I'd be fine with him, but I'm not putting my money on that end result. Here's why: I don't think he wants it.

 

There's a chance that if they don't pick a replacement by TODAY, Saleh could be forced into the role for 15 days.

 

As a matter of Politics, Saleh doesn't want to be "named" in this role - he wants to have influence in this role.

 

So if for any reason he IS forced into this role, I think he's going to act as quickly as possible to get out of it.

 

It's better to control the position than to be named in it.

 

Those of us who understand OSI, also understand this.

 

Nonetheless, he is certainly a person to watch. :twothumbs:

BAGHDAD: Iraqi political leaders faced a midnight deadline on Thursday (Dec 19) to choose a new prime minister to run a country shaken by months of unprecedented street protests that have left hundreds dead.

If parliament fails to propose a candidate from inter-party negotiations to replace outgoing Adel Abdel Mahdi, then President Barham Saleh has the right to appoint a premier himself.

 

But if lawmakers do not approve his choice and the post remains vacant at midnight, then the constitution will place Saleh himself in the role, though for just 15 days.

The current parliament is the most divided in Iraq's recent history. On Wednesday, deputies failed to agree on amending the electoral law - the only significant reform proposed by authorities to appease protester demands -- rescheduling it to its next meeting on Monday.

Following elections last year, no bloc was able to establish the majority necessary to put its nomination for premier to a vote.

Instead, the parties agreed on an independent candidate with no base of his own - Abdel Mahdi.

 

Despite his resignation, protests have continued in the face of brutal repression, killings and abductions, and a chilly winter.

UNYIELDING PROTESTERS

Several names for the premiership are still circulating hours before the expiration of the constitutional deadline.

But all are insiders in a political system rejected in its entirety by protesters, who also oppose the growing influence of Iran, a powerbroker in Iraqi politics.

Outgoing higher education minister Qusay al-Suhail has for several weeks been presented by officials as the candidate of Iran.

 

A former key member of Shiite cleric Moqtada Sadr's movement, Suhail rejoined the State of Law Alliance of former prime minister Nouri al-Maliki - close to Iran and enemy of Sadr - and seems to become the favourite for the premiership.

But nothing is sure after weeks where each day a leading candidate ends up being dismissed. In Baghdad's Tahrir Square, posters display the rejected candidates with their faces crossed out in red.

On Wednesday, Mohammed al-Soudani, a former minister and ex-governor, presented himself in Najaf to be endorsed by Grand Ayatollah Ali Sistani - longtime kingmaker in Iraqi politics. But he was rejected, according to sources in the Shiite shrine city.

Wary of the anger on the street, the 89-year-old cleric, the highest religious authority for the majority of Iraqi Shiites, had already said he did not want to be involved in the formation of the new government.

11TH HOUR ASSET

Several politicians told AFP that Saleh held a card for the 11th hour: intelligence chief Moustafa al-Kazemi, a shadowy figure seen as backed by the United States.

On Wednesday, Fayeq al-Sheikh Ali - an outspoken liberal lawmaker who defends the right to drink alcohol and is critical of Iraq's endemic corruption - presented his own nomination to the president.

Far from the party summits, the day before he had asked in a Twitter survey, "Should I submit my own candidacy?" to which 73 per cent of nearly 100,000 voters replied, "yes".

The security situation meanwhile has worsened, with recent rocket attacks on American bases.

Ten security incidents in under two months have prompted the United States to send military reinforcements to the heavily fortified Green Zone in Baghdad, home to its embassy.

US diplomatic staff have been reduced, with the consulate in Basra closed.

After the Iraqi President, Barham Salih, extended the deadline for choosing a candidate to take over the task of forming the government, until next Thursday, there are only 72 hours left for political forces to agree on the name of the prime minister of the seventh government since the American occupation of Iraq in 2003, amid growing public rejection of all party candidates to take the post . At a time when the street’s rejection of all the names whose names were leaked as a candidate for the position is no longer the only obstacle to filling the governmental void,2 but the sharp differences between the political parties and traditional competitors for power increased the complexity of the process of searching for a successor to Abd al-Mahdi that would be compatible with these groups and capable of marketing by the angry street.

And that “the most appropriate for the Iraqi situation now is the formation of a rescue government, because the country is going through unnatural conditions, but the opinions of the political forces do not go in this direction, so it is necessary to go towards another option, which is the formation of an interim government according to the will of the people that undertakes several tasks, most notably the enactment of a fair elections law, and the formation of a new elections commission, after which the parliament will be dissolved and go toward early elections.

Yesterday, Sunday, leader of the “National Coalition”, Iyad Allawi, called on the President of the Republic for the next government to be “mini and temporary whose ceiling does not exceed one year and does not run for elections, but rather prepares for fair and transparent elections with a new election law”, stressing, in a message addressed to Salih, on the need to accelerate finding the solution to the current crisis.

On the other hand, the “al-Bina” coalition insists on being the largest bloc in parliament, as the alliance’s deputy, Mohamed Al-Baldawi, said that “al-Bina ” is the largest number and will nominate the candidate for prime minister.

The protesters insist on a basic condition that excludes all party candidates from the mandate to head the new government. The slogans of the demonstrations in Baghdad and the provinces agreed to reject all the names proposed by the parties, with the necessity of assigning the government to an independent figure whom the protesters would be satisfied with.

Observers of the Iraqi issue believe that “appointing a prime minister by the political class will be a factor in escalating the protests, and the forces of corruption are well aware of this,” stating that “everything that the corrupt endorses does not mean the demonstrators, and the demonstrations and sit-ins will remain until the last corrupt in Iraq is toppled.” Therefore, the appointment of a prime minister by the current political class does not mean the demonstrators. And they continued, that “putting up the name of the Sudani is an underestimation by the political parties and powers, and may lead to serious repercussions on the field situation,” indicating that “the Iranians should lift their hand this time, and let the Iraqis do what they want, not what is dictated to them through the political blocs that are loyal to ” Iran, ”adding that“ the greatest rejection of the Sudani is no longer due to his being a former minister or a leader in the Dawa Party, as much as provoking the Iraqis to the return of Soleimani to Iraq again to draw what he wants and imposes the Sudani on them. ”

Followers of the Iraqi issue also see that the political impasse continues in Soleimani’s inability to find a substitute prime minister for Abdel Mahdi in the face of the uprising insistence on nominating a prime minister with popular characteristics and there is no role for the parties in his nomination, but the issue in Soleimani’s view is not a choice but lies in his fear that achieving the demands of the masses in choosing the prime minister which can lead to the fall of the dominoes in the demands of dissolving parliament and the electoral law and amending the constitution by the way of removing parties, and this is what worries the Iranian regime.

They added that the Iranian military provocations to the American military presence in Iraq, which were recently repeated, were met with strong reactions from the American administration, Ali Khamenei understands more than others its significance in relation to the political chaos inside Iraq, and the possibility of accelerating its dismantling after Tehran was forced to withdraw from Iraq. What the political class thinks today will not be possible tomorrow. This is because the crisis, despite all the regional and international ambiguities surrounding it, was and is still Iraqi and have not been exposed to any attempt to internationalize.

The plight of Iraq is a comprehensive national, not in the procedures and details, and the loss of the independence of the Iraqi homeland is the greatest tragedy, which paved, and led to a comprehensive chaos that the gangs of weapons, theft and looting are ruling by proxy and originality.

The alphabet of national independence disappeared, the fabric of Iraqi national unity disintegrated, and the Arab characteristic backbone of the Iraqi formation was broken, and wars of displacement and sectarian separation took place between the Sunnis and Shiites of Iraq, which was instinctively realized by the Shiite uprising crowd, and their angry revolutions continued, until they culminated in the recent continuous uprising, whose youths are flocking to the death and martyrdom, to seek the restoration of the Arabism of Iraq and its liberation from the bond of dual humiliation, set by the American occupation and Iranian hegemony, and with a heroic determination apparent among the revolutionaries who want to restore Iraq to the Iraqis first. There is no value in any talk of democracy in an occupied and humiliated country, as the democracy is not a means of distraction and blindness, but rather a means of building the authority of a free people.

The Al-Fateh Alliance confirmed, on Thursday, that the President of the Republic will announce the name nominated for the formation of the government on Sunday morning from the names before him, indicating that the constitutional period has ended today and the Federal Court has cut off the official holidays from the constitutional terms.

Al-Fath Muhammad Karim told Al-Maalouma that "the political blocs presented several names that were brought up before the President of the Republic and the ball is now in Barham Salih Stadium to choose one of them."

He added that "the constitutional period ended today, Thursday," noting that "the Federal Court was inquired and confirmed that the holidays are cut off from the constitutional periods, which means that the President of the Republic will announce the name of the candidate on Sunday morning."

Iraqi officials set a late deadline of Thursday, Sunday, to nominate a candidate to assign him to form the next government, with the end of the constitutional deadline, and amid fears that the country will enter the unknown in light of the continuing protests despite the kidnappings and assassinations of activists.

In the absence of an agreement between the parliamentary blocs on the personality to which the task will be entrusted, a source in the Presidency of the Republic said, “The authorities agreed to postpone the deadline until Sunday, given that Friday and Saturday are the weekend days in Iraq.”

Parliament was unable at midnight on Thursday to give confidence to a new figure for the prime minister, while the constitution stipulates that the President of the Republic, Barham Salih, serve as the resigned president, for a period of 15 days. But before that, the parliament had before it a task, which is to present the largest parliamentary bloc with a name to the President of the Republic who then submits it to the House of Representatives for voting. The issue of the largest bloc remains problematic. The concept of the largest bloc is the coalition that includes the largest number of deputies after the elections, and it is not necessarily the coalition that wins the largest number of seats after the poll.

I know there are members that don't support Shabibi, but I disagree... he has so much relevant experience. He has been a part of this RV process, and deeply so, for a lonnnnnng time. And I think he's supported a raise in the value, but he didn't have express power to make it happen, or maybe it wasn't the right time... but he could be the one to just jam the bus in forward gear and run through the barricades. I support him as a choice as well.

Mohammed Tawfiq Allawi is an Iraqi politician who is the Minister of Communications in the Iraqi Government and was also Minister of Communications in the Al Maliki government from May 2006 until August 2007, and from 2010 to 2012. Both times he resigned from his position in protest against al-Maliki's sectarian agenda and political interference.

Education[edit]

Allawi studied Architectural Engineering at Baghdad University from 1971 to 1977, when he left as he was wanted by the government of Saddam Hussein. He went into exile and moved to Lebanon, where he obtained a degree in Architecture from the American University of Beirut. At the same time he founded the Tawfiq Allawi Cable & Electric Wire Factory which manufactured various raw materials including marble, concrete and PVC. His factories were confiscated by the Iraqi government in 1997. Allawi went on to found a cereal bar factory and a software company in England and to work in property development in Lebanon, Morocco and the real estate market in the UK.[1]

Interfaith International[edit]

Allawi joined Interfaith International, a Swiss based NGO that supported the human rights of Muslim minorities during the Yugoslav Wars.[1]

Politics[edit]

Allawi participated in the Salah Al-Din Conference of opposition parties in 1992 and the London Conference in 2002. He was elected to the Council of Representatives of Iraq in the Iraqi parliamentary election of January 2005.[1] He is the cousin of Ayad Allawi who founded the opposition Iraqi National Accord and went on to be the interim Prime Minister of Iraq from 2004 to 2005.

In May 2006 he was appointed Minister of Communications in the Al Maliki government. After fifteen months he withdrew from the government, citing the Prime Minister's practice of making ministerial appointments on a sectarian basis.[2] They remained in opposition for the remainder of the parliament and Allawi became an MP again.[1]
