Iraq’s parliament postpones vote on Allawi’s new cabinet

ERBIL, Kurdistan Region – Iraq’s parliament has postponed a vote on whether to approve Prime Minister-designate Mohammed Tawfik Allawi’s new cabinet until Saturday after the legislature failed to meet quorum on Thursday. 

Just 120 MPs turned up to the session in Baghdad – shy of the 165 needed to meet quorum. Kurdish and Sunni parties seem to have deliberately avoided the session, alongside some Shiites, because they are worried Allawi intends to exclude their choice of candidates from power.

Mohammed al-Halbousi, the parliamentary speaker, did not receive Allawi when he arrived at the parliament on Thursday – a telling sign. Instead he was met by first deputy speaker Hassan Kaabi, a member of Shiite cleric Muqtada al-Sadr’s bloc, which strongly backs Allawi.  

According to Iraqi state media, speaker Halbousi had earlier urged parliamentary blocs to postpone the session until Saturday due to a disagreement between the speakers.

“There was a disagreement that occurred between the speaker and the first deputy. The first deputy said there was quorum if MPs entered the parliament hall, and that the speaker had rushed to say there was no quorum. The speaker told him then we would wait a couple more hours until quorum was met, but the quorum was not met,” Basheer Khalil, the second deputy speaker, told Rudaw.

Ahmed Safar, secretary of the Iraqi parliament’s finance committee, told Rudaw: “Today, only [Sadr’s] Sayirun bloc, some independent MPs, and some other blocs went into the parliament hall to make the session happen. We Kurds didn’t go. The Sunnis didn’t go, and some Shiite blocs as well.”

Kurdish parties held a meeting in the parliament on Thursday to discuss their united position and decided to boycott the session. They also met with Allawi but failed to reach an agreement.

“We as Kurds honestly don’t have a personal problem with him [Allawi] or his ministers. First, his manifesto is not realistic because the things in them are impossible to achieve in a year because this is an interim government. It seems as though he believes his cabinet is going to stay for four or five years,” Safar said.

“In his manifesto, he has made no mention of the Kurdistan Region as a federal entity within Iraq. He deals with it as though it is like any other Iraqi province,” he said.

“We want two things from him, and if he gives us assurances, then we will vote for him. First, he has to give us guarantees that the financial entitlements of the Kurdistan Region are not put at risk, for him to make this part of his manifesto, for him not to cut them, and second, we want him to treat the Kurdistan Region as a region with its own status as stipulated by the constitution,” Safar added.

A point of contention between the Kurds and Allawi has been the PM-designate’s insistence upon choosing his cabinet ministers himself. Kurds have argued that the Kurdish Region itself needs to send Kurdish ministers to Baghdad due to its special status.

“One of the main things for us is that the Kurdistan Regional Government, the Kurdistan Region, as a constitutional, legal entity has its presence and needs to be treated with respect. The federal government needs to take into consideration all the legal and constitutional rights of the Kurdistan Region and its people,” Jwan Ihsan, head of the Patriotic Union of Kurdistan (PUK) faction in the parliament, told Rudaw.

Ihsan said contentious issues such as the disputed territories and their security administration are also not mentioned in the manifesto.

Speaking to Rudaw on Thursday, Mudhir al-Khazaal, a Sayirun MP, threatened that if no agreement was reached by Saturday, they will go ahead with a vote regardless.

“Parliamentary blocs supportive of Allawi will go for a vote and meet the quorum on Saturday,” Khazaal said, threatening a majoritarian approach to the issue.

Sabah Tiloubi, another Sayirun MP, told Iraqi state media that Kurdish complaints will not be resolved through boycotts.

“Kurdish demands haven’t changed since 2003 up to now, and they have to be present in today’s meeting to vote in the government since a boycott won’t resolve issues,” Tiloubi said.

ERBIL (Kurdistan 24) – The Iraqi parliament adjourned Thursday's extraordinary session at which lawmakers were slated to approve or reject the proposed cabinet of Prime Minister-designate Mohammed Allawi without holding the crucial vote, extending the embattled nation's months-long period without a government after a nationwide protest movement led to the former prime minister's resignation.

Allawi reportedly delivered a list of prospective ministers to the Council of Representatives on Thursday, but the body did not achieve the necessary quorum to vote amid disputes between the major Shia-majority bloc backers of Allawi and both leading Sunni and Kurdish factions.  

The legislature's leadership then decided to postpone the session until Saturday, as factions continue to bicker about the selection of Allawi’s candidates for various ministerial positions, part of the usual horsetrading that has brought Iraqi government formation well past its constitutionally mandated deadlines in past years. Allawi has said previously that the approval of his cabinet would mark the end of that system of “political quotas.” 

The prime minister nominee appears to have sidelined the Kurdish and Sunni leadership and picked what he says are “independent” nominees for his cabinet. He held meetings with delegations from both on Wednesday but appears to have not secured their support, without which he simply does not have the votes needed to push his cabinet through and become the nation's next prime minister. 

Influential cleric Muqtada al-Sadr—who is the leader of parliament’s largest faction—is among the most prominent supporters of Allawi. Iranian-backed entities such as the Badr Organization militia, headed by former Minister of Transportation Hadi al-Amiri, also support his nomination.

Kurdish politicians, however, have said that they reject Allawi’s method of picking his ministers. Leading Sunni politician Khamis al-Khanjar, though initially a supporter of the premier nominee, also decided to boycott the parliamentary session At the last minute.

Allawi’s proposed government, said Khanjar in a social media post on Thursday, “includes persons who are not qualified, or are associated with parties, or candidates to the satisfaction of some parties,” a key demand of national protesters who have been calling for an overhaul of the nation's political system that they see as inherently corrupt.

The proposed cabinet consists of 23 ministries, Allawi has said, maintaining that all of its candidates are “independent,” a claim that protesters have shown great skepticism about, especially given the fact that he has made the unusual move of attempting to keep their names private until the vote.

According to a list viewed by Kurdistan 24, five ministries remained without candidates, including at least three that are expected to go to Kurds: Minister of Finance, Minister of Justice, and Minister of State for the Region’s Affairs.

Despite killings and kidnappings that have occurred during protests by security forces, Foreign Minister Mohamad Al-Hakim claimed that the government dealt with the demonstrations that Iraq witnessed as true demands, so it made quick measures to meet these demands and formed sub-committees in the Governorates to determine the needs and made direct dialogue.

Iraq’s conscious national institutions acknowledged the danger of this crisis  and began to launch a number of national initiatives and projects, including the National Project for Youth Employment and explained that this project aims to establish long-term policies to activate the private sector to revitalize various economic sectors.

Regarding the violations that took place in the demonstrations, Hakim explained that the government immediately set up a national committee to investigate this.

With regard to women’s rights, empowerment and equality, the Minister affirmed that Iraq believes that empowering women and achieving gender equality forms an important basis for peace, prosperity, and community security, and hence sustainable development.

This came in a speech delivered by Foreign Minister Mohamad Al-Hakim in the high-level segment / 43rd session of the Human Rights Council.

The Minister expressed Iraq’s position regarding several regional and international events, including his affirmation of Iraq’s endeavor to facilitate the return of Syrian refugees to their country, stating his concern about the military operations taking place in Syria which hinders the efforts of the return of refugees and increases human suffering of the Syrian people.

Concerning Palestinian affairs, the Minister welcomed the report issued by the High Commissioner, that included a list of companies operating in illegal settlements established by the occupying authorities on the Palestinian territories and reaffirmed  the position of Iraq in support of the Palestinian issue  in a way that guarantees the Palestinian people the right to a decent life, the restoration of their lands, the return of refugees and the establishment of their independent state with Alquds  Alshareef as its capital.

The Minister concluded his speech by stating that Iraq was keen to be an effective member of the Council during its membership period, and is grateful for the cooperation and support received from the Council and international organizations and agencies that helped us in our efforts to raise the level of human rights for all Iraqis, and we look forward to further cooperation in the future.

Today, Thursday, the deputy for the al-Hikma movement, Hassan Hassan, said that the reception of the first deputy speaker of parliament, Hassan al-Kaabi, to the person in charge of forming the government, Muhammad Allawi, during his entry into the parliament today, confused the political scene.

He said, in a televised interview with Al-Ahd satellite channel, that “Al-Kaabi received Allawi in the name of parliament and not in the name of other pilgrims,” noting that “Allawi and Allawi sent wrong messages to the street today.”

He added that "the quorum was present and present at today's meeting," noting that "the lack of confidence of the components in distributing political representation was reflected in today's scene."

He continued, "Allawi did not get the Shiite consensus, and he offered names in his cabinet as an offense to what he announced to the political blocs."

He indicated that, "Wisdom is subject to his approval of Allawi, by Shiite consensus, Sunni consent, and non-Kurdish objection."

{Baghdad: Al Furat News} Member of Parliament Muhammad Iqbal Al-pharmacist warned today, Thursday, of “an unprecedented situation” in the event that the government in charge of Prime Minister Mohammed Tawfiq Allawi does not pass.

The pharmacist said in a tweet on his Twitter account: "No scenarios are ready if Mr. Allawi's government is not passed."

He added: "On the horizon is a state of unprecedented constitutional and legal vacuum, and all alternatives are so far zero."

The differences between the political blocs over Allawi's cabinet between her supporter and the opponent of the session on Thursday were postponed to the next Saturday, in the hope that an agreement will be reached that satisfies all parties. is over

Prime Minister Muhammad Tawfiq Allawi called on the House of Representatives to postpone the emergency session to vote on his ministerial cabinet from tomorrow, Saturday, to next Sunday.
According to a document obtained by Mawazine News, Allawi said: "In order to complete the cabinet, we hope to postpone the session until Sunday, 1 March."
