Allawi stepped down from the task of forming the government early this month after he failed to persuade the Kurds, Sunnis and some Shiite forces to give confidence to his cabinet

The new government will succeed Adel Abdul Mahdi's government, which was forced by unprecedented popular protests to resign in early December 2019

14:53 - 28/3/2020

On Saturday, legal expert Ali Al-Tamimi indicated the ability of the parliament to go towards an electronic vote to pass the government of Prime Minister-designate Adnan Al-Zarfi due to the parliament’s inability to hold its session in light of the Corona pandemic.

Al-Tamimi said in a statement to the "information", that "going to the electronic and remote voting, as happened at the twentieth summit in Saudi Arabia, should be inquired on him by heading a referendum to the Federal Court," noting that "the Federal Court can be consulted in extending the period granted to Al-Zrafi by forming the government for 20 days The fact that the Council is unable to hold a session in light of the Corona pandemic."

He added that "electronic voting is limited to the decision of the Federal Court after the referendum is directed to it," noting that "the referendum can be submitted by President of the Republic Barham Salih or Speaker of Parliament Muhammad al-Halbousi."

Shafaq News / On Saturday, a parliamentary source revealed the names of the Shiite blocs to which deputies nominated Adnan al-Zarfi belonged to the President of the Republic in order to assign him to form the next government.

A parliamentary source said to Shafak News that "all the deputies of the Victory Coalition, as well as deputies from the other side, wisdom and the rule of law and conquest, have submitted parliamentary signatures to the President of the Republic, including Adnan Al-Zarfi’s candidacy for prime minister."

On March 16th, the President of the Republic tasked Barham Salih, the head of the parliamentary victory bloc, Adnan al-Zarfi, to form the new government within 30 days.

This mandate came after the "Seven Committee" of the Shiite forces failed to reach agreement on a specific candidate.

Al-Zrafi faces rejection from prominent Shiite forces close to Iran, led by Hadi al-Amiri, the Al-Fateh coalition, and the State of Law coalition led by Nuri al-Maliki, and pushed it to form a new seven-party committee to choose an alternative to al-Zorfi.

But a parliamentary source told Shafaq News a few days ago that Al-Zarfi had succeeded in penetrating the ranks of the Shiite forces opposing his assignment, and he persuaded about 100 deputies to give confidence to his government in Parliament.

For his part, the deputy of the Parliamentary Bloc, Amjad Al-Aqabi, to Shafaq News, affirmed that "President of the Republic, Barham Salih, commissioned Adnan Al-Zarfi to form the new government based on a request submitted by members of Parliament regarding his mandate."

He added that "the seven-party committee formed by the Shiite forces has nothing to do with the nomination of Zarfi."

The new government will succeed Adel Abdel Mahdi's government, which was forced by unprecedented popular protests to resign in early December 2019.

You may announce within 10 days .. A source reveals to Al Hurra the scenes behind the formation of the Zorfi government

Optimistic about the success of Zarfi in forming the Iraqi government

image.jpeg.8d9b9e845393690543f7675d021a7f04.jpeg

28th March, 2020

A member of the National Wisdom Parliamentary Union, Asaad Al-Murshidi, said that 50% of the deputies of the Shiite blocs in parliament do not mind assigning Adnan Al-Zarfi to form a new government. This comes despite the fact that the major political blocs are still on their position of refusing to vote for him.

Al-Murshidi suggested that the cabinet should be ready to vote in the House of Representatives in the next two weeks.
He explained that Al-Zarfi is currently discussing with the political forces and civil society organizations the formation of a government that enjoys the unanimity of the Iraqi street. For his part, Mohammed Al-Ghazzi, deputy chairman of the Parliamentary Legal Committee, confirmed that the specified period for presenting Al-Zarfi his government formation and completing his dialogues remained 17 days, indicating that the atmosphere surrounding his assignment was better than that surrounding the former taxpayer, Mohammed Tawfiq Allawi.  He explained that Al-Zarfi should complete his consultations to form a government and present it to the parliament to obtain approval or rejection.

Al-Zarfi discussed today with the European Union ambassadors Corona's implications for the movement of the economy and the global market.
A statement of Al-Zorfi's media office stated that "the Prime Minister-designate reviewed the size of the risks facing Iraq and the countries of the region and the world in light of the fears caused by the spread of the epidemic, and the repercussions of it that paralyzed the global economy and market," noting "the serious risks left by the decline in global oil prices". The statement continued that Al-Zarfi briefed the ambassadors on the paths of forming his government, stressing that his government's priorities are to meet the demands of the peaceful movement to hold early free and fair elections, to address the possible financial and economic collapse, work to reduce the level of poverty in the country, restore civil peace, and extend the rule of law.

The Prime Minister-designate conducted in the previous days a series of contacts with the Iraqi forces, the ambassadors of the countries represented in the UN Security Council, and a number of Arab countries in the context of preparing for the formation of the new government.
A few days ago, Al-Zrafi revealed his priorities if his government formation succeeded in gaining the confidence of Parliament, and he said that he would seek to change the negative attitude of the world towards Iraq and hold the demonstrators accountable. Al-Zarfi rejected that, coinciding with the efforts of political blocs to present a new candidate for prime minister, and Al-Zarfi refused. There are blocs in Parliament - a coalition of state law (26 seats in Parliament out of 329), the Al-Fateh coalition (48 seats), the National Contract Bloc (18 seats), and the National Approach (8 seats) - dialogues to agree to present a new candidate to the president The Republic instead of Zarfi, citing this as a mechanism of his choice, and as being against the constitution.

On the other hand, the victory coalition led by the former Iraqi Prime Minister Haider al-Abadi rejected the dialogues taking place to present an alternate candidate for al-Zarfi. Likewise, the Saeroun bloc (54 seats), which is loyal to the leader of the Sadrist movement, did not announce its final position on Zarfi.
And assigned the Iraqi President Barham Salih al-Zarfi on the 17th of this month to form a new government, after the former Prime Minister-designate Muhammad Tawfiq Allawi stepped down at the end of last month, after his failure to persuade the political blocs to support his cabinet and his government program. The next government will succeed the government of Adel Abdul Mahdi, who resigned on the first of last December, under the pressure of continuous popular protests since the beginning of last October.

Optimistic cautious offer of the ministerial cabinet within two weeks

Sunday, March 29, 2020

Baghdad / Muhannad Abdul-Wahab

A state of cautious optimism prevails in some political forces, with the ability of Prime Minister-designate Adnan Al-Zarfi to finish his government booth and present it to a vote before the House of Representatives during the next two weeks, explaining that the accelerated moves by the taxpayer and his dialogues with the various active political forces confirm the near completion of this file Although other groups cling to their positions rejecting the commission.

The deputy of the Alliance Alliance, Alaa Al-Rubaie, said in an interview with Al-Sabah: “The dispute within the Shiite house in the nomination of Adnan Al-Zarfi is due in part to the fact that the forces rejecting him feel his strength and are afraid of a prime minister who stands before its interests and privileges,” stressing that “ Al-Zarfi will announce his cabinet in the next two weeks.

In turn, member of the House of Representatives Naji Idris confirmed what his colleague Al-Rubaie went to saying that the House of Representatives may hold a session to vote on the new government during the next two weeks.

Idriss told Al-Sabah that during the next two weeks, the cabins of the Prime Minister-designate, Adnan Al-Zarfi, will be presented to a maximum of the House of Representatives, indicating that there are no problems in holding a voting session in case the Presidency of Parliament calls for it.

For his part, the deputy for the Alliance of Raiders of Riyad Al-Masoudi said: "The Prime Minister-designate has intensified his meetings and dialogues in the past two days, both with the Alliance of Forces and Speaker of Parliament Muhammad Al-Halbousi in the city of Fallujah and other meetings with ambassadors of various countries, in addition to his meeting with the United Nations envoy Janine Blackshart ".

Al-Masoudi added in an interview with “Al-Sabah” that “the two tribes in front of the Prime Minister-designate are the Al-Fateh coalition, which clearly announced its rejection of him, and the other obstacle is the Kurdistan Alliance, whether the National Union, the Democratic Party, or the Change Front, which stresses the need to maintain its strategic relations with Shiite political forces.

Al-Masoudi pointed out that if some of the main Shiite forces insist on rejecting the taxpayer then he will face difficulty in persuading the rest of the partners in the political process, noting that "this week will be decisive in proving Zarrafi's ability to persuade other political forces to pass his ministerial cabinet."

In the context, Deputy Chairman of the Parliamentary Legal Committee, Muhammad al-Ghazi, affirmed that "the constitutional period of the Prime Minister-designate has not ended, and there will be approximately 17 days left to complete his dialogues."

Al-Ghazi added, in a press statement, that "voting on the ministerial cabinet needs a regular quorum, as is the vote on laws," noting that "the only solution in light of the current economic and health crises is to accelerate the formation of a government with full powers, and the political blocs have to bear the responsibility Completely, either that Al-Zarfi apologizes if there is a real refusal for him and the President of the Republic submits another costly name, or that the constitutional deadline expires and the cabinet is passed or rejected. ”

Al-Ghazi said: “What we have noticed is that the Kurdish and Sunni blocs have no objection to taking over Zarafi, unlike what was at the time of the commissioner, Muhammad Tawfiq Allawi. To high-level understandings, because the situation in the country does not allow political polemics or tensions, but rather the exit of a strong government with which everyone stands to face challenges.
