Today, Saturday, the House of Representatives held its regular session, headed by First Deputy Speaker of Parliament Hassan Al-Kaabi.

"Al-Ikhbaria" correspondent said, "The House of Representatives held its 27th session of the first legislative term for the fourth parliamentary session, headed by the First Deputy Speaker of Parliament Hassan Al-Kaabi."

He added, "The number of representatives attending the session is 185."

It is noteworthy that the House of Representatives is scheduled to hold its session on Saturday evening, to discuss a number of important laws, including the health insurance law.

The media department of the parliament stated, "Al-Kaabi opened the work of the 27th session, in the fourth parliamentary session, for the second legislative year, with the first legislative term."

The Parliamentary Labor Committee revealed, on Saturday, that it submitted a parliamentary request to give the government 3 powers, including sending the budget and appointments.
Committee member Fadel Al-Fatlawi said in an interview reported by Mawazine News that "the request submitted to the Presidency of the House of Representatives includes granting powers to the caretaker government to send a draft budget law and vote on the agreement with China and activate the Federal Service Council."

Member of Parliamentary Finance Committee, Ahmed Al-Saffar, on Saturday ruled out passing the law amending the Financial Management Law in today's session, attributing this to the presence of some disagreements about it, while he warned that any "urgent" amendments in the law would not be in the public interest.

Al-Saffar said in an interview with Alsumaria News, "There are some disputes about the law, among which is that the law did not pass its legislation until several months and did not come into force until the moment, therefore its amendment at this speed is an incorrect indication."
 

He added, "Any observations that we need to amend can be taken in the next budget law because the Financial Management Law is a fixed law and represents a constitution and a rule in the country’s money management policy, and any urgent adjustments in it that will not be in the public interest."

It is noteworthy that the House of Representatives, ended its session held on Thursday (December 26, 2019), the second reading and discussion of the proposed law of the first amendment to the law of the Federal Financial Administration.

Health and Finance The two parliaments discuss the exclusion of consultants from the retirement law

The Health and Environment Committee chaired by Representative Qutaiba al-Jabouri and its members today, Saturday, held a joint meeting with the Finance Committee to discuss amending the unified pension law to exclude consultants in the Ministry of Health and amend the legal age to refer them to retirement at the age of 65 years.
The Media Department of the House of Representatives stated in a statement received [where] that "during the meeting, a full presentation was made regarding the urgent need for the services and preparation of consultant doctors and the reasons leading to a decrease in their number if they were referred to retirement, as well as the need to amend the legal age for their retirement."

In turn, the Finance Committee stressed "the necessity for the Ministry of Health and Doctors to communicate with the committee in this regard and discuss the issue of amending Article Two / First, of the Unified Retirement Law to ensure that doctors include this amendment in the service of the public interest."

In another context, the Health Committee discussed, at a separate meeting, the proposal of the health insurance law before it was put to a vote during today's session.

Baghdad / Obelisk: The office of the president of the National Coalition, Iyad Allawi, announced on Friday, January 10, 2020, the resignation of the latter from his membership in the House of Representatives.

The House of Representatives votes on the Financial Management Law and ends discussion of amending the Accreditation Authority Law

The House of Representatives voted at its twenty-seventh session, which was held under the chairmanship of Mr. Muhammad Al-Halbousi, Speaker of the Council, and in the presence of 184 deputies today, Saturday 11/1/2020, on the proposal of the Federal Financial Administration Law No. (6) for the year 2019 and ended the discussion of the proposal of the law of the first amendment of the Iraqi Authority Law For adoption, while discussing a number of important issues.
At the beginning of the session opened by Mr. Hassan Al-Kaabi, the first vice-president of the council, Mrs. Rasha Yahya Abis Al-Hatimi took the constitutional oath to fill the membership of the council instead of the resigned deputy, Ali Shukri.
After that, a vote was taken on the proposal of the First Amendment Law of the Federal Financial Administration Law No. (6) for the year 2019 submitted by the Finance Committee for the purpose of enabling the Ministry of Finance to apply the law in accordance with the actual expenses of the previous year after excluding unrepeated expenditures in addition to the ministries and governorates being able to continue spending the allocated and funded amounts It has during the previous year to complete the services required of it and ongoing projects, as it is an acquired right for the governorate and the governorate departments with the ministries.
During the session, which was headed by Dr. Bashir Haddad, Vice-President of the Council, the council finished reading a report and discussion of the proposal of the First Amendment Law of the Iraqi Commission for Accreditation No. 78 of 2017 submitted by the Economic and Investment Committees and the Financial Committee.
The interventions of women and gentlemen deputies focused on the necessity of clarifying the reasons behind the need to allocate additional resources from the general budget to the commission that allocates 50% of service wages to cover its revenues.
In its response to the interventions, the committee concerned emphasized that the authority in the original law was self-financed and in the current law its funding will be within the federal budget in order to avoid corruption cases by exploiting some of the private companies for the gaps in order to pass goods outside the standardization and quality control.
The Council discussed a number of issues pertaining to the public affairs, especially those related to the importance of spending financial allocations to complete projects throughout Iraq by giving the House of Representatives the authority to the Council of Ministers to send the federal public budget for the year 2020 to the Council to vote on it as well as the need to give priority in the appointment of wage workers The daily within the departments of the Ministry of Electricity for those who have exceeded 14 years of service, in addition to working hard to achieve a balance for the Kurdish component in a number of state institutions in the province of Kirkuk and work for the fair administrative staff working for free for years within the Wasit Education Directorate.
The interventions dealt with the necessity of working to exclude those with a technical expert degree in state institutions from referring to retirement in the event of reaching the age of sixty and according to the law in effect because there is an urgent need for their expertise and demand to submit a complaint to American officials and who caused ISIS to enter Iraq with the importance of expediting the delivery of dues The peasants, in addition to calling for a move away from emotion while voting on the crucial decisions.
For his part, Dr. Haddad instructed the women and gentlemen deputies and deputy governors, as well as the office of the vice-president of the council, to follow up on achieving a balance between the components of Kirkuk, calling on the security, defense and foreign relations committees to follow up on the request to submit a complaint to those who caused the entry of the ISIS terrorist organization.

Then it was decided to adjourn the session to Monday 13/1/2020.
