SULAIMANI — Iraqi protesters have once again expressed their opposition to prime ministerial candidates nominated by the establishment political parties, a day after President Barham Salih refused to nominate a candidate of al-Bina parliamentary bloc.

Reporting from Tahrir Square in Baghdad on Friday (December 27), NRT Digital Media's Omed Mohammed said that anti-government protests were continuing and that demonstrators were determined to see their demands met.

They also expressed their support for President Barham Salih, who sided with demonstrators on Thursday by rejecting al-Bina's candidate, Asaad al-Eidani, and threatening to resign if a nomination was not made that could receive approval from the street.

“It is a good step that the president has submitted his letter of resignation to parliament, that is the demand of the people, and we respect that stance. We want early elections, we don’t want any party,” one protester told NRT.

“The [president’s] step was very brave. We support it and all officials should step down, like President Barham Salih,” a protest organizer known as Umm Sultan said.

She added that candidates for prime minister should be nominated by the people.

Protesters who spoke to NRT mentioned both Tamadon Alliance lawmaker Fayaq Sheikh Ali and former commander of Iraq's Counterterrorism Service Abdulwahab Saadi as possibilities.

The protesters argued that there should be a transitional government for the next six months until an early election can be held, the reporter said.

Iraq has been rocked by anti-government protests for nearly three months. Initially the demonstrators wanted the government to do more to fight corruption, increase job opportunities, and improve public services, but they are now adamant that the current government and parties should be swept aside and new elections held.

Protesters have repeatedly rejected candidates floated by the parties, saying that they will not accept anyone who previously served in government.

More than 497 people have been killed and over 17,000 others have been wounded since the protests began on October 1, according to the High Commission for Human Rights. Local and international rights watchdogs have condemned the killings.

Today, Friday, the Patriotic Union of Kurdistan bloc issued a statement regarding President Barham Salih’s message to Parliament Speaker Muhammad al-Halbousi, calling on all political blocs to understand Saleh’s position and pursue a policy of cooperation rather than a policy of pressure.

The bloc said in its statement, which Alsumaria News received a copy of, that "our dear country and its noble people live in a suffocating crisis, which puts it in front of the crossroads between saving the country and bringing it to safety and slipping towards the abyss, as the interactions and contradictions between the political blocs in determining the largest bloc Its multiple interpretations and lack of agreement on a candidate satisfied by the rising street and political forces on the one hand, and the chaos and constant pressures from various sources on the other hand led to the confusion of the political scene more and more, which further complicated the situation on the President of the Republic in choosing a candidate to gain the confidence of everyone in The duties of the Prime Minister are enhanced. "

And she added, "The matter that was not achieved during the times stipulated by the Iraqi constitution and which led the President of the Republic to send a message to the Speaker of Parliament expressing his willingness to resign from his position before the members of the House of Representatives, confirming that the political and parliamentary movement must be a expression of the popular will and security requirements And social peace. "

She called on all political blocs to "understand the position of the President of the Republic and follow a policy of cooperation instead of a policy of pressure in order to reach a sound decision in choosing a figure that fits the stage and receives public and political acceptance," stressing that political forces "understand the seriousness of the situation."

The PUK bloc asked the blocs "to rely on logic and wisdom to contain the situation, to prevail in the supreme national interest, and to rise to the level of aspirations of the people's demands, constitutional legality, and the return of stability to our country."

Salih Saleh’s resignation brings the Iraqi government’s crisis back to square one

Sistani's silence embarrasses everyone
Saturday - 2 Jumada I 1441 AH - 28 December 2019 AD Issue number [15005]

Mass demonstration in Tahrir Square, central Baghdad, yesterday (Reuters)
Baghdad: Hamza Mustafa
The crisis of naming a prime minister for Iraq, succeeding Adel Abdul Mahdi, has returned to square one after President Barham Salih hinted his resignation, after he refused to assign the building bloc candidate Asaad Al-Eidani to form a government.
The political forces were divided sharply about his intention to resign, just as the Iraqi street pretending to do was divided. While the building coalition, which regards itself as the largest bloc, violently responded to Saleh, demanding that legal measures be taken to vote on the president’s dismissal, the leader of the Sadrist movement supporting the “Saeron” bloc, the first winner of the 2018 elections, announced his support for Saleh. It also supported the "victory" blocs led by Haider al-Abadi, "wisdom" led by Ammar al-Hakim, and "patriotism" led by Iyad Allawi, in favor of Saleh's move.
While the Kurdish blocs did not announce an explicit position on Saleh’s intention to resign, the “Iraqi Forces Alliance”, which represents the majority of Sunni Arab representatives in the Iraqi parliament, announced his line-up alongside the “Building Alliance”, including proceeding with measures to isolate the president that seem almost impossible in The political, ethnic, and sectarian divide remained acute in Iraq.
The supreme religious authority in Najaf represented by Ayatollah Ali Al-Sistani, who announced the day before yesterday that Friday sermon in Karbala yesterday will not touch on the political issue, the positions of the political blocs increased embarrassment. While the sermon read by al-Sistani's representative in Karbala, Ahmed al-Safi, seemed devoid of direct conversation in politics, she was strongly criticized for not hearing people of wisdom and reason.
In the context of the sermon, Al-Safi emphasized that “the problem is not in the people of wisdom and reason, but in those who do not listen to the people of wisdom and reason, and whoever claims to belong to the people of wisdom and wisdom also”, indicating that “this last claim makes the vision absent from the claimant.”
The "building bloc", which still considers itself the largest bloc, declared that "the President of the Republic resorted to the policy of killing time, sending messages to this and that party, and not adhering to the constitutional deadlines, prompted us to provide the evidentiary evidence as the most numerous parliamentary bloc that we have adopted." In presenting our candidate to the President of the Republic who had pledged to assign him to form the government, but we were surprised by the President’s insistence on violating the constitution, and the failure to assign the candidate of the largest bloc on the pretext of rejecting the candidate from some political parties ». She added in a statement: “We are in the (Construction Alliance), and as we renew our full commitment to the constitutional contexts emphasized by the supreme religious authority, we categorically reject any justifications or a process of circumventing the constitution, and that violating the constitution from the party that is supposed to be its protector means pushing the country to Chaos that only serves foreign actors lurking in evil in Iraq and its people.
The response to the "construction" statement came quickly, but from the leader of the Sadrist movement, Muqtada al-Sadr, who saluted President Saleh's position, which means that the "Saeron" block stood with him. Al-Sadr went further than that when he nominated three personalities to head the government. They are Mustafa al-Kazemi, director of the intelligence service, Judge Rahim al-Aqili, former head of the Integrity Commission, and a controversial member of the Iraqi parliament, Sheikh Sheikh Ali. However, yesterday, Al-Sadr returned to the announcement of his giving up the support of any of them, after he found that they did not have the support of the demonstration squares.
The conspiracy theory also entered the line. While some parties and armed factions began accusing the President of the Republic, Barham Salih, of being subjected to American and European pressure in terms of imposing a certain candidate close this time to the United States, other blocs began hinting that there is an understanding, albeit tacitly, between Sadr and Saleh in terms of favoring a candidate who was not The circulation of their names, and the chest nominating the three characters, and then giving them up in less than 24 hours means that there is a cook that will be revealed during the coming days, especially that Saleh did not announce a clear resignation, but rather confused the papers in front of everyone.
For his part, the legal advisor to the President of the Republic, Amir Al-Kinani, emphasized that the “failure of the President of the Republic to assign the candidate to the political blocs came for several reasons, including: Conflicts and official books that reached the President of the Republic regarding the bloc concerned with the nomination, after the excessive agreement between the building and reform blocs was violated. Calculated on the political blocs, not the presidency of the Republic ». Another reason for not being assigned, Kanani added, is that “the constitutional obligation placed upon the president in accordance with Article 67 of the Constitution, as he is obliged to ensure the safety, security and unity of the country, is submitted to Article 76 of the Constitution, as the constitutional hierarchy of the articles is ruling, and the first is given to the following To her, therefore, the constitution presented rights and freedoms in its chapters on the tasks and validity of the three authorities, indicating that “some political blocs want to make the tasks and powers of the president to be a postman to implement the content of Article 76 of the constitution, and this is what the logic and sound mind refuse.”
In the same context, the former deputy Haider Al-Mulla called in an interview with Al-Sharq Al-Awsat, "The Construction Bloc", "to concede for the people, because if that happens, it will be in their interest in such a decisive period in the country's history." Al-Mulla added that "returning to the street option and adhering to the reference guidelines includes bloodshed and a solution to the crisis, as reforming the system is ahead of electoral gains."

Saturday 28 December 2019 - 02:00

Baghdad - Al Arabiya Net - Agencies: Soon after his resignation was placed in the hands of parliament, Iraqi President Barham Salih witnessed an Iranian attack, which was represented in a campaign of criticism and betrayal demanded by factions and parliamentary blocs loyal to Iran.

In detail, the "construction" coalition led by Hadi al-Amiri and Nuri al-Maliki accused Iraqi President Barham Salih of violating the constitution and of pursuing a policy of killing time, calling on parliament to dismiss him. He also considered in a statement that «the policy of procrastination pursued by the President of the Republic and his failure to adhere to the constitutional deadlines pushed the coalition to provide the evidence that cannot be doubted as the largest parliamentary bloc, and accordingly presented its candidate to the President who had pledged to assign him to form the government, but we were surprised by the President’s insistence on Violating the constitution and not mandating the largest bloc candidate on the pretext of rejecting the candidate from some political parties. The statement continued: "We in the construction alliance categorically reject any justifications or the process of circumventing the constitution."

To that, the construction alliance hinted at the possibility of entering the country in chaos, considering in his statement that “violating the constitution from the party that is supposed to be his protection means pushing the country into chaos that only serves the foreign parties that lie in wait for evil in Iraq and its people who strongly reject the dictations of any It was a matter of imposing a fait accompli policy, the guardian of arms and the transcendence of constitutional institutions ».

Likewise, Hezbollah Brigades, Iraq, on Thursday night directed its arrows to Saleh, describing the president’s move as suspicious, and accused him of “violating the constitution after refusing to perform his mission and his constitutional duty to assign the figure nominated by the largest bloc of the prime minister.” It also accused the President of the Republic of Iraq of submitting to American dictates, and what she called "pressure from suspicious parties working to use the demonstrations to impose its malicious will."

And she considered that Saleh had entered Iraq into a new crisis, accusing him of "evading his national and constitutional responsibility, waving to resign, in outbidding bids, by claiming that he stood beside the will of the people."

It is noteworthy that the President of the Republic, Barham Salih, had announced earlier on Thursday his readiness to put his resignation before the members of the House of Representatives, while he offered his apology for assigning the construction bloc Asaad Al-Eidani to head the next government. It is also noteworthy that Al-Eidani's candidacy for the Prime Minister is the third nomination that protesters announce their refusal to assign him to the position, after Parliament member Muhammad Shi'a Al-Sudani and Minister of Higher Education in the resigned government, Qusay Al-Suhail.

A new banner was raised at night in Tahrir Square, along with other pictures of all the candidates for the post of prime minister, with red flags expressing their rejection.

Under the new banner bearing the image of the President of the Republic, the protesters wrote: “Thank you for your standing with the demands of the masses and for not responding to the rejected candidates of the parties. Get out of the circle of corrupt parties. ”

For his part, considered the "National Coalition" led by former Prime Minister Iyad Allawi and includes most of the Sunni deputies that the pressure of the loyalists of Tehran "tremendous", welcoming the "national position" in favor of calling him at the same time to form a "mini-ministry in coordination with the United Nations and the appointment of a commission New to the elections, provided that the mission of this government does not exceed a full year.

Some were hoping yesterday that the supreme Shiite religious authority in his usual sermons would clarify the future of the foggy crisis that is deepening in the country. But Ayatollah Sistani indicated that he will not touch this time on the political situation, distancing himself from the controversy of the political class, which denounces the unprecedented spontaneous popular movement preparing to enter its fourth month, despite the fall of about 460 people dead and 25 thousand injured.

Dangerous warning to parliament: a big mess will hit the country while it is close
{Baghdad: Al Furat News} The Secretary-General of the Council of Representatives, Sirwan Abdullah Sereni, warned of the seriousness of the situation in the country and the occurrence of "great chaos".
"From the standpoint of sincerity, our eagerness and our sense of moral, national and humanitarian responsibility, and since the situation in Iraq began to turn from bad to worse, day after day, and in the absence of political solutions looming on the crisis and the depth of the differences between The Iraqi parties, which started to take another grant, and the interactions, rivalries and accusations among them, have become the main prevailing feature as they escalate on a daily basis, which threatens a catastrophe, the end of which will collide with each other, God forbid. "
"Candidates for the position of prime minister are falling one by one in front of the desire of the angry masses, the United Nations, international organizations and other countries are concerned about this situation and what will happen to it. It is well, as a reflection of the aggravated political situation, and the chances of the country's collapse increasing and becoming just around the corner. "
He added that "internal and external interference is unlawful in forming the government and the choice of its president is also escalating, and it is not like every time, but has witnessed a noticeable increase and every pressure towards it. The dialogues between the parties are almost non-existent unless they are side and on a narrow level and are dominated by the status of sectarian interests. And bypassing it and not adhering to its articles and paragraphs, it has become a regular and continuous thing, the demands of the demonstrators are spreading and varied little by little and they are not convinced, despite the enactment of more laws and decisions that were among their desires that they came out for. "
Sereni stressed that "a great chaos will hit the country while it is on the doorstep, and many government institutions are vulnerable to penetration and attack if the situation does not lead to the best."
He pointed out that "the use of mutual violence by responsible or popular authorities, burning institutions, closing circles or kidnappings and killing citizens and all illegal actions will not bring a positive result and will not lead us to radical solutions and meet legitimate demands, but will deepen wounds and create a greater rift between Iraqi society and family. "
"It is now far from avoiding violence, collisions, accusations and settling scores, so these conditions need to sit at the table of dialogue and understanding by everyone and launch a comprehensive national initiative adopted by national figures with national positions that are not disputed and are accepted and respected by all and be the link Among the Iraqi parties that have all the appreciation and respect, and they are able to bring everyone together in a dialogue based on tolerance and understanding, reject differences and refer to the principle of dialogue and logic and return to the constitution and make it the founder in resolving differences and problems to save Iraq and the Iraqis from your Heirs is about to destroy everyone. "
He continued, "The
time has come to overcome side differences and move away from the interests of partisan, sectarian and narrow, and we need real cohesion and uniting ranks to build the state and society and direct the country towards progress and prosperity."
"Today we are in urgent need of communication and serious and direct dialogue in a national spirit, whether between political blocs, sects, leaders, presidencies and the street, as well as with representatives of regional and international countries and the United Nations to find solutions and create a balance between all external and internal parties and return to the constitution as a rights protector All citizens and components, "noting that" creating a balance between everyone is the key to a solution, not evading reality or trying to surf, whether with data or in any other way. "
He pointed out that "involving young people and people with competencies in the leadership and management of the state and giving way to take their role in building the country should be one of the priorities of the next government."
We should not forget the role of the rational authority and the initiatives of the Kurdistan region’s presidency and their continuous guidance in containing the crisis by providing valuable advice and guidance and their continued assurances in meeting the demands of the Iraqi people and responding to their calls, and by this they have become a safety valve in solving problems and crises and the source of the solution must be an authentic Iraqi Far from any side interference. Barham Salih, waving his resignation, postpones the nomination of the Prime Minister

Baghdad / Al-Sabah
Several parliamentary blocs called on the President of the Republic, Barham Salih, to stay in his position and not go to the path of resignation that he hinted in in his book sent to the House of Representatives, in which he announced his rejection of the candidate of the building bloc Asaad Al-Eidani, and while the building coalition criticized the president’s position on the constitution and the principle of the largest bloc, it seems that Saleh's waving of resignation will delay the decision to nominate the next prime minister to succeed resigner Adel Abdul Mahdi.
On Friday, Deputy Speaker of Parliament Bashir Haddad said: "If the President of the Republic does not withdraw his message within a week, it will prepare a resignation, and in this case - according to the constitution - his deputy should succeed him."
He added, "Given that there is no vice president, the Iraqi constitution requires that the speaker of the parliament take office and that a president be appointed within 30 days." Haddad stressed "the need for clarification from the Federal Court that President Barham Saleh's message is ready for resignation and not clear resignation." ".
Constitutional expert and former Integrity Leader Hassan Al-Yasiri said in a statement received by Al-Sabah: “The President’s speech addressed to Parliament in which he expresses his willingness to submit his resignation does not mean submitting resignation at all, nor is any constitutional effect arranged, which makes it a political behavior that has nothing to do with the constitution.” .
The President of the Republic, Barham Salih, announced on Thursday, his readiness to lay down the resignation and submit it to the House of Representatives.
To that, the Al-Benaa coalition stated in a statement received by Al-Sabah that “the resort of the President of the Republic to the policy of killing time and sending messages to this party and that and not abiding by the constitutional deadlines, we pushed to provide the evidence that does not accept doubt as we are the most numerous parliamentary bloc that we have adopted in Presenting our candidate to the President of the Republic, who had pledged to assign him to form the government, but we were surprised by the President’s insistence to violate the constitution and not to assign the candidate of the largest bloc on the pretext of rejecting the candidate from some political parties.

Thanks Yota you're the best, thanks for always keeping on. At least something is happening, power to the people, no going back or ignoring the voice of the Iraqi people now, "they" simply can't do it. It's an exciting time in Iraq now, we've never seen this happen before. My friends our time is coming may not be as soon as we all wanted, but we're on the path now.

Kurdistan Monitoring Iraq Crisis with Great Concern: President

Basnews English 28/12/2019 - 13:35 Published in Kurdistan

ERBIL — Kurdistan Region President Nechirvan Barzani issued a statement on the current situation in Iraq, saying that Erbil is monitoring the deepening crisis with “great concern”.

“While the risk of instability and further escalation of the political impasse could push the country towards an uncertain future, it is the duty of all the parties to responsibly come to terms with the circumstances and enter into an agreement according to the constitution and its procedures, and refuse to bow to political pressure,” Barzani wrote in his Saturday statement.

The message comes two days after Iraqi President Barham Salih said in a formal letter to the parliament that he would rather step down than approving Basra governor for the position of prime minister of Iraq while protesters disagree with the nomination.

In regards to the designation of Iraq’s future prime minister, Kurdistan president said, enormous pressure has been mounted on President Barham Salih, contrary to the constitution and its proceedings. We reiterate that all solutions should be founded on the bases of the Iraqi charter and the legal means.

“In order to designate a patriotic candidate for the post of the prime minister, whom the major parties would approve of, the legitimate grievances of the demonstrators and the interest of the country should be taken into consideration. The future government should also be supported in order to manage the forthcoming transition period and the preparations for new elections,” Barzani added.

Baghdad - news

Member of Parliament, candidate for presidency of the Council of Ministers Faik Sheikh Ali, confirmed today, Saturday, that the President of the Republic, Barham Salih, will not appoint a prime minister until after a month from today, while noting that Saleh's waving of resignation is a professional political procedure.

Sheikh Ali told Al-Ikhbaria that, "The fact that the President of the Republic Barham Salih was threatening to resign is a professional political procedure from a seasoned politician," noting that "Saleh will not appoint a prime minister until after a month from today."

He stressed, "The Shiite political parties associated with the Construction Alliance are seeking to expel me and remove me from the position of prime minister," noting that "the parties are hostile to me because I did not blackmail a minister and ask him millions of dollars in exchange for not being questioned."

Today, the member of the House of Representatives and the candidate for the presidency of the Council of Ministers, Faeq Sheikh Ali, called on the demonstrators to support the survival of the President of the Republic, Barham Salih, in his position as President of the Republic, while he warned those who will occupy the position after him, saying, "You do not know the consequences of choosing an alternative to him."

Baghdad / news

Political analyst Ali Al-Azrajawi confirmed on Saturday that the closest scenario that will be achieved under the current situation is the formation of an emergency government and the holding of early elections.

Al-Azrajawi told Al-Ikhbaria that the appointment of a candidate by the Construction Alliance has become rejected and excluded by the demonstrators and most of the political blocs.

He explained that "assigning a candidate close to Washington is unlikely in light of the current situation," noting that "the closest scenario is the formation of an emergency government with the freezing of the constitution, the dissolution of the parliament, and the announcement of early elections, under consideration."

Iraqi president under 'enormous pressure' to assign a new premier: President Barzani

ERBIL, Kurdistan Region – Kurdistan Region President Nechirvan Barzani said Saturday that Iraqi President Barham Salih is under “enormous pressure” to designate a new prime minister for the country.

“In regards to the designation of Iraq’s future prime minister, enormous pressure has been mounted on President Barham Salih, contrary to the constitution and its proceedings. We reiterate that all solutions should be founded on the bases of the Iraqi charter and the legal means,” read a statement from Barzani.

Adil Abdul-Mahdi, incumbent prime minister, responded to the demands of the protesters to step down and submitted his resignation on November 30. Since then, there has been intense political sparring between politicians, parliamentary blocs and protesters over who shall succeed him.

President Barzani, whose ruling Kurdistan Democratic Party (KDP) enjoys strategic relations with Salih’s Patriotic Union of Kurdistan in Kurdistan Region, said he is monitoring the developments in Baghdad “closely and with great concern.”

He added that all the parties in Iraq have to come to an agreement as per the constitution and “refuse to bow to political pressure.”

Salih, a Kurd and senior member of the PUK refused the nomination of Asaad al-Aidani - nominated by the pro-Iran Bina Coalition, which claims to be the largest bloc in the Iraqi parliament - and offered to resign  rather than succumb to intense pressure from the coalition to name Aidani as the new prime minister.

Salih's proposal drew mixed reactions from protesters on the streets, who accused him of both solidarity and treason.

"Thank you Barham for siding with the demands of the people and rejecting the candidates of corrupt parties. We are with you," a banner in Tahrir Square read.

Others hoped that his departure would lead to the ousting of the current parties.

However, some were not as optimistic.

"This resignation will lead to chaos and give the political partires even more control over the country", protester Ali Mohamed told AFP.

"The president needs to stay to resist these parties," he added.

The Bina coalition, headed by Hadi al-Ameri and former Prime Minister Nouri al-Maliki later released a statement saying that Salih's offer and refusal to appoint Aidani, incumbent governor of the oil-rich Basra province, to form a new cabinet is a "clear violation of the Iraqi constitution."

“The side that is supposed to follow the Iraqi constitution is violating it today, and that will shift the country into chaos, which will not  serve any side except the western side and agenda,” read the statement.

“We ask the Iraqi parliament to take legal actions against the Iraqi President for his violation of the Iraqi constitution,” it added.

Foreign influence in Iraq has fueled the protests, which have adopted an strong anti-Iran stance.

Young Iraqis first took to the streets on October 1 demanding jobs, services, and an end to corruption. The protests paused during the Shiite ceremony of Arbaeen on October 9, but resumed on October 25 with radical demands for an overthrow of the post-2003 political order, including the resignation of the three presidencies: president, prime minister and parliament speaker.

More than 460 protesters and members of the security forces have been killed and around 17,000 wounded since October 1.
