Al-Kaabi: Not voting on the election law today {fatal mistake}

He stressed, "The controversial point in Article {15} of the Parliamentary Elections Law is technical and not political. Therefore, the Council considered that there should be a slowdown in the legislation of the law," explaining that "the whole law has no disagreement with the exception of Article 15 related to the distribution of electoral districts."

At the beginning of the session, the parliamentary blocs presented their vision regarding the Parliament’s elections bill, and the head of the Parliamentary Bloc, Faleh al-Sari, affirmed his current support for the principle of multiple individual constituencies, and that each parliamentary seat have an electoral constituency.
Meanwhile, MP Nabil Al-Tarfi, head of the Alliance Block, affirmed that the alliance adopted the proposal of multiple districts at the district level, and that the nomination be 100% individual and a 25% guarantee to represent women.
MP Muhammad Al-Ghabban, head of the Al-Fateh Alliance bloc, pointed out that his alliance with every 100,000 people having a seat in accordance with the highest system of votes, provided that the level and number of constituencies are determined to avoid any problems.
MP Falah Hassan Zaidan of the Iraqi Forces Alliance considered the parliament’s elections bill as one of the most important laws, indicating the necessity of adopting the proposal of multiple lists and the highest votes at the district level and ensuring the representation of women and that the districts within the districts be defined in the law.
Representative Kati al-Rikabi, on behalf of the State of Law coalition, noted the importance of the law in meeting the interests of the Iraqi people, indicating that the bloc does not object to the proposal of multiple or non-multiple lists.

Representative Youssef Mohamed urged the Change Bloc to adopt the distribution of the electoral district individually and according to the electoral lists, and that the votes be distributed according to the electoral divider, and to assign seats to the list and to the individual number.
Representative Adnan Fayhan, head of the Sadikon bloc, suggested relying on the principle of the highest votes for a single electoral district in the governorate in the event of going to early elections. In the event that the law takes longer, the proposal for multi-districts at the district and governorate levels may be approved according to the highest votes due to the data update required by the commission .
Representative Yonadam Kanna demanded that the Rafidain bloc raise the percentage of choosing the highest votes to 75% and give 25% to political entities.
Representative Ammar Tohme stated that the National Approach bloc said that his bloc with the winner with the highest votes by 100% for the winners and the adoption of a single constituency at the governorate level, being close to holding early elections and increasing the percentage of participants in the elections.
For his part, the Speaker of the House of Representatives expressed his support for the electoral system in accordance with the proposal of the highest votes at the level of multiple constituencies that the multiple constituency in the governorate be defined as well as the resolution of the quota for women, calling on the Legal Committee to limit its meetings to members of the committee while continuing to receive the proposals of representatives to mature a project Law.
As for the first deputy speaker of the House of Representatives, Hassan Al-Kaabi, he praised the role of the president and members of the legal committee in discussing the draft law, reviewing the meetings that were held, which amounted to 16 meetings with the aim of maturing the law, urging the parliament to expedite the vote on the law.
For his part, President Al-Halbousi instructed the Legal Committee to hold meetings to mature the draft law for the House of Representatives election and resolve the issue of naming electoral districts in the presence of representatives of the Ministry of Planning and the Electoral Commission and the authorities concerned with electoral affairs to ensure the support of all parties concerned, including the United Nations and civil society organizations, in order to enhance confidence in the electoral process, Indicating that the Council is already ready to vote on the draft law at any time to be determined upon agreement.
A representative of Al-Furat revealed that "the legal committee requested that the session be postponed until next Monday."

On a related level, the Turkmen Parliament bloc submitted a new proposal that the big governorates such as Baghdad, Nineveh and Basra be multiple districts, while the other provinces would be one constituency.
Representative Arshad al-Salihi said in a press conference: The most important points disputed regarding the election law are the issue of multiple districts or one district, noting that when the judiciary has a district and the number of souls of more than 25 thousand citizens, then the deputy is a representative of the judiciary itself.
Al-Salihi added that the other sticking point is the insistence of some political blocs on the electronic counting system, which has proven unsuccessful as a result of the fraud operations that accompanied the past elections, and called for the contract to be canceled with the Korean company and that the counting operations be manual rather than electronic, stressing that there is no consensus to pass a law The elections before discussing it carefully and overcoming the mistakes that accompanied the current law.
The Legal Committee, headed by Rep. Hady, Chairman of the Committee, in the presence of a number of deputies, has hosted the representative of the International Foundation for Electoral Systems (IFS).
The meeting discussed, according to a committee statement received by Al-Sabah, the most important observations and proposals put forward regarding the House Elections Law, including the type of constituency and the quota for women in addition to the age of the candidate, stressing the necessity of continuing discussions on the law until a final formula satisfying the aspiration is reached.

A member of the House of Representatives, Dr. Majed Al-Waeli, told Al-Sabah: “There is an expectation that a session of the House of Representatives will be held tomorrow, Monday, as the agenda will include a vote on the Parliament’s elections law, despite the reservations of some blocs regarding the combination of individual elections and political blocs.”
He continued that "the majority of political blocs with the adoption of individual elections and multiple constituencies in one province to ensure the integrity and the smooth functioning of the electoral process naturally."
For his part, said a member of the House of Representatives Jamal Fakher: "Some blocs still insist on maintaining the electoral system that was adopted in the recent elections for the House of Representatives (St. Lego)."
Fakhir said in an interview with "Al-Sabah", the House Elections Law, "one of the important laws that Parliament intends to vote on in the next few days," stressing that "there are some technical differences that prevented voting on it last week."
In addition, Al-Fath coalition MP Mohammed Al-Baldawi said: "Going to the multiple electoral districts should be followed by the identification of these districts in the districts, because some districts do not exceed the population of 100 thousand, which represents a seat in Parliament."
He explained, "There are some measures that contradict the law. In the event that the electoral districts are calculated, then how the representation of members of the House of Representatives must be calculated, especially since there is an approach to reduce members of Parliament, what must be resolved is the problem in order not to contradict the constitution."
On the other hand, Sabah Al-Okaili, the MP from the Alliance Coalition, believed that the multiple constituencies in the new parliamentary elections law would guarantee immunity for the regions.

Parliamentary Finance: No consultations on a new salary scale

The Parliamentary Finance Committee denied that there are discussions about a new salary scale for state employees at the present time.

Representative of the Parliamentary Legal Committee, Diamond Kamal, said in an interview with Al-Sabah: “The committee will meet (today Sunday) to discuss the election law, and the opinion of the political blocs has been taken in this regard, in addition to discussing with experts on the local and international scene and with the Commission and the Ministry of Planning regarding The technical side and the executive mechanisms of the law that are still on the committee’s table are under discussion and will be decided today, Sunday.

Kamal stressed that "all political blocs support the law, but there is a difference in the mechanisms regarding the issue of the electoral denominator as one or multiple districts at the judicial level, because the application mechanism at the judicial level has many obstacles and it is difficult to apply on the ground of geographical reality."
She pointed out, "The possibility of avoiding this obstacle by offering (the single circle) at the level of Iraq so that the denominator has reached the judiciary and the village and every part of Iraq and that continues until a population census is conducted in the country, and that is one of the opinions."
Regarding other opinions, a member of the Legal Committee clarified that “Parliamentary parties see that going down to the level of the judiciary and multiple constituencies is the best, and with these different opinions, voting will be the decisive threshold for resolving the subject”, noting that “the subject of the ratio in the list is 100 or 50 and its calculation is still Also under discussion, "indicating that" the committee will meet to resolve the debate and proceed to vote on the law this week.

In turn, the deputy from the Al-Fateh Alliance Fadel Jaber Al-Fatlawi expected that the election law would be passed in the next parliament session by an absolute majority.
In an interview with Al-Fatlawi, Al-Fatlawi said: “The alliance of Al-Fateh, others, and wisdom allied with the passage of a 100 percent clause and the multiple constituencies in the election law,” noting that “this matter has been decided by the parliamentary majority.”
He added that "the next session will witness the passing of the election law by an absolute majority," noting that "conservative blocs on the issue of multiple constituencies are few."
