25th March, 2020

Al-Nasr coalition representative Nada Shaker revealed, on Wednesday, that the prime minister in charge of forming the new government, Adnan Al-Zarfi, is approaching the end of negotiations with political forces, especially Shiites, over the formation of the government cabinet.

Shaker said in an interview reported to the "obelisk", that the issue of assigning Zarfi to form a government has become a reality, especially in light of the fact that the blocs did not agree on a certain figure to assume the position, stating that the refusal was not the personality of Zarfi, but the rejection of the mechanism and the principle on which Zarfi was assigned by President of the Republic Barham Salih.

She continued that the dialogues held by Al-Zrafi with the political blocs met with very great acceptance of these blocs, and in the event that he finished the process of persuading these blocs, then the process of forming the government may not take more than two weeks, according to her.

And she suggested that Al-Zarfi be able to complete the formation of his government and announce it within the next two weeks.

Al-Zarfi moves "individually" and succeeds in penetrating the Shiites

A source close to the Prime Minister-designate, Adnan Al-Zorfi, revealed today, Tuesday, that the latter managed to win the support of 100 members of the Iraqi parliament for the Shiite forces on the creation of movements that targeted deputies and not their alliances

On March 16th, the President of the Republic tasked Barham Salih, the head of the parliamentary victory bloc, Adnan al-Zarfi, to form the new government within 30 days

This mandate came after the "Seven Committee" of the Shiite forces failed to reach agreement on a specific candidate

Al-Zrafi faces rejection from prominent Shiite forces close to Iran, led by Hadi al-Amiri, the Al-Fateh coalition, and the State of Law coalition led by Nuri al-Maliki, and pushed it to form a new seven-party committee to choose an alternative to al-Zorfi

Al-Zorfi's move to persuade parliamentarians individually indicates his conviction that Shiite alliances and forces opposing his mandate cannot be won, especially since many view him as close to America while some describe him as a "client" of the United States

The source said in a statement singled out by Shafak News, that "Al-Zrafi began to move against the members of the House of Representatives from the Shiite forces, because he was close to them to be considered a deputy in Parliament

The source, who asked not to be named due to the sensitivity of the information, added that "the prime minister-designate gained through this movement 100 deputies from the Shiite forces, away from the approval of their parties and the heads of their political blocs

In addition, MP Al-Hikma Ali Al-Budeiri stressed the success of Al-Zarfi by obtaining the support of representatives away from the positions of their political blocs

Al-Badiri said to Shafaq News, "There are members of the House of Representatives who support al-Zorfi's assumption of the ministry without consulting the heads of their political parties and blocs

Al-Badiri confirmed by saying that some of the pro-Zarfi lawmakers are from the opposition blocs to assign him to head the government

And on the position of wisdom on assigning Zarfi, Al-Badiri said that "the problem with the wisdom bloc is on the method of choosing and assigning the prime minister, and not on the personality of Zarfi," stressing that "wisdom has not officially announced its position on Zarfi, and it is considered neutral to him

The mission was assigned to al-Zorfi after the former Prime Minister-designate Muhammad Tawfiq Allawi stepped down from the task of forming the government early this month after he failed to persuade the Kurds, Sunnis and some Shiite forces to give confidence to his cabinet

The new government will succeed Adel Abdul Mahdi's government, which was forced by unprecedented popular protests to resign in early December 2019

A member of the House of Representatives revealed the Kurdish future bloc, Sercut Shams al-Din, the most prominent of the Kurdish group's talks with the Prime Minister-designate Adnan al-Zorfi.

Shams al-Din said to the Iraqi News Agency (INA): "The Kurdish group consisting of representatives of all the Kurdish parties, with the exception of the two democratic parties and the National Union, continues its dialogues with the prime minister-designate."

He pointed out that "the dialogues focused on adhering to the provisions of the constitution, including Article 140, and commitment to the financial entitlements of the citizens of the region, and looking at them as Iraqis away from political and oil conflicts."

He continued, "The dialogues also dealt with resolving outstanding issues, including oil and revenue issues, and dealing with the Peshmerga as an Iraqi regular force in terms of salaries and benefits, as well as responding to the demands of the demonstrators and meeting their legitimate demands," noting that "the Kurdish Democratic Party and the National Union are discussing separately with Zarrafi and perhaps Their talks are about getting gains in his government. "

The victory coalition had confirmed earlier that the dialogues with the blocks opposed to the assignment of Adnan Zarfi are positive.

The MP revealed, on the authority of Al-Nasr Falah Al-Khafaji, to the Iraqi News Agency (INA) about "the presence of positive dialogues with the opposing blocs", suggesting that "the dialogues with these blocs will lead to positive results."
He pointed out that "there is no constitutional or legal violation in the candidacy of Adnan Al-Zarfi for the post of prime minister," noting that "the formation of the government will be soon."

Why do the pro-Iranian forces feel the "panic" of choosing Zarfi?

bqrocjzcaamxdth.jpg

25th March, 2020

Arab newspapers, paper and electronic, discussed the obstacles facing the Iraqi Prime Minister-designate Adnan Al-Zarfi in the way of forming a new government in the country

Some writers believe that the reason for the division of political forces over the nomination of Zarfi came as a result of the difference in loyalty of a number of the main Shiite forces in the country between Iran and America. While another group believes that the Shiite forces are considering their own interests and fear that the next government may try to hold them accountable

Iraq has seen demonstrations against the government since last October. These ongoing protests have so far pushed Iraqi Prime Minister Adel Abdul Mahdi to submit his resignation nearly two months after the start of the demonstrations

The "worst case" of the Iraqi Shiite house

"The conflict may continue between the Shiite forces in Iraq over the position of Prime Minister until the middle of this year, unless it is decided in an unexpected way, and perhaps whoever will settle it will be outside the game called the political process," Bahera Al-Sheikhly said in the London Arab newspaper

The writer added: "The strange thing is that the camp we call a Shiite divided itself into two loyalties, one of which is for America and the other is for Iran, and each section lends its brother its loyalty, because the pro-Americans want to exploit the Iraqi hatred of Iranian influence in their country and the devastation, killing and extermination they brought to them. While the pro-Iran wants to invest The anti-Americanism of the Americans, which invaded and occupied their country and created chaos and created ruin in all aspects. And she continued: "Any candidate for the post of prime minister will collide with the widespread popular rejection, as happened with Zarfi, whose mandate was contrary to the standards and attributes set by the protest and sit-in arenas

In the same vein, Khaled Alaiwi Al-Ardawi sees in the Iraqi newspaper Al-Alam that "in the shadow of a changing Middle East, and new rules of play among its major players, the Shiite political house in Iraq seemed at its worst; it is living a very big stalemate. The change that is taking place, and he still thinks, or wants to delude himself that everything in the region as it was previously, denying, or ignoring the reality of being allowed - in some way - for himself to become a part of the pressure of others, and also allowed his country to become an arena for liquidation Their accounts

He added: "You find that what makes matters worse is the fragmentation of their political decision in a shameful manner, and their positions divided sharply when dealing with the main issues of their country at the local and international levels

The writer continued: "Most of the division and conflict between the main Shiite forces in Iraq is due to the difference in their external loyalties and their frantic desire to gain more power and influence, the absence of exceptional leadership capable of bringing positions and imposing solutions, as well as the differences in their intellectual and ideological premises, the superiority of many of them and the lack of their sense and awareness To the needs of its people and transformations of its environment: local and regional, and perhaps - also - because many of its leaders are involved in files and issues that the law is accountable for

The "panic" of the forces loyal to Iran

Hamid Al-Kafaei, in the Voice of Iraq newspaper, asks: “Why did the Iraqi armed political forces loyal to Iran panic from the commissioning of Adnan Al-Zarfi to form the government? In the Shiite alliance, and the governor of the most important religious province they visit and claim affiliation

And the author replied: "Through a quick review of the history of these people, we know that they have never met for a national interest, but they meet, coordinate and cooperate to preserve their interests and the interest of Iran that sponsors and supports them. They fear that the next government, especially if it is backed internationally, will hold them accountable and reveal their thefts and crimes rightly." Iraqis and the disintegration of their militias through which they managed to control Iraq

Sarah Iyad Allawi calls for the dissolution of the popular crowd, and compulsory re-recruitment as a substitute for it!

Policy  ,   03/25 2020 12:04

38927.jpg?watermark=4

Baghdad-Iraq today:

Michael O'Hanlon, Senior Fellow at the Brookings Institution, and Sarah Iyad Allawi, daughter of the leader of the Al-Wefaq Movement, and responsible for the movement's youth file, presented a common vision about the shape of the perceived relationship between Iraq and the United States in the aftermath of the recent mutual attacks between American forces and factions.

According to the joint article published by American media, "Ohlanlon and Allawi are proposing to decision makers in the governments of the United States and Iraq, overcoming the tragic effects of the past, and proceeding to a balanced relationship based on mutual interests that the researchers affirm are numerous between the two parties."

The vision also offers proposals for the fate of the PMF fighters, and the nature of the American presence that the article proposes to be "specific and framed, and that no individual actions should be issued by the American forces, regardless of the level of provocation."

Article text:

The relationship between Iraq and the United States of America is in danger of collapse !? This cannot happen!

In order to achieve the security of the United States and the security of the Middle East, it is necessary for these two countries to step towards the alliance.

Sarah Allawi and Michael O'Hanlon

Does the United States and Iraq, the two states linked in the middle in the tragic war in which many mistakes have occurred over the past 17 years, have a future together?

As Iraq seeks to form a new government, its parliament is proceeding with a recommendation to expel the American forces present in the country following the killing of the Iranian mastermind Qassem Soleimani in early January. These tensions would be fueled again if the Americans and their allies move to take revenge for the recent missile attacks on March 13 against foreign forces in Iraq by Iranian-backed militias that killed two Americans and a British.

After the end of the week following those attacks, another round of attacks occurred, with the possibility of more American retaliatory response. The issue of partnership between the two countries appears to be at risk.

It would be sad if that partnership ended for the Iraqis, for the American presence is greatly beneficial as a counterweight to the Iranian and ISIS presence. The Americans also help in Iraqi domestic politics, especially with regard to sectarian divisions within the security forces. Likewise, the Iraqi Kurds, Shiites, and Sunnis have their own issues with the United States, but few consider Washington biased against them.

Under the leadership of generals Petraeus, Odierno, Austin and others, the Iraqi army and police were reformed during the period of the surge of US forces in 2007-08, making them effective across sectarian and geographical lines.

The Iraqi army was rebuilt only after the return of US forces in 2014, and the army melted mostly in the face of ISIS progress so that it could regain control of the areas controlled by the organization.

We have a special interest in Iraq’s success for the United States.

There are important reasons to maintain close partnership and help Iraqis defend their country. This became especially evident in 2014, when US President Barack Obama, after celebrating the withdrawal of all US forces from Iraq in 2011, was forced to return coalition forces to confront ISIS. Otherwise, the influx of refugees to Europe and beyond would have been far greater than what happened, and the major oil production centers near the Persian Gulf could have been exposed to a greater threat. ISIS and the Salafis associated with this organization still pose a threat to this day, even if they no longer have a presence in Iraq.

Moreover, if the Americans want to limit Iranian influence in the region, there is no better place to start this than the neighbor next door. Although most Iraqis share the same Shiite faith as Iran, the Iraqis are a proud people who do not wish to be subject to anyone. However, Iran's policies are very complex, whether that secrecy or the policy of force that it implements.

Iraqis can only maintain their true independence if they have other friends to help them do, and an effective political system too.

For the United States, which prefers to secure its fundamental interests in the Middle East, - the safe flow of oil, non-proliferation, the end of terrorism, and the protection of its main friends, such as Israel and Jordan - without the need to send large numbers of its forces back to the region, make the need for strong partners a necessity. .

To maintain the American presence in Iraq in the future, the rules of engagement between Baghdad and Washington should be clarified considerably, which is extremely important, and Iraq needs to do more to help protect American bases and other interests in the country. The United States also needs to restrict any unilateral use For military power to directly defend or hot pursuit of those who may have used fire on its forces.

Any other measures, no matter how justified (such as the events of March 13), should only take place after consultation and agreement between the two governments.

It is also necessary for the incoming Iraqi government and NATO to rethink the goals of the joint training program. One of the main goals should be not to place combat forces inside urban areas in cities. Rather, they should be located in rural areas in locations that enable them to confront external aggression, whether it comes from the south or east or from the west. And he left internal security matters to the federal police and local security agencies.

Preventive measures to strengthen the nation

. Compulsory recruitment can also be seen as a way to overcome sectarian tensions and build a strong national sense among the forces. It is also possible to encourage national unity by rejecting sectarianism, particularly appointments to government positions.

Some measures go beyond the security forces file, for example, passing fair and equitable energy laws (oil and gas laws) and dividing the returns that provide funds consistently in all of Iraq's provinces.

The high unemployment rate is also a big problem, and this was the main reason for the many demonstrations that started across Iraq last year, which can be reduced in several ways if implemented fairly, such as privatizing state-owned entities, especially if employees are allowed to own shares in them, and can The United States and others may be ready to help, including temporary financial assistance, if this is useful to accomplish this process.

Iraq cannot have multiple armies. The militias must be ended. Those who can fight can be recruited into the armed security services, especially those who should not be demobilized, but their fighters must be compensated and job opportunities provided.

Many of the steps mentioned above will benefit from US advice and limited quantities of technical and relief assistance, which Washington should provide and Baghdad should accept.

As the new Iraqi government rests in power, it is time for both Americans and Iraqis to breathe a sigh of relief and realize that, even if the last years and decades are difficult, we are united together better than dispersed.

The Seven Shia "fail to choose a replacement for Zarfi and form a delegation for the Kurds and Sunnis

5c9903531a74b5f53c2c6edda93d3770.jpg

24th March 2020

Member of the Fateh Parliamentary Bloc, Fadel Al-Fatlawi, announced on Tuesday the failure of the Seven Committee formed by the Shiite forces to come up with an alternative for the Prime Minister-designate Adnan Al-Zarfi.

Al-Fatlawi told Shafaq News that "the seven-party committee formed by the Shiite blocs ended its work without naming a person and assigning them instead of Zarfi to form the next government."

He added that "the Quartet's completion of its work came due to the withdrawal of the other representatives of the Alliance and the Wisdom Block from the membership of the committee."

Al-Fatlawi pointed out that "the Shiite blocs rejecting al-Zorfi will form a delegation to inform the Sunni and Kurdish blocs about their position on the assignment of al-Zarfi and the assumption of the presidency of the Iraqi government."

The head of the al-Hikma movement, Ammar al-Hakim, announced the withdrawal of the task of choosing the head of the new government, shortly after the announcement of the Alliance of Sadr Movement, which is close to the leader of the Sadrist movement, Muqtada al-Sadr, about the failure of the Shiite "Seven Committee" in charge of this matter.

And Al-Zarfi has less than 30 days to present his cabinet formation to parliament to give her confidence, but his mission will not be easy because he faces rejection from prominent Shiite forces close to Iran, headed by the Al-Fatah coalition led by Hadi Al-Amiri and the State of Law coalition led by Nuri al-Maliki.

And on Monday, Iraqi Prime Minister-designate Adnan Al-Zorfi warned that Iraq would face "international sanctions" during the coming period, while stressing that it would only proceed with the agreement of all parties and components.

Sadr complies with Iran and backs away from al-Zarfi support

%D8%A8%D8%A8-300x186.jpg

BAGHDAD - Shiite cleric Moqtada al-Sadr is about to bow to pressure from political forces loyal to Iran, seeking to replace Prime Minister-designate Adnan al-Zarfi with another character.

Political sources told Al-Arab that representatives of Sadr heard this week, for the first time, the options of other Shiite political forces regarding the potential replacements of Zarfi.

Although Sadrist representatives still see al-Zarfi as an important opportunity during the current stage of great international turmoil due to the global crisis of Corona, the mere fact that they are sitting to listen to a list of his replacements is a development that may harm his chances.

As of now, no representatives of Sadr have issued any public positions suggesting the possibility of abandoning Zarfi. But many indications suggest that the pro-Iranian Shiite political forces ’plan to politically surround Zorfi is achieving success.

And last week, the Iraqi President, Barham Salih, commissioned the former governor of Najaf, the leader of the victory coalition, Adnan al-Zarfi, to form a new government, after the seven Shiite forces in Iraq failed to agree on a specific candidate, and the end of the constitutional period for consultations without result.

Since Al-Zarfi’s mandate, Sadr has stood by President Saleh’s decision, in the face of a strict rejection by all the Shiite forces loyal to Iran, accusing Al-Zarfi of being a “boy” of the United States, where he spent several years before returning in 2003.

Until now, Al-Zarfi has not been able to start political negotiations to form his cabinet, despite the passage of nearly half of the constitutionally allocated period for this mission, which is one month.

Shiites close to Iran play President Barham Salih's card with the leader of the Kurdistan Democratic Party, Masoud Barzani.

The forces loyal to Iran say that President Saleh has overlooked the right of Shiite parties to monopolize the post of prime minister and assigned Zarfi, who does not have unanimous representatives of the component.

The “Arabs” learned that these forces delivered Barzani a message that included their willingness to discuss the idea of putting confidence in the President of the Republic as a punishment for him to nominate Zarafi, and to replace him with another person nominated by the Kurdistan Democratic Party, in exchange for refraining from supporting Zarrafi.

Despite the complex constitutional and legal barriers that hinder the position of the president, Shiite forces loyal to Iran believe that they have the necessary majority in parliament, in case large Sunni and Kurdish blocs join.

Barzani strongly wanted the position of the President of the Republic for one of his close associates, Fouad Hussein, who became Minister of Finance in the government of Adel Abdul Mahdi, but Barham Salih was the one who clinched the consensus.

This story almost caused a major political rift between Barzani and the Shiite forces, who came today to compensate the veteran Kurdish leader for what she described as his biggest mistake, which was to support Barham Salih.

Meanwhile, the victory coalition led by former Prime Minister Haider al-Abadi, to whom Zorfi belongs, acknowledged the existence of consultations to replace the designated prime minister, considering the matter a "constitutional violation".

The Victory Coalition said, “The ongoing dialogues regarding the nomination of a new candidate for prime minister indicate a clear constitutional violation, at the moment when the mandate is issued for the presidency of the Republic, which does not have the right to nullify the assignment and go to a new taxpayer before the end of the constitutional period,” indicating the need to “give the taxpayer his constitutional opportunity.” In compliance with legal contexts and national solidarity. ”

Political sources say that the leader of the State of Law coalition, Nuri al-Maliki, personally leads efforts to surround Zorfi, taking advantage of his extensive ties in the Shiite, Sunni and Kurdish circles.

It is not yet clear whether Al-Maliki is settling old personal accounts with Al-Zarfi or is it just an Iranian decision to confront Al-Zarfi.

Sources in the Union of Forces, the most prominent Sunni political force, led by Parliament Speaker Muhammad al-Halbousi, declined to comment on information indicating that the latter stipulated that al-Zarfi obtain the Shi'a consensus on his mandate, before sitting at the negotiating table to form the new government.

Al-Halbousi is classified among the parties that support the rise of Al-Zarfi, but his latest position, if the news that I talked about is true, will be of great concern to the Prime Minister-designate.

The Shiite parties, all of whom are loyal to Iran, appear at their weakest level and face a constitutional entitlement, which has long been overcome by what the joint Iranian-American will imposed on it as a fait accompli.

An Iraqi political observer considered that what the Shiite parties are seeking and they announce their refusal to nominate Al-Zarfi that every party wants to continue to obtain its share from the state without a decrease, which is not reassured by some because of his lack of contentment about what the next stage may hide from the changes In the balance of power, it may topple its interests or indulge them.

The observer ruled out the source of the objection being in Al-Zarfi’s personality, but rather in the manner in which he was nominated, which is believed to have been based on collusion between Muqtada Al-Sadr and Barham Saleh in order to narrow the screws on others.

The observer said in a statement to “Al-Arab” “because the basket of protesters has become empty, as a number of academic figures who have not previously worked in politics have been resorted to under the cover of nominating an independent, anonymous figure at the level of political bias to lead the next stage, which does not receive the lowest share Of success. ”

He added, "This measure is nothing but a pressure card on Zarrafi in order not to slip behind the speech calling for responding to the demands of the protesters and forming a government in which parties do not interfere in choosing their members." The observer mocked the constitutional timings and controls that were overlooked, stressing that the talk about the constitutional controls that have been breached by the President of the Republic is empty rhetoric. Therefore, the President’s position seems to be strong, while Al-Zarfi seeks to avoid passing through the minefields by dragging the parties to reveal About what you really want.

The Trump administration agrees with Congress to stimulate $2 trillion to counter the effects of Corona

19656.jpg

25th March, 2020

US President Donald Trump's administration has reached agreement with Senators on a massive economic stimulus bill to mitigate the impact of the Corona virus outbreak, negotiators said on Wednesday

The Senate will vote on the $ 2 trillion package later in the day, and the House is expected to vote on it shortly after that

"We will pass this legislation later today," said Mitch McConnell, leader of the Republican majority in the Senate, after negotiations between Democratic and Republican lawmakers, Treasury Secretary Stephen Mnuchin and other senior aides to Trump that took days

The text of the agreement is not due to be available until later on Wednesday

The stimulus package is expected to give the economy a boost by pouring massive aid, including $ 500 billion in financing, to help severely affected sectors through loans and a similar amount as direct payments to millions of US families, up to $ 3,000

Other items are expected to include $ 350 billion in loans to small businesses and $ 250 billion to expand unemployment assistance

Senate Democrat leader Chuck Schumer said the package would also include $ 100 billion for hospitals and health systems, along with additional funds to meet other healthcare needs

About $ 150 billion will be earmarked to help state and local governments fight the virus

In order for the stimulus agreement to become law, it must be approved by the Senate, where Republicans make up the majority and the House led by Democrats, and Trump signs it

The American Stock Exchange recorded the largest percentage gain since 1933

25th March, 2020

US stock indexes rose during trading on Tuesday, and its "Dow Jones Industrial" index recorded the largest percentage gains in one session since 1933.

The rise came after US lawmakers said they were close to reaching an agreement on an economic bailout package, which sparked some optimism in volatile markets due to the biggest selling wave since the financial crisis, amid fears of the effects of the spread of Corona.

The Dow Jones Industrial Average rose 11.37% to 20,704.91 points, while the broader Standard & Poor's 500 Index increased by 9.38%, recording 2,447.33 points. The Nasdaq Composite Index rose 8.12% to 7,417.86 points.

In a related development, US President Donald Trump called yesterday to reopen the American economy by the middle of next April, despite the growing cases of coronavirus infection in the United States, neglecting this pandemic, as he did in its early stages by simulating a seasonal flu.

For the first time I've ever noticed an ad popped up on my cell phone from a currency company stating they're buying a million dinar for 1,000 dollars. I've seen in the 7 and 8 hundreds but never a thousand. Wonder if that's because it's getting harder to get dinar even for currency sellers.

You know capitalism, supply and demand determines the price of things, but if true it is interesting they are paying that much. Could it be????
