Today, Wednesday, Member of Parliament Badr Al-Ziyadi asked President Barham Salih to present the name of a figure obtained by consensus to the parliament to proceed with forming the government, wondering why this delay in submitting the name of the candidate who was agreed upon.

Al-Ziyadi said in a statement to him, “There is a great agreement among most political forces on a certain personality in order to assign her to the position of the next Prime Minister.” Noting that “the delay in submitting the candidate is from the President of the Republic and we do not know what the reasons for this delay are and this is the question we ask him why this Delay in submitting the name of the approved candidate.

ERBIL, Kurdistan Region – Shiite political parties in Iraq have been given until Saturday to reach an agreement on appointing a new prime minister, or President  Barham Salih will assign an independent candidate to form the next  governmental cabinet.

Iraqi Prime Minister Adil Abdul-Mahdi resigned from his post in late  2019 following months of protests against the government, but he  remains in a caretaker role as the Shiite blocs – which dominate the parliament – have failed to agree on a replacement that  is also acceptable to the protesters on the streets.

Salih sent a letter to all Shiite  political parties on Wednesday to inform them of the new deadline.

“I invite all political parties to reach an agreement regarding the  candidate who will be next Prime Minister, who is also accepted by  the Iraqi people,” Salih said. 

“The political parties have until  Saturday to agree on a candidate for the position, or I will use my  constitutional authority to assign an independent candidate who is  the most accepted candidate by the Iraqi people and the parliament.”

Salih threatened to resign in December amid ongoing pressure to nominate foreign-backed candidates as PM, an issue which has rallied Iraqis to the streets since October.

The pro-Iran Bina coalition claims to be the largest bloc in Iraqi parliament, granting it  the constitutional prerogative to select Iraq’s new prime minister.

The coalition, headed by Hadi al-Ameri and former Prime Minister Nouri al-Maliki, nominated Basra governor Asaad al-Aidani as Iraq's next leader. They sent a letter to President Salih requesting that he assign al-Aidani to lead Iraq’s new cabinet, which was rejected by the president.

More than 600 protesters and members of the security forces have been  killed and around 18,000 more wounded since pro-reform demonstrations began on October 1, calling for complete change to the post-2003 political order.

The  government’s brutal repression of the protests led to increased  pressure for Abdul-Mahdi to resign, culminating with Ayatollah Ali  al-Sistani, Iraq's most influential Shiite cleric, calling for  Abdul-Mahdi's resignation in a sermon on Friday, November 29.

Since Abdul-Mahdi heeded the demands to step down and submitted his  resignation on November 30, there has been intense political sparring  between politicians, parliamentary blocs and protesters over who will  be nominated to lead Iraq’s next cabinet.
 
The most recent candidates put forward by political parties are Ali al-Shukri, former Minister of Planning from 2011 to 2014 and MP from  2014 to 2018, and Mohammed Toufiq al-Alawi, who served as Minister of  Communication from 2006 to 2007, and again from the end of 2010-2012,  when he resigned.

The third shortlisted is Mustafah al-Kadhimi, head of the Iraqi  National Intelligence Service since 2016. He has worked to purge the  influence of parties over the institution, and is seen as the least  partisan among the candidates.

Haneen Qaddou, the construction alliance deputy, revealed on Wednesday (January 29, 2020) the intention of his alliance to present an acceptable "candidate" for the position of head of the new government, before the president's term, Barham Salih, expires. 

Qaddu told (Baghdad today), that "his alliance will present its candidate to the President of the Republic before the deadline set by the latter expires, in which he asked the political blocs to agree to present a non-controversial figure to take over the post next Saturday." 

He added that "the construction will provide several names to the President of the Republic, Barham Salih, in order to choose one of them to take over the presidency of the Council of Ministers," pointing out that "going to the assignment of a personality other than that provided by the political blocs, may cause the situation to be greatly aggravated."

Earlier, informed sources revealed, on Wednesday (January 29, 2020), the text of the message sent by the President of the Republic to the political forces, regarding the mandate of the new Prime Minister, within next Saturday. 

More than one source, from whom I asked (Baghdad today), about the text of the message circulating in the media, said that the text of the message is correct, and the President of the Republic sent it to a number of political forces concerned with choosing the alternative Prime Minister to resign Adel Abdul Mahdi. 

The text of the message follows: 

Iraq faces dangerous political junctures that compel us all to confront it responsibly, to avoid further complications in the Iraqi scene, and to fulfill the legitimate demands of the people to form a new government that will pave the way for the upcoming elections. 

Since Prime Minister Adel Abdel-Mahdi submitted his official resignation to the parliament, political and parliamentary debates were launched for the purpose of choosing a candidate to take over the government, and unfortunately due to political debates and tensions, these deliberations did not lead until today to an understanding of a "non-controversial" candidate for the presidency of the parliament. The ministers are able to address the requirements of the stage and achieve the political and popular consensus required to cross the country to safety and restore order and prepare for the upcoming elections, which called the supreme religious authority, national powers and demonstrators to ask those concerned to expedite the resolution of the government formation file.

ERBIL — Iraqi President Barham Salih issued an ultimatum for Shia factions at the parliament to nominate a new prime minister before 1st February.

Salih said he will fulfill his constitutional duties by appointing an interim prime minister if the factions fail again to reach a consensus on one candidate.

However, he warned that any candidate should be also accepted by the protesters.

Since October last year, thousands of Iraqis have been protesting against the government, calling for fundamental reforms to improve people’s living conditions. Under their pressure, and at the request of Iraq’s grand Shia cleric Ali al-Sistani, Adil Abdul Mahdi resigned from premiership in November 2019.

However, Abdul Mahdi remains in the position as the caretake prime minister, waiting for the largest parliamentary blocks to agree on a successor for him.

Iraq's president on Wednesday threatened to unilaterally name a successor to the country's premier, who resigned in December, if parliament did not nominate a candidate within three days, AFP reported.

Al-Khalidi added, "Consultations are still ongoing between the political forces," noting that "the selection of the specific figure for the post of prime minister is very close and may be finally decided within a short period." 

Agreement between the rest of the movement and Fatah .. What if the president is alone?

Today, Wednesday, Al-Qudo affirmed his coalition’s intention to present an acceptable candidate for the post of the new government, before the deadline of President Barham Salih.

Qaddo told (Baghdad today), that "the construction will provide several names to the president of the republic in order to choose one of them to assume the position of prime minister," noting that "going in favor of assigning a personality other than that provided by the political blocs, may cause the situation to be greatly aggravated."

Message to the president

A message in favor: The blocs failed to present an acceptable candidate and you are the authorized one according to the constitution

Today, Wednesday, the representative of Al-Nasr coalition Hoda Sajjad sent an oral message to the President of the Republic regarding the candidate for prime minister in the next transitional government, and while she affirmed that the political blocs failed to choose an efficient and independent figure to occupy the post, she indicated that the President was pleased with that choice. 

Sajjad said in an interview with (Baghdad Today), that "the political blocs failed to choose an efficient and independent figure to occupy the position of the president of the transitional government and the president of the republic is the guardian of the constitution and is free to choose and hand-picked to choose the most efficient, best and most capable of the position away from quotas, sectarian and political pressure."

Sajjad added, "Most of the candidates refused to take over as prime minister because of the pressure exerted on them by the political blocs, especially since the building block candidates (Ali Al-Shukri and Muhammad Tawfiq Allawi) are competent personalities, and they were presented to others but were rejected." 

The MP asked about the victory coalition in the parliament: "Do you think that the political blocs bear the responsibility for this nomination under the coming circumstances?", Stressing at the same time that "the person of the chosen prime minister must be away from political pressure because the failure of previous prime ministers because of the pressures and their accumulation" . 

While information (Baghdad today) indicates an intense movement to resolve the most important knot standing in the way of meeting the most important demand raised by the protesters, political circles confirm that this movement is very serious this time and will come out with agreement on a personality that will not provoke the protesters' opposition but will be accepted.

If Saleh wants to be a baller, he can select a Sunni PM and watch Iran and their puppet MP's lose their sh!t before they get thrown out with the trash within a week. As it turns out, that's the only solution anyway. His selection cannot be someone the construction party would tolerate. Compromise is both impossible and unacceptable at this point.

On Wednesday, independent politician Muhammad al-Aqili confirmed that the political indicator in the Shiite house does not help the President of the Republic, Barham Salih, in choosing the next prime minister.
Al-Okaili said in a televised statement, followed by "Al-Akhbaria", that "all hypotheses indicate that the country has returned to square one after the next prime minister could not be chosen."
Al-Ugaili added that "President of the Republic Barham Saleh will not delegate a prime minister without recourse to consensus," noting that "the escalation of the street will not threaten political blocs and the only offense is the street itself."
He continued, "The Construction Alliance called on the President of the Republic to wait to choose the Prime Minister to reach the final consensus," noting that "there are political forces benefiting from the collision on the street."

Baghdad / Obelisk: Informed sources said on Wednesday, January 29, 2020 that the candidate of Al-Fateh and the Sadrist movement is Iraqi politician Mohammed Allawi.

The sources stated that the nomination came based on street data and parliamentary blocs, as Allawi has the largest share of popular and elitist acceptance of the leadership of Iraq in a transitional phase.

According to the information, the nomination process has reached the stage of informing the President of the Republic of the candidate for prime minister, Muhammad Allawi. 

The new development comes after an informed source revealed, on Wednesday, January 29, 2020, that the President of the Republic, Barham Salih, had given the political blocs until Saturday evening about the prime minister's candidate.

Sources for Al-Hurra reported that Iraqi party leaders and parliamentarians agreed on Wednesday to nominate former Minister of Communications Muhammad Tawfiq Allawi for the post of prime minister.

The sources indicated the approval of the leader of the "Saeron" coalition, Muqtada Al-Sadr, the leader of the Al-Fath coalition, Hadi al-Amiri, former Prime Minister Haider al-Abadi, and the head of the al-Hikma Movement, Ammar al-Hakim, to nominate Allawi to succeed Adel Abdul-Mahdi.

The sources revealed that Allawi's selection to head the government has been met by a reservation by former Prime Minister Nuri al-Maliki and head of the State of Law coalition.

The sources indicated that if the discussions took place in a positive manner, it is possible to announce the name of the candidate officially before the deadline set by the President of the Republic expires on Friday evening.

The President of the Republic, Barham Salih, had given three days to the political blocs to nominate a new prime minister to succeed Adel Abdul Mahdi, who resigned last month.

"If the concerned blocs fail to resolve the nomination order no later than the first Saturday of February, I see an obligation to exercise my constitutional powers by assigning those whom I find most acceptable to parliament and people," Saleh said in a letter to the parliamentary blocs Wednesday.

The Iraqi president’s move comes after the failure of the main Shiite blocs in the Iraqi parliament to agree on a candidate who has been accepted by the rising street since October 1 to demand early elections and the enactment of a new electoral law, the naming of a prime minister, and accountability for those responsible for the bloodshed of demonstrators and the trial of corrupt people.

Abdel-Mahdi submitted his resignation last December, after two months of anti-government protests that witnessed bloody violence that killed more than 500 people and wounded about 25 thousand wounded.

In the natural case, the Iraqi constitution stipulates that the largest parliamentary bloc be nominated as a candidate for prime minister, within 15 days of the legislative elections, and then the President of the Republic shall assign the Prime Minister to form his government within one month.

On December 20, the supreme Shiite cleric, Ayatollah Ali Sistani, called for the formation of a new "non-controversial" government capable of holding early elections "away from the power of arms and external interference."

An informed political source revealed, on Wednesday, the agreement of the political blocs with the selection of Muhammad Allawi as prime minister.
The source told "Al-Ikhbaria" that "a meeting between the Alliance of Others and Al-Fatah reached a final agreement between them regarding the assignment of Muhammad Allawi to the next prime minister."
He added that "the two alliances sent a letter to the President of the Republic, Barham Saleh, to expedite the nomination of Allawi to head the government."
