The political expert, Bassel Hussein, stressed that Parliament has no right to issue decisions dictating to the government what to do.

Hussein said in a statement to "Al-Ikhbaria", that "it is not possible to cancel an agreement that was ratified by Parliament except by a law that recognizes two-thirds of votes, and this requires a first and second reading."

He added that "a decision cannot abrogate a law and the law can only be canceled by law, and it is not within the authority of Parliament to issue decisions nor to dictate to the government what to do, so its monitoring and legislation do."

Kurdish leadership: Our blocs will not attend today's parliament session
  
(Baghdad: Al Furat News) The head of the Kurdistan Democratic Party bloc announced that the Kurdish blocs will not participate in Sunday’s special session of the House of Representatives devoted to discussing the American aggression against the popular crowd and the assassination of the deputy head of the Popular Mobilization Authority, Abu Mahdi al-Muhandis.

The head of the bloc, Vian Sabri, said in a press statement that "the Kurdish blocs will not participate in today's session of the Council of Representatives, and as far as we know, some of the Sunnis will not participate either."
The House of Representatives is scheduled to hold an emergency session today to discuss the issue of "violating the sovereignty of Iraq" and the attack launched by the United States of America at dawn last Friday that resulted in the assassination of the commander of the Quds Force of the Iranian Revolutionary Guard, Qassem Soleimani, and the deputy head of the Popular Mobilization Authority, Abu Mahdi Al-Muhandis, And a number of Iranian leaders and leaders of the popular crowd on the road to Baghdad International Airport.
The Media Department of the House of Representatives announced in a statement that "the House of Representatives will be held at one o'clock in the afternoon Sunday {today} a session to discuss the issue of violating the sovereignty of Iraq."

“The House of Representatives decided in its twenty-eighth session, held on 5/1/2020 of the first legislative term, the second legislative year / fourth parliamentary session and based on the provisions of Articles (59 / Second), (1) and (109) of the Constitution and based on the national and supervisory duty of the Council Representatives as a representative of the Iraqi people with all its components, and in the interest of the safety and sovereignty of Iraq over its lands and people and in accordance with the powers granted to it in accordance with the constitution, issuing the following decision:
1 - Obliging the Iraqi government to cancel the request for assistance submitted by it to the international coalition to fight ISIS on / 2016 to end military operations And the war in Iraq Victory was achieved and the Iraqi government must work to end the presence of any foreign forces in the territories and prevent them from using the Iraqi airspace for any reason during a period ().
2- The Iraqi government, represented by the Commander-in-Chief of the Armed Forces, should announce the preparation of foreign technicians and trainers that need them, their whereabouts, tasks, and the duration of their contracts.
3- The Iraqi government, represented by the Minister of Foreign Affairs, should go to the United Nations and the International Security Council and file a complaint against the United States of America for its violations and grave breaches of Iraqi sovereignty and security.
4- This decision is implemented from the date of voting on it.

He added, "The meeting was held in the office of the first deputy speaker of parliament, Hassan Al-Kaabi."

Today, legal expert Ali Al-Tamimi said that canceling the strategic agreement with America was impossible.

On Sunday, parliament member Kazem Al-Sayyadi revealed that Kurdish and Sunni forces had not yet attended the parliament session.

On Sunday, Rep. Sarkot Shams Al-Din confirmed that he would receive death threats if he abstained from voting to remove the American forces from Iraq in today's parliament session.

Shams Al-Din told Al-Akhbariya that he had "received threats from within the lawmakers regarding the passage of the law to remove American forces from Iraq."

It is reported that the House of Representatives had announced that its session would be held today at one o'clock in the afternoon.

With the Al-Ikhbaria reporter, the session did not take place because the quorum was not completed an hour after the deadline, indicating that the session is dedicated to discussing the current tensions with the absence of the Kurdish blocs and a weak turnout by the Sunni representatives.

Sounds to me, if I read this correctly, that only the shia faction was in attendance at the meeting to vote to expel the US from Iraq. Yes the faction that supports Iran. What a corrupt, incompetent bunch of goat humpers. They don't give a DAMN about their country or it's people. None of them are capable of making a decision with any thought for the consequences. Every time I think we are ready for this Rv to happen something or someone comes along and lobes a "baby ruth" in the punch bowl!!

Iraqi parliamentary sources told Al-Hurra that Kurdish and Sunnite representatives boycotted Sunday a vote session on a draft law to withdraw US forces from Iraq.

Vian Sabri, head of the Kurdistan Democratic Party bloc in the Iraqi parliament, said that "the Kurdish blocs will not participate in today's session (Sunday) of the Iraqi parliament, and as far as we know, a portion of the Sunnis will not participate either."

The parliament session was postponed for one hour, because not enough representatives attended most of the blocs.

The session will take place two days after an American plane drone attack on a convoy near Baghdad airport, killing the Iranian military commander Qassem Soleimani and the leader of the Iraqi popular crowd Abu Mahdi Al-Muhandis.

On the other hand, jurists assert that the Iraqi parliament does not have the absolute powers to pass a law, due to the presence of a caretaker government.

And a parliamentary source revealed, on Sunday, the text of the law, which consists of four articles. The first obliges the Iraqi government to cancel the request for assistance submitted by it to the international coalition to fight ISIS.

The second article states that the Iraqi government must announce the preparation of foreign technicians and trainers it needs, their whereabouts, tasks and the duration of their contracts.

And Article Three says that the Minister of Foreign Affairs should go to the United Nations and the International Security Council to file a complaint against the United States, because it committed "serious violations and breaches of the sovereignty and security of Iraq," as alleged by the draft law.

As for Article 4, it requires implementation of the decision from the date of voting on it.

The head of the caretaker government, Adel Abdul Mahdi, confirmed today, Sunday, that whoever wants to switch to politics should give up arms.

Abdul-Mahdi said, during his speech at the parliament session, that "whoever wants to switch to politics should give up arms."

He added: "America informed us that some of the strikes that targeted the crowd sites were carried out by Israel," noting that "the popular crowd is part of the Iraqi security system and its elements are 100% Iraqis."

He continued: "The US government warned that putting its forces at risk would lead to a direct response."

He explained: "Washington's view of Iraq has become part of its policy towards Iran," noting that "we have warned the Americans that unilateral bombing will have dangerous consequences."
