The Prime Minister’s Adviser for Financial Affairs, Mazhar Muhammad Salih, confirmed that Iraq’s reserves with the Central Bank are high and reassuring at the present time.

Saleh said in a press statement, "The cash issue of the national currency is covered by ultra-high, stable and very strong."

He added, "The Iraqi monetary reserve is consistent with indicators of the so-called adequacy of reserves, as foreign reserves cover approximately 13-14 import months compared to the global scale by three months, so they are high and currently reassuring."

Saleh pointed out that "the central bank manages its reserves with high accuracy and according to internationally approved investment guidelines."

Despite international energy warnings, the central bank is able to secure salaries and cover debt

The Governor of the Central Bank of Iraq, Ali Al-Alaq, confirmed on Thursday the ability of Iraq to secure the salaries of employees and retirees and cover despite the great collapse in oil prices, while stressing that prices will not remain at this level.

"According to our preliminary indications, we will be able to cover external debts and salaries," Al-Alaq said in statements to Agence France-Presse and her follower / Maalouma. He added, "Oil prices will not remain at this level. We do not expect it to rise much, but it is sufficient to secure the required amounts.”

Al-Alaq explained that officials are still closely reviewing the draft 2020 budget, which is one of the largest Iraqi budget ever, amounting to about 164 trillion dinars.  Earlier, IEA chief Fatih Birol had warned that Iraq will face enormous economic pressures in light of the collapse of the oil price, while appealing to Iraqi officials to find urgent solutions.

Officials: The Iraqi financial crisis may make us borrow from the International Monetary Fund again

766.jpg

19th March, 2020

Between the fall in crude prices and political volatility, the shrinking international intentions to save it and the new Corona epidemic, Iraq stands on the brink of a financial catastrophe that could push it into austerity measures and re-renew popular anti-government protests

But officials seem strangely optimistic, which experts describe as a "denial" case given that an expected collapse in oil prices will cost Iraq two-thirds of its net income this year

Brent crude prices fell this week to $ 26 a barrel, the lowest level since 2003, in the wake of global oil demand affected by the outbreak of the Corona virus, and the price war between major producers Saudi Arabia and Russia

In contrast, the head of the International Energy Agency, Fatih Birol, says that Iraq, whose oil revenues constitute more than 90 percent of its revenues, will face "enormous economic pressures"

Iraq is the second largest oil producer in the "OPEC", and usually exports 3.5 million barrels per day

Iraq adopted in its draft budget for 2020 on an expected price of $ 56 a barrel. And with lower prices, Iraq’s net income will decrease by 65 percent this year, compared to last year, causing a monthly deficit of $ 4 billion dedicated solely to paying salaries and maintaining government business continuity

Birol points out that "in the current crisis, Iraq will suffer to exceed oil revenues of $ 2.5 billion per month," calling on officials to find "urgent solutions." This prediction is based on the price of $ 30 a barrel before the recent decline

Ways to reduce costs

On the other hand, senior Iraqi officials say to Agence France-Presse that the ministries of finance and oil, the Iraqi Central Bank and state-owned banks are looking at ways to cut costs and find financing

The Governor of the Central Bank of Iraq, Ali Al-Alaq, explains to the agency that "there is some concern, but it is not severe"

"I think oil prices at this level will not last long. We don't expect big spikes, but at the level that secures the required volume he says

Al-Alaq believes that officials are still closely reviewing the draft 2020 budget, which is one of the largest budgets of Iraq at around 137 billion dollars

Over 75 percent of it is earmarked for salaries and other costs, with the remainder being spent on capital investments

Total salaries jumped from $ 36 billion in 2019 to $ 47 billion this year, after 500,000 new employees were hired to appease the rising street for months

The government employs about four million Iraqis, pays three million of them, and welfare for a million employees

The relationship explains that "based on our preliminary indicators, we will be able to cover external debt and salaries", and reduce the benefits and services that "lack economic efficiency But eliminating any benefits in a time of global economic downturn could put people back on the streets with even greater momentum

He points out that other options include recovering "trillions" of the Iraqi dinar from accounts in state-owned banks, as the ministries have stored years of surplus funds, issuing bonds to people and rescheduling internal debt payments

The central bank governor added that new talks are also underway with the International Monetary Fund, but with the absence of a budget and the formation of a new government, it appears that it will not bear fruit

The government does not plan to devalue the currency, obtain new foreign loans, or stop payments to international oil companies, which are worth $ 1 billion a month

Al-Alaq was optimistic that the pressures would push the government to introduce long-awaited financial reforms, saying that "a blow that does not break your back will strengthen you"

Not optimistic

On the other hand, some officials openly admit that they do not share the optimism of the relationship

A senior Iraqi adviser describes the situation as a "serious crisis", while another says that it will be impossible to reduce the budget in a country that TI ranked 16th on the list of the most corrupt countries in the world

Some ministers oppose cuts because it will penetrate their patronage networks," the chancellor says. He adds that the government assumes that oil prices will return to normal within two months, which the International Energy Agency did not expect

In a related context, Ahmed al-Tabaqshali of the Iraq-based Institute for Regional and International Studies notes that "putting the head in the sand is not politics. Although Iraq faced a collapse in prices in 2014 and 2016, it did not witness the current significant decline in global demand, especially from China afflicted by the virus, the main importer of Iraq

Reliance on the international community is less permanent than it was in 2014, when world powers were eager to help Iraq fight ISIS

Tabkashli says that Iraq may have to resort to reserves worth about $ 60 billion to cover the deficit, but it will inevitably have to reduce salaries and perhaps borrow internationally

Even if the markets eventually stabilize, Iraqi oil will struggle to compete with the abundant Saudi product

So Tabaqli considers that "there are painful adjustments that we need to make now, not leave them to our grandchildren

traump-9922.jpg

19th March, 2020

US President Donald Trump announced on Thursday that the Food and Drug Administration has reduced the production of a coronavirus vaccine from months or years to days.

"We are making continuous efforts to completely eradicate the Chinese virus - the Corona virus - and directed the US Food and Drug Administration to remove any obstacles to efforts to produce an effective treatment for the virus," Trump told a news conference. "Within weeks, we will announce success in the Coronavirus vaccine, and we have agreed to use malaria to treat the virus," he said.

International report warns: Iraq on the brink of financial disaster and the state in a state of "denial"

Localities 03/1920 20:58 1771

Baghdad today - Baghdad

A government source confirmed, on Thursday (March 19, 2020), that the salaries of state employees are fully insured, and has nothing to do with the prohibition of preventive roaming to limit the spread of the Corona virus emerging as Covid-19.

The source said in an interview singled out (Baghdad today), that "next Tuesday there will be an official permanence for the state institutions, therefore there is no problem in the issue of salary payment for the next month," noting that "there is enough time in front of the Ministry of Finance to pay the salaries of employees."

He added, "In the event that the curfew is definitely extended, the finance will work through the electronic payment unit, at the time of which to download the salaries of employees in their accounts and agree with the government on a specific mechanism to allow employees to go out for a few hours to receive their salaries."

He stressed that "the Ministry of Finance is obligated to secure the process of paying the salaries of employees even if the curfew continues," noting that "the central bank has nothing to do with paying salaries, but rather it interferes as a mediator in order to get rid of the issue of paying salaries cash and transferring them to electronic payment."

And social media reported, news that, the electronic payment units in banks in Baghdad and the rest of the provinces are suspended because of the curfew, and that all salary files are in the electronic payment system and need the approval of the central bank to launch it, and in the event that the curfew is extended in Baghdad, it does not take place. Activation for any bank.

In a related matter, the Governor of the Central Bank of Iraq, Ali Al-Alaq, confirmed today, Thursday, the ability of Iraq to secure the salaries of employees and retirees and cover despite the great collapse in oil prices, while stressing that prices will not remain at this level.

Al-Alaq said in a press statement, that "based on our preliminary indicators, we will be able to cover external debt and salaries," stressing that "there is some concern, but it is not acute."

He added, "Oil prices will not remain at this level. We do not expect it to rise much, but it is sufficient to secure the required amounts. ”

Al-Alaq explained, "Officials are still closely reviewing the draft 2020 budget, which is one of the largest Iraqi budget ever, which amounts to about 164 trillion dinars."

The member of the Parliamentary Finance Committee, Ahmed Al-Hajj Rashid, had stated earlier, that what Iraq needs for one month's salary according to the allocations of the 2019 budget, which is 358.2 billion three trillion five hundred and eighty two billion dinars.

He added: "If we calculate the salaries according to the allocations for 2020, which amount to (4400) four trillion and four hundred billion dinars, it means that we need about (2200) (two trillion and two hundred billion) additional dinars."

Politics 03/1920 21:22 1388

Baghdad today - Baghdad

Member of the Parliamentary Health Committee, MP Faleh Al-Ziyadi, on Thursday (19 March 2020), called for an immediate and urgent implementation of the emergency law and martial law in the country to confront the threat of the emerging Corona virus Covid-19.

Al-Ziyadi said to (Baghdad today) that "Iraq is currently facing an existential challenge represented by (Corona) virus, because infection rates with the virus are increasing."

He continued, "If the casualties rise to certain levels, we will witness the end of the state's existence, and we enter into prohibitions because the state's health capabilities are modest and cannot be compared with developed countries, which are now suffering from a great disaster."

"I call for the declaration of a state of emergency and martial law in accordance with the National Safety Law No. 4 of 1965 and in accordance with the contents of the Iraqi constitution, due to the lack of cooperation of citizens and their unfortunately being affected by the measures of the crisis cell regarding the prevention of human gatherings and failure to respect the orders issued by them, especially adherence to the contents of the curfew."

Al-Ziyadi indicated that "his call to impose emergency comes in order to protect the Iraqis from (a great danger threatening Iraq), and to allow more powers for the government to manage the crisis, especially the file of financial powers and not to adhere to laws that give high flexibility in dealing with the epidemic," noting that " The necessity of applying the emergency, even partially and for a specific period, to prevent Iraq from slipping into the taboo.

He warned that "the behavior of individuals in all governorates with the (Corona) virus crisis was not up to the level of ambition, and human communities are still standing, which makes us in a difficult and extremely complex situation that requires taking more measures to protect Iraq from a pandemic that leads us to the unknown."

Earlier in the day, the Iraqi Ministry of Health announced the registration of 11 new cases of the Corona virus in Baghdad and a number of provinces, while noting that no deaths had been recorded today.

The ministry said in a statement received (Baghdad today), "The laboratories of the Ministry of Health and Environment conducted 123 models of suspected cases in hospitals in different governorates."

She added that "the positive results (new injuries) were 11 cases distributed as follows: - (3 cases in Rusafa, one case in the city of medicine, and the Najaf Governorate recorded one case, Basra one case, Al-Diwaniya one case, and Muthanna one case, and one middle case, And Karbala recorded two cases. ”

The ministry explained, according to the statement, that“ the total number of injuries throughout Iraq reached 177, recovery cases 49, and 12 deaths. ”

Earlier in the day, the Minister of Health, Jaafar Sadiq Allawi, demanded to tighten the curfew measures on vehicle traffic in Baghdad and the provinces.

Allawi said in a statement received (Baghdad today), that he "demands the leadership of Baghdad operations and joint operations in all governorates to implement the curfew strongly and deal firmly with those who are trying to break it."

The statement added that "the ministry detected significant violations of the decision to prohibit roaming through the movement of taxis and not to close some shops."

He added that "these violations affect the health of citizens and the transmission of the virus."

The virus kills three Iranians every hour .. Iranian official: We will suffer heavy losses if we do not control the Corona in two weeks

%D8%A7%D9%8A%D8%B1%D8%A7%D9%86-9-300x157

Ali Reza Raisi, assistant to the Iranian Minister of Health, said that his country would suffer heavy losses if it did not control the new Corona virus (Covid-19) within two weeks.

Meanwhile, Iranian Deputy Minister of Health Erg Hariri revealed that three Iranians die and 43 others become infected with the virus every hour.

Haririji, who started his work in the committee to fight the spread of the virus after recovering from infection, invited Iranian citizens to stay in their homes during the Iranian New Year holiday (Nowruz).

"If we do not control the virus within a maximum of 15 days, then this requires that we fight for another two months, and then we will suffer very great losses," Ali Reza Raisi said in statements he made on Wednesday.

He added, during his participation yesterday in a closed-circuit television meeting with a number of deans of Iranian medical colleges to discuss ways to deal with the virus, he had benefited from medical examination so far, 22 million and 500 thousand people, in the context of the national mobilization to confront the virus.

The Iranian Ministry of Health announced earlier that the number of people who died from the virus was close to 1135 until Wednesday noon, while 17,361 cases were recorded.

On the other hand, Iranian state television reported on Wednesday that the Supreme Leader of the Republic, Ali Khamenei, would pardon 10 thousand prisoners, including political prisoners, on the occasion of Nowruz.

Iran has temporarily released about 85,000 people from prisons, including political detainees, as part of measures to tackle the Corona epidemic.

President Hassan Rouhani defended his government's handling of the epidemic despite not having imposed a comprehensive closure, as Iran is among the countries that recorded the highest number of epidemic deaths outside of China, from which the virus spread at the end of last December.

The Chinese authorities apologized, Friday, to the family of the late Chinese doctor Li Wenliang, who was reprimanded and accused of spreading false information about the spread of a dangerous virus (SK) in Wuhan, China.

On Friday, the Chinese authorities apologized to the family of the late Chinese doctor Li Wenliang, who was reprimanded and accused of spreading false information about the spread of a dangerous virus (SK) in Wuhan, China. The Disciplinary Council of the Communist Party of China stated that an official apology was made to the doctor’s family, withdrawing the statement of reprimand and arresting him, noting that disciplinary sanctions were issued to two police officers who were overseeing the investigation process.

The council pointed out that the police mishandled the case, did not follow proper procedures and violated the law. Chinese police summoned 34-year-old young eye doctor Li Wenliang, accusing him of spreading false information about the virus. It is reported that Li Wenliang warned his colleagues against an outbreak of a dangerous virus that he feared was SARS, and called on his colleagues to take the necessary precautions. After that, the Chinese authorities then sent him a reprimand, and asked him not to publish information about the virus.

On February 6, Li Wenliyang died of a coronavirus infection, which he was transferred to while he was treating patients in the central hospital in Wuhan, China. The virus first appeared in Wuhan, central China, on December 12, 2019. As of Thursday evening, Coruna had infected 244,526 people in 177 countries and territories, including more than 10,000 deaths, most of them in China, Italy, Iran, Spain and South Korea. Germany, France, and the United States.
