 12/29/2019 13:47:32

Shafaq News / The Iraqi political parties have not yet been able to locate a suitable person for the position of prime minister, which the protesters would be satisfied with, while Adel Abdul-Mahdi submitted his resignation, but the talk is about re-nominating him for the position of prime minister.
And see the Kurdish blocs in Abdul Mahdi, the right person to get through the problems by continuing to enjoy his full constitutional validity until a calm in the political and economic conditions in Iraq.
At the same time, after the rejection of his candidate for the post of prime minister, the Construction Alliance presented a number of names to other candidates in order to accept an important one by the President of the Republic to assign him to take over the position.
A coalition official said the latter held a meeting at the home of its president, Hadi al-Amiri, in order to identify another candidate for the post of prime minister.
The official indicated that the names of Lieutenant General Abdul-Ghani Al-Asadi, Lieutenant General Tawfiq Al-Yasiri and Muhammad Tawfiq Allawi were chosen from the selection of one of them to be the candidate for the position of Prime Minister.
The President of the Republic, Barham Salih, last week rejected the construction alliance candidate to head the government, Asaad Al-Eidani, and expressed his readiness to submit his resignation for this position.

The biggest block between concept and credibility

Mohammed Abdul Jabbar Al-Shabbout

The term “the most numerous parliamentary bloc” entered the Iraqi political life after its inclusion in the permanent constitution in Article (76) whose first paragraph stipulated the following: “The President of the Republic, the candidate of the largest number of parliamentary bloc, is charged with forming a cabinet within fifteen days from the date of the election President of the Republic."
Because of the modernity of the Iraqi democratic experience that causes Iraqis to differ in understanding and explanation of the clearest, this term has been subjected to many push and pull operations whose parties were the conflicting political blocs for power, and the Federal Court, whose functions according to Article 93 of the constitution are to "interpret the texts of the constitution."
This is an important point. The Federal Supreme Court details and governs the way to understand and interpret vocabulary, terminology, and constitutional texts, but it is not concerned with diagnosing the validity of these vocabulary. Is it vintage or not. Diagnosing the attestations is the job of the taxpayer, and the function of the jurist is the statement of rulings. Likewise, the Federal Court, as it is correct to ask her, "Who is the largest parliamentary bloc in number?"; But it is not correct to ask her, "Who is the largest bloc in Parliament?"
The phrase "the largest number of parliamentary bloc" is clear in terms of vocabulary, as it does not have a strange word on the eloquent Arabic tongue. If we asked an Arab or a Qur'an, he would say that its meaning is the group of people who are united and present in one place (it is the House of Representatives, in the context of the word "representative") and for one time, given that time carries with it the character of change and volatility. Accordingly, the most numerous parliamentary bloc is "the group of deputies who declare themselves as one bloc after they possess the attribute of Parliament, which, after winning elections, is only achieved by swearing in the constitutional oath." That is why the Federal Court said, "In the first session." But what the Federal Court did not mention is that the adjective of the "most numerous" is variable, transformed, and unstable. It is possible that a number of deputies withdraw from this more numerous bloc and turn into a smaller number bloc, and it is possible that a large number of deputies join a small bloc and become more numerous. After winning and taking the oath, several small electoral lists may ally themselves into a more numerous parliamentary bloc. Based on this, the Speaker of the House of Representatives must monitor, or at least monitor, the parliamentary movement and monitor possible changes in the sizes of the existing parliamentary blocs and activate the resulting practical effects on these transformations, and it is not necessary to direct questions to the Federal Court, because this matter is related to credibility and not Concept related. We have to note here that one of the reasons for much confusion, in the handicap, is the absence of the big party, which alone can form an absolute majority in Parliament. The Iraqi parties present in Parliament are still small parties (in terms of the ratio of the number of their deputies to the number of deputies in the parliament), or very small, individual, or microscopic. This is in addition to the seasonal parties that fail to deliver any of their members to Parliament. It remains to point out that the preference of the most numerous parliamentary bloc with the right to nominate the candidate for prime minister (in the first mandate only as I see it) belongs to a democratic root. Parliamentary democracy, which is based on the principle of the peaceful transfer of power, refers the right to rule to an absolute majority in Parliament, i.e. to the bloc or party that holds half of the number of members of Parliament plus one. This is the meaning of "the absolute majority." But if the elections do not produce this result, the closest party must form a government alliance with others to create an absolute majority. Our constitutional text is disturbing, and it should have provided for the parliamentary bloc with an absolute majority, and not only the most numerous. But if the elections do not produce this result, the closest party must form a government alliance with others to create an absolute majority. Our constitutional text is disturbing, and it should have provided for the parliamentary bloc with an absolute majority, and not only the most numerous. But if the elections do not produce this result, the closest party must form a government alliance with others to create an absolute majority. Our constitutional text is disturbing, and it should have provided for the parliamentary bloc with an absolute majority, and not only the most numerous.

Baghdad / news

The Independent newspaper revealed that the future Iraqi Prime Minister, regardless of his name or the party that nominates him, will have to fulfill the seven conditions set by Iran, based on its economic, political and security needs.

The newspaper stated in a report that "usually, a lot of information about the Iranian conditions for appointing the Iraqi Prime Minister is not leaked to the media, because negotiations on this position have always taken place in complete secrecy between the Shiite parties close to Tehran, but that the Iranian capital is often It was the appropriate place to resolve any dispute over the most likely candidate to form a government.

It seems that the Iraqi demonstrations, which have been going on for more than three months, have changed many rules, including the formal circumstances accompanying the selection of the prime minister in Baghdad, but, according to observers, they will not be able to compromise the essence of the conditions governing this process.

Currency auction

In the forefront of the Iranian conditions for any Iraqi figure charged with forming a government, maintaining the laws governing what is known as the "auction of currency sales" in the Central Bank of Iraq.

Under the pretext of maintaining the stability of the Iraqi dinar exchange rate against foreign currencies, the Central Bank of Iraq sells large amounts of money daily from the US dollar currency, to traders who say they use them to import the goods that the country needs from abroad.

After the tightening of the American screws on the Iranian economy, specifically during the past year, the currency auction in the Central Bank of Iraq turned into the most important Iranian window for obtaining the dollar, while informed sources say that approximately $ 40 billion was transferred from Iraq to accounts abroad during 2019.

Iraq does not have a tight banking system, so money laundering operations are common, as well as the facilities smugglers get at Iraqi border crossings with neighboring countries, providing an ideal environment for smuggling foreign currencies.

Electricity contracts

The second Iranian condition that the new Iraqi Prime Minister must abide by is the maintenance of electricity purchase contracts between Baghdad and Tehran.

The Iraqi government does not provide clear data on these contracts, but informed sources say that it is centered around a thousand megawatts of energy sold by Tehran to Baghdad, in exchange for an amount that is very high compared to the prevailing prices in the region, noting that Baghdad does not get anything from this thousand megawatts during The summer months, when the demand for electricity inside Iran increases and the possibility of export disappears, yet Tehran gets its full dues from Baghdad, as if it had exported all of the agreed upon quantity.

In light of the scarcity of Iranian external resources, the revenues resulting from the contract to supply Iraq with electricity are an important financial source for Tehran.

Baghdad and Najaf airports

The Iraqi airspace is a vital navigational passage for Iran, as it is the link between its lands and its spheres of influence in Syria and Lebanon, so the Iraqi airports should always be open to Iranian aviation.

Tehran did not get rid of the headaches of Iraqi airports until the Badr Organization leader, Hadi al-Amiri, assumed the position of Minister of Transport in the government between 2010 and 2014, as he made a series of arrangements, which are still in effect so far, to ensure that Iranian aircraft pass through Iraqi airspace and airports smoothly.

Informed sources say that Iran has been transporting to Syria, through the airports of Najaf and Baghdad, for years, all that it needs to maintain its influence there, without hindrance. Therefore, maintaining this situation is the third Iranian condition for any new Iraqi Prime Minister.

International road

The fourth condition does not go far from the conditions of the third condition, but rather it relates to land rather than the air, as Iran wants the future Iraqi Prime Minister to keep the situation in the international roads linking Baghdad to Damascus and Amman as it is.

The sources say that the Iraqi militias allied with Iran have planted during the past two years about 60 monitoring and control teams along the international route between Baghdad, Damascus and Amman, which explains how to maintain support and support lines for the Popular Mobilization Forces stationed at several border points between Iraq and Syria, one of which is Recently bombed by the United States, and turned out to be a camp operated by the Hezbollah Brigades, Iraq.

Transfer visitors

Observers say that these four conditions are of strategic importance, in addition to three other conditions of lesser importance, but they are necessary to sustain Iranian momentum in the region.

The first of the three additional conditions is to maintain the system for transporting Iranian visitors to Iraq in its current form, given the significant economic benefits that it accrue to Tehran.

No one knows publicly the circumstances that compelled Baghdad to sign contracts to transport Iranian visitors to visit the Shiite shrines offered in Iraq, because they lose the rights of Iraqis and cut off all economic benefits to them.

Some of these conditions stipulate that the transportation of visitors is an exclusive process for Iranian companies, and that even feeding them is not the right of the Iraqi cities that host them.

Crowd salaries

The other condition relates to ensuring the flow of the PMF's salaries in the current formula, with about 30% of them going to special accounts, according to associates of this force.

When the previous Iraqi government required its military and civilian employees to open bank accounts and manage the process of receiving their monthly salaries via smart cards, to avoid fraud and get rid of the phenomenon of imaginary employees, leaders in the PMF created a ruse to get around the issue.

These leaders supervised the process of issuing salary cards to all members of the Popular Mobilization Forces, but they kept them with them after they took their secret operating numbers, and at the end of each month when the salaries were deducted in the fighters ’accounts, they spent them and paid part of them to the affiliate and kept another part, which saved large commissions.

Informed sources say that this operation was carried out on the advice of Iran, which contributed to providing a good financial liquidity for the leaders of the popular crowd, out of the sight of the government or regulatory agencies.

The seventh Iranian condition for the upcoming Iraqi Prime Minister is to guarantee customs facilities for Iranian goods at the border crossings between the two countries.

Informed sources say that the more pressure the American economic sanctions put on Iran, the more the Iraqi border outlets will provide additional facilities for the Iranian suppliers to help them pump more quantities into the Iraqi interior.

Iraqi facilities helped Iran to overcome many cases of financial deficit, as the Iraqi market received more Iranian goods than its absorptive capacity.

Watch ... protesters in Lebanon clash with the security of a bank to get their deposited money .. What about the money of the Iraqis?

Baghdad: Yassin Iraq

Banks were a stop for demonstrators in a number of Lebanese regions, as part of a campaign that began calling for them in recent days, rejecting banking procedures that prevent depositors from being able to get their money.

The depositors held a protest in front of the central headquarters of the Credit Bank, and a group of youth and students entered the Credit Bank, as well as a video clip posted on social media.

The protesters demanded that the banks "give citizens their deposits because these funds are the property of their owners and not the property of banks as well as the payment of employees' salaries in full, because the employee has completed the work required of him fully, so the bank has no right to deduct or install its salary in accordance with the bank's policy." They also demanded to pay farmers ’dues.

The platform, "Iraq Iraq" had published earlier, a report talking about some economic experts linking what is happening in Lebanon to the events of Iraq and the demonstrations mobilized for weeks, especially since Lebanon includes Iraqi money, some of which were transferred to there in a systematic way and another converted due to smuggling and currency selling .

"There are parties that are trying to drag the demonstration arenas and protests to other directions," protester Alaa Star from Tahrir Square said in a statement.

"But the position of Tahrir Square and its demonstrators is very clear since the first of October, which is that Iraq will not be a platform for settling the American-Iranian accounts and conflicts."

He continued, "Our demonstrations and uprisings continue until we fulfill our demands for early elections and the creation of an Iraqi government that preserves the sovereignty of the country and whose loyalty is to Iraq only."

Seems to me the protestors of Iran and the protestors of Iraq might as well join forces and just have all of them first take the Mullahs out... then voice over to Bsghdad to finish the clean up over there. They won’t get rid of all of the corruption, but will put a pretty big dent in the majority of it. First of all, just to make a statement, go for Maliki. Just let his little interfering body mysteriously disappear never to be heard from again. Take all out all the Mullahs like that. One at time, starting with the head of bunch in Tehran!

Iran to Iraq: if you want a new Prime Minister, he has to continue letting us steal your money....via the currency auctions. Sure, Iraq, this stifles your economy and keeps Iraqis poor and unable to benefit from their own oil wealth, but that's a small price to pay, for allowing corrupt Iraqi politicians and equally corrupt Iranian mullahs to continue pillaging your country....

....over to you, Iraqi citizen....you OK with this arrangement?

7 Conditions?????

Could it be that Iran wants Iraq to RV the currency immediately, as US Sanctions are ruining their economy?

Otherwise, why "suddenly" stop cash deposits and withdrawal for a week?  Oh, that's right, they had to do "inventory".  😀

Independent / The turmoil in Iraq has caused the freezing of investment agreements and the escape of billions of dollars, which increases the predicament of the federal government in Baghdad, which faces sharp criticism from the demonstrators, angry at the deterioration of living conditions and corruption.

A government official told Al-Arabi Al-Jadeed that the current atmosphere of confusion politically, securityly and economically has prompted a number of foreign companies to freeze their activities and leave the country, while others have stopped undertaking their contracted projects.

Iraq is witnessing a dispute over the new government, after the resignation of Prime Minister Adel Abdul-Mahdi, at the end of last November, and the government’s conduct of business since then, which further complicated the scene in the country that has been witnessing angry demonstrations since October, in protest To worsen living conditions in the oil-rich country while suffering from widespread corruption.

The government official said that “billions of dollars fled from Iraq to more stable countries, among them local and foreign investors,” adding that “hundreds of other investors froze their spending on several huge projects to wait for what will happen in the situation, especially with the American-Iranian escalation.”
