Baghdad / Obelisk: Political sources confirmed, Monday, January 20, 2020, that the nomination for the post of prime minister will be decided in favor of Ali Abdul Amir Allawi.

The sources said to "Al-Masala", that the agreement was reached with the President of the Republic to assign Ali Abdul-Amir Allawi as the next Prime Minister to succeed the head of the caretaker government, Adel Abdul-Mahdi.

While an informed political source revealed the designation of the Prime Minister, today, Monday, or Tuesday, as a maximum.

The source revealed the meeting of the President of the Republic, Barham Salih, the President of the Victory Coalition, Haider al-Abadi, the President of the Alliance of the Hadi al-Amiri, and the President of the Al-Hikma Movement, Ammar al-Hakim, to resolve the nomination of the candidate for the position of Prime Minister.

Political sources have spoken of the arrival of the presidential candidate to Baghdad from Beirut after hours, and President Barham Saleh will visit the Peace Palace as a prelude to his mandate to form the government and conduct preliminary consultations.

Sources say that the assembled parties agree that the candidate must obtain the approval of the masses of the demonstrations.

Protests escalated in Baghdad and the provinces after the constitutional deadline to assign a candidate for prime minister ended.

Totals, roads were cut in front of traffic, and many official departments were closed.

And the Iraqis are waiting for the nomination of the candidate to be far from the choices of consuming or partisan personalities, and that the political forces give up their privileges and conditions in order to achieve stability and prevent further chaos.

Al-Muttalabi said in a televised statement that I followed (Al-Maalouma), "All the candidates were occupying sovereign positions, and it is not possible to bring a person from the street and assign him as prime minister."

He added that "the crisis is still continuing despite talking about decisiveness, as the parties to the crisis reject dialogue and the horizon is still closed."

He explained that "the talk about resolving the prime minister candidate falls within the pressure, as there is no consensus on the person of Muhammad Tawfiq Allawi."

And that "the blocs fear the nomination of an unidentified figure for prime minister and the decision is currently in the hands of other people and conquest," pointing out that "the construction and the Kurds have a comfortable majority to pass the candidate for prime minister." 25 n ended

Ali Abdul-Amir Allawi (born 1947) is an Iraqi politician who was Minister of Trade and Minister of Defense in the cabinet appointed by the Interim Iraq Governing Council from September 2003 until 2004, and subsequently Minister of Finance in the Iraqi Transitional Government between 2005 and 2006.

Allawi was born in 1947 in Baghdad to a family deeply involved in Iraqi politics. Following the 14 July Revolution the family left Iraq due to links with the government under the monarchy.[1]

A Shia Muslim, Allawi was part of the Iraqi exile community in London during the rule of Saddam Hussein. He was one of the organizers of 'The Declaration of Iraqi Shia', a statement released in 2002. Before being appointed by the governing council in 2003, Allawi was a professor at Oxford University. Ali is son of Ahmad Chalabi's sister, making him Chalabi's nephew. Having worked as a merchant banker in London, he was elected as a Senior Visiting Fellow at Princeton University for 2008-2009.[2]

He earned an S.B. in Civil Engineering from MIT in 1968, and an MBA from Harvard Business School in 1971.[citation needed]

 

By the qualifications looks the guy is well prepared for the job.

Conflicting Reports Of The Prime Minister Nominating The Interim Government

This evening, there were conflicting reports about the readiness of the President of the Republic, Barham Salih, to announce the name of the candidate to head the interim government before traveling to participate in the Davos Forum.

Sources stated that the parliamentary blocs agreed to name one of the candidates, Muhammad Tawfiq Allawi, or Ali Shukri. While other sources added the name of Director of General Intelligence Mustafa Al-Kazemi to the names of the candidates.

At a time when it was stated that a private plane transported Muhammad Allawi from Beirut today for the purpose of holding a meeting with the President of the Republic prior to the announcement of his candidacy for the presidency of the government, later news came about Allawi’s apology for assignment due to pressures exerted on him to give pledges to some of the blocs regarding the nomination of names for senior positions, which is What has not been confirmed.

Allawi's tweet on this topic was circulated on social media, but its authenticity has not been confirmed, as it did not appear on Allawi's Twitter page. While media sources confirmed that the tweet is fraudulent.

On the other hand, the protestors of Tahrir Square announced their refusal to nominate Allawi and Shukri, and to upload their photos on the wall of the Turkish restaurant with a rejected phrase that does not meet the conditions.

The same sources indicated that failure to announce the candidate for prime minister until tomorrow means postponing this until next week, after Barham Saleh returns from his trip.

He was elected a member of the Iraqi parliament since the beginning of the year 2006. -
He was appointed Minister of Communications from mid-2006 until the end of the year 2007. -
He resigned from the ministry at the end of the year 2007. -
He joined again a member of the House of Representatives instead of the deceased deputy Aida Aseeran General 2008 until the 2010 elections. -
He was elected a member of the 2010 Parliament.
- He was appointed Minister of Communications at the end of the year 2010. -
He submitted his resignation from the Ministry of Communications due to his dispute with the Prime Minister at the end of the year 2012.

His accomplishments as Minister of Communications: 
- He revealed a conspiracy by some officials in the Ministry of Communications to waive Iraq’s right to obtain its own orbit of its satellite in favor of Israel at a million dollars.

- He made some achievements and some projects, including: When he was Minister of Communications .. He also had many projects that were suspended after his resignation from the Ministry of Communications.

Below are some of his important projects:
The Scholarships Project for a master’s degree from Portsmouth and Brunel Universities in Britain .. 100 students with a master’s degree in communications were graduated. In addition to some students holding a PhD in Communications.
This project was suspended after leaving the Ministry, as 250 students were scheduled to graduate over a period of 5 years.
A project of half a million lines for NGN developed with the Swedish company Ericsson .. This project has been completely completed.
The high-tech landline phones were to be provided to all Iraqis through the FTTH project ..
This project was implemented in Al-Hussainiya in Baghdad .. But these projects were suspended after he left the ministry.
The security project to provide security for the city of Baghdad and the Iraqi-Syrian borders.
A: This has stopped for a project due to corruption and conflict between the Ministry of Interior and the Prime Minister's Office.
A project to link Iraqi banks in coordination with the World Bank. This project was completely completed.
The Access Gates Project ... which is now earning more than five million dollars a month for the Ministry.
Several infrastructure projects with Canadian Nortel companies ... and Alcatel French .. and Huawei .. and linking Iraq with submarine cables and neighboring countries.
These projects have been fully accomplished .. It has provided Iraq with a sophisticated system of infrastructure cables that are fully dependent on all mobile phone companies .. and all companies providing internet service in Iraq .. The infrastructure system has generated about ten million dollars a month for the ministry.

Several other projects were suspended after leaving the ministry: 
such as the Smart City project .. Entrepreneurial education .. The medicine project from the distance .. The Information Centers project .. The Postal Bank project .. and the Noroztel Transit project .. which could have provided more than ten Millions of dollars a month .. and the FTTH project and the satellite project .. where negligence on this project after leaving the ministry led to the Israeli takeover throughout Iraq of the satellite.


His program to stop the spread of corruption in the Ministry of Communications:
He took several measures at the level of the Ministry of Communications to stop corruption, including:

Every company contracting with the ministry must make a certified undertaking with the notary public that it pledges not to pay any bribes to any employee in the ministry from the rank of a minister to the simplest employee .. Otherwise, the ministry has the right to cancel the contract .. and fined the company by 30% of the contract value. 
The company is placed on the blacklist .. as it is not allowed to contract with any government institution inside Iraq for a period of three years.

- All tender specifications for telecommunications equipment must be within the ITU global specifications.

His position on the Central Bank:
Muhammad Allawi wrote several articles that were dealt with by many news agencies in which he objected to the monetary policy of the Governor of the Central Bank, Mr. Ali Al-Alaq, and to the currency auction .. The Governor of the Central Bank responded to it as an open message in the media ..
- Muhammad Allawi’s response to the governor’s open letter was also in the media. He compared the policy of Dr. Sinan al-Shabibi, the former governor of the Central Bank, to the policy of Mr. Ali Al-Alaq.

His dispute with former Prime Minister Nuri al-Maliki:
- The dispute arose between the Minister of Communications Muhammad Tawfiq Allawi and Prime Minister Nuri al-Maliki, which led to the resignation of Muhammad Allawi at the end of the year 2012 -

- It was known when he headed the Ministry of Communications that his evaluation of workers in the ministry was based on the employee's integrity, sincerity in his work and competence, far from his religious, sectarian or ethnic affiliation.

His integrity:
No public or private corruption charges were recorded on him.
Allawi, the only minister who did not seek to own the plot of land allocated to him.
- He did not receive the pension he deserves as a minister.
A: He didn't receive any cars. Knowing that the ministry allocated four cars to me, like all previous ministers. He refused to receive it.
A refusal to assign the number assigned to him from protection and to receive their allocations .. and the protection that was available to him was paid to them from his own pocket.
I traveled several business trips when I was a minister for the ministry .. He paid expenses from his own pocket.. Rather, the accounting department in the ministry called him after returning to Iraq in 2014 to pay him the debts owed by the ministry for some of the delegations he did not seek to receive .. -

Zafir Al-Ani, a member of the House of Representatives, believes that the crisis in Iraq is deeper than the exchange of government or personality.


Al-Ani predicted in a statement to Al-Sharq Al-Awsat newspaper that Al-Ikhbaria followed, "the continuation of the political crisis and mass demonstrations" even in light of the agreement to form a new government, "noting that" the crisis in Iraq is deeper than simply replacing a government with a government or a person to head the government with another character".
