We're now learning the extent to which Al-Muhandis controlled Mahdi and the GOI. It was worse than anyone knew. If the GOI was that corrupt, then any budget they drafted would be corrupt too. The only way to fix it is for an anti-Iranian PM to come in and rewrite the budget.

The budget in its current form cannot and should not pass.

The Finance Committee: the budget deficit exceeds 48 trillion, and Allawi will review it

The Parliamentary Finance Committee revealed, on Monday, the fiscal deficit in the country's general budget for the current year that exceeded 48 trillion dinars, noting that the government of Prime Minister-designate Mohammed Tawfiq Allawi will review it.

"The prime minister-designate has a long history of fiscal and monetary policy in the country, so a budget that has a large financial deficit in excess of 48 trillion dinars can be reviewed," member of the committee, MP Ahmad Hama, told a Somali News agency official.

He added, "The new government will tackle the fiscal deficit by reviewing some paragraphs," noting that "Prime Minister-designate Muhammad Tawfiq Allawi cannot approve the budget and send it to Parliament, except after voting on his cabinet and his government's program."

He continued, "After the parliament votes by an absolute majority on the members of the new government and the ministerial curriculum, the Allawi government can discuss the budget and send it to the House of Representatives," noting that "Allawi has many observations on many financial and economic matters in the state, and all problems can be addressed in a short period or In stages.

Yesterday, Saturday, President of the Republic Barham Salih commissioned Muhammad Tawfiq Allawi to form a government.

Interesting that they put it that way... I mentioned in my recent update that I feel the current "protests" are likely supported by Maliki or Iran sympathizers, especially given that the current PM Allawi defected from Maliki at least twice, and it's easy to argue that the original protests were prompted in anger against actions that delayed a raise in the Iraqi Dinar - such as making decisions that violate the Constitution

Any countries Constitutional foundation, afterall, is supposed to be in the best interest of the people - not in the interest of promoting corruption. Iraq is not unique in this aspect.

Corona and the general budget for 2020

Expectations for international organizations concerned with the movement of oil production and marketing indicate that oil prices during the first quarter of 2020 will be around ($ 53 / barrel) and in the second quarter ($ 50 / barrel) and in the third quarter ($ 54 / barrel) and this means that the price rates will range between ( $ 50‐55 a barrel.
The reason for the low prices comes to the effects of the spread of Corona virus in China, which forced it to reduce its oil imports by three million barrels per day, in addition to the decrease in the quantities of oil marketed to the countries of the world due to the decrease in air and maritime transport for the purposes of commercial exchange and tourism activity. Also, OPEC will meet this month an extraordinary meeting to study the reduction of production between 50000010000 bpd daily. So what is the relationship of Corona Virus B with the Iraq budget for 2020?
The economic and political conditions that Iraq is going through and that have had a clear impact on the delay in the implementation of the planned plans, program and development projects planned in its budget for 2020 that the Cabinet did not send to the House of Representatives for the purpose of discussing and approving it yet due to the government's resignation and the nomination of a new Prime Minister in Current complicated and intertwined conditions framed by the political attraction of the blocs and the demands of the popular movement, in addition to the accumulations of previous years in chaos, poor planning, loss of methodology in the conduct of economic affairs and mismanagement of public funds.
Everyone knows that the Iraqi economy depends mainly on oil imports, and that the estimates for the price in the 2020 budget are around $ 53 / barrel, and the budget deficit has been estimated at about 48 trillion dinars, while the expected price indicators for oil confirm that Iraq will not be able to sell its oil according to the expected prices during the year 2020 by more From $ 43 a barrel, which will raise the deficit to the limits of 70 trillion dinars, which confuses and complicates the task of the next government in fully controlling the conduct of the economy. We believe that the situation will continue in this way and without solutions to the outstanding problems and obstacles.
We believe that one of the first economic tasks of the interim government is to review the allocations of oil revenues in light of the expected new price rates and the quantities expected to be produced and exported. Setting realistic plans to develop other productive sectors to cover the deficit in non-oil revenue and reduce expenditures through reconsideration and reduce operational allocations, in particular allocations, wages, salaries, allocations and rewards of the three presidencies and the House of Representatives and independent bodies and special degrees and rationalization of ministries to only 15 ministries and the development and stimulation of the private industrial, agricultural and banking sector And tourism in order to establish the employment of unemployed graduates and skilled and unskilled workers.
The important thing is to complete the budget preparation and approval by the House of Representatives before the end of the first quarter of the year.

Economic expert, Saleh Al-Hamash, ruled out, Friday, the vote on the budget during the first half of this year, indicating that the percentage of the deficit will be lower than what was due to the lack of funding for some projects, but this will harm the Iraqi economy.

Al-Hamash said in a statement to "Information", that "the new Prime Minister, Muhammad Tawfiq Allawi, may not be able to hand over the budget to Parliament, and even if it is possible, it will not get a vote before the end of the first half of this year."

He added that "the percentage of the deficit in the budget will be less than what was declared 48 trillion dinars, especially since Iraq has a turnover in the funds allocated to the provinces in addition to the budget will be delayed submission."

He explained that "the decrease in the budget deficit is a negative indicator and an effect on the Iraqi market, as the natural deficit in other countries reaches 10%, but what happens in Iraq is a deficit of 27%, which is a catastrophic deficit." 25 n ended

Advisor to the Prime Minister for Financial Affairs: The delay in investment projects worth 222.3 billion dollars since 2003

Advisor to the Prime Minister for Financial Affairs: The delay in investment projects worth 222.3 billion dollars since 2003

Baghdad - Mazen Sahib

The Prime Minister's advisor for financial affairs, Mazhar Muhammad Salih, revealed that no investment projects have been implemented since 2003 until 2013 with a value of USD 222.3 billion. When the ministries were asked about these registered projects, the answer was ... there is nothing on the ground. He also revealed that the 2020 budget that the value of the operational budget takes 110 percent of the value of oil deliveries.

As for what was monitored for the investment budget, it does not exceed credit or new loans, stressing in a lecture he gave at the Baghdad College of Economic Sciences that (employing more than 300,000 new employees and returning a number that may exceed that to the armed forces drains the operational budget as well as not reviewing the privileges and double salaries Under political headings (proposing that) the Parliament will conduct a legislative revolution that will reconsider all of these laws and set the ceiling for the use of oil in spending on the operational budget, stressing that the Law of the Council of Reconstruction without such a financial allocation will not present anything new ... indicating that the Council for Reconstruction in the Covenant The So was allocated 70 percent of the proceeds of oil .. then equally in the era of Abdul Karim Qassem, even ended up to the war economy model).

Refund

Saleh stressed that (the best solutions start with the abolition of concessions and double salaries and legislation to return money to the people instead of these ongoing protests because the government job is costly and does not provide any product added to the public budget while the signing of the partnership law with the private sector presented to the House of Representatives is one of the primary keys to restoring A comprehensive look at the Money Management Governance of Iraq). In a symposium of the Iraqi Society for Public Policy and Human Development and the Baghdad College of Economic Sciences, the first forum was held to host Saleh and after a welcoming speech favored by Professor Dr. Al-Shami to guests ... stressing the importance of these meetings between elites and academic and cultural competencies to discuss topical issues, including the subject of the Iraqi agreement with China.

Saleh urged the importance of signing the partnership law with the private sector that is presented to the House of Representatives ... and we came to the fact that it represents one of the main keys to a comprehensive review of the governance of Iraqi money management.

He promised what is going on about economic memoranda of understanding signed between the Ministry of Finance and one of the Chinese investment credit banks ... that included a renewed model in economic transactions. . It is known as a diving investment fund by depositing the value of the rent of 100 thousand barrels, which Iraq exports to China daily. These oil exports to China amount to about 22 percent of the total value of Iraq’s exports and the value of one hundred thousand barrels does not represent more than 1 percent of Iraq's total oil exports. And believes that (this investment model gives Iraq the equation of both parties win. Not profit and loss ... and is subject to mathematical control and also the feasibility of European companies to ensure competition between prominent Chinese companies in the international market for important Iraqi projects in sectors that provide direct financial abundance to the state treasury as an added profit value for the budget In general, such as petrochemical projects, oil refineries and electric power production, and others that offer a direct non-profit service such as building dams. On media confusion about the agreement, he sees that (the issue is still in its first steps and does not rise to a sovereign agreement between two countries, but rather a model of credit financing in the implementation phase). After discussions of the elite attendance of the vocabulary of the lecture, it was agreed on the importance of investment with a broad title that bridges the knowledge gap on the one hand and plays the role of the private sector in providing employment opportunities. Professor Lebanon Al-Shami imitated the necklace of the Baghdad College of Economic Sciences to the guest amid my congratulations and the attendance’s welcome for this initiative in a tradition determined to honor the living scientists.

The 2020 budget covers a population census, even in disputed areas

http://almasalah.com/ar/news/187902/موازنة-2020-تغطي-إجراء-التعداد-السكاني-حتى-في-المناطق-المتنازع-عليها

Baghdad / Obelisk: The National Adviser to the General Census of Population and President of the Iraqi Society for Statistical Sciences, Mahdi Al-Alaq, Thursday, confirmed that the huge budget for 2020 covers the census procedure, which will include the disputed areas.

Al-Alaq said in a press statement that Iraq carried out the last population census in 1997, but at that time it did not include the Kurdistan Regional Government, meaning that it had not implemented a census in 33 years.

He added that there are some financial and administrative observations regarding aspects of the census since 2010, so more than one meeting was held in Baghdad and Erbil, indicating that there was a budget in 2019, not much of which was spent, but the huge budget is in 2020 may reach 140 billion Iraqi dinars It covers all activities of the general census of the population.

Al-Alaq noted that the population census for this year will be an electronic census, and therefore we need to purchase a large amount of these devices and a system of data transmission and communications, and for this we need such a budget.

And that in the cabinet’s decision is an explicit reference to the adoption of what was mentioned in the national blog to support and advocate for the census and the most important item in it was the separation of political and administrative aspects from the census. Economic and social.

The relationship continued: The census is developmental and will not interfere in resolving outstanding issues. There will be a population census and data collection from all regions, including the disputed ones, but this work will be accomplished in a technical way and by agreement on a plan that guarantees access to objective and accurate data.

And he added that the environment that was prepared for the purposes of the census of the population will avoid the population from any political interference or problems and this is what was agreed upon, explaining that the Kurdistan Region is a key partner for us in the census process.

He noted that the population census is a historic opportunity for planners and policymakers to build their development plans and their priorities in light of the reality revealed by the results of the general population census, stressing that the technical census of the population has detailed plans for counting the displaced and nomadic, meaning that there are plans to implement the census in the camp for the displaced .

The Parliamentary Finance Committee expected, on Sunday, that the size of the financial deficit within the draft federal budget law for 2020 will exceed 50 trillion Iraqi dinars, while it indicated that the 2020 budget will only cover the operational part related to employee salaries.

Committee member Hanin Qaddo said in a statement to / Information /, that “the launching of job grades for all ministries and allocating financial grants to the unemployed caused a rise in the planning deficit within the budget of 2020″, pointing out that “the deficit may reach 50 trillion Iraqi dinars within the budget of 2020”.

He added that "the deficit monitored at the present time is merely speculative and may increase or decrease according to the government's measures to reduce it," noting that "according to the current deficit, the 2020 budget will only fill the operational part of the current year and is unable to provide sufficient funds for the investment side."

And that "the deficit in the salaries of employees may amount to more than 10 trillion Iraqi dinars."

The Parliamentary Finance Committee confirmed, earlier, that the House of Representatives will receive the federal budget bill for 2020 from the Council of Ministers in the month of April. [/size][/b]
