Parliament votes on the Financial Management Law and ends discussion of amending the Accreditation Authority Law
  
{Baghdad: Al Furat News} The House of Representatives voted at its twenty-seventh session, which was held under the chairmanship of Muhammad al-Halbousi, Speaker of the Council and in the presence of 184 deputies today, Saturday 11/1/2020, on the proposal of the Federal Financial Administration Law No. (6) for the year 2019 and ended the discussion of a proposed law The first amendment to the Iraqi Commission for Accreditation Law discussed a number of important issues.

According to the statement of the media department of the council, the agency (Al Furat News) received a copy of it, that at the beginning of the session opened by Hassan Al-Kaabi, the first vice-president of the council, Rasha Yahya Abbas Al-Hatimi was sworn in to fill the council membership instead of the resigned deputy Ali Shukry.

After that, a vote was taken on the proposal of the First Amendment Law of the Federal Financial Administration Law No. (6) for the year 2019 submitted by the Finance Committee for the purpose of enabling the Ministry of Finance to apply the law in accordance with the actual expenses of the previous year after excluding unrepeated expenditures in addition to the ministries and governorates being able to continue spending the allocated and funded amounts It has during the previous year to complete the services required of it and ongoing projects, as it is an acquired right for the governorate and the governorate departments with the ministries.
During the session, which was chaired by Bashir Haddad, Vice-President of the Council, the council finished reading a report and discussion of the proposal for the first amendment of the Iraqi Commission for Accreditation Law No. 78 of 2017 submitted by the Economic and Investment Committees and the Finance Committee.
The representatives' interventions focused on the necessity of clarifying the reasons behind the need to allocate additional resources from the general budget to the commission that allocates 50% of service fees to cover its revenues.
In its response to the interventions, the committee concerned emphasized that the authority in the original law was self-financed and in the current law its funding will be within the federal budget in order to avoid corruption cases by exploiting some of the private companies for the gaps in order to pass goods outside the standardization and quality control.
The Council discussed a number of issues pertaining to the public affairs, especially those related to the importance of spending financial allocations to complete projects throughout Iraq by giving the House of Representatives the authority to the Council of Ministers to send the federal public budget for the year 2020 to the Council to vote on it as well as the need to give priority in the appointment of wage workers The daily within the departments of the Ministry of Electricity for those who have exceeded 14 years of service, in addition to working hard to achieve a balance for the Kurdish component in a number of state institutions in the province of Kirkuk and work for the fair administrative staff working for free for years within the Wasit Education Directorate.
The interventions dealt with the necessity of working to exclude those with a technical expert degree in state institutions from referring to retirement in the event of reaching the age of sixty years in accordance with the law in force because of an urgent need for their expertise and demand to file a complaint with American officials and who caused the entry of the terrorist organization ISIS to Iraq with the importance of expediting the delivery of dues The peasants, in addition to calling for a move away from emotion while voting on the crucial decisions.
For his part, Haddad directed the deputies and deputy governors of the province, as well as the office of the vice-president of the council, to follow up on achieving a balance between the components of Kirkuk, calling on the security, defense and foreign relations committees to follow up the issue of the request by submitting a complaint to those who entered the terrorist organization ISIS.

Then it was decided to adjourn the session to Monday 13/1/2020. Ended

Parliamentary education is about to bring three laws to the parliament table in the upcoming sessions
  
{Baghdad: Al Furat News} The Higher Education and Scientific Research Committee held a meeting chaired by Ghaida Kambash, Chair of the Committee, and the attendance of its members, today, Saturday, to discuss a number of draft laws and proposals listed on its agenda.

A statement of the committee, {Al Furat News}, received a copy of it, that the meeting discussed a proposal for the Law of the Urban and Regional Planning Center and a proposal for a law equivalent to certificates and degrees in addition to the third amendment bill for the Grand Imam College Law No. 19 of 1997.  

The meeting indicated that the committee is in the process of presenting the aforementioned laws to the House of Representatives in the upcoming sessions to read and vote on them. On the other hand, the committee discussed complaints and objections that reached the committee regarding the appointment of special grades in the Ministry of Higher Education and Scientific Research, noting to continue receiving complaints until 31/1/2020 and by email to the committee ( hesc@parliament.iq ).

Arouzi claimed the missile attacks killed 30 American soldiers and “leveled” the Al Asad air base.

Both of these claims were lies put out by the Iranian government on state run media.

MSNBC put on quite a show during the missile attacks on American targets in Iraq on Tuesday night. During both Hardball and All In, as events were still unfolding, the network repeatedly aired propaganda from Iranian State TV, including reports of American fatalities, with only sparse caveats.

In two of several instances while Chris Hayes was on air, MSNBC’s Tehran bureau chief Ali Arouzi delivered dire claims from the Iranian regime. The propaganda included not only stating that Iran had “killed thirty U.S. troops”, but that the Al Asad Airbase had been “leveled.”

Arouzi also included an absurdly baseless boast from Iran that they might launch an attack on Dubai, UAE, as well. Classic fear-mongering.

Any families of American service members stationed there who heard that would have experienced indescribable dread.

While missiles were flying through the air, MSNBC “reporters” parroted Iranian government propaganda that was nothing but lies and fake news.

Iran’s goal in enlisting the American media to spread their lies and fake news was to demoralize Americans and military personnel.

Because MSNBC “reporters” hate Trump they are all too willing to repeat foreign disinformation and lies even if it hurts the country.

The Parliamentary Legal Committee announced today, Sunday, its request by the Presidency of Parliament to present the laws of public prosecution and judicial supervision in the next session.

A statement of the committee, which was received by "Al-Ikhbaria", stated that it had held a meeting chaired by Rep. Hadi, chairman of the committee, and the attendance of its members to discuss a number of draft laws on its agenda.

He explained: "The meeting discussed the Public Prosecution and Judicial Supervision Law as well as discussing the draft law of the Council of Ministers and Ministries, referring to the approaching by the Presidency of the Council to present the two laws for reading and discussion in the next parliament session."

The House of Representatives votes on a law and ends reading two draft laws

The House of Representatives voted in its twenty-eighth session, which was held under the chairmanship of Mr. Hassan Al-Kaabi, the first deputy speaker of the parliament and in the presence of 187 deputies today Monday 13/1/2020 on the law of accession of the Republic of Iraq to the International Land Transport Agreement and a number of articles of the Health Insurance Law and ended the first reading of two draft laws .
At the beginning of the session, the Council voted on the draft law on the accession of the Republic of Iraq to the International Land Transport Agreement of 1975 submitted by the Foreign Relations, Services and Construction Committees, with the aim of facilitating international land traffic for transport operators and their agents through the movement of goods subject to customs seals by a simple, cost-effective system and limiting cases Delays at border crossings and the passage of shipping containers and vehicles in international trade for the purpose of joining the Land Transport Agreement of 1975.
The council resumed voting on the proposal of the health insurance law submitted by the Health and Environment Committee, while postponing the vote on a number of articles of the law until it was agreed upon in coordination with the executive authorities.
In another matter, the council finished the first reading of the proposal of the Sports Clubs Law submitted by the Youth and Sports Committee, which came in implementation of Article 36 of the Constitution of Iraq for the year 2005 and in line with the changes taking place at the world level in sports clubs and to open the way for them to benefit from the laws related to investment, privatization and sports professionalism And intellectual property rights and television transfer rights, in order for clubs and sports institutions to take the required role in the sports movement and in the social and cultural life and in order to adopt and prepare athletes and develop their physical and mental capabilities and in order to spread the principles Olympic between members of the community and athletes.
The Council completed the first reading of the proposed sports federations law submitted by the Youth and Sports Committee based on the changes that occurred in the work of sports federations worldwide and the requirements to modernize its law and implementation of laws related to professionalism and sports investment and the National Olympic Committee and to provide an appropriate space for federations to carry out their work and implement their goals and effective participation in international sports organizations In order to prepare athletes and develop their physical and mental capabilities for their international and regional competition and to consolidate the Olympic principles and spread them among athletes, in order to ensure the advancement of the irrigation movement Yeh in the country in order to organize and accommodate diversity and plurality and proliferation became facing the sports movement in the country.

The session will be attended by Speaker of the Libyan Parliament, Counselor Aqeela Saleh, who will address the Arab Parliament on the latest developments in the Libyan affairs, as well as the Parliament’s decision on developments in the situation in Libya.
A number of unified Arab laws, documents and important parliamentary visions will be issued from the Arab Parliament session after discussing them in the committees of the Arab Parliament and submitting them to the Plenary for Accreditation, most notably the Arab Water Security Document and the Document on the Development of Education in the Arab World and the Unified Arab Law for the Preservation and Protection of Arab Antiquities and the Transport Law in the Arab World as will be issued Parliament’s vision to activate the Arab Common Market and the vision for the Arab electrical connection.

It is scheduled that the plenary session will witness next Wednesday a discussion of developments in the new situations in the Republic of Iraq, especially those related to the ongoing demonstrations, where a decision will be issued on that.
The session will be attended by Speaker of the Libyan Parliament, Counselor Aqeela Saleh, who will address the Arab Parliament on the latest developments in the Libyan affairs, as well as the Parliament’s decision on developments in the situation in Libya.
A number of unified Arab laws, documents and important parliamentary visions will be issued from the Arab Parliament session after discussing them in the committees of the Arab Parliament and submitting them to the Plenary for Accreditation, most notably the Arab Water Security Document and the Document on the Development of Education in the Arab World and the Unified Arab Law for the Preservation and Protection of Arab Antiquities and the Transport Law in the Arab World as will be issued Parliament’s vision to activate the Arab Common Market and the vision for the Arab electrical connection.

The Executive Office of the Council of Arab Information Ministers, during its meeting in Dubai, agreed to Iraq’s request to host a workshop on the role of the media in promoting religious discourse, supporting Iraq’s efforts to claim water quotas from neighboring countries.

The Executive Office meeting adopted the report and recommendations of the workshop on "The role of media in promoting inter-religious discourse and combating terrorism", which was held in November 2019 in Dubai, and mandated the General Secretariat to follow up on the implementation of its recommendations. Likewise, approval of Iraq’s request to host a workshop on the role of the media in promoting religious discourse, after the conditions in it have improved, and instruct the technical secretariat of the Council of Arab Information Ministers to coordinate the preparation of this workshop.

It was also agreed, in the framework of the League’s decision at the ministerial level - the regular session, on supporting Iraq’s efforts to demand water quotas from neighboring countries, emphasizing the importance of Arab water security in the stability and security of the peoples of the countries of the region, and focusing on the fairness of Iraqi claims to save the Iraqi environment from Drought and desertification, and its negative effects on aquatic, flora and fauna.

The recommendations adopted by the meeting focused on the importance of the role of the media in critical issues, the great responsibility of media professionals, at the present time, and the extent of positive impact and the need for discreet and objective media discourse based on credibility. Ended / 25

A parliamentary source said today, Sunday, that the parliament session will be converted to deliberation due to the lack of a quorum.

The source said to "Al-Akhbaria": The Presidency of the Parliament turned the session into deliberative because there was no quorum in it.

He added: The number of attendees is only 74, so the session was turned into a general discussion.

Al-Akhbariya's correspondent within the parliament confirmed that the number of parliamentary attendance at today's meeting is very few and did not exceed 70, "noting that there is news that the legislative holiday has started without being announced."

Our correspondent said, "The number of members of the House of Representatives did not exceed 70," stressing that "the few attendees came because of the presence of a number of members outside Baghdad."

He pointed out that "there is news about the start of the legislative holiday without announcing it."
