Tehran’s proxies should be punished by Iraqi voters

In one of the most outrageous political U-turns in recent memory, Muqtada Al-Sadr has pivoted from wholehearted support for Iraq’s uprising to sending his shock forces to kill demonstrators and violently break up protest camps. After months of Al-Sadr’s rhetoric about listening to the voice of the people, a terse message this weekend baldly stated: “Protesters should not interfere in political matters.”

 

Shockingly, most of the killings of protesters by Al-Sadr’s supporters occurred in the holy cities of Najaf and Karbala. This is the beating heart of the Shiite world, where Tehran has labored hardest to entrench its influence; yet hundreds of thousands of furious residents consistently demand an end to corrupt, sectarian governance and Iranian interference. 

 

These protesters are now turning their fury on Al-Sadr himself, accusing him of abandoning his flirtation with the protest movement and aligning with pro-Tehran factions to profit from lucrative government appointments. In what protesters have denounced as a “political coup,” Tehran’s proxies and Al-Sadr have colluded to appoint a nonentity as prime minister with the intent of perpetuating the status quo, while affording themselves breathing space to crush the protests.

 

Throughout the 1970s, Iraq’s immense oil wealth made it one of the most advanced states in the region. Having undergone a succession of catastrophes since then, today’s Iraq sees a governing elite cream off billions, while citizens endure grinding poverty, unemployment and dysfunctional services. Just as in Lebanon, Iraq’s nationwide protests didn’t erupt against a specific prime minister or government policy, but against the governing system as a whole. 

This isn’t the first time Al-Sadr has performed self-serving, 180-degree ideological somersaults. He repeatedly oscillated from being one of Iraq’s foremost paramilitary warlords to denouncing militias for “slaughter, assassinations and… distorting Islam.” Despite branding himself as an anti-sectarian nationalist, Sadrist thugs abducted and murdered tens of thousands of Sunnis between 2005 and 2008. After 2014, Al-Sadr’s “Peace Brigades” militia had one foot in and one foot out of the Iran-dominated Al-Hashd Al-Shaabi paramilitary coalition.

 

In about 2015, Al-Sadr sought to return to political relevance under a reform banner, yet government departments under Sadrist control circa 2005 were notorious for corruption and criminality. The Sadrist Ministry of Health was nicknamed the “Ministry of Murder” because his foot soldiers reportedly prowled hospital wards slitting the throats of Sunnis and dissidents. Ambulances became the chosen vehicles of death squads. 

Al-Sadr has veered from attention-grabbing political stunts (such as his 2016 invasion of the Green Zone) to bouts of petulant withdrawal from the political field altogether. No wonder the speculation about whether Al-Sadr is a bipolar manic depressive.

This isn’t the first time Al-Sadr has performed self-serving, 180-degree ideological somersaults.

In about 2004, Al-Sadr was gratefully accepting Iranian funding to destabilize Iraq. He was even based in Qom between 2007 and 2011, but began spouting anti-Iranian rhetoric after his return to Baghdad. During Al-Sadr’s visit to Tehran late last year, Qassem Soleimani and Ali Khamenei sought to return him to Iran’s orbit. There have been reports of discreet visits by Al-Sadr and his former subordinate Qais Al-Khazali to Iran in recent days. 

 

Iran has resorted to various methods of influencing the unpredictable Al-Sadr; from buying him off to threats of assassination and face-to-face meetings with his idol, Hassan Nasrallah. If Al-Sadr is indeed today acting at Tehran’s behest, it is unclear what his current motivations are.

One reason that Tehran’s proxies are rushing to form a government is their fear of new elections. Pro-Iran elements won a pitiful share of the vote in 2018, yet were able to dominate the new administration thanks to vigorous lobbying by figures like the late and unlamented Soleimani.

 

Having spent recent months effectively waging war against Shiite citizens throughout the south, where do Hadi Al-Amiri, Al-Khazali and Al-Sadr expect their votes to come from now? The pro-Iran Bana list would be lucky to get even 10 percent of the vote. Al-Sadr may fare even worse, having betrayed his loudly proclaimed principles. Thus, if Sunnis, Kurds and moderates aligned themselves around a broad-based, non-sectarian coalition it would be possible to shut out Iran-backed entities altogether. Indeed, according to the constitution, figures affiliated with paramilitary forces should not be allowed to participate in politics at all.

Leading cleric Grand Ayatollah Ali Al-Sistani has already called for a new round of free and fair elections, and protesters have urged him to categorically reject new Prime Minister Mohammed Allawi. If there are fresh elections, militias and foreign-aligned elements should be excluded from the process, with Al-Hashd-dominated departments like the Interior Ministry also kept at a distance. 

 

Iran’s proxies have sought to discredit the protest movement by alleging manipulation by foreign embassies. Unfortunately, far from manipulating the situation behind the scenes, Western diplomats are sleeping at their posts. Where is the international community on attacks against citizens and pressures for reforms and uprooting corruption? 

 

Iraq is the central plank in Tehran’s campaign of regional expansionism. The US and others should be capitalizing on Iran’s recent setbacks, as slamming the door on Tehran’s fingers in Iraq would have a huge impact on its ability to project its influence in Syria and Lebanon. 

Even after the deaths of well over 650 protesters, the wounding of more than 20,000, and with reports of hundreds of disappearances, protesters remain as determined as ever. The “political coup” by pro-Iran elements has only achieved one thing: When millions of protesters come out in future months, we won’t see generalized slogans condemning corruption and misgovernance across the board, but rather Al-Hashd and Al-Sadr have put themselves firmly in the cross hairs. They are now widely loathed, even by the segments of society that relatively recently lauded them as popular heroes and saviors from the scourge of Daesh.

Instead of hijacking the Iraqi revolution, Al-Sadr and Iran’s henchmen have simply ensured that they are the ones standing in the eye of the storm when the revolution definitively arrives.

Will Kurdish ministers keep their jobs in new Iraqi cabinet?

ERBIL, Kurdistan – Mohammed Tawfik al-Allawi, Iraq’s prime minister designate, is expected to announce his new cabinet in the coming days. The government reshuffle has raised questions over the future of three Kurdish ministers.

Mass anti-government protests which began in October forced Adil Abdul-Mahdi to resign as prime minister late last year. Allawi, a former communications minister, was tasked by President Barham Salih on February 1 with forming a new cabinet.

Allawi is under intense pressure to form an inclusive government which satisfies Iraq’s powerful political blocs and the protesters. 

Although he has the backing of parliament’s two biggest blocs – Fatih and Sayirun – protesters have already rejected Allawi as part of the old establishment they wish to overturn.

Sources close to the prime minister designate say Allawi plans to replace the entire cabinet – potentially as a means of showing the protesters he is making a clean break with the old order.

“Allawi, 15 days since his tasking, will present his cabinet before the parliament. He will not wait for the end of the one month deadline because Iraq’s conditions are very unstable and cannot endure further postponement,” Mohammed Khalidi, head of the Sunni Bayariq al-Khair bloc in the parliament and a figure close to Allawi, told Rudaw.

Allawi has not held formal talks with the parliament’s Kurdish, Sunnis, or Shiite blocs. The Shiite Sayirun and Fatih have both said they will not impose their party members on Allawi and say they would like to see an independent cabinet. 

Potential candidates for ministerial posts have yet to be announced, but early reports suggest the entire cabinet will be overhauled. 

“No minister in the current Iraqi government cabinet, including the Kurdish ministers, will be kept because the ministers, like [the caretaker PM] Adil Abdul-Mahdi, have resigned,” Khalidi said.

The Kurds, Sunnis, and Shiites have all given Allawi a free hand to choose his cabinet, just so long as Iraq’s ethnic components each get a measure of influence in his government, he added.

The Kurds themselves, predominantly represented by the Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK), held three ministries in Abdul-Mahdi’s government, including the Ministry of Justice, the Ministry of Construction, Housing, Municipalities, and Public Works, and the Ministry of Finance.

Faris Issa, head of the Kurdistan Regional Government’s (KRG) mission to Baghdad, told Rudaw Allawi “has plans to visit the Kurdistan Region, but no time has been set as of now”. 

“This week, the Kurdistan Region’s president and prime minister will attend the Munich Security Conference. That is why the PM-designate may not visit the Kurdistan Region this week,” Safeen Dizayi, head of KRG’s Foreign Relations Department, told Rudaw. 

Allawi has however already spoken to both on them over the phone, Dizayi added.

If Allawi does choose to enter talks with the Kurds, then the process of forming his cabinet may take longer, Khalidi told Rudaw.

Kurdish parties hold 58 seats in Iraq’s 329-seat parliament, but are not a unified force. Besides PUK and KDP, smaller factions including the Change Movement (Gorran), New Generation, Komal, and the Kurdistan Islamic Union have formed what they call the “Group 15” within the parliament, uniting their 15 collective seats.

Group 15 MPs have indicated they aim to negotiate with Allawi separately from the KDP and PUK.

“It is set for us to meet Mohammed Tawfik Allawi, but we won’t ask for ministries. We will rather ask him to undertake reforms, fight against corruption, chaos, militias, supervise clean elections, preserve the rights of the people of Kurdistan, its salaries, budget, and the rights of its farmers,” Muthana Ameen, a KIU MP and Group 15 member, told Rudaw.

There is nevertheless speculation the Group 15 may try to secure a ministerial post. What is less clear is whether the Kurds will receive a fourth ministry, or whether Group 15 will take a position at the expense of the KDP and PUK.

Rebwar Taha, a member of the PUK’s parliamentary bloc, speculated that at least one current Kurdish minister may retain his cabinet post.

“I don’t think the KDP and PUK shares will be decreased. The ministries given to Kurds in the previous cabinet have to be given to Kurds in the new cabinet as well, even if temporarily,” Taha told Rudaw.

The decision to change what ministries are held by Kurds ultimately rests with the Kurdish parties themselves, but Iraqi President Barham Salih, the KRG PM Masrour Barzani, and Kurdistan Region President Nechirvan Barzani are all currently in talks regarding the matter, Taha added.

Arafat Karam, a former KDP MP and current supervisor of the Baghdad portfolio for KDP leader Masoud Barzani, told Rudaw “it is the decision of the politburo whether they will change the ministers or not”.

It may be difficult however for Kurdish parties to nominate a non-partisan Kurdish candidate for Allawi’s “independent” cabinet, Khalid Shwani, the KRG minister for federal affairs, told Rudaw last week.

An independent Kurdish candidate without the backing of a strong parliamentary bloc may also find themselves squeezed by powerful opponents, Shwani warned.

Ahmed Kinani, a Fatih MP, told Rudaw the Kurds are an important partner and their fears must be addressed in the new cabinet formation.

Kurds have a strong presence in Baghdad. They have to be given a message of assurance because they are fearful now, and one of their fears is [the oil-for-budget] deal with the cabinet of Adil Abdul-Mahdi. This fear has to be relieved,” Kinani said.

The Fatih MP was referring to an arrangement between the governments of Erbil and Baghdad whereby the KRG would deliver a quota of 250,000 barrels per day (bpd) of oil to the central government in exchange for a share of the federal budget. The arrangement allows the KRG to continue selling its remaining oil independently.

Kurdish minister relies on two files in the dialogues to form the Allawi government

 

Shafak News / The Minister of the Territory for Dialogue Affairs with the Federal Government, Khaled Shawani, confirmed that the Kurdistan Regional Government is seeking better relations with the Baghdad government.

 

Shawani said in a televised statement that "the Kurdistan Regional Government wants good relations with the federal government on the basis of the constitution, cooperation and mutual understanding, and we believe that the solution to all problems lies in the capital, Baghdad."

 

He added, "At this stage, and things are moving towards forming the new federal government, it is important that the Kurdish political parties be united and that the dialogues of forming the government enter into a unified position and present a comprehensive program that includes the work program of the new federal government."

 

He pointed out that "the important files that the Kurds must present during the dialogues of forming the federal government headed by Muhammad Tawfiq Allawi, are to address the problems of the deducted regions and the financial benefits of the Kurdistan Region."

A parliamentary source said that Speaker of Parliament Muhammad Al-Halbousi and Chairman of the Kurdistan Democratic Party Masoud Barzani objected to the cabins of the President-designate Muhammad Allawi, which is expected to be announced next week.
The source, in an interview with “Al-Ahed News” today, Thursday, referred to “the intention of Prime Minister-designate Muhammad Tawfiq Allawi to announce his cabinet cabinet next week,” noting that “the cabinet will be short of three bags.”
The source, who requested not to be named, added, "The formation faces opposition from Speaker of Parliament Muhammad Al-Halbousi and President of the Kurdistan Democratic Party, Masoud Barzani."

ERBIL - Iraq's PM-designate Mohammed Allawi will present the list of ministers and structure of his interim cabinet to the parliament next week, said a lawmaker on Thursday.

Speaking to reporters, MP Mohammed Khalid pointed out that Allawi has completed the structure of his cabinet and that "he only needs to present it officially next Sunday."

The lawmaker further noted that the premier-designate would also call on the presidency of the parliament to set an extraordinary session for voting on the cabinet structure.

This comes while Allawi has reportedly been under pressure by the pro-Iranian Shia factions to accept their candidates as ministers in the future Iraqi government.

Earlier in November, caretaker PM Adil Abdul Mahdi resigned from his position amid the anti-government protests which have been ongoing since early October.

ERBIL — Iraq is getting closer to the formation of an independent cabinet free from political parties, said Prime Minister-designate Mohammed Allawi on Saturday.

"We're nearing a historic achievement: completing an independent cabinet of competent and impartial people, without the intervention of any political parties," Allawi wrote on Twitter.

He said the lineup of the new cabinet would be submitted “within the current week”.

Allawi also hoped that the Iraqi parliament would grant each proposed minister of his cabinet with the vote of confidence so the cabinet will start the work to meet the demands of the people.

He has until March 2 to propose the ministers to the parliament.

Baghdad / Obelisk: Sources revealed, on Saturday 15 February 2020, that the House of Representatives will vote on the government of Prime Minister-designate Muhammad Tawfiq Allawi, next Tuesday, as a maximum, indicating that it includes five women ministers.

The sources said that Allawi completed his ministerial cabinet on the basis of components, not parties, and informed the President of the Republic and Parliament about this.

She added that consultations are continuing between Muhammad Allawi and the political forces, taking into consideration the fulfillment of the demands of the demonstrations.

The sources indicated that the government includes independent and competent ministers with integrity, including five women, and they were chosen in consultation with deputies and political blocs without the ministers being affiliated with the parties.

The sources pointed out that there is a breakthrough in many of the outstanding issues between Erbil and Baghdad, and the region will have an appropriate role in the next government.

The sources reveal that 90% of the Shiite MPs agree with the government and 50-55% of the Sunnis, and for the Kurds, negotiations are ongoing and can produce good results.

And the Kurdish forces focus on the file of salaries of the region's employees and the benefits of farmers in their negotiations with Muhammad Allawi.

A well-informed source revealed that political forces are rumored in the media that the Prime Minister-designate, Mohammed Tawfiq Allawi, threatens to apologize for forming the new government because of the dictates of the political blocs.

The source said that the purpose of this is to promote political chaos and disrupt the task of Muhammad Allawi, who is struggling to complete the ministerial formation.

The sources confirmed that the quota forces that are seeking to devote their positions are the ones that spread that the Mahdi is ready to take the first plane headed to Beirut, in reference to his apology for the assignment, in order to create a state of political confusion, delaying the formation of the government.

The source pointed out that Allawi rejects the dictates of political forces and decided to choose new ministers who are independent from the blocs and parties.

Iraq is close to announcing an independent and impartial cabinet made up of competent and impartial individuals, the country’s caretaker Prime Minister Mohammed Tawfiq Allawi said on Saturday.

"We're nearing a historic achievement: completing an independent cabinet of competent and impartial people, without the intervention of any political party," Allawi said on Twitter.


He pledged to "submit the names of these ministers within the current week", which begins on Sunday in Iraq.

Allawi said he hoped that members of Iraq’s parliament will respond and vote on the new government so the demands of the people can be implemented.

Allawi, a two-time communications minister, has until March 2 to propose ministers to parliament, which must grant them a vote of confidence.
Iraqi officials have quietly expressed scepticism he would be able to complete it in time but Allawi surprisingly announced he would submit the lineup early.
Parliament is due to be in recess until mid-March and the speaker, Mohammed Al-Halbousi, has not scheduled an extraordinary session.
Allawi was nominated on Feb. 1 as a consensus candidate among Iraq's fractured political parties but has only been publicly endorsed by Moqtada Al-Sadr, who has a cult-like following across the country.
The cleric first backed the rallies but split with the main protest movement after endorsing Allawi, whom demonstrators consider too close to the political elite that has governed Iraq since the 2003 US-led invasion.
Since then, cabinets have been formed through sectarian power-sharing, which lends itself to widespread horsetrading among various sects and parties.
The country's Shiite, Sunni and Kurdish factions are likely to hold on tight to their shares of the current cabinet and hope to carry them over into the next cabinet.

The country's capital and Shiite-majority south have been rocked by demonstrations since October demanding an end to corruption and a total overhaul of the ruling class.

Political sources said today, Saturday, that Prime Minister-designate Muhammad Allawi has completed the formation of his cabinet, and will be announced officially within 72 hours, no later than Tuesday.

The sources confirmed to "Al-Ahed News" that the vast majority of the new ministers are from the scientific competencies of residents outside Iraq, all of whom are independent, along with two of the demonstration squares. And he chose them himself without allowing any party to interfere.

She added that Allawi refused to receive any candidate lists from the parties, Sunnis and Kurds, or even negotiate in this regard

She indicated that there is an initial agreement from the various Shiite components, and the majority of Sunnis, to pass the new cabinet to Parliament. Ended / 6

ERBIL, Kurdistan Region – Iraq’s Prime Minister-designate Mohammed Tawfiq Allawi is set to announce his new government within the week, but he has not consulted major Kurdish and Sunni parties about the formation of his cabinet.

Kurdish and Sunni leaders met on Sunday to call for an Iraqi government which is representative of Iraq’s culturally diverse population.

“We are close to a historical achievement represented by finalizing an independent ministerial cabinet composed of competent individuals with integrity, insulated from intervention from any political party,” PM-designate Allawi said in a Saturday tweet

Allawi, tasked by President Barham Salih on February 1, 2020 to form his cabinet within 30 days, said he will present his cabinet before Parliament before the end of this week.

Allawi has spoken to some Kurdish leaders over the phone, but has not held talks with Kurdish political leadership or the Kurdistan Regional Government regarding Kurdish representation in his cabinet. 

Kurdish leaders fear this could set a precedent in which future Iraqi governments will not take Kurdish representation into consideration.  

The Kurds are not the only ones with reservations about Allawi’s selection process. Iraq’s post-2003 political system has been designed along sectarian and ethnic lines, and Sunni Arabs also feel they have not been adequately consulted regarding the government formation.

On Sunday, Speaker of Iraqi Parliament Mohammed al-Halbousi, who is also head of the Sunni Union of Iraqi Forces coalition, met with Masoud Barzani, President of the Kurdistan Democratic Party (KDP). The KDP is one of the two ruling parties of the Kurdistan Region and is represented by two ministers in Baghdad.

Halbousi and Barzani released a joint statement about the meeting, saying that they spoke about a host of issues, with Iraq’s current political conditions taking priority.

“Any future [Iraqi] government has to be representative of all components of Iraq and [built upon the foundation of national partnership,” the statement read.

On Saturday, Kurdistan Regional Government (KRG) PM Masrour Barzani, in his meeting with Mohammed Ali al-Hakeem, Iraqi Minister of Foreign Affairs, addressed Kurdish concerns even more directly.

Barzani “asserted that the Kurdistan Region welcomes the formation of a government that is committed to the federal entity and constitutional rights of the Kurdistan Region, and for the official institutions of the Region to select Kurdistan Region’s ministers in the new Iraqi government.”

Iraq’s next government must also answer the demands of protestors who have been on the streets for more than five months demanding reform, an overhauled political system, and parliamentary elections.

Although caretaker PM Adil Abdul-Mahdi was forced to resign by the popular demands of Iraqi protesters in December of 2019, relations between the KRG and Iraq’s federal government improved drastically under his premiership. 

Relations had gradually deteriorated prior to Abdul-Mahdi’s tenure, especially since 2014 when the Iraqi government cut the KRG’s budget share due to disputes over the KRG’s independent oil sales. Relations reached a low point after an Iraqi military offensive against Kurdish forces in disputed territories in October 2017.

While relations between the two governments are currently stable, any step by PM-designate Allawi that the Kurds perceive as decreasing their protection under the current constitution or limiting their access to the federal budget might not bode well.

Mohammed al-Khalidi, an MP from the Bayariq al-Khayr bloc in Iraqi parliament, speaking to Rudaw on Friday, said that the Iraqi PM has picked independent ministers “from components, not parties.”

However, Meeran Mohammed, a Kurdish MP in the Iraqi Parliament, told Rudaw on Sunday that Kurds and Sunnis “are not convinced” with the PM’s approach.

Shiite parties, who back the PM-designate, have reportedly given him a free hand in picking his cabinet. However, Kurdish parties have argued that without their direct input, Kurdish interests will not be represented in the federal government. 

“Kurds should not be dealt with based on this standard because Kurds are not part of the destruction wrought upon provinces of southern Iraq, and I believe it is impossible that a cabinet not supported by two important components of Iraq succeeds,” Mohammed said.

“Iraq is a multi-ethnic, multi-cultural country, and to ensure its security and stability, it needs to be built on the pillars of partnership, consensus, and balance, and to guarantee its growth, we have to secure security and peace together as components of this country,” Masoud Hayder, former Kurdish MP and a figure close to Masoud Barzani, said in a Facebook post on Sunday. 

Allawi has the support of all Shiite blocs, which control more than the 170 seats needed to ensure a majority to pass his chosen cabinet.
