Tax revenue is one of the most important sources of public revenue for the state in the modern era, and the importance of this source is not due to its absolute or relative size if compared to other other revenues only, but rather to the extent of its impact in the political, economic and social aspects. The academic Dr. Abdullah Najm Al-Shawi said: " The government is an important economic unit that needs financial balances to finance its public activity, which is expressed in public revenues, which the state obtains in the form of financial flows in order to cover public spending and satisfy public needs,
On this basis, reliance is placed on multiple sources of public revenues that differ according to the prevailing economic system, the extent of the state's progress and the historical development of types of public revenues. Taxes are the most important tools of public fiscal policy that they use to influence economic activity in order to achieve economic and social goals. "
 
The tax system

He added, "The tax system aims to achieve a set of data for the state that is determined by its political philosophy, and reflects the changes that occur in these goals, as well as the prevailing economic, social and political conditions in the state can play a major role in determining the goals of the tax system to be implemented, and the reality is that The objectives of the tax system are not different in the developed countries than in the developing countries, but the means to achieve these goals are the ones that differ due to the level of progress and backwardness that exists in the country, and on this basis the most important goals of the tax system can be determined.
 
Financial goals
Al-Shawi pointed out that "the existence of goals that the state seeks to achieve from behind the imposition of the tax and on top of these goals the financial goal. The financial goal was in the past and is still, until the present time, one of the main goals behind the imposition of the tax, as most countries depend on the money they receive to finance Its various expenses, and accordingly the tax must be neutral and not intended to cause any change in public, social and economic life. "
He said: "Some believe that the only goal behind imposing the tax is the financial goal through the state's endeavor to collect funds from citizens for the purpose of financing its expenditures, but that the tax has other goals that can be of great importance and its direct and positive impact on citizens is exploited if the tax imposition is exploited. Effectively, the goals we are discussing are the social tax, and they are many and varied, especially after the emergence of the principle of social justice, and by supplying modern trends for a fair distribution of income and limiting the exploitation of the working class, as well as the emergence of concepts of distributing the tax burden in society according to the level of income, tax and Night to re-distribution of income
 And riches. "

 

Economic goals
Al-Shawi stated that "the most important economic goals in relation to the tax, in our time, are not deducted without raising repercussions on the consumer, production, savings and investment. Therefore, governments use the tax to direct their economic policies to solve the crises that they may be exposed to, by encouraging the necessary branches of production and handling cycles." Depression and stagnation, and fighting block and concentration in society, and one of the economic goals is to use it as a means to encourage economic sectors such as working to encourage domestic industries and protect them from external competition.
He continued: "The state may resort to the protection of some local industries that are not able to compete with the imported industries, and this, in turn, raises the prices of imported goods and thus creates better competition conditions for locally manufactured goods, and many of those countries have used the tax as a way to encourage economic sectors such as a sector Tourism, industry or agriculture, so it exempted these activities from any taxes. "
 
Tax structure

Al-Shawi also stressed "the importance of working to make changes in the tax structure to make it more flexible, more responsive and capable of achieving goals, adopting environmental taxes with a view to improving the environment and reducing pollution because it reflects positively on public health in the future, and activating the financial role of the tax system by expanding the tax base and adopting Acceptable tax rates: It is true that the Iraqi economy enjoys abundant natural resources, but it is characterized by the lack of diversification of its revenue sources, which makes it vulnerable to fluctuations and crises, so it is necessary to reduce the dependence of the public budget on oil revenues and, in return, diversify its revenues. By increasing tax revenue and activating it in the economy
the National".
