The Prime Minister’s Adviser for Financial Affairs, Mazhar Muhammad Salih, confirmed that Iraq’s reserves with the Central Bank are high and reassuring at the present time.

 

Saleh said in a press statement, "The cash issue of the national currency is covered by ultra-high, stable and very strong."

He added, "The Iraqi monetary reserve is consistent with indicators of the so-called adequacy of reserves, as foreign reserves cover approximately 13-14 import months compared to the global scale by three months, so they are high and currently reassuring."

Saleh pointed out that "the central bank manages its reserves with high accuracy and according to internationally approved investment guidelines."

The Governor of the Central Bank of Iraq, Ali Al-Alaq, confirmed on Thursday the ability of Iraq to secure the salaries of employees and retirees and cover despite the great collapse in oil prices, while stressing that prices will not remain at this level.

"According to our preliminary indications, we will be able to cover external debts and salaries," Al-Alaq said in statements to Agence France-Presse and her follower / Maalouma. He added, "Oil prices will not remain at this level. We do not expect it to rise much, but it is sufficient to secure the required amounts.”

Al-Alaq explained that officials are still closely reviewing the draft 2020 budget, which is one of the largest Iraqi budget ever, amounting to about 164 trillion dinars.  Earlier, IEA chief Fatih Birol had warned that Iraq will face enormous economic pressures in light of the collapse of the oil price, while appealing to Iraqi officials to find urgent solutions.

Iraq is the second largest oil producer in the "OPEC", and usually exports 3.5 million barrels per day

Ways to reduce costs

A government source confirmed, on Thursday (March 19, 2020), that the salaries of state employees are fully insured, and has nothing to do with the prohibition of preventive roaming to limit the spread of the Corona virus emerging as Covid-19.

The source said in an interview singled out (Baghdad today), that "next Tuesday there will be an official permanence for the state institutions, therefore there is no problem in the issue of salary payment for the next month," noting that "there is enough time in front of the Ministry of Finance to pay the salaries of employees."

He added, "In the event that the curfew is definitely extended, the finance will work through the electronic payment unit, at the time of which to download the salaries of employees in their accounts and agree with the government on a specific mechanism to allow employees to go out for a few hours to receive their salaries."

He stressed that "the Ministry of Finance is obligated to secure the process of paying the salaries of employees even if the curfew continues," noting that "the central bank has nothing to do with paying salaries, but rather it interferes as a mediator in order to get rid of the issue of paying salaries cash and transferring them to electronic payment."

And social media reported, news that, the electronic payment units in banks in Baghdad and the rest of the provinces are suspended because of the curfew, and that all salary files are in the electronic payment system and need the approval of the central bank to launch it, and in the event that the curfew is extended in Baghdad, it does not take place. Activation for any bank.

Member of the Parliamentary Health Committee, MP Faleh Al-Ziyadi, on Thursday (19 March 2020), called for an immediate and urgent implementation of the emergency law and martial law in the country to confront the threat of the emerging Corona virus Covid-19.  

Al-Ziyadi said to (Baghdad today) that "Iraq is currently facing an existential challenge represented by (Corona) virus, because infection rates with the virus are increasing."

He continued, "If the casualties rise to certain levels, we will witness the end of the state's existence, and we enter into prohibitions because the state's health capabilities are modest and cannot be compared with developed countries, which are now suffering from a great disaster."

"I call for the declaration of a state of emergency and martial law in accordance with the National Safety Law No. 4 of 1965 and in accordance with the contents of the Iraqi constitution, due to the lack of cooperation of citizens and their unfortunately being affected by the measures of the crisis cell regarding the prevention of human gatherings and failure to respect the orders issued by them, especially adherence to the contents of the curfew."

Al-Ziyadi indicated that "his call to impose emergency comes in order to protect the Iraqis from (a great danger threatening Iraq), and to allow more powers for the government to manage the crisis, especially the file of financial powers and not to adhere to laws that give high flexibility in dealing with the epidemic," noting that " The necessity of applying the emergency, even partially and for a specific period, to prevent Iraq from slipping into the taboo.

He warned that "the behavior of individuals in all governorates with the (Corona) virus crisis was not up to the level of ambition, and human communities are still standing, which makes us in a difficult and extremely complex situation that requires taking more measures to protect Iraq from a pandemic that leads us to the unknown."

Earlier in the day, the Iraqi Ministry of Health announced the registration of 11 new cases of the Corona virus in Baghdad and a number of provinces, while noting that no deaths had been recorded today. 

The ministry said in a statement received (Baghdad today), "The laboratories of the Ministry of Health and Environment conducted 123 models of suspected cases in hospitals in different governorates." 

She added that "the positive results (new injuries) were 11 cases distributed as follows: - (3 cases in Rusafa, one case in the city of medicine, and the Najaf Governorate recorded one case, Basra one case, Al-Diwaniya one case, and Muthanna one case, and one middle case, And Karbala recorded two cases. ”

The ministry explained, according to the statement, that“ the total number of injuries throughout Iraq reached 177, recovery cases 49, and 12 deaths. ”

Earlier in the day, the Minister of Health, Jaafar Sadiq Allawi, demanded to tighten the curfew measures on vehicle traffic in Baghdad and the provinces. 

Allawi said in a statement received (Baghdad today), that he "demands the leadership of Baghdad operations and joint operations in all governorates to implement the curfew strongly and deal firmly with those who are trying to break it." 

The statement added that "the ministry detected significant violations of the decision to prohibit roaming through the movement of taxis and not to close some shops."

He added that "these violations affect the health of citizens and the transmission of the virus."

Ali Reza Raisi, assistant to the Iranian Minister of Health, said that his country would suffer heavy losses if it did not control the new Corona virus (Covid-19) within two weeks.

Meanwhile, Iranian Deputy Minister of Health Erg Hariri revealed that three Iranians die and 43 others become infected with the virus every hour.

Haririji, who started his work in the committee to fight the spread of the virus after recovering from infection, invited Iranian citizens to stay in their homes during the Iranian New Year holiday (Nowruz).

"If we do not control the virus within a maximum of 15 days, then this requires that we fight for another two months, and then we will suffer very great losses," Ali Reza Raisi said in statements he made on Wednesday.

He added, during his participation yesterday in a closed-circuit television meeting with a number of deans of Iranian medical colleges to discuss ways to deal with the virus, he had benefited from medical examination so far, 22 million and 500 thousand people, in the context of the national mobilization to confront the virus.

The Iranian Ministry of Health announced earlier that the number of people who died from the virus was close to 1135 until Wednesday noon, while 17,361 cases were recorded.

On the other hand, Iranian state television reported on Wednesday that the Supreme Leader of the Republic, Ali Khamenei, would pardon 10 thousand prisoners, including political prisoners, on the occasion of Nowruz.

Iran has temporarily released about 85,000 people from prisons, including political detainees, as part of measures to tackle the Corona epidemic.

President Hassan Rouhani defended his government's handling of the epidemic despite not having imposed a comprehensive closure, as Iran is among the countries that recorded the highest number of epidemic deaths outside of China, from which the virus spread at the end of last December.
