Khalati said in a press statement, "The choice of the prime minister may not exceed a week and the names of the circulation in the media are in the media only and no alternative name has been submitted to the prime minister."

(BAGHDAD: Euphrates News) The House of Representatives voted today on the resignation of Prime Minister Adel Abdul Mahdi based on Article 76 of the Constitution.

Article (76) of the Constitution are as follows:
First: The President of the Republic, the candidate of the largest parliamentary bloc, shall be appointed to form the Council of Ministers within fifteen days from the date of the election of the President of the Republic.
Second: The Prime Minister-designate shall nominate the members of his ministry within a maximum period of thirty days from the date of assignment.
Third: The President of the Republic shall appoint a new candidate for the Presidency of the Council of Ministers within fifteen days upon the failure of the Prime Minister-designate to form the Ministry within the period stipulated in clause “II” of this Article.
Fourth: The Prime Minister-designate shall present the names of the members of his Cabinet and the Ministerial Curriculum to the House of Representatives.
Fifth: The President of the Republic shall appoint another candidate to form the Ministry within fifteen days in case the Ministry does not gain confidence.

Iraq's parliament has accepted the resignation of Prime Minister Adel Abdul-Mahdi, Al-Arabiya television reported on Tuesday.

Speaker of the Iraqi Council of Representatives, Mohammed al-Halbousi, said that the president will be addressed to nominate a new prime minister.

BAGHDAD (Reuters) - Iraqis from several provinces across the country took part in mourning rallies on Sunday for demonstrators killed during anti-government protests that killed more than 420 people.

Since the beginning of October, there has been a wave of angry protests calling for the "overthrow of the regime" and the change of the ruling political class for 16 years, accused of corruption and waste of the country's wealth.

 Although protests have been going on for two months in Baghdad and several southern cities, Sunni-dominated areas have not witnessed protests for fear of being accused by authorities of supporting "terrorism" or of being supporters of Saddam Hussein's regime.

But the escalation of violence over the past few days, which has left some 70 people dead in Nasiriyah, Najaf and Baghdad, has pushed Iraqis out in most provinces in solidarity with protesters.

BAGHDAD (Reuters) - Iraqi parliament speaker Mohammed al-Halbousi said on Sunday the president would be addressed to name a new prime minister under Article 76 of the constitution .

ERBIL (Kurdistan 24) – In a special session held on Sunday in Baghdad, the Iraqi parliament voted to accept Prime Minister Adil Abdul Mahdi’s resignation, following two months of national anti-corruption protests that have led to the reported deaths of over 400 participants. 

A video has circulated on Iraqi social media, taken within the parliament's chambers by a lawmaker, shows the moment the results of the vote were announced.

Abdul Mahdi announced his intention to resign on Friday after the bloodiest day of protests yet, during which security forces reportedly killed upwards of 40 demonstrators. 

Although some demonstrators celebrated Abdul Mahdi’s announcement, protests seem poised to continue. 

When they began two months ago, demonstrators called for improved public services, increased access to jobs, and an end to the corruption that plagues the country’s various institutions. They later also demanded a complete overhaul of the government and denounced the political elite. 

Abdul Mahdi said in a statement that his government “did everything possible to respond to the demands of the demonstrators and provide reform packages, employment, plots of land, and important legislative bills.” He went on to stress the “principle of peaceful transfer of power in the democratic system,” adding “achieving the interests of the people is a goal that tops everything.” 

The prime minister called on his cabinet members to continue their work until the new government is formed, a process the details of which have not yet been announced. 

In another statement on Friday, influential cleric and political kingmaker Muqtada al-Sadr suggested the nomination of a replacement prime minister through a referendum of five candidates to be offered to the public.

He also suggested that the new prime minister choose his cabinet “far from parties, blocs and, militias and away from sectarian, partisan, nationalist, and factional quotas, as well as activating the role of the judiciary and avoiding the bickering of parliament, whose members are no less corrupt than the government.” 

He continued, “Anyone who sympathizes with us within the realm of parliament should involve himself in the formation of the government only by voting with conviction and taking the opinion of the people directly and under independent and non-corrupt supervision.”

ERBIL, Kurdistan Region – Iraq’s parliament accepted the resignation of Prime Minister Adil Abdul-Mahdi on Sunday following weeks of violent protest.

Abdul-Mahdi announced his intention to resign on Friday. It was approved in the presence of 241 MPs

“No one had any reservations about the resignation letter. And the parliament therefore without putting it before a vote, accepted the resignation,” Aram Balatiy, spokesperson of the Kurdistan Democratic Party (KDP) bloc in Baghdad, told Rudaw.

“Mr. Mohammed al-Halbousi, the speaker of the parliament, will tomorrow inform Mr. President Barham Salih in an official letter that the parliament has seen the resignation letter from the prime minister and approved the resignation and will therefore call upon him to send another name in 15 days for the establishment of a new government cabinet,” he added. 

Article 81 of the Iraqi Constitution allows President Salih to run the government for 15 days.

“Starting from today, we will have a caretaker government and the ministers will run their daily affairs until a new government cabinet is founded,” he explained. “No legal or constitutional gaps will be created.”

Bakhtyar Shaways, an MP with the Patriotic Union of Kurdistan (PUK) in Baghdad, said: “The president will run the caretaker government along the ministers until a new government is established. The president will not exercise the prime minister's powers.”

Protests demanding jobs, basic services, and action against corruption began in Baghdad on October 1 before spreading nationwide.

The unrest died down during the Shiite religious observance of Arbaeen before resuming on October 25 – this time with calls to sweep away the old political parties that have held power in Iraq since the US-led invasion of 2003.

Iraq’s security forces have been widely condemned for their use of military-grade tear gas canisters fired directly into crowds of protesters, causing fatalities and catastrophic head injuries.

Abdul-Mahdi, an independent technocrat, took office in October 2018 following lengthy government formation talks.

His resignation comes as a Kurdistan Regional Government (KRG) delegation is meeting with the Iraqi government in Baghdad to finalize a 2020 budget deal. 

“The good news for the people of the Kurdistan Region is that the Iraqi government voted and approved the 2020 budget law before Adil Abdul-Mahdi decided to resign. And in today’s visit to Baghdad, the Kurdish delegation will only finalize some matters they have already agreed on in principal,” the KDP’s Balatiy explained.

“For the next 15 days, the government can wield its powers and the approved draft budget will be submitted to the parliament,” he added.

SULAIMANI — Following the Council of Representatives' acceptance of Prime Minister Adil Abdul Mahdi's resignation, the government officially shifted to “caretaker” status, a government spokesperson said on Sunday (December 1).

Spokesman, Saad al-Hadithi, said the caretaker government would continue for 30 days until a new government cabinet is formed. Under the constitution, President Barham Salih has fifteen days to nominate a new candidate for the position of prime minister.

Historically, however, government formation has taken much longer.

Abdul Mahdi submitted his letter of resignation to the Council of Representatives on Saturday evening and parliament approved it unanimously on Sunday. 

He decided to resign after the country’s top Shia Muslim cleric Grand Ayatollah Ali al-Sistani urged lawmakers on Friday to reconsider their support for a government rocked by weeks of deadly anti-establishment unrest.
