Aram Jabari, a member of the Patriotic Union of Kurdistan, saw Thursday (February 20, 2020) that the issue of the participation of Kurdish parties in the parliament session called by the Prime Minister-designate is still early and that there will be no objection to nominating independent ministers.

Jabbari said in an interview with (Baghdad Today) that "until now we have not seen the names and positions assigned to the Kurds in the new cabinet, so it is too early to talk about the participation of the Kurds in the parliament session."

He added: "So far, discussions are continuing, to reach solutions regarding the Kurds' share in the government," noting that "there are several ways to reach an understanding formula with the prime minister-designate, and we have no problem with independent ministers, but more importantly, they should be consulting us." 

On Wednesday (19 February 2020), Prime Minister-designate Muhammad Tawfiq Allawi called on the House of Representatives to hold an extraordinary session next Monday, in order to vote on giving confidence to his next transitional government. 

Allawi said in a speech to him: "I call the esteemed House of Representatives and members to hold an extraordinary session in order to vote on granting confidence to the government next Monday, February 24th." 

Subsequently, Walid al-Sahlani, a member of the Al-Fateh Alliance, saw, on Wednesday (February 19, 2020), that the parliament’s response to the call of Prime Minister-designate Muhammad Tawfiq Allawi, regarding his meeting next Monday, to pass the cabinet, is subject to the consensus of the political blocs. 

Then the head of the Bayraq al-Khair Parliamentary Bloc, Muhammad al-Khalidi, who is described as close to the Prime Minister-designate Muhammad Tawfiq Allawi, revealed on Thursday (February 20, 2020) the date for announcing the names of the ministers in the upcoming new government. 

Al-Khalidi said in an interview with (Baghdad Today), that "the announcement of the names of the ministers in the upcoming new government will take place one day before the voting session on the ministerial cabinet, so that the Iraqi people and political forces can see it."

On Thursday, a group of members of the Iraqi Council of Representatives submitted a request to hold an extraordinary parliamentary session.

According to documents received by "Iraq Today", a copy of it, today, (20 February 2020), 53 parliamentarians submitted a request to hold an extraordinary session next Monday, with the aim of voting to pass the next government of Muhammad Allawi, according to Article (58) first of the Iraqi constitution.

Parliament holds an emergency session on Monday to vote on the Allawi government

Shafaq News / The official Iraqi News Agency reported on Friday that Parliament will hold an emergency session next Monday to vote on granting confidence to the government of Prime Minister-designate Muhammad Tawfiq Allawi.

The agency quoted unnamed sources as saying that "the parliament will hold an extraordinary session next Monday after sending a letter from Prime Minister Adel Abdul Mahdi requesting the session be held."

She added that the session also comes at the request of the members of the House of Representatives, which amounted to 76 signatures and more and according to the provisions of Article 58 of the Constitution, the special session must be held to vote on the ministerial curriculum and the government booth for the commissioner Muhammad Tawfiq Allawi.

A source close to Allawi had revealed to Shafak News, that the latter had invited members of Parliament to attend at exactly six o'clock in the evening to the government palace to inform them of his government program and the curriculum vitae of the candidates for the portfolios.

Allawi announced, on Wednesday, that he has completed the selection of his government, which he said consists of independent ministers who are competent away from the influence of parties, calling on parliament to hold a session next Monday to give it confidence.

The caretaker head, Adel Abdel-Mahdi, wrote a letter to Parliament, Thursday, inviting him to hold an emergency session on Monday to give confidence to the government of his successor.

However, passing the government will not be easy, given that Allawi did not reach understandings with the delegation of the Kurdistan Region, as well as prominent Sunni powers as well as Christians regarding his prospective government.

On Wednesday [19 February 2020], Prime Minister-designate Muhammad Tawfiq Allawi called on the House of Representatives to hold an extraordinary session next Monday, in order to vote on giving confidence to his next transitional government.
In addition, yesterday, Thursday, the deputy of the Al-Fateh Haneen Qaddo Alliance revealed that Prime Minister-designate Muhammad Tawfiq Allawi guaranteed a vote of more than [200] deputies in his favor during a session next Monday.
Qaddo said in a press statement that "there is a very large parliamentary majority, which is more than (200) deputies, from different political blocs, who will vote in favor of Prime Minister-designate Muhammad Tawfiq Allawi, and his new government," noting that "Allawi's call to hold a session Exceptional in Parliament, T came to ensure that he received this great support. Today, Friday, the representative of the Al-Fateh Alliance, Muhammad al-Baldawi, affirmed the desire of Prime Minister-designate Muhammad Tawfiq Allawi for the participation of Sunni and Kurdish political forces to support his transitional government.

Al-Baldawi told Al-Ikhbaria: “The current opinion lies in the importance of passing the new government in a consensual manner, despite its ability to obtain an absolute parliamentary majority, but the government wants the Sunni and Kurdish political forces to support it.”

The head of the Parliamentary Bloc of Al-Khair Bloc, Muhammad Al-Khaldi, confirmed that the total request of deputies for a special session to vote on the government of Prime Minister-designate Muhammad Tawfiq Allawi will exceed 100 signatures.


Al-Khaldi said in a press statement that Al-Akhbariya followed, "There is more than one mechanism for holding the parliament session, which is either at the request of the speaker of parliament, or submitting a request from 50 deputies to hold the session."

He added that "the total number of signatures of deputies may exceed one hundred, while what is required is 50, which confirms the seriousness of the deputies from different blocs to the importance of completing the story of the ministerial cabinet in order for the new government to start its work amid grave challenges."

A source close to the Prime Minister-designate, Mohammed Tawfiq Allawi, said on Friday (February 21, 2020), that Allawi invited members of Parliament to attend a meeting today, to inform them of the biographies of his cabinet ministers.

The source said in an interview with (Baghdad Today), "The Prime Minister-designate, Muhammad Tawfiq Allawi, invited all members of the House of Representatives to attend the government palace at 6 pm."
The source, who refused to reveal his identity, added that "Allawi's invitation is to inform MPs of the biographies of his cabinet ministers and the government program."

Earlier in the day, the deputy of Saeroun, Salam Al-Shammari, sent a letter to Parliament regarding the holding of an extraordinary session to vote on the cabinet of Muhammad Tawfiq Allawi.

Al-Shammari said in a statement received (Baghdad today), that "a large number of deputies pass through the ministerial cabinet and support it in order to start steps to implement legitimate popular demands during the coming period."

He added, "The presidency of the parliament must respond to the voice of the people and its representatives, call for the session and not respond to some attempts from here and there that are trying to delay the session and thwart the steps of the Prime Minister-designate within the constitutional period."

Al-Shammari stressed "the need for political blocs to work in the public interest and leave their narrow demands and pay attention to the situation of the country, which is in urgent need of a new government that meets the demands of the people."

On Wednesday (19 February 2020), Prime Minister-designate Muhammad Tawfiq Allawi called on the House of Representatives to hold an extraordinary session next Monday in order to vote on granting confidence to his next transitional government.

A parliamentary source confirmed today, Friday, the agreement to hold an extraordinary parliamentary session to vote on the government of Muhammad Tawfiq Allawi next Monday.
 

The source said to "Al-Akhbaria": "The First Deputy Speaker of Parliament, Hassan Al-Kaabi, has disclosed that Prime Minister Adel Abdul-Mahdi has sent an official letter to Parliament requesting an extraordinary session to vote on the new government."

BAGHDAD - As Iraqi protests against corruption and party-power continue, the judiciary is investigating allegations that parties have paid huge sums for "buying and selling" ministries and positions in the upcoming government.

These allegations highlight the wide gap between political leaders and the demands of citizens in the oil-rich country ranked 16th on the list of the most corrupt countries in the world.

Politicians reported similar deals during the formation of previous governments, but the "bazaar" is back on the front today as the street awaits the birth of an independent government as pledged by Prime Minister-designate Mohamed Allawi, in response to the demands of the demonstrations in which about 550 people were killed.

For the first time, the judiciary announced that it was investigating Iraqi politicians over the allegations that accompanied the birth of the previous four governments since the fall of Saddam Hussein's regime in 2003.

Investigations began following a tweet by political analyst Ibrahim al-Sumaida’i, who is close to the prime minister-designate, in which he said that $ 30 million was offered to him in order to book a ministry “for a specific entity.”

And Al-Sumaidaie is not the only one who mentioned that. Deputy Kazem Al-Sayyadi, who belongs to the rule of law led by former Prime Minister Nuri al-Maliki, published a tweet in this regard in which he said that the ministries of Iraq "for sale."

He wrote, "The Ministry of Oil at 10 billion (about 8.4 million dollars), who buys?"

The judiciary has investigated al-Sumaida ، and is seeking to lift the immunity of the fisherman with the aim of investigating him with the allegations he mentioned.

The Adel Abdul Mahdi government had resigned over the impact of the demonstrations that, since its inception on the first of last October, were calling for change in a country that lost in 17 years about 450 billion dollars due to rampant corruption, according to Parliament, an average of 25 billion dollars annually.

Allawi assures that his government will be completely independent, but political forces still covet the hegemony over positions that bring in money as part of a legacy they have been accustomed to since the regime change in 2003.

According to political analyst Hisham al-Hashemi, politicians are using the same tactics to control positions despite popular moves.

He explained that "the brokers of these files are of two categories," the firstconsisting of deputies and figures close to politicians known to be corrupt, who would transfer the "CV to the team close to the official in exchange for amounts agreed upon between the covetous position and the broker."

As for the second category, they are “leaders of some (parliamentary) blocs, and they are known to sell ministries in one of two ways, either once for a lump sum, or sell them in four batches, i.e. a payment for each year in the ministry.”

This complicates negotiations on the formation of the Allawi government, as the minister or party that paid huge sums for his assumption of a portfolio at the end of 2018 for a period of four years, will not easily welcome his exit from the government after only one year.

While some parties fear that they will lose their funding sources and the commercial contracts that they finance themselves, one of the leaders of these parties seeks to persuade the Prime Minister-designate to keep one of the ministries within his share.

A party official told the party that "the party leader has told the prime minister (the designate) that he has financial obligations in the ministry at the moment and cannot be abandoned during this period and asked him to appoint a person close to him."

From this standpoint, a high-ranking government official said that the issue of assigning independent ministers at this stage is "just a lie and cannot be acted upon amid partisan rivalry" over ministerial quotas.

"The parties may accept independent ministers, but after that they will gather around the minister and tell him that this ministry is our share and you have to abide by the orders we dictate to him," he said.

The political parties ’influence is not confined to the position of minister alone, but rather exceeds that of all the ministry’s resources, especially by controlling other important positions such as the deputy minister and the general director of the ministry, which are the locations through which most of the financial facilities pass.

Last December, MP Mahmoud Mulla Talal requested that the Minister of Industry, Saleh al-Jubouri, be interrogated with files relating to corruption in his ministry, accusing him of awarding contracts to a subsidiary of him.

But the day before the interrogation session, the same deputy, who is the head of the Parliament's Legal Committee, was arrested on charges of taking a bribe to withdraw from the interrogation, in an "ambush" sources that the minister had arranged for him. He was sentenced to six years' imprisonment.

An official in the government integrity commission charged with pursuing corruption confirmed that most political parties holding power "have economic committees that are tasked with obtaining commercial contracts for their subsidiaries."

He added that each party minister "has a group of companies that get the major contracts, which usually do not perform the service work and have no experience in the field of construction," but they "prevent the authorized companies to compete with them."

After 17 years of successive governments, Iraq, which floats on seas of oil, still lacks basic services such as electricity and clean water, in parallel to a near collapse in the health and education systems.

Allawi pledged in his first speech after the commissioning to work to inventory the economic committees of the political factions as part of his government program, which was considered by observers as a major challenge difficult to achieve.

"There are political and commercial powers trying to implement into ministries through financial deals," said an Iraqi politician, who declined to be named.

A source close to Prime Minister-designate Muhammad Tawfiq Allawi, denied on Friday, the nomination of names circulated by some media and social networking sites for the cabinet.

Al-Muqrab said in an interview with Mawazine News that he "categorically denies the nomination of the names circulating on social media and some media outlets, among them the nomination of Mahdi Damad Muhaisen to the Ministry of Agriculture."

He added, "The circulation of these names is merely media speculation and the list of candidates is reserved with the Prime Minister-designate and will be announced in the parliament session next Monday to vote on giving it confidence."

The leader of the Al-Hikma Movement, Rahim Al-Aboudi, affirmed that the Prime Minister-designate Muhammad Tawfiq Allawi is the best solution, calling on the political blocs to unite for the sake of the country.

Al-Aboudi said in a statement: "We are in wisdom to see that Allawi is the best solution."

And that "the Kurds had a constructive dialogue with Allawi and about half a year would vote for the government, and even the millionaires called for by activists are in the interest of passing the government."

He added: "We call on the political blocs to unite, especially since Iraq is surrounded by countries afflicted by the Coronian epidemic, and here the interests of the people should be prevailed over the interests of individuals

Allawi was named after a consensus between Al-Amiri and the leader of the Sadrist movement, Muqtada Al-Sadr.
