Hadith Al-Halbousi
The Speaker of the House of Representatives, Muhammad Al-Halbousi, held yesterday, Monday, an expanded meeting that included his first vice-president, Hassan Karim Al-Kaabi and heads of political blocs, to discuss the Iraqi Parliament elections law, in a series of ongoing meetings for the purpose of its legislation.
A statement of the media office of the President of the Council stated that Al-Halbousi stressed during the meeting the need to reach an agreement on a law that meets the aspirations and aspirations of the Iraqi people and rebuilds confidence for the voters, in a way that guarantees a fair electoral process and genuine representation of Iraqi citizens throughout Iraq.
The meeting discussed all the ideas presented by Iraqi and international experts to work to unify visions about the law in order to reach its legislation as soon as possible, stressing that running and voting is a legitimate right for all Iraqis.

Ratio and circles
In turn, Member of Parliament Dr. Majed Al-Waeli told Al-Sabah: It is a session today, Wednesday, that will be devoted to approving the election law. He added, “One of the most prominent proposals that will pass in this law is the adoption of 100 percent of seats for the candidates winning the highest votes, as well. On the passage of multiple districts in a single province, ”stressing that“ all these demands represent the will of the people. ”
To that, a member of the Committee of Experts in the Presidency of the Republic, Adel Al-Lami, said: “The House of Representatives received two drafts of the election law, one of which is submitted by the Presidency of the Government and the second by the Presidency of the Republic,” noting that “Parliament’s 100% approval for a single candidacy means its reliance on the draft submitted by the Presidency The Republic. ”
He explained, "The political blocs do not reveal the details of the talks and what has been changed in the law, but the differences still revolve around determining the judiciary or the province as a constituency."
Al-Lami pointed out that "achieving different results and replacing old political faces depends on citizens' response to participating in elections and supporting new faces and participating parties."

Adjusted points
The member of the Construction Alliance, Abbas Al-Zamili, revealed, for his part, the most prominent points that were amended in the draft law of the House of Representatives elections.
Al-Zamili said in a press interview: “We are awaiting the vote on the Parliament’s election law, in addition to submitting a candidate for the post of prime minister to vote on it,” noting that “the draft election law that came from the government included several points that were contested in Parliament, including 50% related to it.” For the highest votes, and the same, for party lists that have been decided on the option of accreditation, for the winners to be the ones with the highest votes, regardless of their lists, by 100 percent.
Al-Zamili added, “Among the points that were amended is the age of the candidate who was 30 years old, and who has been reduced to 25 years.” Noting that “the third thing is that the law sent by the government did not exclude dual nationals, but we set a condition for dual national candidacy. It gives up his second nationality to run for election.
He continued, “The fourth order that was amended and in coordination with the Parliamentary Legal Committee is the issue of excluding some segments from running for elections, among them (the President and Vice-Presidents of the Republic, the Prime Minister, Ministers, Governors, members of the Provincial Council, agents, and general managers who have not been out of office for two years),” explaining. That “the only point on which discussions are still around is the issue of multiple districts within the provinces or the adoption of the governorate as one department and we believe that we will reach a result in it during the next two days.” Al-Zamili pointed out that “the law in its final form will meet the aspiration of the Iraqi street and Guaranteeing the right of everyone to a mechanism that achieves equal opportunities and fair competition.

The voting mechanism
As for the member of the Parliamentary Committee, Hussein Al-Aqabi, he affirmed that “the committee and the heads of the parliamentary blocs have settled 80% of the disputed points.”
He added, "The most prominent controversial points that were discussed relate to the issue of the voting mechanism in relation to a single electoral district and the name of the district, is it at the level of the judiciary or at the governorate level and if it is at the level of the judiciary we will face the problem of calculating (women's quota) if it is alone?"
Al-Oqabi continued, "The other controversial points are related to the issue of voting in the biometric system, as well as records of the displaced and the displaced." .

Baghdad / news

The deputy of the National Axis, Ahmed al-Jarba, confirmed on Wednesday that an agreement was reached on the new parliamentary elections law between the political blocs, noting that the dispute now concerns electoral districts only.

Al-Jarba said during a press conference attended by "Al-Ikhbaria", that "the agreement was reached at 100 percent, and the dispute now is whether the constituencies will be multiple or one."

He stressed by saying, it is necessary "not to dwarf the role of a member of the House of Representatives and make it multiple constituencies, but rather we support one electoral constituency and whoever speaks of justice and patriotism should go to making all of Iraq one constituency."

He added, "The people want fair elections and not to use public funds to pay their candidates," adding that "most of the points agreed upon today will be voted on and some points of controversy will be postponed."
