A deputy from the Patriotic Union of Kurdistan bloc said today, Friday, that the date for the first session of the next legislative term has not been decided.

Representative Hassan Ali said in a press statement that "the council has not yet decided the date for the first session of the new legislative term, noting that the extraordinary session that was held to vote on the government of Tawfiq Allawi was within the current legislative recess." Alli added that "the legislative holiday will end next Monday 9-3-2020, noting that the new Corona Virus may postpone the holding of parliament sessions if its spread is not controlled." The civil defense teams had implemented a campaign to disinfect and sterilize the parliament building to prevent the spread of the Corona virus inside it.

It is noteworthy that the government crisis cell revealed today that "the number of cases infected with 38 Corona virus and two died after examining more than 400 suspected cases." It is noteworthy that the Reuters news agency reported that the number of people infected with the Corona virus globally exceeded 100,000.

By stopping trade and moving to reduce oil production ... the actual impact of "corona" on the Iraqi economy!

Friday 06 March 2020

Private: I wrote - Nashwa El-Hefny:

The effects of the “Corona” virus began to cast an actual shadow on the Iraqi economy, forcing “Iraq” to take measures to stop commercial lines and close commercial outlets, so the official Iraqi News Agency quoted the “Border Ports Authority” in “Iraq” as saying that it would stop the trade exchange between "Iraq" and its two neighbors, "Iran" and "Kuwait", for a week, starting from the eighth of March 2020, due to concerns about the virus "Corona".

The Border Ports Authority added that Iraqis currently in "Iran" will be allowed to enter "Iraq", until March 15 this year.

The death of the first two cases in Iraq ..

Yesterday, two Iraqis died from the new Corona virus, one in the Kurdistan Region and the other in Baghdad, in the first two deaths recorded in "Iraq", according to health officials.

A spokesman for the Sulaymaniyah Health Department announced the death of a 70-year-old man with the new Corona virus.

And quoted, "Agence France-Presse," the doctor, "Ayad Naqshbandi," as saying: "A man (70 years) died, after his health deteriorated due to infection with the Corona virus."

The man, an imam of the mosque in the city of "Sulaimaniya", was subject to quarantine before his death, according to the spokesman.

In "Baghdad", the "Ministry of Health" later announced in a statement that the death of a person who had contracted the virus in the Iraqi capital, pointing out that he was suffering from "a lack of immunity."

The authorities are taking strict health measures to prevent the spread of the epidemic, especially in the Shiite holy places of destination, especially Iranian visitors.

A decision to ban gatherings ..

And the governor of Sulaymaniyah, "Haval Abu Bakr", during a press conference, on Wednesday, issued an order to prevent any rallies and the holding of football matches on the county stadiums without an audience.

The “Dar Al Ifta” in the province of “Sulaymaniyah” has also announced the suspension of the performance of congregational prayers and Friday prayers until further notice.

The authorities have recorded more than 30 cases (Covid-19), including 30 Iraqis returning from "Iran," according to a spokesman for the Ministry of Health doctor, Saif Al-Badr.

And yesterday, "Al-Badr" announced the discovery of 31 cases of this disease, one of which was an Iranian student who left "Iraq", the country next to "Iran", which is among the countries most affected by the epidemic.

And "Iran" announced the discovery of 2336 confirmed cases of the virus and 77 deaths.

Amid growing concern in the country, the government issued, last Wednesday, an order to close cafes, cinemas, schools, universities and other public places until March 7 in an attempt to contain the disease.

Preventing the travel of citizens ..

The governmental committee also decided to prevent citizens from traveling to "China, Iran, Japan, South Korea, Thailand, Singapore, Italy, Kuwait and Bahrain", while prohibiting entry for non-Iraqis traveling from "Bahrain and Kuwait".

And previously, "Iraq" to prevent entry of foreign travelers from "Iran and China."

The Ministry of Health advised citizens not to approach large gatherings, prohibited gatherings in public places for any reason, and asked the relevant authorities to take the necessary measures to implement this. The move could be a blow to anti-government protesters who have been gathering in "Baghdad" and southern "Iraq", since October 2019.

It is a real crisis for the 2020 budget.

On the extent of the impact of "Corona", the advisor to the Prime Minister, Abdel Hussein Al-Hanin, confirmed yesterday that "Corona" may constitute a real crisis for the 2020 budget.

Al-Hanin said, in an interview with (Alsumaria News): “Because of the global crisis over the Corona virus, there is a decline in oil prices that may constitute a real crisis for the Iraq budget for 2020, given that it should be designed on more than 55 dollars per barrel and now the prices It is less than 50 dollars and these numbers are alarming.

Al-Hanin added that it is the duty of the “government to adjust and adapt its revenues according to the new data;

Prices of "oil" decreased since the beginning of the year; after the Corona virus damaged the global economy, the virus spread in China, in the second largest economy in the world, and then spread to many countries of the world.

The deficit persists with the fixed quantities of oil exported.

In the same context, the financial advisor, Kamal Al-Basri, painted a bleak picture of what the Iraqi economy could be during the past years, expecting the big deficit in the public budget to continue even if the quantities of “oil” exported are fixed; and non-oil revenues increase.

The scenarios of revenues, expenditures and deficits ..

"Al-Basri" assumed scenarios for revenues, expenditures and deficits, dividing them into three scenarios. The first scenario included a decrease in the amount of "exported" oil by 5 percent; he expected a deficit of 4.662 billion dinars in the year 2023, and the second scenario: included a decrease in the amount of "exported" oil By 3.5 percent; the deficit is 5.274 billion dinars in 2023, which is the worst possible scenario.

In the third scenario: With the amount of "oil" exported decreasing by 2.5 percent, the deficit is 4.452 billion dinars in 2024.

Note that the first scenario includes a decrease in the amount of “exported” oil by 5 percent, 3.5 percent, or 2.5 percent, with lower prices for “oil” in the same proportions, higher non-oil revenues in the same proportions, and stabilization of expenditures with the value of operating expenses only for the year 2019.

The second scenario includes the stability of the quantity of “exported” oil with a decrease in the prices of “oil” by 5 percent, 3.5 percent, or 2.5 percent, respectively, increasing non-oil revenues by the same proportions, and fixing the amount of expenditures with the same value of operating expenses for 2019.

The third scenario includes reducing the amount of "exported" oil and "oil" prices by 2.5 percent for the period from 2021 to 2026, increasing non-oil revenues by the same proportions, or reducing the amount of "exported" oil and "oil" prices by 5 percent, for the period from 2027 to 2033, increasing non-oil revenues by the same proportions, or reducing the amount of “exported” oil and “oil” prices by 3.5 percent, for the period from 2034 to 2040, and increasing non-oil revenues by the same proportions while fixing the amount of expenditures with the same value of operating expenses only for the year 2019. And select “ Al Basri ”operating expenses and revenues accrued, in 2019, as general expenditures for the years Coming, a situation that assumes that government spending does not exceed this level (88 trillion), oil revenues (93 trillion), and non-oil revenues (6.6 trillion).

Iraq is the country most affected by Corona.

On this topic, the economist, Saleh Al-Hamashi, says: “Iraq is one of the countries most affected by this global economic confusion, as it is the second largest source of crude oil to China, at $ 22 billion annually, and this amount has decreased due to the impact of the Corona virus.” .

He continued, "Al-Hamashi" by saying: "The impact of this virus has lowered oil prices, as well as decreased religious tourism in the country, and confused local markets and state institutions, and the fiscal deficit increased from 48 to 51%."

He added that: "The Iraqi Ministry of Health does not have the capabilities to confront this virus, due to the lack of financial resources that Iraq suffers from."

Iraq may support the direction of "OPEC".

In a related context, the economic expert expected, "Malath haven", to support "Iraq" (OPEC) to reduce oil production to support the price of crude and meet the challenges of the global market, especially after reducing the demand for crude from "China" due to the "Corona virus" ” Commenting on the OPEC meeting in Vienna yesterday, Al-Amin said: “Iraq announced, on more than one occasion, a support for OPEC’s decisions with the oil countries outside it, regarding production cuts to maintain an appropriate price and to face challenges The global market and to ensure natural global economic growth. "Noting that:" the outbreak of the Corona virus in China led to a reduction in Beijing's energy needs due to the suspension of large production sectors in the country and the decrease in the use of fuel for cars, vehicles and locomotives, and as a result increased the supply of crude in the market. " This was reflected in the prices, which decreased by 20 percent.

Expectations of an increase in the rate of decline as the virus expands.

He continued, "The Secretary"; that: "The rate of decline is expected to increase with the expansion of the virus in other countries in Southeast Asia, India and Australia, so it was necessary for (OPEC) to take a decision to cut production again to maintain crude prices." : "Iraq, as a member of (OPEC), will support this trend, especially as its national economy depends on financing on crude revenues by more than 93 percent."

“The Secretary” indicated that: “If Russia rejects the decision to cut production, OPEC countries will adopt the decision to cut alone for a period of three months, after which the market situation will be evaluated to take a new decision, either by returning to the previous production ceiling or continuing with the reduction measures until the conditions improve. Economic activity in China and other countries to return to its production activities that are natural and dependent on crude. ”

Saudi Arabia and other members of OPEC are seeking to persuade Russia to join them in additional large cuts in “oil” production to support prices that have fallen due to the Corona outbreak.

And a technical committee made up of representatives of a number of member states in the (OPEC) and "Russia" and other producers, last Tuesday, to reduce production by an additional amount of one million barrels per day, during the second quarter of this year only.

It also recommended extending the current cuts of the group known as (OPEC +), which amounts to 2.1 million barrels per day until the end of 2020.

Russia has hinted, so far, that it may be ready to agree to the extension of the current cuts, which expire in March, but may find it difficult to agree to greater cuts.

Hoping to cut more than a million barrels ..

A source in (OPEC) had clarified, earlier, that: "The organization hopes to cut more than a million barrels, but the challenge is still Russia." He added, "Much depends on the meeting of the Saudi Energy Minister, Abdulaziz bin Salman, and his counterpart." Russian, Alexander Novak, Wednesday. ”

The Joint Ministerial Monitoring Committee, which includes a few ministers (OPEC) and ministers from producing countries outside the organization, met last Wednesday, to discuss the matter, and the energy ministers, Saudi and Russian, are members of the committee.

The current cuts were not enough to counter the impact of the virus on "China", the world's largest importer of "oil", and on the global economy. Factories were disrupted, international travel was slowed and other activities slowed, which limits the demand for "oil." The benchmark "Brent crude" price, about $ 52 a barrel, on Wednesday, a level at which many (OPEC) countries will face difficulty in achieving a balance in their budgets; although Russian President, "Vladimir Putin", said that the current price is acceptable.

The meeting of the Joint Ministerial Monitoring Committee, Wednesday, is part of the process of developing recommendations for the wider meeting of (OPEC) ministers yesterday, and the meeting of (OPEC) ministers on Friday.

A serious threat to the global economy ..

In this context, the Director General of the International Monetary Fund, "Kristalina Georgieva", said on Wednesday that the outbreak of the "Corona virus" poses a serious threat to the global economy.

"Georgieva" added, at a press conference, that "global growth in 2020 will decrease to levels lower than last year to the extent that the outbreak of the Corona virus continues."

She explained: “The 189 member countries of the IMF are committed to coordinated action to combat Corona.”

"The outbreak of the Coruna virus requires a coordinated response mechanism," she added.

She noted that: "The global financial system is considerably more robust than it was before the 2008-2009 financial crisis."

She emphasized: "The need for sufficient liquidity to deal with the Corona virus crisis."

An invitation to deal with electronic payment tools instead of cash

Friday 06 March 2020

alsabaah-33190.jpg

Baghdad / Al-Sabah

The new Corona virus showed the importance of using and applying the electronic payment service during periods of disease and epidemics, as it contributes in one way or another to reducing opportunities for friction with the means that transmit the virus, such as paper currencies.
In this regard, the Central Bank of Iraq called on merchants and citizens to deal with electronic payment tools (cards, points of sale, mobile phone wallets) and avoid dealing in cash in order to preserve public health.

Virus Transfer
A statement of the Central Authority, which Al-Sabah received a copy of, stated that this comes "in conjunction with what our dear country is going through, and as a result of the Bank's follow-up to international reports that warn of the ability of banknotes to be a carrier medium for viruses."
It is noteworthy that the bank’s Basra branch, in cooperation with the civil defense directorate in the province, and in the presence of the CBRN team, initiated cleansing and sterilization operations in the building that included all building facilities, to guard against the spread of infections with the “Corona virus”.

Quick solutions
The "electronic payment" methods, which have spread widely in recent years, come to provide a quick solution for those who live in areas where the virus is spreading.
Electronic payment would contribute to limiting the spread of corona, because citizens will not have to deal with each other with banknotes, which may be "infected."
The fears of the spread of infected banknotes caused some banks to begin sterilizing them, by using ultraviolet rays or high temperatures and then storing them for a certain period before circulating to ensure that they do not contain any residue of the virus.
And Internet users rely on electronic payment services on smartphones to complete their financial transactions without the need for banknotes.

The «International Monetary» draws a mechanism to deal with the crisis «Corona»

Friday 06 March 2020

Capitals / Follow-up

The situation with the outbreak of the Corona virus is still very dangerous and could get worse, and a summary of the most worrisome crisis globally is presented by the Director of the International Monetary Fund, "Cristalina Giorvivia", which was published in the Fund's blog under the title: "The potential impact of the Corona epidemic: what we know and what we can do ».
Let's start with what we know and what we do not know yet about the Corona virus, then how can the international community support those affected by this crisis in a coordinated and effective manner.
We know that the disease is spreading quickly, with more than a third of the member states of the International Fund being directly affected. Then the crisis is no longer just a regional problem, but it is a dilemma that needs a global response.

Supply and demand
We know that this crisis will eventually decline, although it is not known how quickly this will happen. We know that this shock is somewhat exceptional, as it greatly affects the elements of supply and demand, as supply will be disrupted firstly due to injury and death cases, as well as containment efforts that restrict transfers and high costs of doing business as a result of restricted supply chain constraints and tightening credit. Demand will also decrease due to higher uncertainties, increased preventive behavior, containment efforts, and rising financial costs that reduce spending capacity, and these impacts will spread across borders.
Experience indicates that about a third of the economic losses stemming from the virus will be direct costs: from loss of life, the closure of workplaces, and quarantine.
While the other two-thirds of the losses will be indirect, reflecting declining consumer confidence, corporate behavior and tightening in financial markets.
The good news is that the financial systems are more robust than they were before the global financial crisis, yet the biggest challenges before us today are embodied in dealing with uncertainty.

Global growth
In this scenario, the growth of the global economy in 2020 will be lower than the levels recorded last year, but to what extent will the pace of global growth be less and to what extent this will continue, these are difficult questions to guess and will depend on the epidemic as well as the appropriate timing and effectiveness of the IMF’s actions .
Specifically, this presents a challenge for countries with weaker and less responsive health systems, which requires a global coordination mechanism to accelerate the pace of recovery in demand and supply.
At the top of the list of priorities in terms of financial response is to secure health-related spending to protect people's health, care for patients, and slow the spread of the virus.
There is an urgent need to increase health-related procedures, and the need to ensure the production of medical supplies so that supply is on par with demand, along with overall fiscal policy measures that are likely to be required to address the aforementioned supply and demand shocks.
Measures should not be taken to mitigate the economic impact, which will be regretted at a later time. It should also be in a timely manner and target the most affected sectors, companies and families.
A general weakness in demand due to confidence and spread - including trade, tourism, commodity prices and tougher financial conditions - would require an additional policy response to support demand and ensure adequate credit provision.

The role of the IMF
Liquidity will be needed to offset the risks of financial stability. In short, the situation is rapidly evolving and we must stand ready to provide a more coordinated and robust response if conditions so warrant.
The IMF is ready to help its members, as it provides about $ 50 billion through emergency spending facilities for emerging and low-income countries that may seek support.
Of this aid, $ 10 billion is available interest-free to the poorest member states through rapid credit facility.
Many member states are at risk, including those with weak health systems, sufficient policy space and commodity exporters exposed to trade shocks, as well as particularly at risk of indirect impacts.

Funding needs
In particular, the International Fund is concerned about low-income Member States or the most vulnerable countries, which are countries that may see funding needs rising rapidly as the economic and human costs of the virus increase.
IMF staff are currently working on identifying vulnerable countries and assessing potential financing needs in the event of a further deterioration of the situation. The Fund has resources available to support member states, as there are a total of about $ 1 trillion in lending capacity.
For low-income countries, there is fast-disbursed emergency financing of $ 10 billion (50 percent of eligible members ’share) that can be reached without a full IMF program.
Other member states can access emergency financing through the rapid financing tool, and this would save up to $ 40 billion in emerging markets that could communicate with the International Fund to obtain financial support.
There is also a Containment and Disaster Relief Fund or "CCRT", which provides eligible countries with grants to alleviate the IMF debt burden that is due.
This fund, "CCRC", proved effective during the 2014 Ebola outbreak but is now underfunded, standing just above $ 200 million against potential needs in excess of $ 1 billion.
The fund is fully committed to supporting the member states of the fund, especially the most vulnerable ones. We have the tools to help and we work in close coordination with our institutional partners.

Corona paralyzes the "holy sites" tourism in Iraq

%D8%A7%D9%84%D8%B9%D8%B1%D8%A7%D9%82-1-3

Badr Al-Jalawi, who is the manager of an Iraqi hotel, stopped for a moment to remember when the last guest arrived in the city of Najaf, which is visited by millions of Shiite visitors.

With the spread of the Corona virus, the authorities imposed an embargo on foreign visitors, paralyzing an industry that was already reeling under the weight of anti-government protests and an economic crisis in Iran (the source of most foreign visitors), which usually comes to five million visitors annually.

Hotels became empty in Najaf, where there is the shrine of Imam Ali bin Abi Talib - may God be pleased with him - and in neighboring Karbala, where the tomb of Hussein bin Ali - may God be pleased with them - are among the holiest places in the Shiites, while souvenir shops and restaurants count their losses.
"The work stopped ... not a single foreign visitor visited us for about six months," Al-Jalawi said, adding that "unemployment rates (in Najaf)", even he laid off his forty employees except for three of them at the low-light reception.

Unemployment

The head of the Association of Local Hotels and Restaurants, Saeb Radhi Abu Ghanem, said that about four thousand people working in the hospitality sector have become unemployed in Najaf because the occupancy rate in 350 hotels that include 40 thousand beds is, in fact, "zero."

The last guest to visit the shrine of Imam Ali was in October, when anti-government protests erupted and roads were blocked.

The news that 500 protesters had been killed raised fears from Iran, and from the Gulf states, Pakistan, Lebanon and others, and drove them away from the visit.

The increase in unemployment may fuel the protests driven by the complaints of many Iraqis against corruption, mismanagement and lack of basic services, despite Iraq's oil wealth.
Iraqi visitors still come, but often on daily trips, which has little benefit for the economy. Many shops in the narrow streets around the shrine closed their doors. As for the open shops, there is little activity.

"Najaf has always been a popular destination for visitors, but I have little work left to do now," says Ammar Saadoun, who works as a tailor. Saadoun had run a one-room shop 40 years ago, but the business was rarely as bad as it is now.

Tourism is not only a major industry in Najaf, but also in Karbala, Baghdad and Samarra, which has shrines for Shiites.

Abu Ghanem said that more than ten million people arrived annually in Najaf alone, half of them from Iran, and hotels were usually booked at this time of the year, which coincided with school holidays in some Gulf countries.

The tourism industry based on visiting "holy shrines" has been struggling for years due to the economic crisis in Iran, whose currency collapsed in 2018 due to US sanctions.

The crisis was exacerbated by the political vacuum in Iraq. "This is a second Corona virus, and there is neither a country nor a prime minister," Jalawi said. "I have monthly expenses of $ 10,000 for electricity, water, and taxes ... We must get exemptions."

There is still one hotel operating, the five-star Al Durr Palace Hotel, where Kuwaiti visitors occupy about 120 out of 420 rooms. These visitors stay at the hotel until their embassy finds a way to return them, and a doctor checks them frequently.

"There are no longer flights, so we do not know when we can return to our country," said Mohammed Jasser, a Kuwaiti visitor.

Once they leave, the hotel owner Nuri Noor is considering closing its doors and layoffs of its 60 employees wearing masks.

Authorities are checking non-resident travelers at roadblocks leading to Najaf and Karbala that canceled Friday prayers for the first time.

However, many visitors to the Imam Ali shrine who come on daily trips are not deterred by deterrence, with only a few wearing masks.

"I came here more than a thousand times," said Saeed al-Musawi, 67, who is the head of a group of visitors from the southern city of Basra, adding that "God preserves us, so why should I fear?"

Ban entry of nationals of four additional countries to Iraq

Rudaw - Erbil

The Iraqi Ministry of Foreign Affairs announced today, Friday, that four additional countries are not allowed to enter it, raising the number of countries whose citizens are prohibited from entering 13 countries.

A foreign ministry spokesman, Ahmed al-Sahaf, said in a statement that "the entry of foreign arrivals from Turkey, France, Spain and Nigeria has been stopped."

He explained by this, "The number of countries whose nationals are prohibited from entering Iraq becomes 13," noting that it "excludes from the ban the diplomatic and official delegations."

The Crisis Cell announced today, Friday, that the number of cases infected with the Corona virus has so far reached 38, after examining more than 400 cases, while two deaths were recorded.

On February 28, Iraq decided to prevent citizens from traveling to 9 countries: China, Iran, Japan, South Korea, Thailand, Singapore, Italy, Kuwait, and Bahrain, with the exception of official and foreign delegations and diplomatic agencies, as well as a ban on entry to foreigners from countries that recorded HIV infections.

The mysterious virus appeared in China for the first time on December 12, 2019 in Wuhan, but Beijing officially revealed it in mid-January.

Washington decided to impose a stone on US currency notes returning to the country, after being used in the countries of Asia, in an attempt to prevent the spread of the "Corona" virus.

A spokeswoman for the US Central Bank said that the banknotes (dollars) remain withheld 60 days. She added: "As a precautionary measure, the procedures for dealing with banknotes sent from Asia have been changed."

This procedure started on February 21st, and it may expand to other regions if the US health authorities deem it appropriate.

Earlier, the South Korean Central Bank announced that it would put the securities in a two-week quarry, and the Chinese central bank had announced similar measures in mid-February.

On Sunday, Nineveh Governor Najm al-Jubouri instructed that all entry points into the city of Mosul be closed within 24 hours to avoid the spread of the Corona virus.

Al-Jubouri said in a statement that he received (the information / a copy of it) that "he directed the closure of all entry points to the city of Mosul within 24 hours to avoid the spread of the Corona virus."

Al-Jabri added, “The decision excluded the wheels of transporting foodstuffs, fuel and goods in addition to a number of decisions agreed upon by the crisis cell.”

For its part, the Nineveh Health Department announced "the safety of the suspect who was infected with the Corona virus after suffering from a health problem near the governorate building."
