The spokesman for the Supreme Federal Court, Iyas Samuk, said that the President of the Republic asked the Supreme Federal Court to determine the largest bloc mentioned in Article (76) of the constitution on Thursday, December 19, and accordingly the court held a session with its entire members to consider the request.

The Samuk added that the court decided to place the above-listed application subject to scrutiny and deliberation by the Federal Supreme Court at its session on December 22, 2019.

He continued: The court concluded, after deliberation and scrutiny, and after referring to the priorities of its interpretation of the ruling of Article (76) of the 2005 constitution, that the term (the largest number of parliamentary blocs) means either the bloc formed after the elections through one electoral list, or the bloc formed after the elections from Two or more lists of electoral lists, entered the House of Representatives and became its seat after entering the Council and its members took the oath in the first session, which is more numerous than the rest of the blocs.

In response to a request by Salih on December 19 asking the court to designate the largest bloc, the judiciary decided that the largest bloc was the coalition that was created after the election and existed at the moment that lawmakers took their oaths as members of the Council of Representatives.

“If there is no coalition with a majority in parliament, the list that won the most votes during the election would be counted as the largest bloc,” said Spokesperson for the Supreme Federal Court Ilyas Samuk.

The federal court also called on the Iraqi president to designate a candidate from the “largest bloc” pursuant to Article 76 of the Constitution.

Just over a year after becoming prime minister in a consensus deal, the Council of Representatives accepted Adil Abdul Mahdi's resignation in early December after two months of street protests against  the government. He now leads a caretaker government.

The Council of Representatives is set to meet on Monday to discuss the situation and, if a new prime minister is not chosen, it is possible that President Salih will take over as acting prime minster.

NRT Digital Media reporter in Baghdad Omed Muhammad said that protesters have so far rejected every candidate that has been suggested by the parties because of their connections with the political establishment.

Sadrist Movement politician and current Minister of Higher Education Qusay al-Suhail has been floated by Bina as a possible prime minister, but has been soundly rejected by protesters, saying that they will not accept anyone who has occupied a position in government before.

ERBIL — Iraq’s Federal Court issued a statement on Sunday in response to a request by country’s president to define and determine the “largest bloc” of the parliament.

According to the Iraqi Constitution, the president is required to nominate a candidate from the largest parliamentary bloc for the position of Iraq’s premiership after Adil Abdul Mahdi resigned last month.

The controversy over which bloc is the largest at the legislature, in addition to the political tensions in the country, have created obstacles to the process of appointing a successor for Abdul Mahdi, for which President Barham Salih had asked the Federal Court to make the decision.

A spokesperson for the Federal Court said on Sunday that the members convened and reviewed the case, and they defined the largest bloc as the bloc which was formed after the election and has entered the parliament.

It further explained that the block could be of one electoral list or the alliance of two or more electoral lists.

However, the statement did not name any bloc currently at the parliament.

Based on this ruling, the Iraqi president is required to introduce the candidate of the largest bloc now so the parliament can vote if it is not rejected under the pressure of the ongoing protests in Iraq.

Sounds like the Supreme court ruled that Sadr and the people make up the largest block. It will be interesting to see if Saleh picks one of the names put forth by the people. I'm still rooting for Shabibi. I know it's a long shot but he i the guy who would ramrod the monetary reform that has brought all of us together.

ERBIL (Kurdistan 24) – Iraqi Parliament Speaker Mohammed al-Halbousi visited Erbil on Sunday to meet with senior Kurdistan Region officials and discuss the latest developments in Iraq, including the selection of the country’s next prime minister.

In his meeting with Masoud Barzani, President of the leading Kurdistan Democratic Party (KDP), Halbousi discussed the latest political and security progress in Iraq, with an in-depth discussion on finding a solution to the current crisis in Iraq and the formation of the new Iraqi government, a statement on the KDP leader’s website said. Iraqi Finance Minister Fuad Hussein also attended the meeting.

Barzani and Halbousi shed light on the amendment of the laws in the Iraqi Parliament, especially the new law of election, the statement read. Both sides emphasized that any change to the laws should be in the best interest of the people of Iraq.

The meeting concluded with a discussion about the political developments at the regional level in the Middle East.

Elsewhere, the Iraqi Parliament Speaker met with Kurdistan Region President Nichervan Barzani to discuss the draft laws that are currently presented in the Iraqi Parliament, a statement from President Barzani’s press office stated.

During the meeting, both sides agreed on joint efforts and cooperation to find a roadmap to solve the issues in Iraq that address the legitimate demands of the people and to serve the various components and factions in Iraq, the statement added.

Both President Nechirvan Barzani and Halbousi “agreed to jointly support the political process and assist the partners in choosing the next Iraqi prime minister in line with the will and demands of the people of Iraq.”

The Iraqi Parliament Speaker’s visit comes at a time where political entities in Iraq are looking to nominate and select a new prime minister amid ongoing nationwide protests, which have forced current Prime Minister Adil Abdul-Mahdi to announce his resignation.

President Barham Saleh, on Sunday, laid down three conditions for accepting the appointment of the next prime minister, the most prominent of which is the nomination of the largest bloc and the nomination of the candidate by Parliament.
International media quoted a grave source from Saleh as saying that "Iraqi President Barham Salih is awaiting an official response from the House of Representatives, in which he determines the largest bloc and the name of its candidate according to 3 conditions."
The source explained that "the conditions of the Iraqi president to obtain an official response from the House of Representatives and determine the name of the largest bloc and mention the name of the candidate."
The source close to Saleh said that "the president has indicated his willingness to resign before appointing a candidate who does not win the approval of the people."
