Under the patronage of the President of Al-Mustansiriya University, Dr. Fadhil Hamid Al-Tamimi, the Center for Arab and International Studies held an economic seminar on the tracks of preparing the federal public budget and following up its implementation in Iraq. The seminar, which was moderated by the head of the Financial Supervision Bureau, Dr. Salah Nouri Khalaf, dealt with a number of researches in this important topic, which occupies a large portion of the interest of experts and specialists in economic affairs, as the state’s general budget represents the government’s plan through which it intends to achieve the contents of its programs within a year, no doubt. The country's budget is dependent on the revenue of a president, who is the oil revenue at a rate of no less than 90 percent of the total revenues planned for a year.

Budget implications
Academic Dr. Ahmed Omar Al-Rawi spoke about the first track in preparing the budget, saying: “The state’s general budget represents the government’s plan through which you want to achieve the contents of its program within a year, and the contents of the general budget of any country we find is in eight dimensions: the political, economic, financial, social, administrative, and accounting dimensions Legal and information, and it is prepared within the framework of a financial plan that enables the government to implement the decisions related to activating its program that it pledged to implement in front of its people.
 
Planning budgets
He continued, while "financial control is the verification process in the level of implementation of activities according to what is planned, and the state's planning budgets are an effective monitoring model that can play a fundamental role in knowing the extent of the implementation of the programs that were planned in the annual budget items of the achieved revenues and actual expenses." 
He added, "The annual budget of Iraq is characterized by relying on a major revenue that is the oil revenue, and at a rate of not less than 90 percent of the total revenues planned to be collected during the year. Therefore, preparing such budgets faces a lot of uncertainty in achieving the expected returns, because the revenues In such a case, it will be affected by an external factor that is subject to the controls and variables of the international oil market and consequently the items of spending will be affected if this revenue increases or decreases during the year.
 
Oil revenues
The narrator stressed "the necessity that one of the first goals of the budget be to achieve financial and monetary stability, accompanied by the importance of not preparing the budget in light of oil revenues only, but in light of indicators of allocating resources, implementing development programs and improving returns that are not Oil. "
He pointed out that "the most important characteristic of the budget preparation phase after 2003 was the abolition of economic sanctions imposed on Iraq in accordance with the Security Council resolution and the issuance of the Financial Management and Public Debt Law of 2004, this stage has witnessed a significant increase in public expenditures, especially salaries and wages as a result of revenue Oil, thus increasing the size of budgets by nearly $ 40 billion in the year 2005 until it reached major figures in the draft budget for the year 2014. "
 
Purchase Transparency
The second track that was discussed in the symposium was under the title "Evaluating the Transparency of Public Procurement in Iraq", as academic Dr. Falah Khalaf Al-Rubaie of the College of Administration and Economics at Al-Mustansiriya University said: "Improving the transparency of public procurement is one of the main structural reforms of public money management that It would enhance financial governance, gain investor confidence, attract investment for infrastructure projects, and restore economic competitiveness. ” 
He added, "The modernization of public procurement in accordance with the criteria approved by the Organization for Economic Cooperation and Development is one of the most important requirements for combating corruption and enhancing the frameworks of integrity and transparency in Iraq".
 
Smart governance
The third track in preparing the general budget The issue of governance was discussed in the context of preparing the general budget. About this path, Dr. Adel Subhi Abdul Qadir of the College of Administration and Economics at the Iraqi University spoke. He added, "There are many dimensions of smart governance, including dynamic strategy, which is the ability of the leadership to predict complex political challenges and respond proactively and with high flexibility, as well as cooperation across sectors, in showing mutual respect, openness and trust between the parties together with the shared responsibility to solve the problem and the desire to Risk, let alone inter-institutional cooperation and agreement to coordinate and manage activities on the basis of interconnection, interaction and non-hierarchical negotiations between two or more units to achieve results Shared. When the government raises the budget, it exercises the power of (the proposal), and the decision remains to ratify or amend it to the House of Representatives, and the validity of the (proposal) is not a serious authority, it is not logical to remove it from the caretaker government with the possibility of it continuing for a long time.

Note that the constitution did not specify the meaning of (the caretaker government) and there was no provision in it to specify (the powers or competencies of the caretaker government), therefore, everything that is said about the fact that this is not one of its powers and that of its powers is discretionary has no valid constitutional support.

"We have started preparing the 2020 budget since June of last year, and the government has failed to distribute the total revenue to general expenses," Al-Zrafi said, while hosting him in the "Point of View" program , presented by Dr. Nabil Jassem on the screen of (Degla Satellite).

He added that "the financing of the 2019 budget amounted to 116 trillion, while oil revenues were 78 trillion + 6 million from local revenues, which caused a deficit to fill the surplus left by the previous government of Haider al-Abadi, amounting to 17 trillion."

And that "there is an inflated spending problem in the ministries in the 2020 budget, which is more than what was in the 2019 budget, and this is the reason for delaying its dispatch to Parliament."

He pointed out, "We cannot continue to work according to the 2019 budget with spending and implementation in 2020, and the year must open with a new budget law because there are problems and changes that occurred."

He pointed out that "there is random spending in ministries this year and the appointments announced by the government will cause a financial collapse in the event of an economic problem in Iraq."

On the other hand, the deputy for Al-Nasr coalition said that "the allocations for appointments at the Ministry of Electricity within the budget amounted to 360 billion dollars," noting that "there are no funds allocated for that." 

And he added, "The Ministry of Electricity requested 5 trillion dinars from the Iraqi Bank of Trade to finance projects because the value of what is allocated is zero in the 2020 budget."

He pointed out that "the large financial deficit in the 2020 budget amounted to 48 trillion, which is the real reason that prevented the transmission of the budget by the government."

He continued, "There are no sources through internal or external borrowing to cover the deficit."

He said, "The salaries of employees in the 2019 budget amounted to 55 trillion and it is possible that the budget in 2020 will reach 69 trillion."

He pointed out that "oil exports could supply 89 trillion dinars to the state, which means that salaries will run out of a large part."

The deputy warned that "the amount of spending can reach 120 trillion dinars in the budget for the current year, which means that imports will not cover the size of operating spending and salaries because the incoming will not exceed 90 trillion."

He noted that "no real projects were paved for roads and electricity in the 2019 budget despite the allocation of funds from among external loans and we do not know where the money went, those involved may be some ministers." 

Earlier today, Ahmed al-Kinani, a member of the Al-Fateh coalition, revealed the size of the fiscal deficit in the 2020 budget. 

Al-Kanani said to (Baghdad today), that "the budget deficit of Iraq for the current year 2020 will reach 48 billion dollars, which is a large and staggering number that requires the government and in coordination with the Finance Committee in the House of Representatives to find fast and urgent mechanisms to fill the deficit in it through internal loans or Foreign .

He added, "The deficit that will occur in the budget, we must find solutions because the figure announced in the 2020 budget is large and very dangerous."

Sounds just like when Maliki was PM and 8 billion came up missing, and nobody even looked for it because they all knew the majority of it went to Iran. I'm beginning to understand better now why Saddam Hussain had all of the previous politicians to his rule immediatly taken out front of the auditorium and had them all shot in the head. Seems to be the one true way of cleaning out the swamp in Iraq. Otherwise, Iran will never truly be out of their business, unless the Mullahs fall from grace...

It’s my belief that with trump taken out the general and Iran backed militia under threat and with appointment of a new prime minister Iran is no longer an issue. Any one backing Iran will want to have their shirt pants on!

The Parliamentary Finance Committee announced, on Thursday, that the percentage of expenditures included in the draft Budget Law 2020 has reached about 163 trillion dinars, while revenue is not the same, indicating that the draft budget is still with the Ministry of Finance working to address or reduce the percentage of the deficit in it.

Committee member Ahmed Hama told Al-Maalouma that "the draft 2020 budget in the government included large expenditures that do not match the size of oil revenues and other imports, which will constitute a large deficit in them."

He added that "the total expenditures included in the budget in the preliminary draft amounted to 163 trillion dinars at the time of total revenues not exceeding 110 trillion dinars."

He explained that "the draft budget is still with the Ministry of Finance and the governmental committee to work to reduce the rate of disability and was not sent to the Council of Ministers to vote on it and send it to the House of Representatives."

He added that "the political blocs are moving at the moment to resolve the position of prime minister for the purpose of ridding the country of the current crisis and creating an authentic government with full powers," noting that "the new legislative chapter will allocate its first sessions to vote on the new government according to the political agreement and the passage of the federal budget for 2020."

The deputy of the Al-Fateh Alliance Fadel Al-Fatlawi confirmed, earlier, that the government approved the sale price of a barrel of oil at $ 50 within the federal budget bill for 2020, according to Oil Minister Thamer Al-Ghadban, pointing out that the fiscal deficit in the budget does not exceed 30 trillion Iraqi dinars.

"The Chinese agreement did not fall within the investment budget, as it deals with the source oil, especially as China imports 850,000 barrels and cuts 100,000 from them to finance the agreement projects concluded between the two countries," Al-Hamash said in a statement to "The Information."

He added that "some ministries have projects, and an investment budget has been allocated to them to complete these projects. Therefore, this budget can be reduced in the solution of implementing projects according to the Chinese agreement." And that "most of the investment budget goes to oil companies," pointing out that "the Chinese agreement will serve and reduce the operational budget more than investment." He explained that "the operating budget constitutes 75% of the budget, and if projects are completed according to the Chinese agreement, then there will be revenues that will enter ministries and reduce their operating budget."

He pointed out that "the budget deficit will decrease after the implementation of the Chinese agreement as a result of the decrease in the operating budget, in addition to that the oil prices are higher than what is decided in the budget and the price difference will fill a large percentage of the deficit to reach at the end of the year to 10 trillion instead of 48."

The Chairman of the Committee, Deputy Haitham al-Jubouri, said in a statement to his independent follower that there are efforts to activate the grant for the unemployed and university students in the event that the necessary funds are available in the 2020 budget, stressing that the law related to the grant It exists, but it requires activation and earmarking funds.

It is worth mentioning that the Deputy Chairman of the Parliamentary Higher Education Committee, Hassan Al-Masoudi, said earlier that there are efforts to include a student scholarship for students of preliminary studies. The universities have a budget for next year, while he pointed to efforts to amend the scholarship law for its expansion and the inclusion of postgraduate and secondary students.

In a related context, Al-Jubouri added that the unemployed grant is an emergency grant.  It is not a periodical, indicating the committee’s endeavor to include the second and third grants for the unemployed in the 2020 budget. He continued that the committee had developed a plan to provide job opportunities for the unemployed and graduates, whether in the public or private sector, and not allocating grant subsidies only, calling for a simple financial grant to be given to the unemployed and graduates.
