The financial advisor to the Prime Minister, Mazhar Muhammad Salih, revealed today, Friday, that Iraq approached America, Japan and South Korea to sign partnership agreements, noting that Washington "welcomed the idea."

 

Saleh said in a statement to the official Iraqi news agency, "The government has approached the United States, Japan and South Korea to sign partnership agreements, related to infrastructure, direct production and development of the agricultural sector in addition to other sectors."
 
He added, "The American side welcomed the idea and promised to study it and respond to it," noting that "Iraq has an agreement on the strategic framework in various fields, but it needs a diplomatic move to activate it."


Resigned Prime Minister Adel Abdul-Mahdi, on (19 September 2019), arrived in China at the head of a large government delegation on an official visit that takes several days, during which he signed a memorandum of understanding in several areas.

According to the Iraqi government, it forms a framework for joint cooperation between the two sides, under which China undertakes various reconstruction projects in exchange for quantities of Iraqi oil.

On Thursday, President of the Islamic Supreme Council Humam Hammoudi and Chinese Ambassador Zhang Tao valued the sober Chinese stances with Iraq and its people, while China's Ambassador to Iraq Zhang Tao stressed that his country is ready to implement the agreement with Iraq.

 

Hammoudi's office said in a statement that Alsumaria News received, a copy of it, that "the head of the Islamic Supreme Council Humam Hammoudi received today, in his private office, the Chinese ambassador to Iraq Zhang Tao," noting that they "discussed the prospects for cooperation between the two countries." He added that "the two sides emphasized the promotion of mutual interests, mutual respect for the sovereignty of states, their internal affairs, and dialogue, as they are the basis for world stability and the well-being of its peoples."
 
During the statement, Tao stressed, "China is keen to strengthen its relations with Iraq and support it politically and economically, and contribute effectively to its development," noting that his country "is ready to implement the Iraqi-Chinese agreement, which will be a unique development revolution on the path of building modern Iraq."
 
 
For his part, Hammoudi appreciated "the discreet Chinese stances with Iraq and its people," expressing his hope to "expand cooperation in cultural and humanitarian fields as well." He stressed that "Iraq is keen to open up to different countries, diversify its investments and its connections on the basis of exchanging interests and respect and not interfering in its internal affairs."

The advisor to the Prime Minister for Economic Energy Affairs Abdul Hussein Al-Hanin confirmed that Iraq stipulated that Chinese companies implement projects with American and European global technology.

Al-Hanin said in an interview reported by the official agency, “The government will not accept second-class projects, but rather first-class projects and serve the community.” He pointed out that “there are 40 major Chinese companies ready with all capabilities and are financially and technically guaranteed at the practical level capable of doing major work in The field of roads, bridges and city building. "

He explained that "some describe the agreement as pledging Iraqi oil, and this is not true, because it is a guarantee for selling oil for a long time and is a major achievement." He indicated that "this agreement includes the implementation of projects on the principle of oil for construction and reconstruction."

Al Hanin pointed out that Iraq will pay 100 thousand barrels per day, equivalent to the price of the oil market, 6 million dollars per day, and by 180 million dollars per month.” Noting that “the agreement rate of oil is 10% of Iraqi oil exports to China, which reach One million barrels per day.”

He explained that "the recent events directly affected the implementation of the agreement," noting that "it was hoped that the China-Iraq Forum would take place in Baghdad on 11-17 of last year for a period of four days, but it was postponed and replaced by small workshops that will be held these days and in coordination with the Chamber Chinese trade, Chinese embassy, prime minister’s office and other ministries.”

Al-Hanin pointed out that "the cabinet issued a few days ago requesting ministries and governorates, including the Kurdistan region, to update their previous data to prepare for the completion of projects related to infrastructure in all sectors," usually "the agreement with China that it is one of the most important agreements that occurred in the history of Iraq."

Legal expert, Ali Al-Tamimi, revealed the possibility of China adhering to the treaty with Iraq internationally.

Al-Tamimi told Al-Ikhbaria that "every agreement between two countries is placed at the United Nations in accordance with Article 102 of the Charter of the United Nations, so if what happened is a treaty and it was not ratified in Iraq, then it is in accordance with the Vienna Convention 1969 Articles 46 and 47 of them have binding force, which is what The judiciary of the International Court of Justice 1932 and 1933 settled in similar cases, meaning that if China adheres to it, it would be mandatory for it to have the primacy of international law over domestic law and here the subsequent Iraqi government has the right to challenge this before this court.

"Internally, the president or someone who signed the agreement is questioned for violating constitutional contexts in accordance with the provisions of internal law, and the bilateral agreement may be far from the international contexts above and this is also a dangerous matter, as happened between Saddam Hussein's government with Turkey regarding the entry of Turkish forces into Iraq and ended with Saddam's death."

"If it is a memorandum of understanding or all contracts need to be included in the budget, which is not available to the caretaker government, but the Chinese side can stick to it."

Hmmm , caretaker government it is  ?, hmmmm .Iraq cannot be  sovereign until they have complete control over their currency . The US to a large extenrt is caretaking this caretaker . W e have so much invested in Iraq ,what with the lives of US soldiers lost and the mind boggling money we've invested in Iraq . I appreciate our tough as nails president .If anyone can negotiate these waters , it's Trump.

Saleh added that "the agreement will provide many job opportunities for the unemployed and give an opportunity to the Iraqi private sector companies, as well as relying on Iraqi products to implement projects such as cement, bricks, sand and others," noting that "this will create significant economic development in the country." 

And that "the age of the agreement reaches 20 years, stressing that this agreement will revive the infrastructure of Iraq, which has been destroyed for four decades."

Ur articles are a real clown show lately ... in a excellent kind of way , back when shabibi was sitting in the chair at the cbi before maliki ran the man outa iraq , Salih relayed the cbi's plans to the citizens on a regular basis compared to today when all they seem to print is a broad brushed view of something and never even hear from the cbi governor anymore if iraq even has one now , i never knew if Alak was a proxy governor or what best i remember he didn't even have a financial background all i remember of Alak was attending grip and grin photo ops and getting best banker in history award or something like that ... cheers we wait

Finance Committee: China's agreement only requires the approval of Parliament in this case?

The Parliamentary Finance Committee identified, on Sunday, one case in which Parliament requires approval of the agreement between Iraq and China.

The committee's rapporteur, Ahmed Al-Saffar, said, "The Iraqi-Chinese agreement does not reach the level of the agreement, which must be approved by the parliament, for that agreement is closer to a memorandum of understanding that is supposed to be included in the 2020 budget."

He added: "If the Memorandum of Understanding or the agreement is within the 2019 budget, then it does not need the approval of the House of Representatives, but if it entered the 2020 budget, then it certainly needs the approval of Parliament through its approval of the draft budget and making it a binding law."

Hey China! Welcome to the party. You guys are getting ready to sign one of the most historic trade deals in the history of Iraq. That's why it will be the first thing (We) Parliament starts to look at after we return from our 6 week vacation! In the mean time feel free to look around , maybe attend some protests, meet some Iranian militiamen or even do a desert trip to catch a glimpse of the ever elusive ISIS fighter.

A Jihadist attempted to flee Mosul in a disguise similar to a pantomime dame, but was caught when he forgot to shave off his beard and moustache.

The ISIS fighter was trying to get away from the former militant stronghold as the city was recaptured, but didn't quite get his escape plan right.

Dressed in women's clothes and with elaborate make-up, the bearded man forgot to get rid of his facial hair.

In photos released by the Iraqi army after his capture, the man can be seen to have slathered on powder, eyeshadow and lipstick, even adding some beauty spots.

But the large moustache and beard as well as full eyebrows, rather give the game away.

Other photos released by the army show the men in padded bras as they try to slip through the net and out of the city. 

Mosul's Old City, which once stood as a neighborhood of densely built alleyways and homes on winding lanes, has been reduced to rubble by a months-long war to root out the Islamic State.
