Iraq is looking for a head of government and it is getting more difficult

Iraq is looking for a head of government and it is getting more difficult
Demonstrations in Iraqi streets - archive
 December 25, 2019 12:04 PM

Mubasher- Mr. Jamal: The crisis of choosing the prime minister continues to cast a shadow on the Iraqi street between leaders, politicians and citizens, especially since the protesters reject a new prime minister from any of the parties, which made the matter more difficult and put the President of the Republic Barham Saleh in a dilemma, which prompted him to wave the resignation of His position if he is pressed to choose a candidate who will succeed the resigned Prime Minister, Adel Abdul Mahdi.

After the parliament headed by Mohamed Al-Haloubsi agreed to the resignation of Adel Abdul-Mahdi, who faced popular pressure to resign, we have the right to blood. According to the constitution, they present a candidate for prime minister.

President Barham Salih addressed the Federal Court to determine the meaning of the largest bloc.

The construction coalition, "the largest bloc", was chosen on the basis of documents proving that it holds the majority registered in the House of Representatives, according to statements by the spokesman for the Fatah Alliance, which is bound to the building alliance Ahmed Al-Asadi.

The construction coalition chose the Minister of Higher Education, Science and Technology in the resigned government, Qusay Al-Suhail, to be the coalition’s candidate for the presidency of the Iraqi government, but Al-Suhail refused to take over the government’s office, formally apologizing to the coalition for this assignment, calling for the selection of another candidate, according to a document by the Minister of Education in Iraq published by the media. Local media.

Between street pressure and demands to choose the prime minister from the Iraqi people, and not from the largest bloc, Iraq is going through one of its most difficult political stages, and speculation that the construction alliance will nominate a new candidate remains, or will a new candidate come out of the public that satisfies the aspirations of the people.

Al-Abadi reveals the parties behind the assassination of activists during the recent demonstrations

In the policy  of December 25, 2019 63 visit

BAGHDAD / SNG- President of Al-Nasr Coalition Haider al-Abadi revealed on Wednesday some of the parties behind the assassinations of activists during the recent demonstrations, while touching on the circumstances in which the government of the “resigned” Prime Minister Adel Abdul-Mahdi was formed .

Al-Abadi said, in statements to an Egyptian newspaper, “Today, Iraq reaps what was sown in 2018, as we suffer today from disasters, including the sterility of the political process, sectarian ethnic quotas, rampant corruption, dependence on the will of the foreigner, the chaos of state contexts, and even the fragility of the social, economic and security structure that enabled elements Terrorism, crime and the forces of arms outside the domination of the state, all of which are the product of a distorted political system based on equations and interactions.

He added, “The components, the power of the components, and the powers controlling the powers of the components politically, have produced our system of components at the expense of the citizenship system, the power of consensus at the expense of the democratic majority, the birth of small projects, the transgression of parties, the division of power, and the overlapping of contexts and responsibilities. And the stability of the state except with a comprehensive reform project for the state’s structure, and this is what we worked on previously and we are still working on it as a victory coalition .

In response to a question regarding his participation in the current government, Al-Abadi said that “the victory coalition did not occur nor did he sign or participate in the government of Abdul-Mahdi, and the choice was based on narrow partisan consensus, and its formation violated the constitution as it did not emanate from the most numerous bloc, and its quota structure was based on the mentality of fiefdoms Partisan . ”

He explained that "the external factor had the role of the emergence of this government due to the dependency of the decision of some of the parties . "

On his question about who was behind the assassinations during the recent demonstrations in the Iraqi street, Al-Abadi stressed that they are "the forces that retaliate against the state, which sees itself as greater than the state, and which does not see deterrence and decisiveness in front of it, whatever it may be . "

He pointed out that, “Since the beginning of the youth movement last October, we diagnosed the crisis and were aligned with the Iraqi people, and we presented comprehensive initiatives since 4 October 2019 to reform the system and achieve the demands of the people. For history, we have not witnessed a fundamental interaction with what we have proposed, there were those who bet on eliminating The people's uprising, the other is governed by interests with the government, the other is awaiting the throes of the conflict to determine the situation, and some are waiting for the situation from behind the borders. Yes, there are those who supported and interacted, but did not reach the stage of forming a reform and rescue front to deal with the crisis, and for history, the response to our national initiatives was Shy and late .

In response to a question about the most prominent challenges that are a source of concern that threatens the security and stability of Iraq, he answered that "the most important challenges are reforming the political system to be able to produce a solid core of the state and good and effective governance that efficiently and fairly manages the country 's helm," noting that "any system loses the ability to respond The challenges of governance fall, and unless the system is reformed to be effective and efficient, and according to the political and economic security challenges ... it cannot survive . ”

In his talk about the reasons that led to the outbreak of the protests, Al-Abadi said that it comes as a result of “the nature of the Iraqi sectarian and partisan political system that was established on the basis of the mentality of acquisition, domination, interests, and linking Iraq to international regional hubs, in addition to modest performance in the development, administration, and unity of state policies . ”

He concluded by saying that "Iraq is a victim of regional and international conflict, as it is the biggest victim of international regional conflicts for half a century from now, but the primary responsibility rests with the Iraqi forces and elites and the extent of their patriotism and their awareness of Iraqi interests and their wisdom and political skill to spare Iraq the repercussions of the international regional conflict, and here lies the problem"

Al-Abadi: Today we are reaping what they sowed in 2018, and these are those who assassinate protesters and activists
(Baghdad: Al Furat News) The head of the victory coalition, Haider al-Abadi, confirmed that what the country is witnessing today is the result of the "wrong foundations" in forming the caretaker government, Adel Abdul-Mahdi.

Al-Abadi said in a press interview, "The victory coalition did not occur and did not sign and did not participate in the government of Adel Abdul-Mahdi in 2018. And the external factor had a role in its emergence due to the dependency of some parties ’decision, and we have said at the time that the equation that produced the government is fragile and contradictory and cannot survive or manage the country efficiently, and today we reap what they sowed in 2018.”
He added, "Any system that loses the ability to respond to the challenges of governance falls, and unless the system is reformed to be effective and efficient and according to the political and economic security challenges, it cannot survive."
Al-Abadi continued, "The nature of the Iraqi sectarian and partisan political system, which was established on the basis of the mentality of acquisition, domination and interests, and linking Iraq with international regional hubs, in addition to the humility of performance in the development, administration and unity of state policies."
He pointed out that "Iraq is the biggest victim of international regional conflicts for half a century from now, but the primary responsibility rests with the Iraqi forces and elites and the extent of their patriotism and their awareness of Iraqi interests and their wisdom and political skill to spare Iraq from the repercussions of the international regional conflict, and here lies the problem."
On the one who is behind the assassinations during the recent demonstrations in the Iraqi street, Al-Abadi accused "the forces that revert to the state, which see themselves as larger than the state, and which do not see deterrence and decisiveness in front of them, whatever they may be."
He added, "The militias have no sect, not even a political identity, as they are the forces of conciliation with weak governance and a state that lacks strength, prestige and sovereignty."

Parliamentary sources: The President of Iraq mandates Asaad Al-Eidani today to form a government
The President of Iraq and the continuation of the demonstrations

After his meeting with Iraqi President Barham Salih with a number of members of the House of Representatives , Iraqi MP Mohammed Al-Khalidi confirmed that the President will appoint, on Thursday, Asaad Al-Eidani, as Prime Minister and instruct him to form his government within 30 days, and earlier the Iraqi President received Saleh, from the "Construction Alliance", issued an official book to nominate al-Idani as prime minister, but he did not charge al-Idani to form the government.

Al-Arabiya TV reported that the president will take the opinion of some of the blocs about Al-Idani’s candidacy, as well as he saw the street through the demonstrators about Al-Idani’s candidacy, and the “Building Alliance” decided to nominate the governor of Basra, Al-Idani, to the post of prime minister to replace Adel Abdul-Mahdi.

The happiest Idani

And Iraqi media reports said on Wednesday that "after the construction meeting ended at dawn, it was decided to nominate Al-Idani and send a letter to the presidency of the republic for the purpose of assignment, but reports that the Iraqi" building alliance ", accompanied by their candidate for the Prime Minister's office, left the Peace Palace without the president , Saleh, book authorizing Al-Aidani to form a government, waiting for agreement with other blocs and obtaining street acceptance.
It is noteworthy that Al-Eidani is the third official candidate offered by the "Construction Alliance", after Muhammad Shia'a Al-Sudani, and the Minister of Education Qusay Al-Suhail, whose candidacy was withdrawn due to the widespread popular and political rejection of them.

Al-Suhail apologized for his possible assignment as prime minister of Iraq. The Alsumaria News channel published a document addressed to the construction bloc on his mandate, stating: "Brothers in the construction alliance are more valuable to your candidacy, but the circumstances are not conducive to such a commission."

The Iraqi protests continue to demand an independent government and a fair electoral law, and the marches continued in Baghdad's Tahrir Square, Dhi Qar, Nasiriyah, and Basra, while the demonstrators chanted national slogans confirming that the largest bloc is "the blood of the dead from the protesters in Tahrir," according to their chants, and that the movement is the one who will form the government .

This comes as protesters burned the headquarters of the "Dawa" party, "the wisdom stream", "the Badr Organization" and "Asaib Ahl al-Haq" in the city of Diwaniyah, the center of Qadisiyah province, south of the Iraqi capital, Baghdad, after the assassination of the activist, Thaer al-Tayyib.

On the other hand, the demonstrators blocked the Mohammed Al-Qasim Highway in central Baghdad, and demonstrations with burning tires cut off a number of major roads in Najaf.

Iraqi President Barham Salih refused to nominate Asaad al-Aidani as prime minister

Iraqi President Barham Salih on Thursday refused to name Asaad al-Eidani, the candidate of the Iranian-backed parliamentary building bloc for prime minister, saying he preferred to resign rather than appoint a person to this position, which was rejected by protesters.

Saleh said in a statement that the constitution does not give him the right to reject the candidates for prime minister, and therefore places his "willingness" to resign before members of the House of Representatives.

And the construction bloc laid to Saleh a book to nominate Al-Aidani to succeed Adel Abdul-Mahdi.

Al-Eidani, the governor of Basra, is facing harsh criticism for his actions to suppress demonstrations in the summer of 2018 in his governorate.

Protesters in the city of Kut, during a massive demonstration Thursday in the center of the southern city, chanted, "We reject Asaad Irani."

The Kurdistani Democrat rules out consensus on a candidate for prime minister and proposes to return Abdul Mahdi with a new cabinet

On Thursday, a member of the Kurdistan Democratic Party, Majed Shankali, ruled out the possibility of consensus on one of the candidates for the post of prime minister, indicating that the return of Abdul-Mahdi with a new cabinet is the best solution for the time being.
"The reality is that it is difficult to choose a candidate for prime minister who is acceptable to all parties," Shankali wrote in a tweet on Twitter today.

He added, "Keeping Mr. Adel Abdul-Mahdi with a complete change of his government may be a solution, especially since everyone agrees to hold early elections, at which time the ballot boxes will determine who will form the government unless it appears that it is not like the interior."

Protesters reject al-Bina coalition candidate for PM position

Demonstrations continue
A general view of Tahrir square as demonstrators take part in a protest over corruption, lack of jobs, and poor services, in Baghdad, Iraq October 29, 2019. Reuters

SULAIMANI — Iraqi protesters on Thursday (December 26) rejected a new candidate of al-Bina coalition for the position of Prime Minister.

Protesters gathered at the squares in Baghdad, Basra, and the other southern provinces and rejected Basra governor Asaad al-Eidani who was nominated by the al-Bina coalition for the Premier position.

This is the second time that the protesters reject al-Bina candidates this week. They also rejected candidate Qusay al-Suhail.

Al-Bina includes the Fatah Alliance, which is made up of the political wings of the Hashd al-Shaabi, and State of Law, which is former prime minister Nouri al-Maliki's party. It is seen as being closer to Iran than the rival Islah bloc.

The office of Iraqi Shia cleric Moqtada al-Sadr said Wednesday that it had also nominated four candidates for the position of Prime Minister, including Ahmed Karim Hamd Ajbawi, Rafid Abdulrahim Nu’man Aaraji, Saad Ghali Kazim Tamimi, and Ghazwan Yasir Minjel Shablawi.

Iraq has been rocked by anti-government protests for nearly three months. Initially the demonstrators wanted the government to do more to fight corruption, increase job opportunities, and improve public services, but they are now adamant that the current government and parties should be swept aside and new elections held.

Protesters have repeatedly rejected candidates floated by the parties, saying that they will not accept anyone who previously served in government.

More than 497 people have been killed and over 17,000 others have been wounded since the protests began on October 1, according to the High Commission for Human Rights. Local and international rights watchdogs have condemned the killings.

Iraq’s top Shia cleric, Grand Ayatollah Ali al-Sistani, said on Friday that an early election was the only way out of the current unrest gripping the country and a new government should be formed soon.

A word to the President of the Republic Barham Salih this evening

A word to the President of the Republic Barham Salih this evening
[Baghdad-where]
Reuters news agency said that President Barham Salih will deliver a speech at a later time.
Reuters quoted news sources from Saleh's office as saying that the President of the Republic left Baghdad on Thursday for his hometown in Sulaymaniyah, and that he will deliver a speech broadcast on television at a later time.
The President of the Republic, Barham Saleh, refused today to assign the candidate of the parliamentary "Al-Bena" parliamentary bloc to head the government, saying that he was ready to submit his resignation to Parliament.
The construction bloc, led by Hadi al-Amiri, which currently holds the largest number of seats in parliament, has submitted the name of Asaad Abdul Amir al-Aidani, the governor of Basra, as its candidate for the position of prime minister.
Saleh pointed out that the higher interest of the country requires that the candidate be a "calming factor", and in choosing him in response to the will of the people.
Saleh said: "Starting from my desire to bloodshed and protect civil peace, and with all respect and appreciation to Al-Aidani, I apologize for appointing him as a candidate for (the building block)."
The protests have invaded Iraq since October 1, and the protesters, who are mostly young people, are calling for a change of the entire political system because, in their opinion, they are corrupt and have left most Iraqis in poverty.
More than 450 people were killed in the protests, and thousands were wounded.
The former Prime Minister, Adel Abdul Mahdi, resigned last month and remains in office to conduct business, despite continuing protests.

The National Coalition calls on Saleh to form a mini cabinet and a new election commission
{Baghdad: Al Furat News} The National Coalition headed by Iyad Allawi, President of the Republic Barham Saleh, called for the formation of a "mini cabinet" and the appointment of a new election commission.
A press release issued by the media office of the National Coalition received, "Al Furat News" received a copy of it "in the most critical and dangerous stage in the history of modern Iraq, and at a time when we expected that the main political forces responsible for nominating a prime minister and presenting it to the President of the Republic to find a suitable exit from The current stalemate, we were surprised by those forces - after it struck the constitution again by wall when it did not adhere to the concept of the largest bloc {despite our reservations about it, since the 2010 elections} so a prime minister was nominated by only two blocs - to return once more to violate the constitution by insisting that it The bulk represents the largest while M is recorded in the first session of the House of Representatives. "
He added that "instead of leaving the matter to the President of the Republic to start his consultations and dialogues to mix the opinions of all political forces and come up with a unified opinion to name the next Prime Minister, I exerted pressure on the President of the Republic to accept its candidate, without any regard for the demands of the demonstrators, and the demands of the unions, unions and associations that had another opinion of this candidate ".
"Today, with the inability of these blocs to provide a candidate who meets the aspirations of the demonstrators and is qualified to manage the next stage, we see that it is time for Dr. Barham Saleh to form a mini ministry in coordination with the United Nations and appoint a new election commission in accordance with a new, fair and just law, provided that it does not exceed a mission This government is for a full year and pledges not to run in the elections. "
And the price of the National Coalition, "He highly valued the national position of the President of the Republic and his bias towards the people's choice and preference for him, despite the tremendous pressure that he was subjected to, and that when we enlarge this position, we announce our categorical rejection of his resignation and call on him to exercise his required role according to the requirements of the constitution and the requirements of our noble people in a manner that preserves Iraq and its unity and prestige And its stability.
