His nomination comes at an especially tumultuous time for Iraq, which has been battered by almost six months of street protests, collapsing oil prices, the novel coronavirus outbreak and the renewed rocket attacks which Washington blames on pro-Iranian forces.

A senior government source told AFP that political factions had intensely debated names for days, seeking a "non-confrontational" figure in an attempt to preserve the status quo.

 

Iraq has since 2003 been governed under a sectarian power-sharing system characterised by intense horsetrading between sects and parties.

 

An earlier nominee, Mohammad Allawi, had failed to form a cabinet by March 2, triggering a new 15-day deadline for Saleh that was set to end late Tuesday.

 

- Rockets hit base -

 

The president's announcement came just hours after a new pre-dawn rocket attack targeted foreign troops stationed in Iraq.

Two rockets hit the Besmaya base about 60 kilometres (40 miles) south of Baghdad, according to the Iraqi military, the US-led coalition and NATO, all of which have forces stationed there.

 

The Iraqi military made no mention of casualties and a NATO press officer told AFP none of its forces were hurt.

The past week has seen a renewed spike in rockets hitting Iraqi bases hosting foreign forces, with three coalition troops killed on March 11 in an attack on the Taji airbase, which was targeted again on March 14.

There have been 24 rocket attacks on the US embassy in Baghdad or bases where foreign troops are deployed since late October, killing a total of three American military personnel, one British soldier and one Iraqi soldier.

 

None of the attacks have been claimed, but Washington has blamed Kataeb Hezbollah, an Iran-backed faction in the Hashed al-Shaabi, a military network that has been incorporated into the Iraqi state's armed forces.

 

The US bombed Kataeb Hezbollah weapons depots across Iraq in December and again last week in retaliation.

It also killed Iranian general Qasem Soleimani and the Hashed deputy chief in a drone strike in January, sparking deep anger and retaliatory missile attacks from Iran.

 

Iraq's parliament, which sees the US strikes as a violation of its sovereignty, has voted to oust all foreign forces -- but the paralysis gripping the political class has slowed the implementation of the decision.

Amid the political turmoil, Iraq is struggling to curb the impact of the coronavirus.

According to an AFP toll compiled from medics, the COVID-19 illness is known to have caused 12 deaths in Iraq and infected another 133 people.

 

Baghdad will enter into a six-day curfew at 11pm (2000 GMT) on Tuesday, as more than half of Iraq's provinces have also announced individual curfews of varying lengths.

 

All flights into and out of the country have been suspended until March 24.

The country's top Shiite cleric Grand Ayatollah Ali Sistani announced Tuesday he was banning all group prayers in the Shiite-majority country.

Anyone who dies of the new viral strain would be considered a "martyr", Sistani's office said.

The public health crisis comes after nearly six months of street protests demanding the ouster of a ruling class widely seen as corrupt, inept and beholden to neighbouring Iran.

 

The popular rallies in Baghdad and the Shiite-majority south have been almost totally eclipsed by recent developments, but violence against protesters has continued.

 

Late Monday, a protester died in Baghdad after being shot with a hunting rifle, medics told AFP.

More than 550 people have been killed in protest-related violence since late October.

ERBIL (Kurdistan 24) – Iraqi President Barham Salih on Tuesday appointed the former governor of Najaf, and the current leader of the Al-Nasr coalition, Adnan Al-Zarfi, to form the transitional government in Iraq.

On Feb. 1, Salih designated Mohammed Tawfiq Allawi, who previously served as Iraq’s minister of communication, to be an interim leader of the government.

However, Allawi failed to form his government due to differences among political factions as he appeared to sideline the Kurdish and Sunni leadership and picked what he claimed were “independent” nominees for his cabinet.

According to the Iraqi Constitution, Zarfi has one month to form his cabinet, at which point the national parliament would hold a vote to approve him as prime minister and his picks to lead a new government.

Zarfi would act as interim prime minister and plan early legislative elections, a popular demand of protesters, among others.

A local source told Kurdistan 24 that Zarfi, who leads the Al-Nasr bloc in the Iraqi Parliament, is considered a “consensual” candidate, noting that Salih invited Zarfi to the presidential palace on Monday.

Zarfi also faces opposition from pro-Iranian blocs and factions, including Asaib Ahl al-Haq, who stated on Monday evening that his designation is a “conspiracy devised in the dark.”

Iraq has witnessed a political gap for over three months now after Adil Abdul Mahdi turned in his resignation as Iraqi prime minister amid a security forces-led deadly crackdown of widespread anti-government demonstrations.

Over 600 people have died, and thousands more injured as anti-government protests across parts of central and southern Iraq broke out in October 2019.

Protesters call for an end to the public’s economic woes and a complete governmental overhaul amid shortages of public services, high rates of unemployment, and chronic institutional corruption.

SULAIMANI — Iraq’s president named little-known former regional governor Adnan al-Zurfi as prime minister-designate on Tuesday (March 17) in another bid to overcome months of unrest and deadlock, but powerful Shia blocs quickly lined up to reject his nomination.

Zurfi now has 30 days to try and form a government which must then survive a vote of confidence in Iraq’s deeply divided parliament, according to Reuters.

He is the second man chosen to succeed Adil Abdul Mahdi, who resigned as prime minister in November amid mass anti-government protests. The next candidate, Mohammed Allawi, quit on March 1, accusing parties of obstructing him.

Lawmakers told Reuters that President Barham Salih had named Zurfi only after larger rival Shia political parties failed to agree on one candidate.

Some of those same groups rounded on the new candidate, who is head of the small Nasr parliamentary group of former prime minister Haider al-Abadi, a US ally.

“We hold the president fully responsible for the repercussions of these provocative steps,” read a statement from the Fateh alliance, which represents mostly Iran-backed Shia militia leaders in parliament.

“He’s an American joker and we reject him”, said Hassan Salim, a lawmaker from Asaib Ahl al-Haq Iranian-backed group which the United States designated as a terrorist organization in January.

Zurfi lived in the United States as a refugee in the 1990s after fleeing the regime of Saddam Hussein and is seen as a comparatively secular figure in a country long dominated by sectarian parties.

After Saddam’s overthrow, he served as governor of the predominantly Shia Najaf province during the US occupation.

Zurfi will have to deal with both the powerful Iran-backed groups and with protesters who have been camping out for months, demanding an overhaul of the whole political elite.

President Salih called on Zurfi to work on holding “early fair elections” and to meet protests’ demands.

Hours before the nomination, two rockets fell inside Basmaya military camp to the south of Baghdad, which houses US-led coalition troops, without causing any damage or injuries.

I would like here to extend my gratitude and appreciation to the President of the Republic, Dr. Barham Salih, for this mandate. I also express gratitude to the leaders of the political blocs and members of the House of Representatives who gave us their confidence to carry out the tasks of the next stage.

Thank you for the reference that proved that it is with the aspirations of the Iraqi people in all its categories since the fall of the former regime and until now, and in the most critical circumstances it was a support for the people and the Iraqi state, whether in its support or criticism and its correction of the march.

I also pay great tribute and appreciation for the heroism and sacrifices of my brothers and brothers who have been stationed for months in the sit-in and pretend their peaceful movement for change and demanding legitimate rights to build a state of institutions. And I pay homage to the souls of the martyrs and honor the blood of the wounded, peaceful demonstrators and our armed forces, who have taken away their lives and blood to attain the free and dignified life that dear Iraq deserves and befit the spare Iraqis.

And keen on us to fulfill the responsibility entrusted to us and to confirm the honor of duty that we have been blamed for, we will strive and do all that must be done in order to achieve the following:

1- Prepare for free, fair, and transparent elections, in cooperation with the United Nations' representative operating in Iraq, within a maximum period of one year of forming the next government. And provide all requirements of logistical support to the High Electoral Commission, and to ensure the provision of appropriate climates for the conduct of the upcoming elections.

2- Giving greater effort to confront the danger of the Corona pandemic, strengthening and supporting the crisis cell in all its joints, and following the scientific contexts currently in force in the developed world, and urgently to protect our people from this threat that today threatens the entire world. Our prayers are for God to protect our people and the general human community from this epidemic.

3- Urgently sending the budget for the year 2020 to the House of Representatives for approval. And that is after reviewing the possibility of increasing revenues, especially non-oil from them, and reducing unnecessary spending to address the fiscal deficit, and taking the necessary steps to address the consequences of the sharp drop in oil prices.

4- Working to confine arms in the hands of the state, eliminating all armed manifestations, extending the authority of the state, and promoting the restoration of complete civil peace and coexistence between all of all their diversity and diversity, all equally and without discrimination.

8- Returning the displaced and displaced to their cities and villages, and providing safe livelihoods and decent life requirements.

9- Firmly tackling the rampant corruption in the ministries of the state and the various institutions and cutting off the perpetrators of corruption, and ensuring their prosecution and the recovery of looted funds.
